Chiefs of Staff to review certain selection board reports to<br />
determine if the boards acted in a manner consistent with<br />
Secretary of Defense guidelines under section 615(b) of Title<br />
10, U.S. Code, and DODINST 1320.14. The Chairman reviews board<br />
results to determine if the boards gave appropriate<br />
consideration to the performance of officers in joint duty<br />
assignments who are serving in, or have served in, such<br />
assignments. Additionally, the Chairman reviews board results<br />
to assess whether the board met or failed to meet the promotion<br />
considerations set forth in section 662 of Title 10, U.S. Code,<br />
CJCSINST 1330.02B, and CJCSINST 1331.01C.<br />
3. Acquisition. Section 1731 of Title 10, U.S. Code requires<br />
that the qualifications of officers selected for the Acquisition<br />
Professional community are such that those officers are<br />
expected, as a group, to be promoted at a rate not less than the<br />
rate for all non-acquisition <strong>Marine</strong> <strong>Corps</strong> officers (both in- and<br />
below-zone) in the same grade. Consequently, the Commandant of<br />
the <strong>Marine</strong> <strong>Corps</strong> must submit, in the board report, a statistical<br />
analysis of the selection rate for acquisition officers in<br />
accordance with DODINST 1320.4 and DODINST 1320.14.<br />
4. Although the categories listed above are given consideration<br />
by a selection board, precepts clearly establish that the<br />
selection standard for all eligible officers is "best and fully<br />
qualified" for promotion to the next higher grade.<br />
3008. SHOW CAUSE<br />
1. Selection boards shall report the name of any officer whose<br />
record, in the opinion of a majority of the members of the<br />
board, indicates that the officer should be required to show<br />
cause for retention in the service, because of the officer's<br />
substandard performance of duty, misconduct, moral or<br />
professional dereliction, or because that officer's retention is<br />
not clearly consistent with the interests of national security.<br />
2. CWO selection boards shall report the name of any officer<br />
whose record and/or reports established, in the opinion of the a<br />
majority of the members of the board, the officer’s unfitness or<br />
unsatisfactory performance in his or her warrant officer grade,<br />
or that his or her retention on active duty is not clearly<br />
consistent with the interests of national security.<br />
3. The selection board shall provide, under separate cover, a<br />
