Regional <strong>Health</strong> Systems Observatory- EMRO<br />

In 1992, the Min<strong>is</strong>try of <strong>Health</strong> took a major step in its drive to encourage private<br />

practice, improve income of its medical staff, and further reduce the work load on its<br />

output facilities.<br />

Min<strong>is</strong>try of <strong>Health</strong> physician have been granted perm<strong>is</strong>sion to establ<strong>is</strong>h part-time private<br />

practice. Only <strong>Bahrain</strong>i consultants are granted th<strong>is</strong> privilege (entitled to hire expatriate<br />

physicians as an employee). The physician sets h<strong>is</strong> own fee, subject to supply and<br />

demand of the market. Th<strong>is</strong> system however have created several conflict of interest<br />

problems as patients see the same physician working in public facility in the morning<br />

shift and in the physician clinic in the after noon shift. To alleviate the impact of th<strong>is</strong><br />

problem a new physician cader was approved in 2006 that will grant the consultant who<br />

does not choose to operate a private a clinic around 7% of h<strong>is</strong>/her basic salary.<br />
