who are they, what are they try<strong>in</strong>g to accomplish, and whether or not it was chang<strong>in</strong>g the balance<br />

of power - the balance of <strong>in</strong>fluence on the Pen<strong>in</strong>sula. And I th<strong>in</strong>k South <strong>Korea</strong>ns have a reason to<br />

be concerned. I th<strong>in</strong>k <strong>North</strong> <strong>Korea</strong>ns are equally concerned though I do not do much peer<strong>in</strong>g <strong>in</strong>to<br />

<strong>North</strong> <strong>Korea</strong> <strong>in</strong> this study. I don’t consider myself an expert on <strong>North</strong> or South <strong>Korea</strong>; people<br />

like Jae are my w<strong>in</strong>dow <strong>in</strong>to South <strong>Korea</strong>n political th<strong>in</strong>k<strong>in</strong>g. But <strong>in</strong> terms of what the <strong>North</strong><br />

<strong>Korea</strong>ns feel about <strong>Ch<strong>in</strong>ese</strong> <strong>in</strong>vestment, I’ve really left that one off this report. But the question<br />

is: Could we f<strong>in</strong>d evidence of some evil plot And I th<strong>in</strong>k you’ll see by the end, I couldn’t f<strong>in</strong>d<br />

any.<br />

In terms of, I mentioned sources be<strong>in</strong>g always a concern; I’ve tried to stick with <strong>Ch<strong>in</strong>ese</strong> sources<br />

or South <strong>Korea</strong>n sources for statistics. It’s also important to note that I’ve taken a somewhat<br />

realist, as opposed to idealist, perspective on a lot of these <strong>in</strong>vestments. When you’re hear<strong>in</strong>g<br />

about, <strong>in</strong> the news, some new project that’s go<strong>in</strong>g to be billions of dollars worth if <strong>in</strong>vestment or<br />

an MOU that’s been signed that promises to change <strong>in</strong>frastructure <strong>in</strong> <strong>North</strong> <strong>Korea</strong> as we know it.<br />

An MOU is not the same as a contract; a contract is not the same as an actual <strong>in</strong>vestment. So,<br />

whereever possible, when faced with a <strong>in</strong>ord<strong>in</strong>ately large statistic, I would try to dig a little<br />

deeper and f<strong>in</strong>d someth<strong>in</strong>g that matched up with actual <strong>in</strong>vestment, or actual accomplishments,<br />

as opposed to more aspirational figures. So, that said, I th<strong>in</strong>k there’s a lot of, it’s apparent that <strong>in</strong><br />

Ch<strong>in</strong>a that there’s a great deal of expectation, however the expectation so far hasn’t really<br />

translated <strong>in</strong>to performance.<br />

It’s worth stepp<strong>in</strong>g back for a m<strong>in</strong>ute and th<strong>in</strong>k<strong>in</strong>g about, first, not only are what <strong>North</strong> <strong>Korea</strong>n<br />

companies try<strong>in</strong>g to achieve, but what are the <strong>Ch<strong>in</strong>ese</strong> strategic perspectives of <strong>North</strong> <strong>Korea</strong>.<br />

And I’ve laid them out, these are all fairly well covered, I’ve written on this <strong>in</strong> the past. Many<br />

others have published a report for the <strong>Korea</strong> Economic Institute, last fall, that looked at how<br />

<strong>Ch<strong>in</strong>ese</strong> strategic th<strong>in</strong>k<strong>in</strong>g on the pen<strong>in</strong>sula and the six party talks and denuclearization co<strong>in</strong>cide,<br />
