IPEM Annual <strong>review</strong> 2012<br />

President’s Report<br />

I hope you will enjoy read<strong>in</strong>g this <strong>annual</strong> report<br />

which summarises the activities <strong>of</strong> the <strong>Institute</strong> <strong>of</strong><br />

<strong>Physics</strong> <strong>and</strong> <strong>Eng<strong>in</strong>eer<strong>in</strong>g</strong> <strong>in</strong> Medic<strong>in</strong>e <strong>in</strong> deliver<strong>in</strong>g<br />

its charitable aims. From these aims the <strong>Institute</strong><br />

has identified four key themes which underp<strong>in</strong> the<br />

development <strong>of</strong> its activities:<br />

Quality – sett<strong>in</strong>g st<strong>and</strong>ards; achiev<strong>in</strong>g<br />

excellence<br />

Partnership <strong>and</strong> Susta<strong>in</strong>ability – work<strong>in</strong>g<br />

<strong>in</strong> collaboration; promot<strong>in</strong>g susta<strong>in</strong>able<br />

development<br />

Communication – <strong>in</strong>fluenc<strong>in</strong>g policy; promot<strong>in</strong>g<br />

public underst<strong>and</strong><strong>in</strong>g <strong>and</strong> trust<br />

Research <strong>and</strong> Development – support<strong>in</strong>g<br />

<strong>in</strong>novation; advanc<strong>in</strong>g science <strong>and</strong> eng<strong>in</strong>eer<strong>in</strong>g<br />

The implementation <strong>of</strong> the <strong>Institute</strong>’s objectives<br />

depends heavily on the contributions made by<br />

the many IPEM members who generously give<br />

their time <strong>and</strong> expertise as volunteers. These<br />

activities have been ably supported by IPEM’s<br />

<strong>of</strong>fice staff <strong>and</strong> it is my privilege to acknowledge<br />

this commitment to develop<strong>in</strong>g the application <strong>of</strong><br />

physics <strong>and</strong> eng<strong>in</strong>eer<strong>in</strong>g <strong>in</strong> healthcare.<br />

Dur<strong>in</strong>g the year the <strong>Institute</strong> has launched its<br />

new website: www.ipem.ac.uk to improve its<br />

communication with the public, pr<strong>of</strong>essional<br />

colleagues <strong>and</strong> its members. Other social media<br />

l<strong>in</strong>ks are embryonic but represent a commitment<br />

to br<strong>in</strong>g timely <strong>in</strong>formation to <strong>in</strong>terested parties.<br />

You are urged to ‘sign up’ to develop these<br />

communication channels. The website provides<br />

further <strong>in</strong>formation on our activities <strong>and</strong> available<br />

resources <strong>in</strong>clud<strong>in</strong>g SCOPE <strong>and</strong> the IPEM<br />

newsletter.<br />

The <strong>Institute</strong> partnered the Irish Association for<br />

<strong>Physics</strong> <strong>in</strong> Medic<strong>in</strong>e <strong>in</strong> organis<strong>in</strong>g the European<br />

Medical <strong>Physics</strong> <strong>and</strong> <strong>Eng<strong>in</strong>eer<strong>in</strong>g</strong> Conference <strong>in</strong><br />

Dubl<strong>in</strong> dur<strong>in</strong>g 2011. This replaced the IPEM <strong>annual</strong><br />

conference <strong>and</strong> despite the need for travel outside<br />

the UK attracted a good attendance from the<br />

membership. Presentations from tra<strong>in</strong>ees on the<br />

IPEM Cl<strong>in</strong>ical Scientist tra<strong>in</strong><strong>in</strong>g scheme were aga<strong>in</strong><br />

<strong>of</strong> a very high st<strong>and</strong>ard <strong>and</strong> a showcase for the<br />

quality <strong>of</strong> new entrants to the pr<strong>of</strong>ession. Plann<strong>in</strong>g<br />

for the 2012 <strong>annual</strong> meet<strong>in</strong>g is well underway<br />

<strong>and</strong> MPEC2012 will be held <strong>in</strong> Oxford from 10th to<br />

12th September. The meet<strong>in</strong>g will <strong>in</strong>corporate the<br />

biennial IPEM radiotherapy physics meet<strong>in</strong>g, <strong>and</strong><br />

will <strong>in</strong>clude sessions organised <strong>in</strong> partnership with<br />

EFOMP, IOP <strong>and</strong> BNMS.<br />

The <strong>Institute</strong> has been <strong>in</strong>vited to host the<br />

International Congress <strong>of</strong> Medical <strong>Physics</strong> from<br />

the 1st to 4th September 2013 <strong>in</strong> Brighton. This will<br />

celebrate the 50th Anniversary <strong>of</strong> the foundation <strong>of</strong><br />

the International Organisation <strong>of</strong> Medical <strong>Physics</strong><br />

<strong>in</strong> Harrogate. You are urged to reserve these dates<br />

<strong>in</strong> your diary. Further <strong>in</strong>formation can be found at<br />

Whilst there is much to celebrate it is also<br />

necessary to acknowledge that the role <strong>of</strong> IPEM <strong>in</strong><br />

relation to its education <strong>and</strong> tra<strong>in</strong><strong>in</strong>g activities has<br />

seen significant change with the development <strong>of</strong><br />

the Department <strong>of</strong> Health’s Modernis<strong>in</strong>g Scientific<br />

Careers programme <strong>and</strong> the formation <strong>of</strong> the<br />

Academy for Healthcare Science <strong>and</strong> the National<br />

School for Healthcare Science. The IPEM tra<strong>in</strong><strong>in</strong>g<br />

scheme for tra<strong>in</strong>ee Cl<strong>in</strong>ical Scienists will close to<br />

new entrants after 2012. The <strong>Institute</strong> is committed<br />

to support<strong>in</strong>g tra<strong>in</strong>ees already with<strong>in</strong> the scheme<br />

<strong>and</strong> ensur<strong>in</strong>g that they have a route to registration<br />

as a Cl<strong>in</strong>ical Scientist with the Health Pr<strong>of</strong>essions<br />

Council. The <strong>Institute</strong> is work<strong>in</strong>g with the new<br />

structures to ensure the highest st<strong>and</strong>ards are<br />

ma<strong>in</strong>ta<strong>in</strong>ed with regard to the education <strong>and</strong><br />

tra<strong>in</strong><strong>in</strong>g <strong>of</strong> pr<strong>of</strong>essionals seek<strong>in</strong>g to apply physics<br />

<strong>and</strong> eng<strong>in</strong>eer<strong>in</strong>g <strong>in</strong> healthcare.<br />

IPEM rema<strong>in</strong>s uniquely positioned to <strong>in</strong>fluence <strong>and</strong><br />

deliver to the public improved healthcare through<br />

academic endeavour, commercial exploitation <strong>of</strong><br />

research <strong>and</strong> <strong>in</strong>novation <strong>and</strong> by the development<br />

<strong>of</strong> a strong evidence base through the application<br />

<strong>of</strong> physics <strong>and</strong> eng<strong>in</strong>eer<strong>in</strong>g pr<strong>in</strong>ciples. We will<br />

cont<strong>in</strong>ue to shape the future through engag<strong>in</strong>g<br />

with policy makers, commissioners <strong>and</strong> cl<strong>in</strong>ical<br />

colleagues, mobilis<strong>in</strong>g our resources, leadership,<br />

<strong>and</strong> above all, be<strong>in</strong>g passionate about what we do.<br />

Honorary Treasurer’s Report<br />

IPEM has aga<strong>in</strong> generated an operat<strong>in</strong>g surplus at year end, albeit less than that made <strong>in</strong> previous<br />

years. This is symptomatic <strong>of</strong> the current operat<strong>in</strong>g challenges we are fac<strong>in</strong>g. As expected, the new<br />

Modernis<strong>in</strong>g Scientific Careers programme has reduced our tra<strong>in</strong><strong>in</strong>g <strong>in</strong>come. To rectify this, work<br />

has begun to develop alternative forms <strong>of</strong> tra<strong>in</strong><strong>in</strong>g provision both by IPEM <strong>and</strong> <strong>in</strong> conjunction with<br />

external organisations. Meet<strong>in</strong>gs <strong>in</strong>come for the year is also slightly down reflect<strong>in</strong>g the outsourc<strong>in</strong>g<br />

<strong>of</strong> EMPEC <strong>and</strong> possibly difficulties <strong>in</strong> potential delegates obta<strong>in</strong><strong>in</strong>g attendance fund<strong>in</strong>g. To protect this<br />

<strong>in</strong>come stream the shortfall will need to be addressed by tak<strong>in</strong>g a more creative approach to meet<strong>in</strong>gs,<br />

<strong>in</strong>creas<strong>in</strong>g their attractiveness to delegates outside our own pr<strong>of</strong>essions <strong>and</strong> attract<strong>in</strong>g alternative<br />

meet<strong>in</strong>g fund<strong>in</strong>g. In spite <strong>of</strong> the challenge <strong>of</strong> electronic publish<strong>in</strong>g it is pleas<strong>in</strong>g to note a considerable<br />

<strong>in</strong>crease <strong>in</strong> our pr<strong>in</strong>cipal journal <strong>in</strong>come stream. Work undertaken this year to secure enhanced<br />

m<strong>in</strong>imum returns should further bolster this <strong>in</strong>come l<strong>in</strong>e <strong>in</strong> future years.<br />

Whilst the organisation is <strong>and</strong> rema<strong>in</strong>s f<strong>in</strong>ancially sound, react<strong>in</strong>g well to ever-chang<strong>in</strong>g circumstances,<br />

there is still work to do to broaden our general <strong>in</strong>come streams, maximise our <strong>in</strong>vestments <strong>and</strong> better<br />

structure our future expenditure plans. The diagrams <strong>and</strong> commentaries below provide further detail:<br />

In 2011 the net surplus for the <strong>Institute</strong> is £87,641, compared to £152,250 <strong>in</strong> 2010 – a reduction <strong>of</strong> £64,609<br />

(42.44%). This is made up <strong>of</strong> £1,303,124 <strong>of</strong> <strong>in</strong>com<strong>in</strong>g resources, compared to 1,263,670 <strong>in</strong> 2010 – an<br />

<strong>in</strong>crease <strong>of</strong> £39,454 (3.12%) <strong>and</strong> £1,215,483 <strong>of</strong> resources expended, compared to £1,111,420 <strong>in</strong> 2010 – an<br />

<strong>in</strong>crease <strong>of</strong> £104,063 (9.36%).<br />

The net surplus <strong>of</strong> £87,641 is significantly better than the budgeted position <strong>of</strong> a £159,000 deficit, a<br />

favourable turnaround <strong>of</strong> £246,641. This is made up <strong>of</strong> an additional £177,724 <strong>in</strong>come <strong>and</strong> a sav<strong>in</strong>g <strong>of</strong><br />

£68,917 aga<strong>in</strong>st budgeted expenditure.<br />

reduction <strong>of</strong> £222 <strong>in</strong> the Other Publications Income, which this year has been split <strong>in</strong>to Advertis<strong>in</strong>g Income<br />

<strong>and</strong> IPEM Books <strong>and</strong> Reports Income.<br />

£38,824 (7.81%), an <strong>in</strong>crease <strong>in</strong> staff costs <strong>of</strong> £69,952 (19.08%) <strong>and</strong> a reduction <strong>in</strong> support costs <strong>of</strong> £4,713<br />

(1.90%). The large <strong>in</strong>crease <strong>in</strong> staff costs was ma<strong>in</strong>ly attributable to the additional posts <strong>of</strong> Head <strong>of</strong><br />

Operations <strong>and</strong> F<strong>in</strong>ance (Nov 2010), External Relations Manager (April 2011) <strong>and</strong> International/External<br />

Honorary Secretary’s Report<br />

Achievements <strong>in</strong> the past year have centred on<br />

<strong>in</strong>creas<strong>in</strong>g member participation <strong>in</strong> the <strong>Institute</strong>’s<br />

affairs, <strong>and</strong> <strong>in</strong>creas<strong>in</strong>g communication <strong>and</strong><br />

transparency.<br />

We successfully <strong>in</strong>volved more <strong>of</strong> the membership<br />

<strong>in</strong> shap<strong>in</strong>g the <strong>Institute</strong> by hold<strong>in</strong>g a summer<br />

ballot <strong>of</strong> the whole membership <strong>in</strong>stead <strong>of</strong> only<br />

those members who attend the Annual General<br />

Meet<strong>in</strong>g. As a result, membership <strong>in</strong>volvement<br />

has <strong>in</strong>creased from 1% to 10%. This will hopefully<br />

<strong>in</strong>crease further with the <strong>in</strong>troduction <strong>of</strong> electronic<br />

ballots.<br />

The govern<strong>in</strong>g rules <strong>of</strong> IPEM have been changed<br />

<strong>in</strong> order to implement a more open system for<br />

recruitment <strong>and</strong> appo<strong>in</strong>tment <strong>of</strong> <strong>of</strong>ficers. All<br />

eligible members can now apply for positions on<br />

IPEM committees, <strong>in</strong>clud<strong>in</strong>g positions as trustees<br />

<strong>and</strong> senior <strong>of</strong>ficers. We also provided members<br />

with <strong>in</strong>formation about those elected to <strong>of</strong>ficer <strong>and</strong><br />

trustee positions.<br />

We have <strong>review</strong>ed the details <strong>of</strong> members who<br />

represent IPEM on committees <strong>of</strong> other national<br />

<strong>and</strong> <strong>in</strong>ternational groups, mak<strong>in</strong>g sure that these<br />

members have <strong>in</strong>formation <strong>and</strong> support from the<br />

relevant IPEM committees. Members are now<br />

given greater opportunity to represent IPEM <strong>in</strong><br />

this way by respond<strong>in</strong>g to adverts placed <strong>in</strong> the<br />

newsletter <strong>and</strong> on the website.<br />

The new website has given us the facility to provide<br />

workspaces for committees, <strong>in</strong>clud<strong>in</strong>g special<br />

<strong>in</strong>terest groups <strong>and</strong> their associated work<strong>in</strong>g<br />

parties. This allows members to share documents<br />

<strong>and</strong> discussions, <strong>and</strong> is a more time <strong>and</strong> costeffective<br />

way <strong>of</strong> distribut<strong>in</strong>g <strong>in</strong>formation among<br />

IPEM’s many groups.<br />

discussions about Higher Specialist Scientific<br />

Tra<strong>in</strong><strong>in</strong>g (HSST).<br />

The <strong>Institute</strong> has also been work<strong>in</strong>g with the<br />

Centre for Workforce Intelligence to develop a<br />

workforce <strong>review</strong> for physics <strong>and</strong> eng<strong>in</strong>eer<strong>in</strong>g, <strong>in</strong><br />

addition to predict<strong>in</strong>g workforce shortfalls that<br />

might develop due to changes <strong>in</strong> Practitioner<br />

Tra<strong>in</strong><strong>in</strong>g Programmes <strong>and</strong> the possible<br />

consequences for the workforce <strong>in</strong> future years.<br />

IPEM is a key supporter <strong>of</strong> ‘home grown’ tra<strong>in</strong><strong>in</strong>g<br />

<strong>and</strong> has been work<strong>in</strong>g to ensure that DH preserves<br />

flexibility <strong>of</strong> entrance routes.<br />

Pr<strong>of</strong>essional Advisory Group<br />

This group cont<strong>in</strong>ues to take an overview <strong>of</strong><br />

pr<strong>of</strong>essional issues across all subcommittees<br />

<strong>and</strong> specialist groups <strong>and</strong> aims to provide a coord<strong>in</strong>ated<br />

<strong>and</strong> cohesive approach. All the devolved<br />

adm<strong>in</strong>istrations <strong>of</strong> the UK are represented <strong>in</strong> its<br />

membership.<br />

In addition to its cont<strong>in</strong>u<strong>in</strong>g work on MSC, the<br />

advisory group has been <strong>in</strong>volved <strong>in</strong> determ<strong>in</strong><strong>in</strong>g<br />

what the HSST programme should consist <strong>of</strong>,<br />

<strong>and</strong> when it should be undertaken <strong>in</strong> the career<br />

pathway. This has <strong>in</strong>cluded discussions with DH<br />

<strong>and</strong> the Medical Royal Colleges.<br />

In conjunction with the Royal Colleges, IPEM will<br />

be key <strong>in</strong> develop<strong>in</strong>g the HSST curricula, ready<br />

for the first <strong>in</strong>take <strong>of</strong> HSST tra<strong>in</strong>ees <strong>in</strong> 2013. It is<br />

thought that the Royal College <strong>of</strong> Surgeons <strong>and</strong><br />

the Royal College <strong>of</strong> Radiologists will be the first to<br />

develop curricula <strong>in</strong> Biomedical <strong>Eng<strong>in</strong>eer<strong>in</strong>g</strong> <strong>and</strong><br />

Radiotherapy respectively. Dur<strong>in</strong>g 2012 the Royal<br />

College <strong>of</strong> Physicians will be <strong>in</strong>volved <strong>in</strong> develop<strong>in</strong>g<br />

other subject areas. Work will cont<strong>in</strong>ue to further<br />

develop the MSC programme <strong>and</strong> we shall be<br />

work<strong>in</strong>g with the Pr<strong>of</strong>essional <strong>and</strong> St<strong>and</strong>ards<br />

Board on the accreditation <strong>of</strong> tra<strong>in</strong><strong>in</strong>g centres.<br />

The European Federation<br />

<strong>of</strong> Organisations <strong>in</strong> Medical<br />

<strong>Physics</strong> has 35 national organisations as members<br />

<strong>and</strong> represents more than 5000 physicists <strong>and</strong><br />

eng<strong>in</strong>eers. EFOMP is a regional federation <strong>of</strong><br />

IOMP with 2 representatives on IOMP Council. Its<br />

current president is Pr<strong>of</strong>essor Peter Sharp. Three<br />

IPEM members, Dr Ayyakkannu Manivannan,<br />

Dr Claire Hardiman <strong>and</strong> Dr Derek Pearson,<br />

represent the UK on the EFOMP Council.<br />

The 2011 EFOMP Council meet<strong>in</strong>g was held dur<strong>in</strong>g<br />

the European Medical <strong>Physics</strong> <strong>and</strong> <strong>Eng<strong>in</strong>eer<strong>in</strong>g</strong><br />

Conference <strong>in</strong> September. Dr Stelios Christ<strong>of</strong>ides<br />

reported that the project on European Guidel<strong>in</strong>es<br />

for the Medical <strong>Physics</strong> Expert (MPE) is currently<br />

<strong>in</strong> its f<strong>in</strong>al stage <strong>of</strong> be<strong>in</strong>g submitted to the<br />

European Commission. He also reported that<br />

the European Medical ALARA Network (EMAN)<br />

project is about halfway through <strong>and</strong> is almost<br />

on schedule. EFOMP is collaborat<strong>in</strong>g with IAEA<br />

on two different projects: Strengthen<strong>in</strong>g Medical<br />

<strong>Physics</strong> <strong>in</strong> Radiation Medic<strong>in</strong>e Project Report <strong>and</strong><br />

Staff<strong>in</strong>g Requirements <strong>in</strong> Radiation Medic<strong>in</strong>e.<br />

ESMP<br />

The Education <strong>and</strong> Tra<strong>in</strong><strong>in</strong>g Committee <strong>of</strong> EFOMP<br />

co-organises the European School <strong>of</strong> Medical<br />

<strong>Physics</strong>. The next ESMP school will be held from<br />

18th October to 27th November 2012 at Archamp,<br />

The European Alliance<br />

for Medical <strong>and</strong> Biological<br />

<strong>Eng<strong>in</strong>eer<strong>in</strong>g</strong> <strong>and</strong> Science<br />

promotes biomedical eng<strong>in</strong>eer<strong>in</strong>g at a European<br />

level. The ma<strong>in</strong> activities <strong>in</strong> 2011 have been <strong>in</strong><br />

response to major EU policy <strong>in</strong>itiatives on active<br />

<strong>and</strong> healthy age<strong>in</strong>g <strong>and</strong> the green paper prepar<strong>in</strong>g<br />

for Horizon 2020 (the follow-on programme to

FP7). There have been direct contacts with senior<br />

research policy staff at the European Commission<br />

<strong>and</strong> this will now be extended with an event at<br />

the European Parliament. EAMBES is push<strong>in</strong>g<br />

for more specific EU support for the field <strong>of</strong><br />

biomedical eng<strong>in</strong>eer<strong>in</strong>g <strong>in</strong> Horizon 2020, both <strong>in</strong><br />

terms <strong>of</strong> fund<strong>in</strong>g calls <strong>and</strong> <strong>in</strong> terms <strong>of</strong> improved<br />

facilities for evaluat<strong>in</strong>g multidiscipl<strong>in</strong>ary research<br />

projects.<br />

IFMBE<br />

The International<br />

Federation for<br />

Medical <strong>and</strong> Biological<br />

<strong>Eng<strong>in</strong>eer<strong>in</strong>g</strong> is primarily a federation <strong>of</strong> national<br />

<strong>and</strong> transnational organisations. The 5th European<br />

Conference <strong>of</strong> IFMBE was held <strong>in</strong> Budapest from<br />

com). Medical & Biological <strong>Eng<strong>in</strong>eer<strong>in</strong>g</strong> & Comput<strong>in</strong>g<br />

IOMP<br />

IPEM is one <strong>of</strong> the<br />

founder members<br />

<strong>of</strong> the International<br />

Organisation for Medical <strong>Physics</strong> together with the<br />

organisations <strong>of</strong> the USA, Canada <strong>and</strong> Sweden.<br />

Dur<strong>in</strong>g 2011 IOMP <strong>in</strong>vited IPEM to host the special<br />

International Conference on Medical <strong>Physics</strong><br />

ICMP2013, celebrat<strong>in</strong>g the 50th anniversary <strong>of</strong><br />

IOMP. ICMP2013, a jo<strong>in</strong>t venture between IPEM,<br />

IOMP <strong>and</strong> EFOMP will take place <strong>in</strong> Brighton from<br />

1st to 4th September 2013 (www.icmp2013.org).<br />

IOMP (www.iomp.org) coord<strong>in</strong>ates many<br />

pr<strong>of</strong>essional activities <strong>and</strong> supports various<br />

<strong>in</strong>ternational short courses, workshops <strong>and</strong><br />

conferences. The organisation is especially active<br />

<strong>in</strong> support<strong>in</strong>g medical physics <strong>in</strong> develop<strong>in</strong>g<br />

countries. Dur<strong>in</strong>g 2011 IOMP helped to <strong>in</strong>itiate<br />

the Federation <strong>of</strong> African Medical <strong>Physics</strong><br />

Organisations. IOMP is plann<strong>in</strong>g a special<br />

workshop for FAMPO members dur<strong>in</strong>g the ICMP<br />

2013 event <strong>in</strong> Brighton.<br />

Other notable IOMP activities dur<strong>in</strong>g 2011 <strong>in</strong>clude<br />

the support for the ICMP 2011 – a large regional<br />

conference for the Lat<strong>in</strong> American countries, held<br />

<strong>in</strong> Porto Alegre, Brazil. This conference gathered<br />

together some 500 specialists from the cont<strong>in</strong>ent<br />

<strong>and</strong> <strong>in</strong>cluded special sem<strong>in</strong>ars related to education<br />

<strong>and</strong> tra<strong>in</strong><strong>in</strong>g <strong>and</strong> pr<strong>of</strong>essional certification. At<br />

Porto Alegre, IOMP announced the completion <strong>of</strong><br />

the first phase <strong>of</strong> its model curriculum project,<br />

aim<strong>in</strong>g to help develop<strong>in</strong>g countries organise their<br />

own medical physics graduate programmes<br />

IUPESM<br />

The International Union <strong>of</strong> <strong>Physics</strong> <strong>and</strong><br />

<strong>Eng<strong>in</strong>eer<strong>in</strong>g</strong> <strong>in</strong> Medic<strong>in</strong>e l<strong>in</strong>ks IOMP <strong>and</strong> IFMBE,<br />

represent<strong>in</strong>g more than 60,000 members from<br />

over 100 countries. IUPESM is a member <strong>of</strong> the<br />

International Council <strong>of</strong> Scientific Unions (ICSU)<br />

<strong>and</strong> <strong>of</strong> the International Labour Organisation (ILO).<br />

One <strong>of</strong> the ma<strong>in</strong> activities <strong>of</strong> IUPESM is the<br />

triennial World Congress on Medical <strong>Physics</strong> <strong>and</strong><br />

Biomedical <strong>Eng<strong>in</strong>eer<strong>in</strong>g</strong>. The World Congress will<br />

be held <strong>in</strong> Beij<strong>in</strong>g, Ch<strong>in</strong>a from 26th to 31st May 2012<br />

to attend this congress. Toronto<br />

will host the 24th World<br />

Dur<strong>in</strong>g 2011, IUPESM cont<strong>in</strong>ued its <strong>in</strong>volvement<br />

<strong>in</strong> the Health Technology <strong>and</strong> Tra<strong>in</strong><strong>in</strong>g Task Group<br />

(HTTTG) which aims to assist countries <strong>in</strong> def<strong>in</strong><strong>in</strong>g<br />

their health technology needs <strong>and</strong> provid<strong>in</strong>g advice<br />

<strong>and</strong> support, particularly through tra<strong>in</strong><strong>in</strong>g<br />

HTTTG workshop was held <strong>in</strong> Porto Alegre, Brazil,<br />

as part <strong>of</strong> ICMP2011.<br />

IPEM International Advisory Group<br />

This recently-formed group will have its <strong>in</strong>augural<br />

meet<strong>in</strong>g <strong>in</strong> summer 2012. The aim is to improve<br />

IPEM’s relations with other <strong>in</strong>ternational medical<br />

physics communities <strong>and</strong> to exchange expertise<br />

IPEM-THET<br />

The Tropical Health <strong>and</strong><br />

Education Trust is an<br />

<strong>in</strong>ternational development organisation with a<br />

mission to improve essential health services <strong>in</strong><br />

some <strong>of</strong> the world’s poorest countries, build<strong>in</strong>g<br />

long-term capacity through tra<strong>in</strong><strong>in</strong>g <strong>and</strong> support.<br />

IPEM is work<strong>in</strong>g with THET <strong>in</strong> provid<strong>in</strong>g a paired<br />

<strong>in</strong>stitutional medical equipment partnership<br />

External<br />

IPEM has cont<strong>in</strong>ued to improve its visibility with<br />

op<strong>in</strong>ion formers, the media <strong>and</strong> the general public.<br />

There have been three ma<strong>in</strong> themes to IPEM’s<br />

external activities: outreach to promote medical<br />

physics, support <strong>of</strong> organisations improv<strong>in</strong>g<br />

communication <strong>of</strong> science to the public, <strong>and</strong><br />

<strong>in</strong>volvement with groups to improve access to<br />

op<strong>in</strong>ion formers.<br />

Dr Chris Gibson <strong>and</strong> Dr Kanta Chhokra (AMPI President)<br />

IPEM-India L<strong>in</strong>k<br />

In November Dr Chris Gibson, former IPEM<br />

president, presented an <strong>in</strong>vited talk at the 32nd<br />

<strong>annual</strong> conference <strong>of</strong> the Association <strong>of</strong> Medical<br />

Physicists <strong>of</strong> India (AMPI) <strong>in</strong> Vellore, India. The<br />

purpose was to evaluate ways <strong>in</strong> which IPEM<br />

<strong>and</strong> AMPI might work together to support the<br />

development <strong>and</strong> wider dissem<strong>in</strong>ation <strong>of</strong> scientific<br />

services. Potential areas for collaboration<br />

<strong>in</strong>cluded web access to scientific meet<strong>in</strong>gs, shared<br />

electronic access to reports <strong>and</strong> publications,<br />

overseas members <strong>of</strong> SIGs, <strong>and</strong> potential travel<br />

fellowships.<br />

IRPA<br />

The 13th International Radiation Protection<br />

Association (IRPA) Congress will be held <strong>in</strong><br />

Glasgow from 13th to 18th May 2012<br />

(www.irpa13glasgow.com). The theme is ‘Liv<strong>in</strong>g<br />

with Radiation, Engag<strong>in</strong>g with Society’. Over<br />

1,150 abstracts have been received. The Society<br />

<strong>of</strong> Radiation Protection (SRP) is the pr<strong>in</strong>cipal<br />

organiser but IPEM is a partner organisation. On<br />

5th September 2011 an IRPA radiation protection<br />

culture ‘work stream’ workshop took place with<br />

SRP <strong>and</strong> <strong>in</strong>terested parties from the medical <strong>and</strong><br />

nuclear <strong>in</strong>dustry.<br />

co-operation with other organisations such as<br />

national events such as The Big Bang Fair. In<br />

particular, IPEM supported the 2011 IOP schools<br />

lecture: ‘The Science <strong>of</strong> See<strong>in</strong>g Inside the Body’ by<br />

Michael Wilson <strong>of</strong> The University <strong>of</strong> Birm<strong>in</strong>gham.<br />

The lecture was delivered at a number <strong>of</strong> schools<br />

around the country <strong>and</strong> also resulted <strong>in</strong> a free<br />

DVD resource for science teachers: (www.iop.<br />

). The <strong>Institute</strong><br />

cont<strong>in</strong>ues to support the Smallpeice Trust<br />

(www.smallpeicetrust.org.uk/) by fund<strong>in</strong>g a<br />

course on Biomedical <strong>Eng<strong>in</strong>eer<strong>in</strong>g</strong> giv<strong>in</strong>g year 11<br />

& 12 school students <strong>in</strong>sight <strong>in</strong>to how eng<strong>in</strong>eer<strong>in</strong>g<br />

plays a part <strong>in</strong> the rehabilitation process after<br />

surgery or <strong>in</strong>jury.<br />

Support for members’ outreach activities <strong>in</strong><br />

schools, hospitals <strong>and</strong> universities cont<strong>in</strong>ues to<br />

be provided by Eva McClean, Communications<br />

<strong>and</strong> Development Manager, through provid<strong>in</strong>g<br />

careers leaflets <strong>and</strong> posters, presentations, <strong>and</strong><br />

other materials. In 2011 IPEM supported over 35<br />

outreach events <strong>and</strong> sent out over 2000 copies<br />

<strong>of</strong> careers leaflets <strong>and</strong> other literature. Eva also<br />

manages a national database <strong>of</strong> volunteers who<br />

share their enthusiasm for medical physics<br />

<strong>and</strong> provide h<strong>and</strong>s-on experience <strong>of</strong> radiation<br />

protection, ultrasound <strong>and</strong> other <strong>in</strong>teractive<br />

activities. She also works with IPEM’s Academic<br />

Ambassadors to deliver presentations to<br />

undergraduate physics students at universities<br />

throughout the UK.<br />

IPEM has ma<strong>in</strong>ta<strong>in</strong>ed close l<strong>in</strong>ks with Sense About<br />

Science, a small charity which seeks to achieve<br />

greater public underst<strong>and</strong><strong>in</strong>g <strong>of</strong> evidence-based<br />

science (www.senseaboutscience.org/). We<br />

have supported the re-pr<strong>in</strong>t <strong>of</strong> the publication<br />

Mak<strong>in</strong>g Sense <strong>of</strong> Radiation <strong>and</strong> we cont<strong>in</strong>ue to<br />

sponsor the Voice <strong>of</strong> Young Science (VoYS) network<br />

that encourages participation by early-career<br />

researchers <strong>in</strong> public debates about science

media. Through Lisa Parker-Gomm, External<br />

Relations Manager at IPEM, closer collaboration<br />

has been achieved with the Science Media Centre<br />

(SMC), an organisation that promotes the views <strong>of</strong><br />

authoritative scientific experts to the national news<br />

media, particularly when controversial issues<br />

are <strong>in</strong> the headl<strong>in</strong>es (www.sciencemediacentre.<br />

org/pages/). SMC l<strong>in</strong>ks with IPEM via our list <strong>of</strong><br />

volunteer media spokespersons. This resource<br />

has been used to great effect when comments<br />

were required on the safety <strong>of</strong> body scanners<br />

at EU airports, <strong>and</strong> possible risks l<strong>in</strong>ked to the<br />

use <strong>of</strong> mobile phones. IPEM experts were also<br />

<strong>in</strong>terviewed for national pr<strong>in</strong>t <strong>and</strong> broadcast<br />

media (notably Pr<strong>of</strong>essor Malcolm Sperr<strong>in</strong> <strong>in</strong><br />

connection with radiation from the Fukushima<br />

nuclear power plant). IPEM also rema<strong>in</strong>s a<br />

member <strong>of</strong> the Campaign for Science <strong>and</strong><br />

<strong>Eng<strong>in</strong>eer<strong>in</strong>g</strong> (CaSE), an organisation that aims to<br />

improve the scientific health <strong>of</strong> the nation<br />

(http://sciencecampaign.org.uk/).<br />

IPEM is an <strong>in</strong>stitutional member <strong>of</strong> the<br />

Parliamentary <strong>and</strong> Scientific Committee (PSC),<br />

which br<strong>in</strong>gs together members <strong>of</strong> both Houses<br />

<strong>of</strong> Parliament with representatives <strong>of</strong> scientific<br />

bodies. In February IPEM sponsored a meet<strong>in</strong>g<br />

entitled: ‘Medical <strong>Physics</strong>: From Blue Skies to<br />

Bedside: turn<strong>in</strong>g today’s cutt<strong>in</strong>g-edge science <strong>in</strong>to<br />

tomorrow’s healthcare technology’. This provided<br />

the opportunity to highlight the l<strong>in</strong>k between<br />

<strong>in</strong>vestment <strong>in</strong> basic science <strong>and</strong> subsequent<br />

healthcare-related sp<strong>in</strong>-<strong>of</strong>fs as well as<br />

establish<strong>in</strong>g l<strong>in</strong>ks with parliament. IPEM members<br />

Dr Stephen Keevil, Pr<strong>of</strong>essor Nick Stone <strong>and</strong> Dr<br />

Carl Rowbottom all gave presentations to the PSC<br />

meet<strong>in</strong>g. Associated articles by the speakers,<br />

with an additional one by Dr Andy Simmons, were<br />

published <strong>in</strong> the journal Science <strong>in</strong> Parliament. The<br />

<strong>Institute</strong> is keen to extend its parliamentary l<strong>in</strong>ks<br />

‘Stay<strong>in</strong>g still is not an option.’ In 2011 the<br />

Communications Committee commissioned<br />

<strong>and</strong> completed a Market<strong>in</strong>g Strategy for IPEM.<br />

Our aim was to make sure, <strong>in</strong> the light <strong>of</strong> the<br />

overall organisational strategy <strong>and</strong> cont<strong>in</strong>u<strong>in</strong>g<br />

developments <strong>in</strong> science <strong>and</strong> society, that we<br />

underst<strong>and</strong> our audiences, <strong>of</strong>fer the right products<br />

<strong>and</strong> services, meet our charitable objectives <strong>and</strong><br />

communicate effectively. It was an important<br />

undertak<strong>in</strong>g, <strong>and</strong> one the Trustees <strong>and</strong> Council<br />

have strongly endorsed.<br />

We began with market research, commission<strong>in</strong>g<br />

Th<strong>in</strong>kLab to speak to members <strong>and</strong> non-members<br />

about their perceptions <strong>of</strong> IPEM <strong>and</strong> to look<br />

at wider trends. We held sessions with staff,<br />

committee representatives <strong>and</strong> others. Our f<strong>in</strong>al<br />

strategy has a strong commitment to public<br />

education <strong>and</strong> outreach, to strengthen<strong>in</strong>g the<br />

membership <strong>and</strong> the support on <strong>of</strong>fer to members,<br />

<strong>and</strong> to assist<strong>in</strong>g with the identification <strong>of</strong> new<br />

opportunities for growth. Plans for the year ahead<br />

<strong>in</strong>clude the ongo<strong>in</strong>g development <strong>of</strong> the IPEM<br />

new publications <strong>in</strong>clud<strong>in</strong>g an updated careers<br />

leaflet <strong>and</strong> the brochure Improv<strong>in</strong>g Treatments,<br />

Sav<strong>in</strong>g Lives. The news section <strong>of</strong> the website is<br />

now regularly updated with items both <strong>of</strong> general<br />

<strong>in</strong>terest <strong>and</strong> <strong>of</strong> specific relevance to members,<br />

<strong>and</strong> we also have a Twitter account with a grow<strong>in</strong>g<br />

number <strong>of</strong> followers throughout the world. You can<br />

Plann<strong>in</strong>g Committee<br />

This committee acts as the f<strong>in</strong>ancial governance<br />

arm <strong>of</strong> the organisation <strong>and</strong> meets up to four times<br />

per year, report<strong>in</strong>g to the Trustees. Membership<br />

consists <strong>of</strong> senior members, key <strong>of</strong>ficers <strong>and</strong> a<br />

secretariat. The committee has responsibility for<br />

f<strong>in</strong>ancial oversight <strong>and</strong> therefore plans <strong>and</strong> sets<br />

the organisation’s yearly budget <strong>and</strong> monitors<br />

organisational performance aga<strong>in</strong>st that budget.<br />

In addition the committee considers additional<br />

spend<strong>in</strong>g requests received throughout the year.<br />

Dur<strong>in</strong>g 2011 the committee has been monitor<strong>in</strong>g<br />

the <strong>in</strong>troduction <strong>of</strong> the website aim<strong>in</strong>g to ensure<br />

best f<strong>in</strong>ancial value. The committee also approved<br />

the <strong>in</strong>troduction <strong>of</strong> a new customer relationship<br />

management system which will be implemented<br />

dur<strong>in</strong>g 2012. This will greatly improve market<strong>in</strong>g<br />

opportunities, membership renewals, <strong>and</strong><br />

e-commerce.<br />

Other areas <strong>of</strong> activity have been the consideration<br />

<strong>of</strong> advanced performance measurement, improved<br />

<strong>in</strong>vestment management, the development<br />

<strong>of</strong> devolved budget<strong>in</strong>g to try to <strong>in</strong>crease the<br />

organisation’s speed <strong>of</strong> response, <strong>and</strong> the<br />

monitor<strong>in</strong>g <strong>of</strong> organisational risk.<br />

IPEM is required to ensure that collectively the<br />

Board <strong>of</strong> Trustees have the skills to effectively<br />

oversee <strong>Institute</strong> bus<strong>in</strong>ess <strong>and</strong> ensure that the<br />

<strong>Institute</strong> has balanced representation on Council<br />

<strong>and</strong> <strong>in</strong> Sub-Committees <strong>and</strong> Special Interest<br />

Groups. A mechanism for <strong>review</strong><strong>in</strong>g the skills <strong>and</strong><br />

experience <strong>of</strong> Trustees has now been <strong>in</strong>troduced<br />

<strong>and</strong> once there is enough experience <strong>of</strong> us<strong>in</strong>g it, it<br />

will be rolled out to other parts <strong>of</strong> the <strong>Institute</strong>.<br />

Our September meet<strong>in</strong>g attempted to summarise<br />

the progress <strong>of</strong> the work undertaken so far<br />

<strong>and</strong> identify future work. Consideration <strong>of</strong><br />

representation on external bodies where there<br />

is no time limitation has been identified as an<br />

important area. Means <strong>of</strong> monitor<strong>in</strong>g equality<br />

issues will be considered once we have the<br />

<strong>in</strong>formation from <strong>annual</strong> subscription returns.<br />

The committee has agreed to start us<strong>in</strong>g<br />

teleconferenc<strong>in</strong>g to improve efficiency <strong>of</strong> work<strong>in</strong>g.<br />

Committee<br />

There have been two discipl<strong>in</strong>ary hear<strong>in</strong>gs <strong>in</strong><br />

the last year, both <strong>of</strong> which followed formal<br />

<strong>in</strong>vestigations <strong>of</strong> compla<strong>in</strong>ts reported by Peter<br />

Williams <strong>in</strong> the previous <strong>annual</strong> <strong>review</strong>. Both<br />

compla<strong>in</strong>ts related to <strong>in</strong>tellectual property, but<br />

are very different <strong>in</strong> character. In one case, a<br />

discipl<strong>in</strong>ary panel found that the member who<br />

was the subject <strong>of</strong> the compla<strong>in</strong>t had acted aga<strong>in</strong>st<br />

the <strong>in</strong>terests <strong>of</strong> pr<strong>of</strong>essional colleagues <strong>and</strong> the<br />

<strong>Institute</strong> by prematurely publish<strong>in</strong>g work based<br />

on his contribution to a book <strong>in</strong> the IPEM Reports<br />

series, which IPEM had commissioned, which<br />

was still at the referee<strong>in</strong>g stage, thus potentially<br />

prejudic<strong>in</strong>g the success <strong>of</strong> the IPEM publication.<br />

In the second case, another discipl<strong>in</strong>ary panel<br />

found that a member had created an open-access<br />

website to which he had uploaded published <strong>and</strong><br />

unpublished scientific materials, <strong>in</strong>clud<strong>in</strong>g a<br />

significant number <strong>of</strong> publications where IPEM<br />

<strong>and</strong> other publishers <strong>in</strong> the UK <strong>and</strong> North America<br />

are the copyright holders, without permission,<br />

<strong>and</strong> which were available for download publicly,<br />

without restriction. The second subject member<br />

took down the website when the compla<strong>in</strong>t was<br />

drawn to his attention, <strong>and</strong> subsequently made an<br />

admission <strong>of</strong> his error <strong>and</strong> expressions <strong>of</strong> regret<br />

prior to the discipl<strong>in</strong>ary hear<strong>in</strong>g. In both cases the<br />

decision was to issue a formal written reprim<strong>and</strong>,<br />

with guidance as to future conduct <strong>in</strong> such<br />

circumstances.<br />

I succeeded Peter Williams as Chair <strong>of</strong> the<br />

Pr<strong>of</strong>essional Conduct Committee <strong>in</strong> September<br />

2011, after the discipl<strong>in</strong>ary hear<strong>in</strong>gs had been<br />

completed. There are no compla<strong>in</strong>ts currently<br />

under <strong>in</strong>vestigation. However, there have been<br />

one or two <strong>in</strong>stances <strong>of</strong> circumstances which may<br />

have given rise to a compla<strong>in</strong>t, becom<strong>in</strong>g known<br />

after members have left employment <strong>and</strong> IPEM<br />

membership. It is important, <strong>and</strong> is required by<br />

the Rules <strong>of</strong> Pr<strong>of</strong>essional <strong>and</strong> Ethical Conduct,<br />

that members do report potential breaches <strong>of</strong><br />

these rules by member colleagues as soon as<br />

practically possible. This may sometimes be<br />

difficult, especially when such breaches relate<br />

to employment, when discipl<strong>in</strong>ary action by the<br />

employer is <strong>in</strong> progress; fitness to practice, when<br />

<strong>in</strong>vestigations <strong>and</strong> fitness to practice hear<strong>in</strong>gs by<br />

the Health Pr<strong>of</strong>essions Council are <strong>in</strong> progress;<br />

<strong>and</strong> for alleged crim<strong>in</strong>al acts, when police<br />

<strong>in</strong>vestigations <strong>and</strong> judicial proceed<strong>in</strong>gs are <strong>in</strong><br />

progress. As a general rule, IPEM’s <strong>in</strong>vestigations<br />

<strong>and</strong> discipl<strong>in</strong>ary hear<strong>in</strong>gs will be deferred until the<br />

outcome <strong>of</strong> such proceed<strong>in</strong>gs, but it is necessary<br />

to know about them, <strong>in</strong> confidence, <strong>in</strong> case <strong>in</strong>terim<br />

action needs to be taken where there may be<br />

impact by a subject member’s activity on the<br />

provision <strong>of</strong> services to members <strong>and</strong> the general<br />

public. Confidential discussions about such cases<br />

may be had, (<strong>and</strong> have been had about several<br />

situations that have not yet reached the stage <strong>of</strong><br />

formal compla<strong>in</strong>ts), with me, as Chair <strong>of</strong> PCC, or<br />

the General Secretary as Secretary to the PCC.<br />

Science Board<br />

Science Board is responsible for the scientific<br />

work <strong>of</strong> the <strong>Institute</strong> <strong>and</strong> coord<strong>in</strong>ates the activities<br />

<strong>of</strong> IPEM’s Special Interest Groups (SIGs). The<br />

SIGs deliver scientific meet<strong>in</strong>gs; provide content<br />

for IPEM’s ma<strong>in</strong> <strong>annual</strong> conference – the<br />

Medical <strong>Physics</strong> <strong>and</strong> <strong>Eng<strong>in</strong>eer<strong>in</strong>g</strong> Conference<br />

(MPEC); respond to pr<strong>of</strong>essional issues; develop<br />

guidel<strong>in</strong>es to improve service quality; <strong>and</strong> provide<br />

expert <strong>in</strong>put to external organisations <strong>and</strong> key<br />

consultations.<br />

Through Science Board <strong>and</strong> the SIGs, IPEM has<br />

<strong>in</strong>fluence <strong>in</strong> a wide variety <strong>of</strong> different fields<br />

related to the <strong>Institute</strong>’s objectives. There is also<br />

ongo<strong>in</strong>g support to the cont<strong>in</strong>u<strong>in</strong>g development<br />

<strong>of</strong> the Department <strong>of</strong> Health’s new tra<strong>in</strong><strong>in</strong>g<br />

programme, Modernis<strong>in</strong>g Scientific Careers<br />

(MSC), <strong>and</strong> discussions about IPEM’s role are<br />

be<strong>in</strong>g addressed. We will cont<strong>in</strong>ue to follow <strong>and</strong><br />

contribute to the debate over the registration<br />

status for the new Healthcare Scientists <strong>and</strong><br />

Practitioners that will emerge from the new<br />

tra<strong>in</strong><strong>in</strong>g programme.<br />

We all realise that the NHS is chang<strong>in</strong>g fast <strong>and</strong><br />

that we have to respond just as quickly to adapt to<br />

these changes <strong>and</strong> to ensure any changes, such as<br />

the move towards ‘any qualified provider’, cont<strong>in</strong>ue<br />

to provide a safe <strong>and</strong> effective service. To this<br />

end, we will be look<strong>in</strong>g at extend<strong>in</strong>g our work on<br />

st<strong>and</strong>ards <strong>and</strong> accreditations <strong>in</strong> partnership with<br />

appropriate bodies.<br />

Rais<strong>in</strong>g the visibility <strong>of</strong> the roles our members play<br />

<strong>in</strong> healthcare is considered <strong>of</strong> key importance.<br />

Strategies <strong>in</strong>clud<strong>in</strong>g poster displays <strong>and</strong><br />

distribut<strong>in</strong>g leaflets to expla<strong>in</strong> the work we do are<br />

some <strong>of</strong> the ways we are try<strong>in</strong>g to address this.<br />

Science Board members contribute to a<br />

number <strong>of</strong> externally-produced documents <strong>and</strong><br />

consultations, one important example be<strong>in</strong>g the<br />

European Commission’s work on the tra<strong>in</strong><strong>in</strong>g <strong>and</strong><br />

requirements to be a medical physics expert <strong>in</strong> the<br />

medical uses <strong>of</strong> ionis<strong>in</strong>g radiation.<br />

We cont<strong>in</strong>ue to work alongside government<br />

bodies such as the Health <strong>and</strong> Safety Executive,<br />

Department <strong>of</strong> Health, Care Quality Commission<br />

<strong>and</strong> the Environment Agency, as well as work<strong>in</strong>g <strong>in</strong><br />

partnership with other bodies such as the <strong>Institute</strong><br />

<strong>of</strong> <strong>Physics</strong>, British <strong>Institute</strong> <strong>of</strong> Radiology <strong>and</strong><br />

Society for Radiological Protection. More recently,<br />

we have developed a key partnership with the<br />

Science <strong>and</strong> Technology Facilities Council <strong>and</strong> a<br />

comb<strong>in</strong>ed workshop has been developed for 2012.<br />

These activities all demonstrate how Science<br />

Board helps to deliver IPEM’s strategy <strong>in</strong><br />

terms <strong>of</strong> assur<strong>in</strong>g quality, build<strong>in</strong>g susta<strong>in</strong>able<br />

partnerships, <strong>in</strong>fluenc<strong>in</strong>g policy, <strong>and</strong> support<strong>in</strong>g<br />

research to advance <strong>and</strong> promote our pr<strong>of</strong>ession<br />

for the public benefit.<br />

A wide range <strong>of</strong> one-day meet<strong>in</strong>gs have been<br />

run or supported by the SIGs. IPEM also makes<br />

an important contribution to the UK Radiological<br />

Congress (UKRC) www.ukrc.org.uk by sponsor<strong>in</strong>g<br />

the John Mallard lecture to be given this time by<br />

Pr<strong>of</strong>essor Paul Marsden <strong>of</strong> the KCL PET Centre.<br />

IPEM will also be host<strong>in</strong>g a satellite session<br />

at this conference on the latest impacts <strong>and</strong><br />

developments <strong>of</strong> MSC.<br />

<strong>Physics</strong> <strong>and</strong> <strong>Eng<strong>in</strong>eer<strong>in</strong>g</strong><br />

Conference 2011<br />

IPEM’s <strong>annual</strong> conference (MPEC2011) was<br />

comb<strong>in</strong>ed with the European Medical <strong>and</strong><br />

<strong>Eng<strong>in</strong>eer<strong>in</strong>g</strong> Conference (EMPEC) <strong>in</strong> Dubl<strong>in</strong>,<br />

1st to 3rd September 2011. This represented a<br />

unique partnership between IPEM <strong>and</strong> the Irish<br />

Association <strong>of</strong> Physicists <strong>in</strong> Medic<strong>in</strong>e (IAPM) <strong>and</strong><br />

the European Federation <strong>of</strong> Organisations for<br />

Medical <strong>Physics</strong> (EFOMP). Keynote speakers<br />

<strong>in</strong>cluded the IPEM Woolmer lecture by Pr<strong>of</strong>essor<br />

Willi Kalender on the future <strong>of</strong> CT; Thomas Mackie<br />

gave the AAPM’s O’Connor lecture on radiotherapy<br />

advancements; Pr<strong>of</strong>essor Sue Hill, Chief<br />

Scientist, Department <strong>of</strong> Health, on Modernis<strong>in</strong>g<br />

Scientific Careers, Pr<strong>of</strong>essor He<strong>in</strong>z Wolff gave a<br />

keynote speech entitled ‘Crunch <strong>and</strong> Care’ <strong>in</strong> the<br />

Rehabilitation <strong>Eng<strong>in</strong>eer<strong>in</strong>g</strong> session. The Hospital<br />

Physicists’ Association plenary lecture was given<br />

by Just<strong>in</strong> McCarthy on the importance <strong>of</strong> cl<strong>in</strong>ical<br />

eng<strong>in</strong>eer<strong>in</strong>g. The organisation for this meet<strong>in</strong>g was<br />

strongly supported by Neil Lewis together with<br />

various SIG members <strong>and</strong> representatives from<br />

IAPM <strong>and</strong> EFOMP.<br />

IPEM’s <strong>annual</strong> scientific meet<strong>in</strong>g (MPEC2012) will<br />

take place <strong>in</strong> Oxford from 10th to 12th September.<br />

The conference theme is ‘Fusion: Br<strong>in</strong>g<strong>in</strong>g<br />

Together techniques <strong>and</strong> technologies to enhance<br />

patient care’. There will be sessions to cover all<br />

physical science <strong>and</strong> eng<strong>in</strong>eer<strong>in</strong>g specialities.<br />

MPEC2012 will also <strong>in</strong>clude the Biennial<br />

Radiotherapy <strong>Physics</strong> meet<strong>in</strong>g, will <strong>in</strong>corporate<br />

sessions organised by IOP <strong>and</strong> EFOMP, <strong>and</strong> will<br />

immediately precede the autumn meet<strong>in</strong>g <strong>of</strong> the<br />

BNMS with a shared session on the f<strong>in</strong>al day <strong>of</strong><br />

MPEC2012. Eponymous <strong>and</strong> <strong>in</strong>vited lecturers will<br />

<strong>in</strong>clude Pr<strong>of</strong>essor Sarah Darby, Pr<strong>of</strong>essor Sir<br />

Muir Gray, Pr<strong>of</strong>essor Bleddyn Jones, Pr<strong>of</strong>essor<br />

Lionel Tarassenko, Dr Mike Partridge <strong>and</strong> Dr Jim<br />

Cl<strong>in</strong>ical <strong>Eng<strong>in</strong>eer<strong>in</strong>g</strong><br />

Cl<strong>in</strong>ical <strong>Eng<strong>in</strong>eer<strong>in</strong>g</strong> applies scientific, eng<strong>in</strong>eer<strong>in</strong>g<br />

<strong>and</strong> managerial skills to support the optimum<br />

use <strong>of</strong> medical technology. Cl<strong>in</strong>ical Eng<strong>in</strong>eers are<br />

pr<strong>of</strong>essionals dedicated to improv<strong>in</strong>g healthcare.<br />

CESIG, with its scientific <strong>and</strong> technological<br />

strengths, seeks to explore matters <strong>of</strong> concern<br />

to the pr<strong>of</strong>ession to improve the cost-effective<br />

application <strong>of</strong> medical technology, address<strong>in</strong>g the<br />

needs <strong>of</strong> patients <strong>and</strong> healthcare providers.<br />

Dur<strong>in</strong>g 2011 we explored key practical aspects. At<br />

EMPEC2011 a session on the safe use <strong>of</strong> medical<br />

devices <strong>in</strong>cluded talks on how ergonomic design<br />

<strong>and</strong> tra<strong>in</strong><strong>in</strong>g can improve safety. A tutorial <strong>and</strong><br />

workshop explored the failure modes <strong>and</strong> effects<br />

analysis tool for exam<strong>in</strong><strong>in</strong>g adverse events.<br />

A session on equipment management highlighted<br />

the importance <strong>of</strong> keep<strong>in</strong>g the focus on the patient.<br />

A one-day conference explored the specification,<br />

evaluation <strong>and</strong> selection <strong>of</strong> medical equipment<br />

with contributions from the NHS <strong>and</strong> <strong>in</strong>dustry. The<br />

meet<strong>in</strong>g ‘Pass or Fail: Determ<strong>in</strong><strong>in</strong>g Acceptable<br />

Medical Device Governance’ explored three key<br />

aspects: buy it right (purchas<strong>in</strong>g), use it right<br />

(patient focus) <strong>and</strong> keep it right (ma<strong>in</strong>tenance).<br />

We are currently gather<strong>in</strong>g data to support<br />

evidence-based equipment management with the<br />

aim <strong>of</strong> presentation at a future meet<strong>in</strong>g.<br />

Diagnostic Radiology<br />

It has been a busy year for DRSIG. Our scientific<br />

meet<strong>in</strong>gs have focussed both on hot topics <strong>in</strong> DR,<br />

such as the implementation <strong>of</strong> Report 32 Part VII<br />

for digital x-ray systems, <strong>and</strong> on multi-discipl<strong>in</strong>ary<br />

themes such as education for radiographers on<br />

quality control test<strong>in</strong>g <strong>and</strong> support <strong>of</strong> the British<br />

<strong>Institute</strong> <strong>of</strong> Radiology’s IRMER update meet<strong>in</strong>g.<br />

The SIG’s contribution to EMPEC2011 was very<br />

well received.<br />

DRSIG cont<strong>in</strong>ues to <strong>review</strong> <strong>and</strong> update IPEM<br />

guidance on diagnostic radiology. Report 32<br />

Parts II <strong>and</strong> VI came <strong>in</strong>to our sights <strong>in</strong> 2011. We<br />

are work<strong>in</strong>g with the Radiation Protection SIG to<br />

update Report 79: The Critical Exam<strong>in</strong>ation <strong>of</strong> X-ray<br />

Generat<strong>in</strong>g Equipment <strong>in</strong> Diagnostic Radiology <strong>and</strong><br />

with BIR to update Radiation Shield<strong>in</strong>g for Diagnostic<br />

X-Rays. The SIG has taken over collection <strong>of</strong> data<br />

for the ImPACT CT dosimetry tool <strong>and</strong> we are<br />

<strong>review</strong><strong>in</strong>g wide-beam CT dosimetry.<br />

A large proportion <strong>of</strong> DRSIG’s time cont<strong>in</strong>ues to<br />

be occupied with consultations on current issues<br />

<strong>in</strong> diagnostic radiology <strong>in</strong>clud<strong>in</strong>g the recast <strong>of</strong> EU<br />

Basic Safety St<strong>and</strong>ard <strong>and</strong> Medical Exposures<br />

directives, <strong>and</strong> the def<strong>in</strong>ition <strong>of</strong> exposures much<br />

greater than <strong>in</strong>tended due to operator error.<br />

Informatics <strong>and</strong><br />

Comput<strong>in</strong>g<br />

ICSIG cont<strong>in</strong>ued to promote the importance <strong>and</strong><br />

need for some Medical Physicists to be fully versed<br />

<strong>in</strong> both scientific comput<strong>in</strong>g <strong>and</strong> the management<br />

<strong>of</strong> related medical devices. The ma<strong>in</strong>, but<br />

largely unsuccessful, effort was to seek to have<br />

computer science more appropriately <strong>in</strong>cluded<br />

<strong>in</strong> the develop<strong>in</strong>g MSC program. The SIG is now<br />

consider<strong>in</strong>g other ways <strong>in</strong> which such skills <strong>and</strong><br />

tra<strong>in</strong><strong>in</strong>g can be ma<strong>in</strong>ta<strong>in</strong>ed.<br />

We organised a scientific meet<strong>in</strong>g entitled:<br />

‘Oncology Management Systems <strong>and</strong> their use <strong>in</strong><br />

Cancer Care’, revisit<strong>in</strong>g a rapidly advanc<strong>in</strong>g topic.<br />

These systems are <strong>in</strong>creas<strong>in</strong>gly relevant <strong>and</strong> it<br />

proved to be an <strong>in</strong>terest<strong>in</strong>g meet<strong>in</strong>g.<br />

At EMPEC2011 the SIG organised another tra<strong>in</strong><strong>in</strong>g<br />

session, this time on DICOM <strong>and</strong> network<strong>in</strong>g,<br />

essential technologies <strong>in</strong> our <strong>in</strong>creas<strong>in</strong>gly<br />

<strong>in</strong>terconnected environment. It was aga<strong>in</strong> well<br />

received although the location <strong>of</strong> the conference<br />

meant that few SIG members were able to be<br />

<strong>in</strong>volved.<br />

In the com<strong>in</strong>g period we will cont<strong>in</strong>ue activities<br />

regard<strong>in</strong>g bespoke s<strong>of</strong>tware development <strong>and</strong> the<br />

use <strong>of</strong> open-source s<strong>of</strong>tware by provid<strong>in</strong>g scientific<br />

meet<strong>in</strong>gs <strong>and</strong> reference material on IT matters for<br />

all physicists <strong>in</strong> the community, through SCOPE<br />

<strong>and</strong> web-based resources. We believe this will<br />

help the <strong>Institute</strong> to meet its strategic goals <strong>of</strong><br />

education <strong>and</strong> quality <strong>of</strong> service delivery.<br />

Nuclear Medic<strong>in</strong>e<br />

NMSIG cont<strong>in</strong>ues to support the nuclear<br />

medic<strong>in</strong>e community <strong>in</strong> a variety <strong>of</strong> ways. Two<br />

successful meet<strong>in</strong>gs were held <strong>in</strong> 2011. Of note<br />

was the meet<strong>in</strong>g held jo<strong>in</strong>tly with the Society <strong>of</strong><br />

<strong>and</strong> College <strong>of</strong> Radiographers (SCoR): ‘Career<br />

Promotions for Technologists/Radiographers <strong>in</strong><br />

Nuclear Medic<strong>in</strong>e’. The jo<strong>in</strong>t work<strong>in</strong>g party with<br />

the SCoR, develop<strong>in</strong>g st<strong>and</strong>ards <strong>of</strong> practice for<br />

radiographers/cl<strong>in</strong>ical technologists is mak<strong>in</strong>g<br />

good progress <strong>and</strong> should hopefully be published<br />

<strong>in</strong> 2012. The SIG, jo<strong>in</strong>tly with the British Nuclear<br />

Medic<strong>in</strong>e Society, has facilitated ongo<strong>in</strong>g work on<br />

required scientific staff<strong>in</strong>g levels with<strong>in</strong> nuclear<br />

medic<strong>in</strong>e, with guidance hopefully also available<br />

<strong>in</strong> 2012.<br />

With the ongo<strong>in</strong>g <strong>review</strong> <strong>of</strong> staff<strong>in</strong>g <strong>in</strong> all areas<br />

<strong>of</strong> the health service, the SIG is <strong>in</strong>tend<strong>in</strong>g to hold<br />

a meet<strong>in</strong>g on the role <strong>of</strong> associate practitioners<br />

<strong>in</strong> 2012. NMSIG’s topic for MPEC2012 will be<br />

dementia imag<strong>in</strong>g.<br />

The important role <strong>of</strong> cl<strong>in</strong>ical scientists <strong>and</strong> cl<strong>in</strong>ical<br />

technologists <strong>in</strong> nuclear medic<strong>in</strong>e is not well<br />

recognised by the general public. With this <strong>in</strong> m<strong>in</strong>d,<br />

the SIG is undertak<strong>in</strong>g a project to produce posters<br />

to <strong>in</strong>form the general public <strong>and</strong> other health<br />

pr<strong>of</strong>essionals about their role <strong>in</strong> nuclear medic<strong>in</strong>e.<br />

These should be available <strong>in</strong> 2012.<br />

Radiotherapy<br />

RTSIG ran several successful well-received<br />

scientific meet<strong>in</strong>gs last year <strong>in</strong>clud<strong>in</strong>g one on<br />

stereotactic radiotherapy <strong>and</strong> another on the<br />

use <strong>of</strong> electrons <strong>in</strong> radiotherapy focuss<strong>in</strong>g on the<br />

plann<strong>in</strong>g <strong>and</strong> dosimetry aspects.<br />

For 2012 we propose a meet<strong>in</strong>g to discuss<br />

modern brachytherapy techniques. We also hope<br />

to organise a jo<strong>in</strong>t meet<strong>in</strong>g with the National<br />

Physical Laboratory on the verification techniques<br />

employed <strong>in</strong> IMRT <strong>and</strong> rotational therapy. We<br />

are pleased to confirm that there will be a study<br />

day for radiotherapy technologists which will<br />

run alongside the <strong>annual</strong> medical technologist<br />

meet<strong>in</strong>g. We hope to <strong>in</strong>clude topics to <strong>in</strong>terest<br />

dosimetrists, technologists <strong>and</strong> eng<strong>in</strong>eers.<br />

We have several work<strong>in</strong>g parties <strong>in</strong> progress this<br />

year. Two are look<strong>in</strong>g at the update <strong>of</strong> IPEM Report<br />

75: The Design <strong>of</strong> Radiotherapy Treatment Room<br />

Facilities <strong>and</strong> Report 81: <strong>Physics</strong> Aspects <strong>of</strong> Quality<br />

Control <strong>in</strong> Radiotherapy. Further work<strong>in</strong>g parties<br />

have been set up to <strong>review</strong> quality assurance <strong>of</strong><br />

IGRT systems <strong>and</strong> a code <strong>of</strong> practice for small field<br />

dosimetry with specific application to tomotherapy<br />

units. The f<strong>in</strong>al work<strong>in</strong>g party has been tasked with<br />

a <strong>review</strong> <strong>of</strong> the IPEM staff<strong>in</strong>g recommendations <strong>in</strong><br />

radiotherapy.<br />

Magnetic Resonance<br />

2011 was a busy year for MRSIG. The ‘MR <strong>in</strong><br />

Oncology’ meet<strong>in</strong>g held <strong>in</strong> Leeds <strong>in</strong> July was well<br />

attended <strong>and</strong> its full programme highlighted<br />

the large <strong>in</strong>terest <strong>in</strong> this field at the moment.<br />

The biennial ‘MR Safety Update’ with Dr Frank<br />

Shellock, an <strong>in</strong>ternationally recognised expert<br />

<strong>in</strong> MR safety as keynote speaker, was held <strong>in</strong><br />

London <strong>in</strong> November <strong>and</strong> was a sell out. A jo<strong>in</strong>t<br />

workshop was held with the British Chapter <strong>of</strong> the<br />

International Society <strong>of</strong> Magnetic Resonance <strong>in</strong><br />

Medic<strong>in</strong>e at their <strong>annual</strong> meet<strong>in</strong>g on the theme <strong>of</strong><br />

magnetic field gradients.<br />

MRSIG cont<strong>in</strong>ued to look at the need for MR safety<br />

advisors <strong>and</strong> carried out a survey <strong>of</strong> a selection <strong>of</strong><br />

MR units <strong>in</strong> the UK to establish the current need<br />

<strong>and</strong> provision. The results <strong>of</strong> this survey will be<br />

published <strong>in</strong> 2012 <strong>and</strong> we will be work<strong>in</strong>g towards<br />

a position statement on the role <strong>of</strong> the MR safety<br />

advisor.<br />

Members <strong>of</strong> MRSIG have been <strong>in</strong>volved <strong>in</strong> the<br />

syllabus <strong>and</strong> assessment tools for new tra<strong>in</strong>ees<br />

enter<strong>in</strong>g the pr<strong>of</strong>ession via Modernis<strong>in</strong>g Scientific<br />

Careers.<br />

Our objectives for next year <strong>in</strong>clude organis<strong>in</strong>g two<br />

scientific meet<strong>in</strong>gs (on body MRI <strong>and</strong> 3T MRI), the<br />

cont<strong>in</strong>ued development <strong>of</strong> policy towards the role<br />

<strong>of</strong> the MR safety advisor <strong>and</strong> revis<strong>in</strong>g the IPEM<br />

Report 80: MRI QA.<br />

2011 <strong>in</strong>volved us <strong>in</strong> important consultations, both<br />

formal <strong>and</strong> <strong>in</strong>formal, requir<strong>in</strong>g our <strong>in</strong>put. These<br />

<strong>in</strong>cluded sett<strong>in</strong>g the st<strong>and</strong>ard for the Qualified<br />

Expert on radioactive waste, the revision <strong>of</strong> the<br />

European Basic Safety St<strong>and</strong>ard for radiation,<br />

report<strong>in</strong>g criteria for patient radiation <strong>in</strong>cidents,<br />

<strong>and</strong> the record<strong>in</strong>g <strong>of</strong> dose data by diagnostic X-ray<br />

sets.<br />

Work cont<strong>in</strong>ued on the revision <strong>of</strong> Report 79: The<br />

Critical Exam<strong>in</strong>ation <strong>of</strong> X-Ray Generat<strong>in</strong>g Equipment<br />

<strong>in</strong> Diagnostic Radiology <strong>and</strong> a new report: UK<br />

Guidance on Radiation Protection Issues follow<strong>in</strong>g<br />

Permanent Iod<strong>in</strong>e 125 Seed Prostate Brachytherapy,<br />

both <strong>of</strong> which are planned for publication <strong>in</strong><br />

2012. A major task which will beg<strong>in</strong> <strong>in</strong> 2012 is the<br />

revision <strong>of</strong> the Medical <strong>and</strong> Dental Guidance Notes<br />

which we hope to publish as soon as the ionis<strong>in</strong>g<br />

radiation regulations are revised <strong>in</strong> 2014 or shortly<br />

thereafter.<br />

A highlight <strong>of</strong> the year was the ever-popular <strong>annual</strong><br />

update meet<strong>in</strong>g for radiation protection advisers,<br />

which was held <strong>in</strong> Manchester.<br />

Physiological<br />

Measurement<br />

PMSIG has organised two successful one-day<br />

meet<strong>in</strong>gs s<strong>in</strong>ce February <strong>of</strong> last year. The 2nd<br />

‘Urodynamics Measurement’ meet<strong>in</strong>g was<br />

held <strong>in</strong> May 2011 <strong>and</strong> aga<strong>in</strong> attracted a multidiscipl<strong>in</strong>ary<br />

audience <strong>in</strong>clud<strong>in</strong>g consultant<br />

urologists, scientists, technicians <strong>and</strong> nurses. The<br />

delegates for the one-day conference ‘Cerebral<br />

Haemodynamics’ came from a number <strong>of</strong> different<br />

countries outside the UK. This was described as<br />

one <strong>of</strong> the most <strong>in</strong>ternational one-day meet<strong>in</strong>gs<br />

ever organised by IPEM.<br />

PMSIG made an excellent contribution to EMPEC<br />

<strong>and</strong> organised a session on measurement <strong>and</strong><br />

traceability, work<strong>in</strong>g with representatives from the<br />

National Physical Laboratory (NPL). As the result<br />

<strong>of</strong> a further collaboration between PMSIG <strong>and</strong><br />

the NPL a one-day research sem<strong>in</strong>ar on cl<strong>in</strong>ical<br />

temperature measurement was held at the NPL <strong>in</strong><br />

London.<br />

We have cont<strong>in</strong>ued to engage with the Modernis<strong>in</strong>g<br />

Scientific Careers programme. This has resulted<br />

<strong>in</strong> the publication <strong>of</strong> a specialist tra<strong>in</strong><strong>in</strong>g module<br />

for physiological measurement as part <strong>of</strong> the<br />

cl<strong>in</strong>ical eng<strong>in</strong>eer<strong>in</strong>g stream.<br />

Rehabilitation <strong>and</strong><br />

Biomechanics<br />

REBSIG has had a reform<strong>in</strong>g year develop<strong>in</strong>g<br />

themes <strong>of</strong> work that will be cont<strong>in</strong>ued <strong>in</strong> the year<br />

to come. The group recognised the importance<br />

<strong>of</strong> support<strong>in</strong>g the scientific aims <strong>of</strong> develop<strong>in</strong>g an<br />

evidence base for the cl<strong>in</strong>ical practices particular<br />

to the group. Furthermore the group began a<br />

program to ensure an underst<strong>and</strong><strong>in</strong>g <strong>of</strong> the unique<br />

contribution <strong>of</strong> technologists to deliver<strong>in</strong>g high<br />

quality healthcare.<br />

Two successful one-day meet<strong>in</strong>gs started this<br />

program by look<strong>in</strong>g first at measurements <strong>of</strong> foot<br />

pressures dur<strong>in</strong>g walk<strong>in</strong>g <strong>in</strong> Sheffield. Cl<strong>in</strong>ical<br />

Scientists <strong>and</strong> technicians engaged <strong>in</strong> a full day <strong>of</strong><br />

discussion with a new <strong>in</strong>ternational group aim<strong>in</strong>g<br />

to set better st<strong>and</strong>ards <strong>in</strong> the cl<strong>in</strong>ical use <strong>of</strong> foot<br />

pressure measurements. Cont<strong>in</strong>u<strong>in</strong>g the theme<br />

<strong>in</strong> Cardiff, the group organised a meet<strong>in</strong>g draw<strong>in</strong>g<br />

together a cross-discipl<strong>in</strong>ary audience from the<br />

rehabilitation field to discuss the use <strong>of</strong> outcome<br />

measures <strong>in</strong> the provision <strong>of</strong> assistive technology.<br />

The group has published a statement about<br />

the role <strong>and</strong> requirements <strong>of</strong> scientists <strong>and</strong><br />

technologists <strong>in</strong> the cl<strong>in</strong>ical measurement <strong>of</strong><br />

movement, <strong>in</strong> order to support underst<strong>and</strong><strong>in</strong>g by<br />

the public <strong>and</strong> by healthcare organisations <strong>of</strong> their<br />

important contribution.<br />

Dur<strong>in</strong>g 2011, UNIRSIG cont<strong>in</strong>ued to actively support<br />

IPEM members work<strong>in</strong>g <strong>in</strong> these diverse fields,<br />

both <strong>in</strong> research <strong>and</strong> development <strong>and</strong> <strong>in</strong> practical<br />

support to cl<strong>in</strong>ical departments.<br />

We organised a successful two-day meet<strong>in</strong>g on the<br />

physics <strong>and</strong> technology <strong>of</strong> medical ultrasound <strong>and</strong><br />

practical one-day workshops on optical radiation<br />

assessment <strong>and</strong> laser <strong>and</strong> IPL measurement.<br />

The meet<strong>in</strong>gs planned for 2012 <strong>in</strong>clude an optical<br />

radiation update meet<strong>in</strong>g, provid<strong>in</strong>g CPD for laser<br />

protection advisers, <strong>and</strong> a session at MPEC2012.<br />

We appo<strong>in</strong>ted an IPEM representative to the<br />

BSI committee on laser equipment <strong>and</strong> optical<br />

radiation safety, which is currently contribut<strong>in</strong>g to<br />

a revision <strong>of</strong> IEC st<strong>and</strong>ard 60825. This will affect<br />

laser safety <strong>in</strong> the UK for years to come. Work<strong>in</strong>g<br />

groups are updat<strong>in</strong>g the IPEM policy statements<br />

on: The Cl<strong>in</strong>ical Scientist <strong>and</strong> the safe use <strong>of</strong> lasers<br />

<strong>and</strong> other non-ionis<strong>in</strong>g radiations <strong>and</strong>: The role <strong>of</strong> the<br />

Cl<strong>in</strong>ical Scientist <strong>in</strong> medical ultrasound.<br />

We were also <strong>in</strong>volved <strong>in</strong> the <strong>review</strong> <strong>of</strong><br />

competencies <strong>and</strong> learn<strong>in</strong>g outcomes from the<br />

Modernis<strong>in</strong>g Scientific Careers syllabus for<br />

healthcare scientists.<br />

As everyone will now be aware, <strong>in</strong> 2010 the<br />

Department <strong>of</strong> Health (DH) commenced the<br />

implementation <strong>of</strong> the Modernis<strong>in</strong>g Scientific<br />

Careers (MSC) scheme <strong>in</strong> Engl<strong>and</strong>. The Academy<br />

for Healthcare Science (HCS) was also established<br />

with high-level ambitions set out as follows:<br />

Firstly, to def<strong>in</strong>e high-quality education <strong>and</strong><br />

tra<strong>in</strong><strong>in</strong>g st<strong>and</strong>ards across the UK HCS workforce<br />

<strong>and</strong> improve patient outcomes by ensur<strong>in</strong>g that<br />

the st<strong>and</strong>ards are promulgated <strong>and</strong> met. Secondly,<br />

to enable effective pr<strong>of</strong>essional engagement <strong>in</strong><br />

the ongo<strong>in</strong>g development <strong>and</strong> <strong>review</strong> <strong>of</strong> national<br />

curricula for the UK HCS workforce, across the<br />

career framework.<br />

Members <strong>of</strong> the Pr<strong>of</strong>essional <strong>and</strong> St<strong>and</strong>ards<br />

Board (<strong>and</strong> other <strong>of</strong>ficers <strong>of</strong> IPEM) have spent<br />

considerable time engag<strong>in</strong>g with the MSC<br />

process <strong>and</strong> try<strong>in</strong>g to navigate through the rapidly<br />

develop<strong>in</strong>g scene. The future role <strong>of</strong> IPEM <strong>in</strong> the<br />

tra<strong>in</strong><strong>in</strong>g <strong>of</strong> both scientists <strong>and</strong> technologists has<br />

been a key piece <strong>of</strong> work. IPEM representatives<br />

at the Association <strong>of</strong> Cl<strong>in</strong>ical Scientists (ACS)<br />

have been <strong>in</strong>volved <strong>in</strong> ord<strong>in</strong>ary <strong>and</strong> extraord<strong>in</strong>ary<br />

board meet<strong>in</strong>gs to determ<strong>in</strong>e what the future <strong>of</strong><br />

ACS might be <strong>and</strong> how state registration could be<br />

achieved <strong>in</strong> the future. There has recently been<br />

discussion on Higher Specialist Scientific Tra<strong>in</strong><strong>in</strong>g.<br />

The system for accreditation <strong>of</strong> tra<strong>in</strong><strong>in</strong>g centres<br />

<strong>and</strong> MSc tra<strong>in</strong><strong>in</strong>g programmes is under <strong>review</strong>.<br />

A short-term work<strong>in</strong>g group has been established.<br />

It is still too early to attempt to summarise any<br />

conclusions to all these discussions. The scene<br />

is alter<strong>in</strong>g on a weekly basis <strong>and</strong> it would seem<br />

likely that a stable system will take some time to<br />

be agreed. IPEM <strong>of</strong>ficers will cont<strong>in</strong>ue to expend<br />

The Committee cont<strong>in</strong>ued to consider the<br />

rationalisation <strong>of</strong> membership categories <strong>and</strong> firm<br />

proposals are be<strong>in</strong>g f<strong>in</strong>alised.<br />

A meet<strong>in</strong>g was held with the Science Council,<br />

both to have an <strong>in</strong>terim <strong>review</strong> <strong>of</strong> IPEM’s licence to<br />

award CSci <strong>and</strong> to discuss the new designations<br />

<strong>of</strong> RSci <strong>and</strong> RSciTech. To date, IPEM has awarded<br />

1079 CSci designations. No major issues were<br />

identified dur<strong>in</strong>g the <strong>in</strong>terim <strong>review</strong> <strong>and</strong> it was<br />

noted that IPEM achieves some <strong>of</strong> the highest<br />

levels <strong>of</strong> award <strong>of</strong> CSci <strong>of</strong> any <strong>of</strong> the bodies<br />

licensed to do so. The two new designations are<br />

available to appropriately qualified IPEM members<br />

<strong>in</strong> 2012.<br />

The document describ<strong>in</strong>g the benefits <strong>of</strong> IPEM<br />

membership is under active <strong>review</strong> <strong>and</strong> a new<br />

version is expected shortly.<br />

Fellowship Panel<br />

The panel processed seven applications <strong>in</strong> 2011,<br />

six <strong>of</strong> which have been awarded fellowship <strong>of</strong> the<br />

<strong>Institute</strong>. It rema<strong>in</strong>s the case that fellowship <strong>of</strong><br />

the <strong>Institute</strong> does not match the diversity <strong>of</strong> the<br />

membership particularly <strong>in</strong> respect <strong>of</strong> gender. We<br />

hope this can be addressed over the forthcom<strong>in</strong>g<br />

years as more women <strong>and</strong> m<strong>in</strong>ority groups are<br />

encouraged to apply. The panel will be seek<strong>in</strong>g<br />

new members <strong>in</strong> 2012 to ensure that it cont<strong>in</strong>ues to<br />

be refreshed. Dr Chris Gibson was elected as chair<br />

<strong>of</strong> the panel from September 2011.<br />

Development Panel<br />

Three new members have been appo<strong>in</strong>ted to the<br />

panel to fill vacant posts <strong>and</strong> to replace members<br />

who have come to the end <strong>of</strong> their terms <strong>of</strong> service.<br />

This year was the sixth full year for the operation<br />

<strong>of</strong> the <strong>Institute</strong>’s new Cont<strong>in</strong>u<strong>in</strong>g Pr<strong>of</strong>essional<br />

Development (CPD) Scheme. The panel has<br />

cont<strong>in</strong>ued work<strong>in</strong>g to broaden the membership’s<br />

underst<strong>and</strong><strong>in</strong>g <strong>of</strong> CPD <strong>and</strong> encourage the<br />

development <strong>of</strong> reflective practice. The panel<br />

has worked with the Science Council to ensure<br />

harmony between the bodies’ CPD requirements.<br />

The Pr<strong>of</strong>essional Development Panel will<br />

carry out the fifth <strong>annual</strong> audit <strong>in</strong> May 2012,<br />

<strong>and</strong> the outcomes will be communicated to the<br />

members <strong>in</strong>volved, as well as be<strong>in</strong>g published<br />

<strong>in</strong> the newsletter <strong>and</strong> on the website. Work is<br />

progress<strong>in</strong>g on the provision <strong>of</strong> an onl<strong>in</strong>e CPD<br />

system which is be<strong>in</strong>g developed <strong>in</strong> conjunction<br />

with the new membership database.<br />

The panel is work<strong>in</strong>g to develop post-registration<br />

tra<strong>in</strong><strong>in</strong>g to address pr<strong>of</strong>essional issues which<br />

span the different discipl<strong>in</strong>es with<strong>in</strong> medical<br />

physics <strong>and</strong> cl<strong>in</strong>ical eng<strong>in</strong>eer<strong>in</strong>g. This will cover<br />

some <strong>of</strong> the subject matter requested by the<br />

membership through the post-registration tra<strong>in</strong><strong>in</strong>g<br />

questionnaire.<br />

Cl<strong>in</strong>ical Scientists<br />

Education <strong>and</strong><br />

Tra<strong>in</strong><strong>in</strong>g Panel<br />

Over the past year CSETP has cont<strong>in</strong>ued, through<br />

its members <strong>and</strong> sub-panels, to keep an eye on<br />

the implementation <strong>of</strong> MSC throughout Engl<strong>and</strong>.<br />

Its major work, however, has been to support<br />

those c<strong>and</strong>idates already enrolled on Part 1 <strong>and</strong> 2<br />

tra<strong>in</strong><strong>in</strong>g. We cont<strong>in</strong>ue to audit the tra<strong>in</strong><strong>in</strong>g delivered<br />

throughout the UK <strong>and</strong> provide feedback to centres<br />

<strong>and</strong> higher education <strong>in</strong>stitutes where necessary.<br />

This audit is undertaken through our network<br />

<strong>of</strong> tra<strong>in</strong><strong>in</strong>g co-ord<strong>in</strong>ators <strong>and</strong> external tra<strong>in</strong><strong>in</strong>g<br />

assessors <strong>and</strong> also by the chief exam<strong>in</strong>er. We have<br />

a wealth <strong>of</strong> experience <strong>in</strong> accredit<strong>in</strong>g <strong>and</strong> audit<strong>in</strong>g<br />

tra<strong>in</strong><strong>in</strong>g centres <strong>and</strong> while this may not be our<br />

specific role under MSC we are cont<strong>in</strong>u<strong>in</strong>g to <strong>of</strong>fer<br />

our support to centres as they deliver the new<br />

tra<strong>in</strong><strong>in</strong>g scheme. We cont<strong>in</strong>ue to work with IPEM to<br />

assist <strong>in</strong> the more widespread implementation <strong>of</strong><br />

This sub-panel has cont<strong>in</strong>ued to assure the IPEM<br />

accreditation <strong>of</strong> tra<strong>in</strong><strong>in</strong>g centres <strong>and</strong> supervisors<br />

across the UK <strong>and</strong> at the same time monitor<br />

the implementation <strong>of</strong> MSC. Quality assurance<br />

is primarily focussed around us receiv<strong>in</strong>g <strong>and</strong><br />

discuss<strong>in</strong>g reports from IPEM exam<strong>in</strong>ations <strong>and</strong><br />

visits by our team <strong>of</strong> external tra<strong>in</strong><strong>in</strong>g advisors – all<br />

lead<strong>in</strong>g to benefits for the tra<strong>in</strong>ees, their hospitals<br />

<strong>and</strong> the public.<br />

At this time <strong>of</strong> change, we have tried to limit the<br />

work <strong>of</strong> tra<strong>in</strong><strong>in</strong>g co-ord<strong>in</strong>ators by cont<strong>in</strong>u<strong>in</strong>g with<br />

our policy <strong>of</strong> consider<strong>in</strong>g short-term extensions<br />

to accreditation. With the majority <strong>of</strong> UK centres<br />

hav<strong>in</strong>g now implemented MSC <strong>and</strong> others likely<br />

to follow suit <strong>in</strong> 2012/2013, we will work with<br />

all concerned to run the assurance <strong>of</strong> the IPEM<br />

tra<strong>in</strong><strong>in</strong>g scheme dur<strong>in</strong>g this time. In parallel,<br />

we will also look to co-operate with the relevant<br />

bodies to see how best tra<strong>in</strong><strong>in</strong>g centres can be<br />

assured <strong>and</strong> supported under MSC with the<br />

appropriate quality assurance procedures.<br />

The sub-panel’s role has been to accredit MSc<br />

programmes <strong>in</strong> medical physics or medical<br />

eng<strong>in</strong>eer<strong>in</strong>g <strong>in</strong> connection with the Cl<strong>in</strong>ical<br />

Scientists’ Part 1 tra<strong>in</strong><strong>in</strong>g scheme. The list <strong>of</strong><br />

currently-accredited programmes appeared on<br />

the IPEM website, <strong>and</strong> accreditation usually lasted<br />

for 5 years. With the <strong>in</strong>troduction <strong>of</strong> Modernis<strong>in</strong>g<br />

Scientific Careers it is expected that this specific<br />

accreditation role will cease but may be replaced<br />

by a more general accreditation <strong>of</strong> academic<br />

programmes.<br />

to a new programme at Liverpool University, <strong>and</strong><br />

accreditation <strong>of</strong> some exist<strong>in</strong>g programmes was<br />

Sub Panel (ECASP)<br />

The <strong>Institute</strong> has a licence from the <strong>Eng<strong>in</strong>eer<strong>in</strong>g</strong><br />

Council to accredit university undergraduate<br />

eng<strong>in</strong>eer<strong>in</strong>g programmes as provid<strong>in</strong>g the<br />

required st<strong>and</strong>ard to meet, <strong>in</strong> whole or <strong>in</strong> part, the<br />

educational requirements for IEng <strong>and</strong>/or CEng.<br />

Additionally, MSc courses be<strong>in</strong>g developed under<br />

the <strong>Eng<strong>in</strong>eer<strong>in</strong>g</strong> Council’s MSc <strong>in</strong> Pr<strong>of</strong>essional<br />

<strong>Eng<strong>in</strong>eer<strong>in</strong>g</strong> <strong>in</strong>itiative are to be accredited. These<br />

courses are designed to meet the educational<br />

requirement for CEng by provid<strong>in</strong>g further<br />

learn<strong>in</strong>g at Masters level above an accredited<br />

BEng qualification. Accreditation <strong>in</strong>creases public<br />

confidence that these programmes are provid<strong>in</strong>g<br />

the academic framework needed to ma<strong>in</strong>ta<strong>in</strong> the<br />

pr<strong>of</strong>essional status <strong>of</strong> IEng <strong>and</strong>/or CEng both <strong>in</strong> the<br />

UK <strong>and</strong> <strong>in</strong>ternationally.<br />

ECASP works closely with the IPEM <strong>Eng<strong>in</strong>eer<strong>in</strong>g</strong><br />

Advisory Group. Jo<strong>in</strong>t accreditation site visits<br />

with other pr<strong>of</strong>essional eng<strong>in</strong>eer<strong>in</strong>g <strong>in</strong>stitutions<br />

are co-ord<strong>in</strong>ated by the <strong>Eng<strong>in</strong>eer<strong>in</strong>g</strong> Council’s<br />

<strong>Eng<strong>in</strong>eer<strong>in</strong>g</strong> Accreditation Board.<br />

A jo<strong>in</strong>t accreditation visit to the eng<strong>in</strong>eer<strong>in</strong>g<br />

department at Cambridge University is scheduled<br />

for spr<strong>in</strong>g 2012. IPEM is one <strong>of</strong> n<strong>in</strong>e pr<strong>of</strong>essional<br />

eng<strong>in</strong>eer<strong>in</strong>g <strong>in</strong>stitutions participat<strong>in</strong>g. The<br />

‘<strong>Eng<strong>in</strong>eer<strong>in</strong>g</strong> for the Life Sciences’ pathway <strong>in</strong> the<br />

MEng (Hons) <strong>Eng<strong>in</strong>eer<strong>in</strong>g</strong> programme is be<strong>in</strong>g<br />

considered for re-accreditation as part <strong>of</strong> the<br />

Whilst the Part 1 tra<strong>in</strong><strong>in</strong>g programme for<br />

scientists or eng<strong>in</strong>eers <strong>in</strong> healthcare science is<br />

now com<strong>in</strong>g to an end <strong>in</strong> favour <strong>of</strong> the Modernis<strong>in</strong>g<br />

Scientific Careers (MSC) scheme, IPEM will<br />

cont<strong>in</strong>ue to provide full support for the exist<strong>in</strong>g<br />

tra<strong>in</strong>ees <strong>and</strong> centres us<strong>in</strong>g the exist<strong>in</strong>g qualityassured<br />

mechanisms. The scheme has provided a<br />

secure start to a career <strong>in</strong> the NHS which benefits<br />

patients <strong>and</strong> the public by <strong>in</strong>novat<strong>in</strong>g, develop<strong>in</strong>g<br />

<strong>and</strong> quality-assur<strong>in</strong>g scientific services which are<br />

fundamental to diagnosis <strong>and</strong> treatment. The IPEM<br />

<strong>of</strong>fice has <strong>in</strong>troduced a new electronic newsletter<br />

called ‘Aspire’ for all potential tra<strong>in</strong>ees identified<br />

at careers events <strong>and</strong> university open days. Its aim<br />

is to expla<strong>in</strong> the benefits <strong>of</strong> jo<strong>in</strong><strong>in</strong>g a pr<strong>of</strong>essional<br />

body.<br />

The Part 1 Registrar <strong>review</strong>s all application<br />

forms submitted to the IPEM <strong>of</strong>fice to ensure that<br />

c<strong>and</strong>idates will be able to fulfil the requirements <strong>of</strong><br />

the tra<strong>in</strong><strong>in</strong>g scheme.<br />

The Board <strong>of</strong> Exam<strong>in</strong>ers (senior experts <strong>in</strong> their<br />

field) will cont<strong>in</strong>ue to <strong>review</strong> tra<strong>in</strong><strong>in</strong>g issues<br />

<strong>annual</strong>ly <strong>and</strong> provide <strong>in</strong>put <strong>in</strong>to the st<strong>and</strong>ards set<br />

with<strong>in</strong> the prospectus.<br />

The MSC scheme has now been implemented<br />

<strong>in</strong> most <strong>of</strong> the tra<strong>in</strong><strong>in</strong>g consortia <strong>in</strong> Engl<strong>and</strong>,<br />

<strong>and</strong> as expected, the number <strong>of</strong> new c<strong>and</strong>idates<br />

register<strong>in</strong>g for the Part 1 tra<strong>in</strong><strong>in</strong>g programme<br />

dropped to 20 <strong>in</strong> 2011. This was down from 83 <strong>in</strong><br />

the previous, pre-MSC, year.<br />

The high number <strong>of</strong> tra<strong>in</strong>ees submitt<strong>in</strong>g for<br />

exam<strong>in</strong>ation for the first time cont<strong>in</strong>ued <strong>in</strong> 2011,<br />

with overall results very similar to the previous<br />

year. In the situation where there is a failure,<br />

guidance is provided to enable the tra<strong>in</strong>ee <strong>and</strong><br />

their supervisors to put <strong>in</strong> place a plan to rectify<br />

the situation.<br />

IPEM to practice as Cl<strong>in</strong>ical Scientists by enabl<strong>in</strong>g<br />

them to register with the Health Pr<strong>of</strong>essions<br />

Council, ga<strong>in</strong> corporate membership <strong>of</strong> IPEM<br />

<strong>and</strong> chartered status as a scientist or eng<strong>in</strong>eer.<br />

Each tra<strong>in</strong>ee follows an approved <strong>in</strong>dividual plan<br />

<strong>of</strong> structured advanced tra<strong>in</strong><strong>in</strong>g <strong>and</strong> supervised<br />

experience <strong>in</strong> a specialised area <strong>of</strong> medical physics<br />

or cl<strong>in</strong>ical eng<strong>in</strong>eer<strong>in</strong>g.<br />

One <strong>of</strong> the roles <strong>of</strong> the Part 2 Registrar is to<br />

provide guidance <strong>and</strong> advice on the formal<br />

requirements <strong>of</strong> a tra<strong>in</strong><strong>in</strong>g plan. To this end we<br />

have sought clarification from the Association <strong>of</strong><br />

Cl<strong>in</strong>ical Scientists on issues commonly aris<strong>in</strong>g.<br />

Several queries from prospective tra<strong>in</strong>ees were<br />

received. We welcomed a number <strong>of</strong> new external<br />

pr<strong>of</strong>essional <strong>and</strong> st<strong>and</strong>ards board

advisors who look at the subject-specific content <strong>of</strong><br />

In March a Part 2 Induction Day took place, giv<strong>in</strong>g<br />

new <strong>and</strong> prospective tra<strong>in</strong>ees an underst<strong>and</strong><strong>in</strong>g <strong>of</strong><br />

the whole process from enrolment through to f<strong>in</strong>al<br />

assessment. This was well-attended <strong>and</strong> received.<br />

<strong>and</strong> Tra<strong>in</strong><strong>in</strong>g Panel<br />

CTETP has cont<strong>in</strong>ued to promote, adm<strong>in</strong>ister <strong>and</strong><br />

develop technologist tra<strong>in</strong><strong>in</strong>g at national, local <strong>and</strong><br />

<strong>in</strong>dividual levels.<br />

In 2011 there was significant uncerta<strong>in</strong>ty on<br />

what impact the Modernis<strong>in</strong>g Scientific Careers<br />

programme (MSC) would have on the Cl<strong>in</strong>ical<br />

Technologist Tra<strong>in</strong><strong>in</strong>g Scheme. In fact it appears<br />

to have had little effect as only one HEI <strong>of</strong>fered the<br />

physics course <strong>and</strong> this had a number <strong>of</strong> students<br />

enrolled through the old supernumerary scheme.<br />

These supernumerary tra<strong>in</strong>ees were registered<br />

on the IPEM tra<strong>in</strong><strong>in</strong>g scheme <strong>in</strong> order to provide a<br />

known route onto the Voluntary Register <strong>of</strong> Cl<strong>in</strong>ical<br />

Technologists (VRCT). CTETP has cont<strong>in</strong>ued<br />

to engage with the MSC team <strong>in</strong> all aspects <strong>of</strong><br />

practitioner tra<strong>in</strong><strong>in</strong>g.<br />

The Cl<strong>in</strong>ical Technologist Tra<strong>in</strong><strong>in</strong>g Scheme<br />

cont<strong>in</strong>ues to be successful with approximately 150<br />

people registered at various stages <strong>of</strong> tra<strong>in</strong><strong>in</strong>g at<br />

any one time. Nuclear medic<strong>in</strong>e <strong>and</strong> rehabilitation<br />

eng<strong>in</strong>eer<strong>in</strong>g cont<strong>in</strong>ue to see the greatest dem<strong>and</strong><br />

with smaller numbers registered for tra<strong>in</strong><strong>in</strong>g <strong>in</strong> the<br />

other discipl<strong>in</strong>es.<br />

Dur<strong>in</strong>g 2011 36 IPEM Cl<strong>in</strong>ical Technologist<br />

Diplomas have been awarded: 4 passes, 20 merits<br />

<strong>and</strong> 12 dist<strong>in</strong>ctions. 31 IPEM Cl<strong>in</strong>ical Technologist<br />

Certificates have been awarded: 2 passes, 20<br />

merits <strong>and</strong> 9 dist<strong>in</strong>ctions.<br />

The tra<strong>in</strong><strong>in</strong>g scheme is mutually supportive <strong>and</strong><br />

depends on <strong>in</strong>put from <strong>in</strong>dividual members who<br />

act as tra<strong>in</strong><strong>in</strong>g moderators, <strong>and</strong> departments who<br />

release them to undertake this important role. It is<br />

<strong>in</strong>creas<strong>in</strong>gly difficult to get <strong>in</strong>dividuals to volunteer<br />

to act as moderators <strong>and</strong> some departments are<br />

now reluctant to release staff. There is always<br />

a need for moderators <strong>in</strong> all subject areas <strong>and</strong><br />

applications would be welcomed.<br />

In conjunction with the VRCT we have been hold<strong>in</strong>g<br />

discussions with the armed services regard<strong>in</strong>g<br />

their tra<strong>in</strong><strong>in</strong>g scheme <strong>and</strong> how this might be a<br />

route to ga<strong>in</strong> VRCT registration.<br />

It looks likely that there will be a need for the<br />

IPEM Cl<strong>in</strong>ical Technologist Tra<strong>in</strong><strong>in</strong>g Scheme to<br />

cont<strong>in</strong>ue <strong>in</strong> its current form for the present <strong>and</strong><br />

perhaps <strong>in</strong> the longer term as an equivalence<br />

route for MSC. On this basis IPEM is look<strong>in</strong>g at the<br />

possibility <strong>of</strong> the tra<strong>in</strong><strong>in</strong>g scheme receiv<strong>in</strong>g formal<br />

academic accreditation. Given the pressures<br />

on the pr<strong>of</strong>ession <strong>in</strong> the workplace, the panel is<br />

cont<strong>in</strong>u<strong>in</strong>g to exam<strong>in</strong>e different approaches to<br />

tra<strong>in</strong><strong>in</strong>g scheme delivery.<br />

Due to the uncerta<strong>in</strong>ty <strong>of</strong> the future <strong>of</strong> technologist<br />

tra<strong>in</strong><strong>in</strong>g, it was decided not to run moderator <strong>and</strong><br />

co-ord<strong>in</strong>ator tra<strong>in</strong><strong>in</strong>g days <strong>in</strong> 2011. However, we<br />

plan to resume these <strong>in</strong> 2012.<br />

With the <strong>in</strong>troduction <strong>of</strong> the Modernis<strong>in</strong>g Scientific<br />

Careers scheme it is underst<strong>and</strong>able that this<br />

2011 saw a number <strong>of</strong> changes: Pr<strong>of</strong>essor Simon Cherry from the University <strong>of</strong> California, Davis,<br />

USA has taken over from Pr<strong>of</strong>essor Steve Webb as Editor-<strong>in</strong>-Chief <strong>of</strong> <strong>Physics</strong> <strong>in</strong> Medic<strong>in</strong>e <strong>and</strong><br />

Biology. Pr<strong>of</strong>essor Steve Webb has guided the journal to cont<strong>in</strong>ued success <strong>and</strong> produced a<br />

considerable <strong>in</strong>crease <strong>in</strong> the impact factor to be one <strong>of</strong> the highest for a journal <strong>in</strong> this research<br />

area. We also have a new Editor-<strong>in</strong>-Chief for Medical <strong>Eng<strong>in</strong>eer<strong>in</strong>g</strong> <strong>and</strong> <strong>Physics</strong>: Dr Richard Black <strong>of</strong><br />

the University <strong>of</strong> Strathclyde takes over from Dr Sally Clift, University <strong>of</strong> Bath. I am sure that both<br />

Editors-<strong>in</strong>-Chief will cont<strong>in</strong>ue to guide the journals to further successes.<br />

SCOPE<br />

2011 was a year <strong>of</strong> steady consolidation for the<br />

magaz<strong>in</strong>e <strong>and</strong> the website. A few editors retired<br />

<strong>and</strong> their posts were filled by other members <strong>of</strong><br />

the editorial team. Usman Lula has been extend<strong>in</strong>g<br />

the use <strong>of</strong> the Ubidesk platform for onl<strong>in</strong>e work<strong>in</strong>g<br />

<strong>and</strong> project collaboration.<br />

The historical features are now an established<br />

regular part <strong>of</strong> the magaz<strong>in</strong>e <strong>and</strong> the medical<br />

physics history series by Francis Duck should<br />

hopefully become a book on the first century <strong>of</strong><br />

medical physics <strong>in</strong> time for the ICMP meet<strong>in</strong>g <strong>in</strong><br />

Brighton <strong>in</strong> 2013.<br />

2011 saw the creation <strong>of</strong> the Keith Boddy prize. This<br />

prize, named after the former Hospital Physicists’<br />

Association president, will be awarded <strong>annual</strong>ly<br />

to the best educational paper. Dr Jenny Freeman<br />

<strong>of</strong> the University <strong>of</strong> Sheffield is the first recipient.<br />

Jenny is the author <strong>of</strong> the statistics tutorial series,<br />

14 so far, that has been runn<strong>in</strong>g s<strong>in</strong>ce 2005.<br />

In 2012 we will be go<strong>in</strong>g back to the draw<strong>in</strong>g board<br />

to achieve a better <strong>in</strong>tegration between SCOPE,<br />

SCOPE Onl<strong>in</strong>e <strong>and</strong> the new IPEM website. The pr<strong>in</strong>t<br />

magaz<strong>in</strong>e will become more feature-driven <strong>and</strong><br />

we will also redesign SCOPE Onl<strong>in</strong>e.<br />

Physiological Measurement cont<strong>in</strong>ues its growth<br />

<strong>in</strong> size <strong>and</strong> stature. Throughout 2011, submissions<br />

were received at a steady rate. The total number<br />

<strong>in</strong>creased aga<strong>in</strong> last year with submissions at<br />

their highest ever, 4% up on 2010. We reached 440<br />

submissions by the end <strong>of</strong> the 2011. The number<br />

<strong>of</strong> acceptances <strong>in</strong> 2011 rose by 15% compared to<br />

the 2010 figure (135 <strong>in</strong> 2010,156 <strong>in</strong> 2011). A higher<br />

quality <strong>of</strong> submissions allowed more papers to<br />

be accepted. This is due to the ma<strong>in</strong> focus <strong>of</strong> the<br />

journal’s strategy be<strong>in</strong>g to <strong>in</strong>crease the quality <strong>of</strong><br />

published articles. Work published <strong>in</strong> the journal <strong>in</strong><br />

2011 cont<strong>in</strong>ues to be <strong>of</strong> the highest st<strong>and</strong>ard.<br />

The journal made steady progress <strong>in</strong> 2011. There<br />

was an <strong>in</strong>crease <strong>of</strong> about 9% <strong>in</strong> submissions,<br />

<strong>and</strong> the publish<strong>in</strong>g schedule was ma<strong>in</strong>ta<strong>in</strong>ed at<br />

8 issues per year. The rejection rate was about<br />

30%. The number <strong>of</strong> days between the submission<br />

<strong>of</strong> manuscripts to f<strong>in</strong>al decision reduced from an<br />

average <strong>of</strong> 77 days <strong>in</strong> the previous twelve months<br />

to an average <strong>of</strong> 30 days, <strong>and</strong> the encourag<strong>in</strong>g<br />

<strong>in</strong>crease <strong>in</strong> papers submitted from the UK <strong>and</strong><br />

USA, noticed last year, has been ma<strong>in</strong>ta<strong>in</strong>ed. Two<br />

cases <strong>of</strong> plagiarism were detected. One <strong>in</strong>volved<br />

‘self-plagiarism’ from a previous paper written<br />

I am delighted to have been selected as the new<br />

Editor-<strong>in</strong>-Chief <strong>of</strong> <strong>Physics</strong> <strong>in</strong> Medic<strong>in</strong>e <strong>and</strong> Biology<br />

(PMB) follow<strong>in</strong>g the extremely successful tenure<br />

<strong>of</strong> Pr<strong>of</strong>essor Steve Webb for the last 6 years dur<strong>in</strong>g<br />

which time the journal has gone from strength to<br />

strength.<br />

In 2011 PMB published 24 issues conta<strong>in</strong><strong>in</strong>g over<br />

500 scientific articles <strong>in</strong> 8,600 pages. Submissions<br />

rose by 9% to a total <strong>of</strong> 1460. The average receipt<br />

to first decision time was less than 50 days, <strong>and</strong><br />

the average receipt to publication time less than<br />

150 days. The acceptance rate was 38% ensur<strong>in</strong>g<br />

very high quality st<strong>and</strong>ards for published articles.<br />

This is reflected by the fact that the journal’s<br />

impact factor rose above 3.0 for the first time <strong>in</strong><br />

the history <strong>of</strong> the journal. PMB is widely regarded<br />

as the lead<strong>in</strong>g <strong>in</strong>ternational journal for biomedical<br />

physics research.<br />

The Editorial Board met twice <strong>in</strong> 2011. Both the<br />

Editorial Board <strong>and</strong> International Advisory Board<br />

are strong <strong>and</strong> complete. The Board regularly<br />

debates all aspects <strong>of</strong> journal management <strong>and</strong><br />

editorial development, <strong>and</strong> secures an excellent<br />

roll<strong>in</strong>g programme <strong>of</strong> topical <strong>review</strong> articles.<br />

Dur<strong>in</strong>g 2011 the AAG <strong>in</strong>creased its meet<strong>in</strong>g cycle<br />

from two to three per year to synchronise with<br />

Council meet<strong>in</strong>gs. We have recruited 3 new<br />

members with a complementary range <strong>of</strong> skills,<br />

experience <strong>and</strong> knowledge to support our work:<br />

Dr Mir Hosse<strong>in</strong>i-Ashrafi (Portsmouth), Pr<strong>of</strong>essor<br />

Julian M<strong>in</strong>ns (Retired) <strong>and</strong> Pr<strong>of</strong>essor Tony Fisher<br />

We cont<strong>in</strong>ue to promote the advancement <strong>of</strong><br />

physics <strong>and</strong> eng<strong>in</strong>eer<strong>in</strong>g <strong>in</strong> medic<strong>in</strong>e <strong>and</strong> biology<br />

through discussions with several pr<strong>of</strong>essional<br />

bodies <strong>and</strong> agencies. The AAG engaged with<br />

Academic Ambassadors (<strong>of</strong> which there were 28<br />

at June 2011) by provid<strong>in</strong>g them with materials <strong>and</strong><br />

<strong>in</strong>formation to support their <strong>in</strong>troduction <strong>of</strong> IPEM<br />

to new students.<br />

Dur<strong>in</strong>g the year the AAG has received approval<br />

for IPEM to provide small awards to students<br />

achiev<strong>in</strong>g the best f<strong>in</strong>al year projects on accredited<br />

courses <strong>in</strong> medical physics <strong>and</strong> eng<strong>in</strong>eer<strong>in</strong>g. This<br />

will help both IPEM <strong>and</strong> the HEIs by enhanc<strong>in</strong>g<br />

the value <strong>of</strong> the accreditation process. The<br />

AAG is support<strong>in</strong>g the development <strong>of</strong> a new<br />

undergraduate accreditation panel <strong>and</strong> explor<strong>in</strong>g<br />

the development <strong>of</strong> the academic elements <strong>of</strong> MSC.<br />

A research meet<strong>in</strong>g is planned for May 2012 <strong>in</strong><br />

Liverpool with speakers from fund<strong>in</strong>g bodies <strong>and</strong><br />

academic <strong>and</strong> NHS-based researchers.<br />

EAG leads the pr<strong>of</strong>essional eng<strong>in</strong>eer<strong>in</strong>g activities<br />

<strong>of</strong> IPEM, deal<strong>in</strong>g with <strong>and</strong> promot<strong>in</strong>g registration<br />

but also actively contribut<strong>in</strong>g to the promotion <strong>of</strong><br />

eng<strong>in</strong>eer<strong>in</strong>g applied to medic<strong>in</strong>e <strong>and</strong> biology <strong>in</strong><br />

healthcare, academia <strong>and</strong> <strong>in</strong>dustry. It provides<br />

the ma<strong>in</strong> l<strong>in</strong>k between the <strong>Institute</strong> <strong>and</strong> the<br />

<strong>Eng<strong>in</strong>eer<strong>in</strong>g</strong> Council. It reports to IPEM Council<br />

<strong>and</strong> cont<strong>in</strong>ues to provide the processes necessary<br />

for formal eng<strong>in</strong>eer<strong>in</strong>g registration with the<br />

<strong>Eng<strong>in</strong>eer<strong>in</strong>g</strong> Council.<br />

EAG promotes the concept that progression<br />

through the categories <strong>of</strong> registration from<br />

EngTech to IEng to CEng should be possible<br />

<strong>and</strong> encouraged subject to the UK-SPEC<br />

requirements for each category. This has<br />

resonances with possible progress through the<br />

streams <strong>in</strong> the Modernis<strong>in</strong>g Scientific Careers<br />

process with<strong>in</strong> the NHS. EAG is encourag<strong>in</strong>g<br />

this progression where appropriate <strong>and</strong> is<br />

explor<strong>in</strong>g the possibility <strong>of</strong> l<strong>in</strong>k<strong>in</strong>g completion<br />

<strong>of</strong> the cl<strong>in</strong>ical technologist tra<strong>in</strong><strong>in</strong>g scheme <strong>in</strong><br />

an eng<strong>in</strong>eer<strong>in</strong>g stream with co<strong>in</strong>cident award <strong>of</strong><br />

This group consists <strong>of</strong> the Regional Chairs<br />

presentation to IPEM committees. Whilst much <strong>of</strong><br />

the communication is conducted electronically, a<br />

meet<strong>in</strong>g is held once a year with the ma<strong>in</strong> priority<br />

<strong>of</strong> discuss<strong>in</strong>g issues raised by <strong>in</strong>dividual members.<br />

At the 2011 meet<strong>in</strong>g, additional topics on the<br />

agenda <strong>in</strong>cluded how the Regional Chairs could<br />

communicate IPEM’s position on Modernis<strong>in</strong>g<br />

Scientific Careers <strong>and</strong> what the market<strong>in</strong>g strategy<br />

<strong>in</strong>itiative had shown about the IPEM membership<br />

demographic. We were also given a quick tour <strong>of</strong><br />

the new IPEM website, provok<strong>in</strong>g discussion about<br />

how this could be used to improve communication.<br />

Away from the meet<strong>in</strong>g, Regional Chairs cont<strong>in</strong>ue<br />

to take an active role <strong>in</strong> support<strong>in</strong>g their members<br />

by provid<strong>in</strong>g <strong>in</strong>formation, ask<strong>in</strong>g questions on their<br />

behalf <strong>and</strong> organis<strong>in</strong>g regional meet<strong>in</strong>gs.<br />

The IRAG was re<strong>in</strong>stated <strong>in</strong> November 2011 with<br />

Council on issues relat<strong>in</strong>g to <strong>in</strong>novation <strong>and</strong><br />

research <strong>in</strong> healthcare, <strong>and</strong> promot<strong>in</strong>g IPEM’s<br />

expertise <strong>in</strong> <strong>in</strong>novation <strong>and</strong> research to its<br />

members <strong>and</strong> external stakeholders.<br />

Founder members have already been identified<br />

<strong>and</strong> an <strong>in</strong>vitation for new members will go out <strong>in</strong><br />

2012. Although the group has not yet met it has<br />

secured £50k from IPEM to provide small awards<br />

to help address the difficulty <strong>in</strong> fund<strong>in</strong>g for earlystage<br />

or niche studies. A first call for applications<br />

will be issued <strong>in</strong> spr<strong>in</strong>g 2012 <strong>and</strong> a second call if<br />

required <strong>in</strong> the autumn.<br />

A key development has been the Department <strong>of</strong><br />

Health’s report: Innovation, Health <strong>and</strong> Wealth:<br />

accelerat<strong>in</strong>g adoption <strong>and</strong> diffusion <strong>in</strong> the NHS.<br />

IRAG is prepar<strong>in</strong>g a report on this <strong>and</strong> its potential<br />

implications for medical physics <strong>and</strong> eng<strong>in</strong>eer<strong>in</strong>g.<br />

audience. In addition we cont<strong>in</strong>ue to organise our<br />

other tra<strong>in</strong>ee events, <strong>in</strong>clud<strong>in</strong>g the Part 2 Induction<br />

Day, Communication Skills Workshops <strong>and</strong> the<br />

first Tra<strong>in</strong>ee Induction Day to accommodate both<br />

MSC <strong>and</strong> Part 1 tra<strong>in</strong>ees. The APEN panel meets 3<br />

times a year to discuss issues relevant to tra<strong>in</strong>ees,<br />

<strong>and</strong> we feed back <strong>in</strong>formation via the fortnightly<br />

IPEM newsletter. We are always keen to hear from<br />

tra<strong>in</strong>ees, <strong>and</strong> you can contact us on:<br />

Associate Technologists<br />

Network Panel (ATeN)<br />

This is a small panel, work<strong>in</strong>g hard to ma<strong>in</strong>ta<strong>in</strong><br />

l<strong>in</strong>ks between technologists at all stages <strong>of</strong> their<br />

tra<strong>in</strong><strong>in</strong>g. We have cont<strong>in</strong>ued our representation<br />

on the CTETP panel, work<strong>in</strong>g closely to improve<br />

the overall awareness <strong>of</strong> ATeN. We also attended<br />

EMPEC to distribute <strong>in</strong>formation <strong>and</strong> make<br />

contacts. Our cont<strong>in</strong>u<strong>in</strong>g objective is to ma<strong>in</strong>ta<strong>in</strong><br />

<strong>and</strong> raise the pr<strong>of</strong>ile <strong>of</strong> ATeN among tra<strong>in</strong>ees, <strong>and</strong><br />

to recruit new panel members. In 2012 ATeN will<br />

endeavour to support tra<strong>in</strong>ee technologists by<br />

attend<strong>in</strong>g organised events, collaborat<strong>in</strong>g where<br />

appropriate with APEN, <strong>and</strong> ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g a direct<br />

l<strong>in</strong>k to current tra<strong>in</strong>ees <strong>and</strong> their supervisors,<br />

through IPEM via email <strong>and</strong> bi-monthly<br />

newsletters.<br />

Advisory Group<br />

IPEM awards a number <strong>of</strong> prizes each year.<br />

These recognise dist<strong>in</strong>ction <strong>in</strong> the application<br />

<strong>of</strong> science <strong>and</strong> technology to healthcare,<br />

excellent performance <strong>in</strong> tra<strong>in</strong><strong>in</strong>g, outst<strong>and</strong><strong>in</strong>g<br />

presentations at our conferences <strong>and</strong> publications<br />

<strong>in</strong> our scientific journals.<br />

There is also a travel award, funded jo<strong>in</strong>tly with<br />

the American Association <strong>of</strong> Physicists <strong>in</strong> Medic<strong>in</strong>e<br />

(AAMP), to allow a medical physicist to undertake<br />

a lecture tour <strong>in</strong> the USA, <strong>and</strong> an essay prize jo<strong>in</strong>tly<br />

awarded with the Royal College <strong>of</strong> Physicians<br />

(RCP). Encourag<strong>in</strong>g excellence <strong>in</strong> this way<br />

contributes to the <strong>Institute</strong>’s charitable objective to<br />

advance medical physics <strong>and</strong> eng<strong>in</strong>eer<strong>in</strong>g for the<br />

for a variety <strong>of</strong> purposes, all designed to assist<br />

recipients <strong>in</strong> ga<strong>in</strong><strong>in</strong>g new knowledge that can be<br />

applied <strong>in</strong> their cl<strong>in</strong>ical or research practice.<br />

Dur<strong>in</strong>g 2011, 18 bursaries were awarded at a<br />

total cost <strong>of</strong> approximately £10,500. This was<br />

a considerable <strong>in</strong>crease on previous years,<br />

reflect<strong>in</strong>g the economic climate <strong>and</strong> greater<br />

recourse to charitable support where previously<br />

other fund<strong>in</strong>g might have been available.<br />

Projects supported <strong>in</strong>cluded a visit to the charity<br />

‘<strong>Eng<strong>in</strong>eer<strong>in</strong>g</strong> World Health’, as well as conference<br />

attendance <strong>and</strong> elective visits to enhance tra<strong>in</strong>ee<br />

exposure to different technologies <strong>and</strong> healthcare<br />
