Summary<br />
The <strong>Director</strong> <strong>of</strong> <strong>Corporate</strong> <strong>Services</strong> serves as the <strong>Corporate</strong> Officer responsible<br />
for <strong>Corporate</strong> Administration as set out in the Community Charter. This includes<br />
directing and administering clerical and legal affairs and related activities<br />
supporting Council; administration <strong>of</strong> bylaw processes including drafting,<br />
amendment, adoption, and maintenance <strong>of</strong> records for bylaws; administration <strong>of</strong><br />
drafting and registration <strong>of</strong> agreements and contracts, maintaining records <strong>of</strong><br />
endorsed agreements, and key dates for their review; development and<br />
maintenance <strong>of</strong> the <strong>District</strong>’s records management system. Responsibility<br />
includes responding to information requests under the Freedom <strong>of</strong> Information<br />
and Protection <strong>of</strong> Privacy Act and serving as Chief Election Officer for municipal<br />
elections.<br />
Job Duties<br />
Council and Committee Administration<br />
Ensuring that statutory functions <strong>of</strong> the <strong>Corporate</strong> Administration are carried out,<br />
including:<br />
Attending meetings <strong>of</strong> Council and its committees as necessary;<br />
Directing and holding responsibility for the accurate transcription and<br />
retention <strong>of</strong> minutes and other records <strong>of</strong> the <strong>District</strong> Council and its<br />
Committees;<br />
Preparing letters and reports in response to decisions <strong>of</strong> Council from<br />
Council minutes;<br />
Receiving documents from Departments and supervising preparation <strong>of</strong><br />
agendas.<br />
Bylaw and Contract Preparation<br />
Plan, direct and supervise the clerical and legal affairs <strong>of</strong> the <strong>District</strong>:<br />
Completing legal processes for bylaws, contracts, land transactions, and<br />
road closures;<br />
Overseeing drafting <strong>of</strong> agreements and contracts;

Overseeing drafting, amendment and adoption <strong>of</strong> bylaws and policy<br />
resolutions; ensuring that legal procedural requirements are followed, e.g.<br />
legal notices;<br />
Overseeing or providing input into original or amending engineering and<br />
planning documents, e.g. developer’s agreements and Official<br />
Community Plan and Zoning bylaw amendments.<br />
Municipal Elections<br />
Act in the capacity <strong>of</strong> Chief Election Officer for municipal elections and<br />
referendums. Supervise preparation <strong>of</strong> advertisements, documents, resolutions,<br />
and staff for voting opportunities.<br />
Information<br />
Supervise and oversee the <strong>District</strong>’s record management systems.<br />
Freedom <strong>of</strong> Information and Protection <strong>of</strong> Privacy Act<br />
Appointed by Council as “FOI Head” to receive and respond to access to<br />
information requests under the Act.<br />
Managerial Role<br />
Preparation <strong>of</strong> the annual capital and operating budget for the <strong>Corporate</strong><br />
<strong>Services</strong> Department;<br />
Responsible as a department head for assigning work, evaluating and<br />
reviewing performance and dealing with employee relations matters;<br />
Representing the <strong>District</strong> <strong>of</strong> <strong>Sechelt</strong> in communication with other local<br />
government and the provincial government on matters pertaining to<br />
bylaws and Council decisions;<br />
Assisting the CIG and Council in developing strategic objectives, goals,<br />
and policies;<br />
Attending the public to answer inquiries and discuss complaints about<br />
matters coming within the <strong>Corporate</strong> Officer’s jurisdiction;<br />
The nature and scope <strong>of</strong> the position outlined is not exhaustive. Over<br />
time, the role <strong>of</strong> the <strong>Director</strong> <strong>of</strong> <strong>Corporate</strong> <strong>Services</strong> may be expanded to<br />
include other duties and responsibilities.<br />
Qualifications<br />
The preferred qualifications include certification by the Board <strong>of</strong> Examiners under<br />
the Local Government Act; Certified Municipal Clerk designation (Master<br />
Municipal Clerk preferred) through the International Institute <strong>of</strong> Municipal Clerks;

and a law degree in a related area <strong>of</strong> practice. A degree in Local Government<br />
Administration or a business administration may be considered.<br />
Experience<br />
Five or more years’ experience working in progressively more responsible<br />
positions in local government, which includes working experience as a Deputy<br />
<strong>Corporate</strong> Officer in a larger organization or <strong>Corporate</strong> Officer in a smaller<br />
municipality. Demonstrated knowledge <strong>of</strong> municipal legislation including the<br />
Community Charter, Local Government Act, Freedom <strong>of</strong> Information and<br />
Protection <strong>of</strong> Privacy Act. A solid understanding <strong>of</strong> planning and land use<br />
management legislation, associated bylaws, and common law procedures.<br />

experience to perform the duties and responsibilities <strong>of</strong> this position. They are not<br />
the absolute employment standards, but are guidelines for consideration along<br />
the other job related selection criteria.<br />

pending legislation and activities <strong>of</strong> other government agencies and<br />
municipalities;<br />
Knowledge <strong>of</strong> records management practices;<br />
Maintaining a harmonious relationship with <strong>District</strong> Council, staff and the<br />
public;<br />
Servicing Council and the public with tact and impartiality, while<br />
preserving confidentiality and sensitivity regarding material being<br />
discussed;<br />
Supervisory skills to direct, schedule and train staff.
