1 General Overview of programmes and<br />
measures<br />
This report will provide an overview of integrated family support measures<br />
and service initiatives in England. It will focus on the primary components<br />
of the Sure Start programme, which is the national government’s main programme<br />
to fight child poverty and to improve outcomes for children and<br />
families. Other major programmes associated with Sure Start discussed here<br />
will be Extended Schools, Integrated Youth Support Services (IYSS) and Neighbourhood<br />
Nurseries. In addition, it will provide examples of local initiatives that<br />
were established independent of government policies. These examples will<br />
be situated in the context of the recent policy background in the United<br />
Kingdom.<br />
Major policy initiatives that shaped or inf<strong>lu</strong>enced the Sure Start programme<br />
inc<strong>lu</strong>de:<br />
� the Comprehensive Spending Review (1998)<br />
� the Department for Children, Schools and Families’ Children’s Plan (1997)<br />
� the Ten-year Childcare Strategy, Choice for parents, the best start for children<br />
(2004)<br />
� the Green Paper Every Child Matters: the Next Steps (2004)<br />
� the Child Care Act (2006)<br />
� and the Work and Families Act (2006).<br />
Since its inception in 1998, Sure Start has changed shape. While it initially<br />
consisted of Sure Start local programmes (SSLPs), it was in 2004 that the<br />
services that had once been under the umbrella of SSLPs began to be converted<br />
into Sure Start Children’s Centres. In response to the challenges that<br />
arose when control of the programmes fell entirely to autonomous communities,<br />
the transition to children’s centres reintroduced local authorities into<br />
the organisational process: “Sure Start Local Programmes (SSLP) are early<br />
pioneers of the Sure Start Children’s Centres approach. They are concentrated<br />
in neighbourhoods where a high proportion of children are living in<br />
poverty and where Sure Start local programmes can help them to succeed by<br />
pioneering new ways of working to improve services. All SSLPs are now<br />
mainstreamed in to the overarching children’s centre programme” (News<br />
Centre: DCSF).<br />
