England – 1. General Overview of programmes and measures
1 General Overview of programmes and
measures
This report will provide an overview of integrated family support measures
and service initiatives in England. It will focus on the primary components
of the Sure Start programme, which is the national government’s main programme
to fight child poverty and to improve outcomes for children and
families. Other major programmes associated with Sure Start discussed here
will be Extended Schools, Integrated Youth Support Services (IYSS) and Neighbourhood
Nurseries. In addition, it will provide examples of local initiatives that
were established independent of government policies. These examples will
be situated in the context of the recent policy background in the United
Kingdom.
Major policy initiatives that shaped or influenced the Sure Start programme
include:
 the Comprehensive Spending Review (1998)
the Department for Children, Schools and Families’ Children’s Plan (1997)
the Ten-year Childcare Strategy, Choice for parents, the best start for children
(2004)
the Green Paper Every Child Matters: the Next Steps (2004)
 the Child Care Act (2006)
and the Work and Families Act (2006).
Since its inception in 1998, Sure Start has changed shape. While it initially
consisted of Sure Start local programmes (SSLPs), it was in 2004 that the
services that had once been under the umbrella of SSLPs began to be converted
into Sure Start Children’s Centres. In response to the challenges that
arose when control of the programmes fell entirely to autonomous communities,
the transition to children’s centres reintroduced local authorities into
the organisational process: “Sure Start Local Programmes (SSLP) are early
pioneers of the Sure Start Children’s Centres approach. They are concentrated
in neighbourhoods where a high proportion of children are living in
poverty and where Sure Start local programmes can help them to succeed by
pioneering new ways of working to improve services. All SSLPs are now
mainstreamed in to the overarching children’s centre programme” (News
Centre: DCSF).
