MONITORING<br />

16. To ensure the quality and quantity of these supplies, the PDMAs and respective<br />

DCOs were advised to ensure that the items so provided are fully in conformity with the<br />

standard quality and quantity. Moreover, it is also being ensured through a check<br />

list/certificate provided to the vendors along with the purchase order, required to be filled in<br />

by the respective district authorities, certifying the quantity and the quality of the relief items<br />

delivered to assigned destinations. The procurement contract provides necessary<br />

safeguards to check any delay/default on part of the vendor/supplier.<br />

FINANCING<br />

17. It is worth mentioning that available resources with <strong>NDMA</strong> were not sufficient<br />

enough to meet even one week requirement of relief related purchases. The timely relief to<br />

the flood affectees was however, essential as the entire operation was focused on saving<br />

human lives. This could only be made possible, initially with the assistance of government<br />

owned supply chains (USC and CSD) and subsequently with the support of private vendors<br />

who supplied tents, family ration packs and NFIs on credit. The <strong>NDMA</strong> has already started<br />

making payments to the vendors, details of which are attached at Annexure “A”. The details<br />

of delivery so far are being maintained on daily basis which are also available on website of<br />

<strong>NDMA</strong>.<br />
