In order to achieve this, the MET will devolve decision-making to the lowest appropriate institutional level, develop appropriate mitigation and monitoring methods and develop the capacity of all stakeholders to manage the HWC.” 66
National Workshop on Human Wildlife Conflict Management 2005 Examples of founding principles for policy approach • HWC cannot be removed, but needs to be managed; • Policy needs to take into account the rights and development needs of people as well as biodiversity conservation; • Decision-making needs to be at the lowest appropriate institutional level so that the problem can be solved quickly and efficiently; • Devolution needs to be accompanied by capacity building; • Devolution should be accompanied by appropriate accountability for actions taken and monitoring by MET; • Integrated policy environment; • Communication and clear guidelines; • Sustainability and transparency; • Representative of all stakeholders; • Appropriate incentives; • Living document – adapting to changing needs. 67
