1.6 GENERAL PLAN ORGANIZATION<br />
The <strong>City</strong> <strong>of</strong> <strong>Reedley</strong> 2012 <strong>General</strong> <strong>Plan</strong> consisted <strong>of</strong> a single document that contained the<br />
Land Use, Circulation, Conservation, Open Space, Safety and Noise Elements. This general<br />
plan update is also designed to incorporate the goals and policies <strong>of</strong> the various adopted<br />
specific plans including the <strong>Reedley</strong> Specific <strong>Plan</strong>, Rail Corridor Master <strong>Plan</strong> and the<br />
Southeast <strong>Reedley</strong> Industrial Area Specific <strong>Plan</strong>.<br />
Although part <strong>of</strong> the <strong>General</strong> <strong>Plan</strong>, the Housing Element is a separate document that is<br />
updated every five years on a schedule determined by the State <strong>of</strong> California. The <strong>General</strong><br />
<strong>Plan</strong> Update consists <strong>of</strong> a Land Use Element, Circulation Element, Conservation, Open Space,<br />
Parks and Recreation Element, Safety Element and Noise Element. Two new elements are<br />
being added, the Economic Element and Community Health Element, both located in Chapter<br />
Two as Sections 2.8 and 2.9, respectively. As part <strong>of</strong> the effort to ensure <strong>Reedley</strong>’s economic<br />
viability, the Economic Development Element will contain goals and policies that promote<br />
economic stability, encourage a diversified job base, expand the local economy and provide<br />
more local and regional shopping opportunities. The Community Health Element will contain<br />
goals and policies that encourage healthy living and lifestyles.<br />
The <strong>General</strong> <strong>Plan</strong> document consists <strong>of</strong> chapters containing each element. The Housing<br />
Element will be under separate cover and will be updated according to state-mandated time<br />
frames. The contents <strong>of</strong> the <strong>General</strong> <strong>Plan</strong> chapters are as follows:<br />

Chapter Three – Circulation Element<br />
Chapter Four – Conservation, Open Space, Parks and Recreation Element<br />
Chapter Five – Safety Element<br />
Chapter Six<br />

The <strong>Reedley</strong> <strong>General</strong> <strong>Plan</strong> <strong>2030</strong> Update is composed <strong>of</strong> text and maps. The text identifies and<br />
analyzes the principal physical development issues facing the <strong>Plan</strong>ning Area, describes plan<br />
proposals, and includes statement <strong>of</strong> goals, objectives and policies. <strong>General</strong> <strong>Plan</strong><br />
implementation methods and procedures are presented as policy statements. The <strong>General</strong><br />
<strong>Plan</strong> Diagram shows the planned land uses and street and highway classifications. Other<br />
descriptive illustrative maps are also found in this document.<br />
The <strong>General</strong> <strong>Plan</strong> is intended to present a clear and concise statement <strong>of</strong> <strong>City</strong> goals and<br />
policies toward development and to accommodate additions and modification necessary for<br />
future updating. Each element <strong>of</strong> the <strong>General</strong> <strong>Plan</strong> contains brief background information to<br />
establish the context for the policies in the element. The background information is followed by<br />
a list <strong>of</strong> goals and policies that will be used to guide the future development <strong>of</strong> the <strong>City</strong> <strong>of</strong><br />
<strong>Reedley</strong>.<br />
