History The Congressional Coalition on Adoption (CCA) was created in 1985 as a bicameral, bipartisan alliance of Members of Congress dedicated to improving adoption policy and practice, and to focusing public attention on the advantages of adoption. Since its inception, the CCA has grown to over 170 Members of Congress. In order to support the good work of CCA, and to more effectively raise congressional and public awareness about the issue of adoption, CCA’s acting co-chairs created the Congressional Coalition on Adoption Institute (CCAI) in 2001. Senator Larry Craig, Senator Mary Landrieu, Congressman James Oberstar, and Congressman Dave Camp currently serve as both the co-chairs of the Congressional Coalition on Adoption and the congressional directors of CCAI. To that end, CCAI serves as an informational and educational resource to policymakers as they seek to draft positive adoption, foster care and other adoption-related legislation and to meet their constituents’ needs. By organizing congressional briefings, leadership training programs, and educational trips, CCAI educates Members of Congress and their staff about current domestic and international adoption-related matters. In addition, CCAI hosts several public awareness events each year to give an opportunity to all Members of the United States Congress and other public leaders to use their powerful voices to improve the lives of our most vulnerable children, and to recognize outstanding individuals who have done the same. Programs The Congressional Resource Program incorporates many of the ongoing activities of CCAI and serves as an informational and educational source to policymakers. Through both direct service and referral, CCAI assists Members of Congress as they seek to draft positive foster care and adoptionrelated legislation and to meet their constituents’ needs. To that end, CCAI regularly organizes congressional briefings, meetings, and roundtables on Capitol Hill to provide members of Congress and their staff with relevant materials, resources, and up-to-date statistics on domestic and international adoption and foster care-related issues. The Congressional Foster Youth Internship Program (FYI) provides former foster youths, who are enrolled in college or graduate school, an opportunity to intern in congressional offices for the summer. The FYI PROGRAM raises awareness about the 550,000 children in foster care, and specifically the 131,000 currently available for adoption, by bringing Members of Congress in direct contact with those who have experiential knowledge of the system. 2
The Angels in Adoption Program, CCAI’s signature public awareness program, raises congressional awareness about the thousands of foster children in this country, and the millions of children around the world in need of permanent homes by providing an opportunity to members of Congress to recognize and honor the good work of their constituents who have enriched the lives of children through adoption. The Angels in Adoption Awards Gala boasts the most congressional support of any child welfare event in the nation and is the only program that allows members of Congress to take an active role in selecting a constituent of their choice as an award recipient. The CCAI International Program facilitates ongoing communication, adoption education, and fact-finding trips between government entities on an international scale. This program strives to increase positive dialogue with foreign officials and U.S. government officials involved in adoption policy and practice. CCAI assists governmental and nongovernmental organizations who are hosting foreign dignitaries in Washington, DC by organizing meetings on Capitol Hill on adoptionrelated matters. In 2002, CCAI organized a congressional delegation trip to the People’s Republic of China. The visit included a lengthy meeting with President Jiang Zemin. In April of 2003, CCAI organized its 2003 congressional trip to Romania and Russia, led by Senator Larry Craig and Senator Mary Landrieu, which included meetings with President Ion Iliescu and Prime Minister Adrian Nastase. Both trips positively impacted international relations in regard to adoption and child welfare issues National Adoption Day is organized by eight national organizations, and CCAI is proud to be a founding partner of this program. On the Saturday before Thanksgiving, in courtrooms across the country, lawyers, social workers, officials, parents, and children come together to finalize adoptions out of foster care, and celebrate all adoptive families. In addition, national celebrations and press conferences are organized to raise public awareness of the 131,000 children available for adoption out of the U.S. foster care system. CCAI played an important part in NATIONAL ADOPTION DAY by garnering the support of the White House and Congress. In a special Presidential Proclamation, President George W. Bush declared November as National Adoption Awareness Month, and recognized National Adoption Day. 3
