productive citizens. For that and their devotion to<br />

their family, I have chosen Eugene and C<strong>in</strong>dy Ulmer<br />

for the 2003 Adoption Angel award.<br />

Nevada<br />

Letha Davies<br />

Senator Harry Reid<br />

Letha Davies is 29 years old, s<strong>in</strong>gle, and the mother<br />

of n<strong>in</strong>e children. That would be remarkable <strong>in</strong> itself,<br />

but Letha’s children came home through adoption,<br />

mak<strong>in</strong>g her a devoted servant to children <strong>in</strong> her<br />

community. Letha has been lucky enough to know<br />

her children all their lives they are her brothers and<br />

sisters. For her first 10 years, Letha grew up as an<br />

only child, and then her sibl<strong>in</strong>gs came along. As she<br />

entered her teens, she began to run the streets but<br />

realized her younger brothers were beg<strong>in</strong>n<strong>in</strong>g to<br />

replicate her bad behavior. She then made a<br />

commitment to turn her life around. She stopped<br />

hang<strong>in</strong>g out with gangs, began play<strong>in</strong>g basketball,<br />

and got a part-time job. She graduated from high<br />

school and is now a cook at one of the large hotels<br />

on the famed Las Vegas “strip.”<br />

In late 1999, her 11 younger sibl<strong>in</strong>gs were taken<br />

from their mother’s home due to neglect, were<br />

made wards of the Court, and eventually available<br />

for adoption. The two youngest children were be<strong>in</strong>g<br />

raised by an aunt, but Letha feared that if the<br />

others rema<strong>in</strong>ed <strong>in</strong> the foster care system, they may<br />

be permanently separated as sibl<strong>in</strong>gs often are. She<br />

became determ<strong>in</strong>ed to keep the family together<br />

and made known her desire to adopt her brothers<br />

and sisters. In Letha’s own words, “I love my<br />

brothers and sisters. I’d rather they be with family<br />

than someone else.” At the age of 26, Letha was<br />

thought to be too young to care for so many young<br />

children. Her resolve was so strong, however, that<br />

she eventually won over the children’s social worker<br />

and everyone else with whom she came <strong>in</strong> contact.<br />

She completed adoption classes and had her home<br />

licensed as a group home to accommodate all the<br />

children. Additionally, a van was donated to her to<br />

meet the family’s transportation needs. This mature,<br />

down-to-earth young woman had her dream and<br />

the dreams of her sibl<strong>in</strong>gs realized when she<br />

adopted six of them and obta<strong>in</strong>ed legal<br />

guardianship of three. Letha Davies personifies an<br />

Angel <strong>in</strong> Adoption .<br />

Steve and Kayleen Fother<strong>in</strong>gham<br />

Steve and Kayleen Fother<strong>in</strong>gham are the proud<br />

parents of six wonderful children, who came home<br />

through adoption, four with special needs. Unable<br />

to have biological children, the Fother<strong>in</strong>ghams<br />

quickly decided that adoption would build their<br />

dream family. First they adopted Lisa, now 18 and a<br />

sophomore at University of Nevada, Las Vegas. The<br />

second addition to their family was Brian, who, at<br />

age 15, is beg<strong>in</strong>n<strong>in</strong>g his sophomore year at one of<br />

largest high schools <strong>in</strong> Las Vegas. Next, came<br />

Aaron, who born with sp<strong>in</strong>a bifida and is<br />

wheelchair bound. He is an excellent student and<br />

navigated the halls of his Junior high school like a<br />

pro. Steve and Kayleen looked abroad to adopt<br />

their next two children, Michael and Christ<strong>in</strong>a, who<br />

are both seven years old and from Moldova, a new<br />

republic border<strong>in</strong>g Romania. F<strong>in</strong>ally, the<br />

Fother<strong>in</strong>gham family adopted Joseph who was,<br />

accord<strong>in</strong>g to Kayleen, just what they needed to<br />

make their family complete. Like Aaron, Joseph was<br />

born with sp<strong>in</strong>a bifida and also has hydrocephalus.<br />

It is no surprise that Steve and Kayleen see each of<br />

their children as a bless<strong>in</strong>g and are thankful for<br />

every day that they spend with them. For their<br />

dedication to family, the children of the world and<br />

as an <strong>in</strong>spiration to others, I name them my 2003<br />

<strong>Angels</strong> <strong>in</strong> Adoption. <br />

Renee Phillips<br />

Representative Jim Gibbons<br />

Renee Phillips is the lead anchorwoman for KTVN<br />

Channel 4 News and for the last several years has<br />

participated <strong>in</strong> the recruitment of foster and<br />

adoptive homes for children <strong>in</strong> need of permanency.<br />

In addition to her newscast responsibilities, Renee<br />

hosts a monthly segment called Wednesday’s Child<br />

which airs the first Wednesday of every month.<br />

These programs are of paramount importance <strong>in</strong><br />

adoption s<strong>in</strong>ce they take children out from beh<strong>in</strong>d<br />

their labels and show them for what they are,<br />

lov<strong>in</strong>g children <strong>in</strong> need of permanent homes.<br />

Her program raises awareness about the need<br />

for adoptive homes and has been directly<br />

responsible for the adoption of many children.<br />

“Renee has a wonderful way of connect<strong>in</strong>g with<br />

the children dur<strong>in</strong>g her <strong>in</strong>terviews for Wednesday’s<br />

Child,” said Maire Burgess, Adoption Supervisor for<br />

Washoe County Department of Social Services. “In<br />

the course of conduct<strong>in</strong>g these <strong>in</strong>terviews, Renee<br />

has bicycled, swum, hiked, sledded, walked,<br />

crawled through playground equipment, and done<br />

many other activities <strong>in</strong> order to relate to the<br />
