Donna Watts, an adoption case worker who has
worked closely with the Lipperts, describes them as
the “epitome of adoption.” Their strength is not
simply in numbers, but rather the individual
attention the Lipperts devote to each child. The
Lipperts give these children a chance to be part of a
loving and caring family, something they never had
before. The family looks at each child for who he or
she is, identifies his or her needs and does their best
to meet those needs.

Allan Hazlett
Senator Sam Brownback
Allan A. Hazlett is a charter member of the National
Board of Governor’s Gift of Adoption Fund, where
he has served since May 2001. This organization
provides financial help to families seeking to adopt
through its local chapters. Mr. Hazlett has also
served as President (2000-2001), Vice President
(1998-1999), and a member of the Board of
Trustees (1997-2002) of the American Academy of
Adoption Attorneys. He is a regular contributor of
articles for the Academy newsletter and often
presents seminars at annual Academy conferences.
In addition he represented the Academy at the
2002 Adoption Symposium for Permanency for
Children in Washington, DC, as well as at the
annual meetings of the Association of
Administrators of the Interstate Compact on the
Placement of Children.
He has also served as the Academy liaison to
Adoptive Families of America of Minneapolis,
Minnesota as well as on the Interstate Compact for
the Placement of Children Committee. A practicing
attorney, Mr. Hazlett only accepts adoption cases in
his practice in Topeka, Kansas.
Mr. Hazlett’s expertise is often sought by the
media. He has been quoted in newspapers
worldwide, including The London Times and The
Los Angeles Times. Allan has been interviewed on
radio and television, and, most recently, he was
invited to The Today Show and Dateline regarding
adoption hoaxes. Moreover, Mr. Hazlett has been
sought by several organizations as a seminar
presenter and has consulted in various other states
concerning adoptions. He worked as a technical
advisor on adoption for the CBS television program
Guiding Light, and served as a consultant to CNBC’s
Steals and Deals and Inside Edition with respect to
proposed segments on adoption fraud. Mr. Hazlett
has also published a number of articles pertaining
to adoption in the Topeka Woman magazine.
Ann and Chuck Vanasse
Representative Dennis Moore
Chuck and Ann Vanasse adopted their son, Sal,
through a Christian Human Rights organization,
Feed My Lambs. Sal is originally from Sierra Leone
and prior to being adopted by the Vanasse family,
he and his father were innocent victims of Sierra
Leone’s brutal civil war. Sal’s biological father was
fatally wounded and young Sal was tragically
injured by rebel troops. Feed My Lambs brought Sal
to the United States so that he could receive
medical attention and the Vanasse family graciously
opened their home to him. Chuck and Ann fell in
love with Sal and adopted him. They are wonderful,
loving parents and I am pleased to select them as
my Angels in Adoption.
Kentucky
James and Judith Green
Representative Anne Northup
A member of the executive board of Wednesday’s
Child, a special needs adoption program in
Louisville, Dr. Judith Green and her husband, James,
have 13 children, many of whom have special
needs. Their children have thrived in their home,
including Jennifer who recently graduated in May as
valedictorian from Louisville’s Central High School.
She is headed to Harvard this fall, after choosing it
over Yale and Princeton. She received $150,000 in
scholarships, including $40,000 as a recipient of the
prestigious Ron Brown Scholar Program. Judith and
James have adopted their children out of a sense of
responsibility. But they also have a deep belief in the
potential of all children and wanted to help their
children become contributing members of society
by providing them a nurturing environment. They
are active in adoption support groups and an
inspiration to others as they provide their large
family with such a loving home.
