back <strong>in</strong> 2001 and adopt Mikhail and Stacey, who<br />
they met while <strong>in</strong> Russia on their first adoption.<br />
Carol says that as a small child she always knew<br />
that God had a very special purpose for her <strong>in</strong> life<br />
and now she knows that provid<strong>in</strong>g children with a<br />
lov<strong>in</strong>g, happy home, is that purpose. The Cormanys<br />
are a beautiful, happy family. Their love has<br />
overcome numerous barriers which have made them<br />
very deserv<strong>in</strong>g of this Angel <strong>in</strong> Adoption award.<br />
Barbara Ann Dorsey<br />
Representative Benjam<strong>in</strong> Card<strong>in</strong><br />
Barbara Ann Dorsey has devoted 33 years to foster<br />
and adoptive children and is still go<strong>in</strong>g strong. S<strong>in</strong>ce<br />
February 1970, she has worked for the Anne<br />
Arundel County Department of Social Services <strong>in</strong><br />
various capacities – foster and adoptive children<br />
caseworker, foster and adoptive home study and<br />
cont<strong>in</strong>u<strong>in</strong>g worker, and adoption recruiter/tra<strong>in</strong>er<br />
for foster and adoptive families. While other coworkers<br />
moved on to pursue adm<strong>in</strong>istrative<br />
positions, Ann’s feet rema<strong>in</strong>ed devoted to work<strong>in</strong>g<br />
directly with children and families.<br />
In 1999, Ann began host<strong>in</strong>g tea parties as a<br />
means to educate people and promote adoption.<br />
Today, “Dorsey Teas” is a popular recruitment tool.<br />
Additionally, <strong>in</strong> 2001, she spearheaded the Bridg<strong>in</strong>g<br />
Waters, Build<strong>in</strong>g Families: Network<strong>in</strong>g for Adoption<br />
Conference – collaboration between four counties<br />
and Court Appo<strong>in</strong>ted Special Advocates to match<br />
families with children and to provide tra<strong>in</strong><strong>in</strong>g<br />
opportunities for caseworkers.<br />
Her unfl<strong>in</strong>ch<strong>in</strong>g commitment to children has<br />
received great acclaim. She received the 1998<br />
Award for 25 years of Service to Families Adopt<strong>in</strong>g<br />
Children Everywhere (FACE); the 2000 Maryland<br />
Department of Human Resources NACAC Adoption<br />
Advocate Award, and the 2001 Maryland 5th<br />
Annual Statewide Adoption Celebration:<br />
Outstand<strong>in</strong>g Service to Adoption Award. Perhaps<br />
the greatest testimonial of her work is the stability<br />
and permanence her presence br<strong>in</strong>gs <strong>in</strong>to the lives<br />
of children. She rema<strong>in</strong>s <strong>in</strong> contact with the families<br />
long after <strong>in</strong>itial placement, and has even seen<br />
some of them grow up to start their own families.<br />
For the families Ann works with, she is not just a<br />
social worker but a lifelong friend.<br />
Susan Faro<br />
Representative C.A. Dutch Ruppersberger<br />
S<strong>in</strong>ce March of 2003, Ms. Faro has had legal<br />
custody of Kory, a little boy with a rare genetic<br />
disorder, Williams Syndrome. Ms. Faro has been<br />
work<strong>in</strong>g long and hard for the last five months to<br />
help this seven year old, who is only at a learn<strong>in</strong>g<br />
level of a three year old. Williams Syndrome has a<br />
variety of medical and psychological issues that<br />
require frequent visits to specialists. Ms. Faro has<br />
been do<strong>in</strong>g all of this without any f<strong>in</strong>ancial help<br />
from child services. Because of delays <strong>in</strong> process<strong>in</strong>g<br />
Kory’s child support, Ms. Faro is at times without<br />
the f<strong>in</strong>ancial assistance she needs to help her child.<br />
As a s<strong>in</strong>gle mother struggl<strong>in</strong>g to take care of this<br />
special little boy, she will cont<strong>in</strong>ue to fight for Kory’s<br />
well-be<strong>in</strong>g until he receives all of the medical care<br />
and f<strong>in</strong>ancial support he deserves. Her dedication<br />
and support for her son is why I recognize Ms. Faro<br />
as a true Angel.<br />
Mark McDermott<br />
Representative Chris Van Hollen<br />
Mark McDermott is not only an adoptive parent but<br />
an attorney who works tirelessly on adoption and<br />
child welfare related issues. He was one of the<br />
found<strong>in</strong>g members of the American Academy of<br />
Adoption Attorneys, an organization of adoption<br />
attorneys, law professors, and judges who seek to<br />
ma<strong>in</strong>ta<strong>in</strong> the highest possible standards for those<br />
who work <strong>in</strong> the field of adoption law. He is a past<br />
president of the Academy and, for the past six<br />
years, has served as the group’s legislative chairman.<br />
The Academy is recognized as the preem<strong>in</strong>ent<br />
organization of adoption attorneys thanks to Mr.<br />
McDermott’s dedicated work. In his capacity as the<br />
Academy’s legislative chairman, Mr. McDermott has<br />
spearheaded adoption reforms such as the<br />
Adoption and Safe Families Act, the Intercountry<br />
Adoption Act, tax credits for adoption expenses,<br />
and automatic citizenship for children adopted from<br />
other countries. As a result of these efforts, Mr.<br />
McDermott was awarded the 2002 President’s<br />
Award by the president of the Academy. His<br />
credentials and experience clearly place him among<br />
the elite <strong>in</strong> the profession and it is my pleasure to<br />
name Mark T. McDermott as an Angel <strong>in</strong> Adoption.<br />

In 1989, Loretta English Cahill began her career<br />
work<strong>in</strong>g with abused, neglected, and abandoned<br />
children <strong>in</strong> foster care. She worked diligently,<br />
