adoption was so successful that they decided to go
back in 2001 and adopt Mikhail and Stacey, who
they met while in Russia on their first adoption.
Carol says that as a small child she always knew
that God had a very special purpose for her in life
and now she knows that providing children with a
loving, happy home, is that purpose. The Cormanys
are a beautiful, happy family. Their love has
overcome numerous barriers which have made them
very deserving of this Angel in Adoption award.
Barbara Ann Dorsey
Representative Benjamin Cardin
Barbara Ann Dorsey has devoted 33 years to foster
and adoptive children and is still going strong. Since
February 1970, she has worked for the Anne
Arundel County Department of Social Services in
various capacities – foster and adoptive children
caseworker, foster and adoptive home study and
continuing worker, and adoption recruiter/trainer
for foster and adoptive families. While other coworkers
moved on to pursue administrative
positions, Ann’s feet remained devoted to working
directly with children and families.
In 1999, Ann began hosting tea parties as a
means to educate people and promote adoption.
Today, “Dorsey Teas” is a popular recruitment tool.
Additionally, in 2001, she spearheaded the Bridging
Waters, Building Families: Networking for Adoption
Conference – collaboration between four counties
and Court Appointed Special Advocates to match
families with children and to provide training
opportunities for caseworkers.
Her unflinching commitment to children has
received great acclaim. She received the 1998
Award for 25 years of Service to Families Adopting
Children Everywhere (FACE); the 2000 Maryland
Department of Human Resources NACAC Adoption
Advocate Award, and the 2001 Maryland 5th
Annual Statewide Adoption Celebration:
Outstanding Service to Adoption Award. Perhaps
the greatest testimonial of her work is the stability
and permanence her presence brings into the lives
of children. She remains in contact with the families
long after initial placement, and has even seen
some of them grow up to start their own families.
For the families Ann works with, she is not just a
social worker but a lifelong friend.
Susan Faro
Representative C.A. Dutch Ruppersberger
Since March of 2003, Ms. Faro has had legal
custody of Kory, a little boy with a rare genetic
disorder, Williams Syndrome. Ms. Faro has been
working long and hard for the last five months to
help this seven year old, who is only at a learning
level of a three year old. Williams Syndrome has a
variety of medical and psychological issues that
require frequent visits to specialists. Ms. Faro has
been doing all of this without any financial help
from child services. Because of delays in processing
Kory’s child support, Ms. Faro is at times without
the financial assistance she needs to help her child.
As a single mother struggling to take care of this
special little boy, she will continue to fight for Kory’s
well-being until he receives all of the medical care
and financial support he deserves. Her dedication
and support for her son is why I recognize Ms. Faro
as a true Angel.
Mark McDermott
Representative Chris Van Hollen
Mark McDermott is not only an adoptive parent but
an attorney who works tirelessly on adoption and
child welfare related issues. He was one of the
founding members of the American Academy of
Adoption Attorneys, an organization of adoption
attorneys, law professors, and judges who seek to
maintain the highest possible standards for those
who work in the field of adoption law. He is a past
president of the Academy and, for the past six
years, has served as the group’s legislative chairman.
The Academy is recognized as the preeminent
organization of adoption attorneys thanks to Mr.
McDermott’s dedicated work. In his capacity as the
Academy’s legislative chairman, Mr. McDermott has
spearheaded adoption reforms such as the
Adoption and Safe Families Act, the Intercountry
Adoption Act, tax credits for adoption expenses,
and automatic citizenship for children adopted from
other countries. As a result of these efforts, Mr.
McDermott was awarded the 2002 President’s
Award by the president of the Academy. His
credentials and experience clearly place him among
the elite in the profession and it is my pleasure to
name Mark T. McDermott as an Angel in Adoption.
