Framework<br />
1 Introduction<br />
1.1 <strong>Wiltshire</strong> <strong>Council</strong> is preparing a new development plan. This is called the local development<br />
framework (LDF). The LDF will eventually replace the four local plans which cover the <strong>Wiltshire</strong><br />
area.<br />
1.2 The most important part of the LDF, and the part which will be prepared first, is the core<br />
strategy. <strong>Wiltshire</strong> <strong>Council</strong> intends to prepare a draft core strategy by September 2010. This<br />
<strong>document</strong> is an important step in the process leading to the preparation of the core strategy.<br />
Why is the council consulting on <strong>Wiltshire</strong> 2026 - Planning for <strong>Wiltshire</strong>’s future<br />
1.3 The process of local government reorganisation in <strong>Wiltshire</strong> has meant that some time has<br />
elapsed since local communities were last consulted on the preparation of their core strategy.<br />
Momentum has been lost, and it is necessary to confirm what stage the overall process has<br />
reached. At the same time, the opportunity can be taken to co-ordinate and strengthen planning<br />
policies across the County. <strong>Wiltshire</strong> 2026 - Planning for <strong>Wiltshire</strong>’s Future represents<br />
the next stage after the work of the former district councils in the overall development of a<br />
core strategy for the whole of <strong>Wiltshire</strong>. It is intended to:<br />
reconnect local communities with the development plan process;<br />
validate the work already undertaken by the former district councils;<br />
reg<strong>ai</strong>n momentum for the preparation of the core strategy;<br />
develop a shared vision and strategic objectives for the future of <strong>Wiltshire</strong>;<br />
enable <strong>Wiltshire</strong>’s communities to help to shape planning policies and proposals for both<br />
individual community areas and for <strong>Wiltshire</strong> as a whole.<br />
1.4 The consultation <strong>document</strong> is not in itself a core strategy but forms an important stage leading<br />
towards its preparation. Your views on this <strong>document</strong> are important to us.<br />
What is the relationship between this <strong>document</strong> and the South <strong>Wiltshire</strong> Core Strategy<br />
1.5 <strong>Wiltshire</strong> <strong>Council</strong> has already published a draft core strategy for the south <strong>Wiltshire</strong> area, which<br />
corresponds to the former Salisbury District. The South <strong>Wiltshire</strong> Core Strategy Proposed<br />
Submission Document (July 2009) may be inspected on the council’s website. It has been<br />
drawn up in advance of the <strong>Wiltshire</strong> Core Strategy in order to ensure an adequate supply of<br />
housing in the south <strong>Wiltshire</strong> area. It will be incorporated into a single core strategy for <strong>Wiltshire</strong><br />
when this is prepared next year. This consultation <strong>document</strong> therefore m<strong>ai</strong>nly focuses on the<br />
north, east and west of <strong>Wiltshire</strong>.<br />
