1. INTRODUCTION<br />
Victoria <strong>Harbour</strong> is a special public asset and a natural heritage of Hong Kong. Lying<br />
at the heart of the Central and the Territory, areas around the Central Ferry Piers play a<br />
very important strategic role: a show-case for other harbour front areas and a landmark<br />
for promoting the image of Hong Kong. The community has a strong desire to protect<br />
and preserve the <strong>Harbour</strong>, including that important fraction at the Central Ferry Piers<br />
(Nos. 1-8) and their Adjoining Areas. Based upon this public aspiration, a series of<br />
direct public participatory events including a brainstorming session, random survey<br />
and interviews, workshop, exhibition and public forum were designed to collect public<br />
opinions. They were with the following vision, goals and objectives:<br />
Vision:<br />
To make the areas attractive, vibrant, accessible and symbolic of Hong Kong - a<br />
place for the people and a place of life<br />
Goals:<br />
• To bring the people to the Areas and the Areas to the people.<br />
• To enhance the scenic views of the Areas and maintain visual access to the<br />
harbour-front.<br />
• To enhance the Areas as unique attraction for the public and tourists.<br />
• To create a quality harbour-front through encouraging attractions such as<br />
retail, leisure and recreational facilities, and providing an integrated<br />
network of open space and pedestrian links to various traffic facilities.<br />
• To maintain a safe and efficient network for the transport of people.<br />
Objectives:<br />
• To provide a platform for the stakeholders including the general public,<br />
local groups, professional bodies and Government departments to exchange<br />
views, visions and comments on enhancement of the Central Ferry Piers<br />
and their adjoining areas.<br />
• To provide an opportunity for different sectors of the community and<br />
Government departments to work in collaboration with a view to<br />
formulating a design framework for future enhancement projects in the<br />
Study Area.<br />
• To encourage public participation in the planning and design of the Central<br />
Ferry Pier Areas<br />
• To collect public opinions for preparation of the design specifications<br />
• To identify the design parameters through the above<br />
• To prioritize these design parameters<br />
• To produce a design specifications for future planning and development of<br />
the areas, having taken the above into consideration<br />
