1 您 認 為 建 議 發 展 大 綱 圖 及 相 關 分 區 計 劃 大 綱 圖 的 修 訂 建 議 能 反 映 建 立 共 識 階 段 時 所達 成 的 共 識 或 大 多 數 公 眾 的 觀 點 ?Do you think the proposals illustrated in the RODP and the proposed amendments torelevant OZPs reflect the consensus reached or majority public views on the ConceptPlan expressed at the Realization Stage?• There were quite a few members that had attended the previous public engagementexercises and there were some members who attended the public briefing for thefirst time.• The Group members generally agreed that the views of the public wereincorporated in the RODP, especially members that had attended previousworkshops and charrettes.• However, some members had the following concerns regarding the RODP withmembers expressing different views;1. The increase in traffic congestion and resultant air and noise pollution as aresult of the CWB, Road P2 and the proposed slip roads.2. The increase in surface road footprint along the harbourfront and its impact onsterilizing the surrounding land uses.3. The lack of proper land water interface to support marine uses therebyresulting in a less vibrant and attractive harbourfront.4. The need for more experiential and quality pedestrian connections withadditional north-south linkages from the hinterland and east-west mobilityalong the continuous waterfront promenade.5. The need for proper management and scope for flexibility and change duringimplementation of the CWB and related harbourfront enhancement includingtemporary measures to enable people to enjoy the harbourfront even before thecompletion of the CWB.2 在 設 計 及 落 實 建 議 初 段 , 您 認 為 有 些 什 麼 事 項 要 特 別 留 意 呢 ?What issues do you think are of critical importance and have to be addressed in theearly stages of design and implementation?• Some members felt that traffic congestion in Wan Chai and Causeway Bay areascould increase as a result of the CWB, P2 and the related slip roads therebyincreasing the noise and air pollution especially near North Point when the CWBjoins the IEC a concern expressed by residents of the area. To this a governmentofficial emphasized that the number of slip roads were fewer than before and thatthe traffic will be taken away from the districts as a result of the slip roads to whichsome members did not agree.• Some members felt that the CWB was conceived to reduce traffic congestion, but2

might in turn result in more traffic generation as a result of the surface and variousslip roads proposed. Surface road footprint should be minimized as far as possibleto improve pedestrian experience and connectivity thereby improving the vibrancyand attractiveness of the harbourfront. One member suggested that perhaps thereshould be an independent audit to convince the public that this would not be thecase, while government representatives felt this was already done earlier throughthe Transport Expert Panel. However some members felt that that current RODPshould also be reviewed by an expert panel as well.• Some members felt that review of current road design standards was needed as theyseem to be more favourable to automobile traffic and less favourable for pedestrianmovement. To this one, government official did say the alignment of the road P2and the slip roads could be looked into to ensure maximum pedestrian connectivityand minimum sterilization and other negative land use impacts.• Regarding land water interface, it was felt that the RODP should offer moreopportunities for marine and related land use. Some members felt that harbourfrontenhancement is an “Overriding Public Need” more so than building new roads.Opportunities to increase vibrancy and attractiveness of the harbourfront throughboat moorings, floating villages and finger piers should be included in the RODP.To which one government official expressed that at this stage that it was not provenas an overriding public need and therefore it was difficult to include as there mightbe legal challenges as a result and further delay the process, some members felt thatthese should be included in the RODP and put to the “Overriding Public NeedsTest”.• One member expressed a concern with the re-provisioned coach parking near theArts Centre and had doubts about how the landscaped deck would provide forproper pedestrian connectivity to the harbourfront as a lot of the land near the ArtsCentre Extension will be sterilized by the new surface and slip roads proposed.• Several members agreed that there should be more north-south at grade pedestrianconnections that are shaded with trees to enhance the pedestrian experience anddraw people from the hinterland to the harbourfront.• Several members also felt mobility along the waterfront promenade should beenhanced with shaded footpaths, bike paths, trolley buses etc with ample pedestrianamenities.• Most members felt that the waterfront promenade should create a lot of interestwith diverse activities and interesting nodes so that it could draw people from thehinterland to the harbourfront, to this, government officials said that all the aboveconcerns related to detailed design will be taken into account during the next stage.• Members also agreed that the implementation of the harbourfront enhancementshould be fast tracked to include temporary uses for people along the harbourfront,3

similar to the pets park in Wan Chai with improved pedestrian accessibility so thatpeople can access and begin to enjoy the harbourfront.• One member expressed that the future Exhibition Station connection would providemore pedestrian accessibility and should also have mixed uses rather than just GICuses, to which government officials reiterated that there would be leisure andrecreational uses and related commercial uses would be considered as well.• Some members also felt that management was critical during implementation andthat there should be flexibility with built in scope for change to ensure thedevelopment of a vibrant and attractive harbourfront.3 公 眾 怎 樣 才 能 繼 續 參 與 落 實 履 行 這 些 大 綱 圖 呢 ?How should the public be continually engaged in the implementation of the plans?• The group members largely agreed that the HER project was unprecedented inengaging the public right from the beginning and should continue to do so in thefollowing stages of detailed design and implementation of the CWB and relatedshort term and long term harbourfront enhancement.• The public should be engaged throughout the implementation process by organizingworkshops, focus group meetings with the residents and various stake holders.• The area should be divided into specific zones and related stakeholders and residentsshould be engaged with the help and assistance of the District Councils to ensurewider public engagement during the next stages of the process.Other Views Expressed By Members• One member opined that the new OZP should come under a fresh gazette ratherthan as a continuation of the old process, to which a few other members agreed.Government officials stated that this would be difficult as the current process had tobe completed under the statutory process.• Some members felt that the Golden Bauhinia Square should be re-provisioned tothe front of the government headquarters as it would be more appropriate in Centralharbourfront within the Tamar site .Group Presentation Concerns• Some group members felt that the verbal part of the group presentation did notsatisfactorily reflect the views communicated in the group discussion. Thefacilitator was requested to refer to the written part of the presentation materials inpreparing the discussion report.4

1 您 認 為 建 議 發 展 大 綱 圖 及 相 關 分 區 計 劃 大 綱 圖 的 修 訂 建 議 能 反 映 建 立 共 識 階 段 時 所達 成 的 共 識 或 大 多 數 公 眾 的 觀 點 ?Do you think the proposals illustrated in the RODP and the proposed amendments torelevant OZPs reflect the consensus reached or majority public views on the ConceptPlan expressed at the Realization Stage? 基 本 反 映 以 往 共 識 及 大 部 份 方 向 , 但 須 注 意 一 些 事 項 。 這 些 事 項 將 於 第 二 條 問題 的 部 份 中 詳 述 。2 在 設 計 及 落 實 建 議 初 段 , 您 認 為 有 些 什 麼 事 項 要 特 別 留 意 呢 ?What issues do you think are of critical importance and have to be addressed in theearly stages of design and implementation? 銅 鑼 灣 避 風 塘 雨 水 渠 被 非 法 接 駁 , 為 避 風 塘 帶 來 污 染 , 需 加 強 有 關 執 法 管 理 。擬 建 之 中 環 灣 仔 繞 道 通 風 大 樓 / 排 氣 口 位 置 需 盡 量 遠 離 民 居 , 以 減 少 對 周 邊 環境 的 影 響 建 議 將 中 環 灣 仔 繞 道 東 端 之 隔 音 屏 障 伸 延 至 城 市 花 園 , 以 助 解 決 當 地 污 染 問 題 。根 據 Hong Kong Regional Heliport Working Group 的 問 卷 調 查 所 得 , 於 800 多 個受 訪 者 中 , 近 七 成 支 持 興 建 商 用 直 昇 機 坪 , 可 見 社 會 對 商 用 直 昇 機 坪 的 需 求 甚殷 。 但 擬 建 於 會 展 附 近 之 直 昇 機 坪 泊 位 只 有 二 個 , 而 且 需 被 政 府 部 門 優 先 採 用 ,因 此 實 際 可 供 商 用 之 泊 泣 不 足 。 當 局 需 考 慮 提 供 更 多 商 用 直 昇 機 坪 泊 位 。在 本 階 段 建 議 中 , 銅 鑼 灣 區 海 濱 與 內 陸 之 行 人 連 接 仍 然 不 足 , 尤 其 於 敬 記 船 廠( 可 能 的 天 后 廟 新 址 ) 及 午 炮 的 位 置 。 可 配 合 維 多 利 亞 公 園 未 來 的 重 建 計 劃 , 改善 該 區 的 行 人 連 接 。 於 銅 鑼 灣 近 敬 記 船 廠 位 置 的 海 濱 長 廊 需 繞 過 發 電 廠 , 不 夠 連 貫 。 建 議 將 天 后 廟 船 停 泊 於 敬 記 船 廠 海 旁 , 方 便 遊 人 參 觀 , 並 發 展 為 旅 遊 景 點 。3 公 眾 怎 樣 才 能 繼 續 參 與 落 實 履 行 這 些 大 綱 圖 呢 ?How should the public be continually engaged in the implementation of the plans? 透 過 區 議 會 加 強 對 公 眾 參 與 活 動 的 宣 傳 。 巡 迴 展 覽 , 宣 傳 單 張 等 。2
