2.) In case <strong>of</strong> a second <strong>of</strong>fense by the same pitcher in the same game, the pitcher shall be<br />

disqualified from the game.<br />

3.) If a play follows the violation called by the umpire, the manager <strong>of</strong> the <strong>of</strong>fense may notify the<br />

plate umpire, that he elects to accept the play. However, if the batter reaches first base and no<br />

other runner is put out before advancing at least one base, the play shall proceed without<br />

reference to the violation.<br />

4.) Even though the <strong>of</strong>fense elects to take the play, the violation shall be recognized and the<br />

penalties will be still in effect.<br />

5.) The umpires shall be sole judge on whether any portion <strong>of</strong> this <strong>rule</strong> has been violated.<br />

g.) Have on his person, or in his possession, any foreign substance.<br />

*PENALTY. Shall be the immediate ejection from the game.<br />

h.) Intentionally delay the game by throwing the ball to <strong>players</strong> other than the catcher, when the batter is in<br />

position, except in an attempt to retire a runner.<br />

*PENALTY If, after warning by the umpires, such delaying action is repeated, the pitcher shall be<br />

removed from the game.<br />

Rosin bag <strong>rule</strong>s.<br />

a.) The umpire-in-chief is responsible for placing the rosin bag on the ground behind the pitcher’s mound.<br />

b.) If the ball hits the rosin bag, it is in play.<br />

c.) In case <strong>of</strong> wet grounds, the pitcher may carry the rosin bag in his back pocket.<br />

d.) A pitcher may use the rosin bag to dry his bare hand or hands.<br />

e.) No player may dust the ball with rosin, nor be permitted to apply rosin to his glove or any part <strong>of</strong> his<br />

uniform.<br />

Intentionally pitching at the batter.<br />

a.) In the umpire’s judgment such a violation has occurred the umpire will eject the pitcher, or the manager<br />

and the pitcher from the game.<br />

b.) May warn the pitcher and the manager <strong>of</strong> both teams that another such pitch will result in the immediate<br />

expulsion <strong>of</strong> that pitcher (or any replacement) and the manager.<br />

When a pitcher takes his position at the beginning <strong>of</strong> each inning, or when he relieves another pitcher, he<br />

shall be permitted to pitch not to exceed eight preparatory pitches to his catcher during which play has been<br />

suspended.<br />

a.) Such preparatory pitches shall not consume more than one- (1) minute <strong>of</strong> time.<br />

b.) Because <strong>of</strong> an injury or ejection a pitcher is summoned into the game without any opportunity to warm<br />

up, the umpire-in-chief shall allow him as many pitches as he deems necessary.<br />

A courtesy runner maybe used for the pitcher and/or catcher at anytime during the inning.<br />

a.) The same runner must be used only once per inning.<br />

b.) The runner must be a player not in the lineup unless all <strong>players</strong> are in the lineup, then the last player<br />

whose turn at bat has been completed shall be used as the courtesy runner.<br />

c.) No appearance or removal will be charged against either player.<br />

d.) Coaches are encouraged to use this <strong>rule</strong> to speed up the game and increase participation.<br />

*NOTE: Using the wrong courtesy runner is an appeal play and may result in the courtesy runner<br />

being called out.<br />

*PENALTY: If the incorrect courtesy runner is discovered to have taken his/her position on base,<br />

the opposing coach must appeal prior to the next play or attempted play for the runner to be called<br />

out. If the incorrect courtesy runner is discovered anytime after the next play or attempted play, the<br />

correct courtesy runner will take the position on base with no penalty.<br />

A coach may instruct the umpire to issue a batter an intentional walk.<br />

Mound conferences, not to exceed thirty seconds and will be limited to the infielders, catcher, pitcher and<br />

one coach. The umpire will have the power to call “Play Ball” after a reasonable amount <strong>of</strong> time.<br />

*PENALTY. If the <strong>players</strong> and coaches are not back in their positions within one minute---the game shall<br />

be forfeited.<br />

The following <strong>rule</strong> pertains to the visit <strong>of</strong> the manager or coach to the pitcher.<br />

a.) This <strong>rule</strong> limits the number <strong>of</strong> trips a manager or coach may make to any one pitcher in any one inning.<br />
