ANNOUNCEMENT OF PUBLIC SALE
Closing Date: 10 th May 2013 at 12:00 pm (Noon)
1. The United Nations Development Programme (UNDP) will hold a sale
of surplus material by sealed-bid auction.
WHAT IS FOR SALE
2. Prefabricated office buildings owned by the United Nations Country Team in Timor-
Leste and which has been declared surplus to the needs of the United Nations is for sale to the
general public. A general description of those items and their locations in Dili are as follows:
UN Agencies Compound (Obrigado Barracks, Caicoli, Dili, Timor-Leste)
Standing prefabricated office buildings:
Lot 1 = number 16,
Lot 2 = number 18,
Lot 3 = number 19,
Lot 4 = number 20,
Lot 5 = number 21,
Lot 6 = number 22,
Lot 7 = number 23,
Lot 8 = number 24,
Lot 9 = number 25,
Lot 10 = number 26,
Lot 11 = number 27,
Lot 12 = number 29,
Lot 13 = number 30,
Lot 14 = number 38 and
Lot 15 = number 39
(as per drawings obtainable at the site visit)
1 building = 1 Lot. Bidders can bid on one lot or more than one.
UNDP reserves the right to sell each Lot separately.
(Empty prefabricated buildings are first to go. Air-conditioning units not included.)
3. Prospective bidders may view the prefabricated buildings as follows:
(a)
At UN Agencies Compound, Obrigado Barracks, Caicoli, Dili: on 29 th , 30 th April
and 2 nd May, from 11 am to 12 noon each day.

(b) Dismantling and removal of the pre-fabs can be started on 15 th May after
payment.
General terms of Sale
4. Interested parties are invited to make a bid to purchase “lot/s” of items, which are sold on
an “AS IS, WHERE IS” basis without recourse or warranties of any kind. The successful bidder
is responsible for payment of taxes or fees to the Timor-Leste Government due as a result of this
sale before items may be collected. Bids must be submitted on the provided and approved forms
in order to be considered (these can be obtained on the day of the site visit). All interested
bidders must make a deposit of 10%. In the event the winning bidder does not want the goods,
the deposit will be forfeited. Kindly include the deposit slip with your bid. Deposits from
unsuccessful bidders will be promptly refunded. Winning bidders will be notified by 15 th May
and thereafter have one week to make necessary payments to -UNDP and the Timor-Leste
government and remove the materials from the UN Agency Compound premises.

Winning bidders must remove their entire lot (s) within the time provided. It is the
responsibility of the winning bidder to remove from site their lot (s) with their own
resources (vehicles) and personnel.
It is the responsibility of the winning bidder to dismantle and remove from site the
prefabricated structures and their associated fixtures and items. The concrete
foundations in place shall stay. All work is to be accomplished employing the
winning bidder’s resources and personnel. Before dismantling of the buildings the
winning bidder must ensure that the workplace is safe and without risks to health. A
temporary railing must be provided around the building site with necessary safety
signs. Any debris and rubbish must be removed from the site immediately. The
winning bidder’s staff will have access to the compound for the sole purpose of
removing these structures. Names of these employees must be provided to UNDP
security at the time the job commences. The winning bidder is responsible for the
conduct, compensation and safety of his/her employees. A maximum of seven days
is provided to the winning bidder to remove the awarded lots. Work must commence
on the Saturday indicated.
