From the Desk of Director (Training), BPR&D
One of the key functions of the Training Division
of BPR&D is to provide Police Training in the field of
police administration and management.
In order to sensitize senior Police Officers on key
issues relating to policing, BPR&D has identified core
subjects such as Management of Perception, Reaching
out to the Minorities, Image building - Behaviour
pattern of Police, Role of Technology in Police work
etc. We have also developed training modules with
regard to Anti-Trafficking and the process of sensitizing
police officers regarding victims of anti-trafficking is
continuing. We have also started arranging
workshops/seminars on ‘Media Relations in Crisis
Situation’ to sensitize senior Police Officers of the
States.
For over two decades, India has been facing
terrorism. BPR&D has, therefore, given emphasis on
the training of Police personnel in anti-extremist
operations. BPR&D has also been making efforts to
develop capacity in the States in areas of Weapons &
Tactics, Bomb Disposal etc. utilizing the training
facilities of the Indian Army.
In order to improve investigating skills, Central
Detective Training Schools have been organizing
courses for Investigating Officers on various topics such
as Scientific Investigation, Post Blast Investigation,
Homicide Investigation, Crime against Women, Scene
of Crime etc.

Training Division, BPR&D organizes following courses:
(a)
Vertical Interaction Courses for Senior Police Officers-
(i) IPS Officers who are having service of six years and more;
(ii) Central Police Forces Officers of the rank of Commandant and
above;
(iii) State Police Service Officers having minimum 15 years of
service.
(b) Inland Long Term Courses at various Institutions in the country for
Officers of the rank of Sub-Inspectors and above. These courses are
funded by MHA/BPR&D subject to the following conditions:

The selected officers shall be declared as resource persons in
these specialized areas. The States/Organizations would
utilize their services as and when required.
The selected officers shall give an undertaking to provide
their expertise as and when required by the Central
Government/State Government.
The selected officers should complete the proposed training
programme within the stipulated period and submit a copy of
their thesis/research work to MHA/BPR&D so that it could
be circulated to States/CPOs.
The officers should give an undertaking that they shall not
leave the service within 3years of the completion of the
course. Thereafter, for the next 3 years, if they leave the
service they shall be required to refund half of the total cost
(cost of training plus salary and allowance during the
training) incurred on them during this programme.
Sponsoring agency e.g. State/Central Government will bear
expenses on pay and allowances.
(c) Short Term Thematic Courses for Additional Superintendent of
Police and Deputy Superintendent of Police of the States at various
institutions in the country.
(d) Short Term Courses for Women Police Officers of the rank of
Deputy Superintendent of Police to Assistant Sub-Inspector of Police of
the States on “Self Development and Conflict Management” at Central
Detective Training Schools Chandigarh, Kolkata, Hyderabad and Institute
of Social Sciences, New Delhi.

(e) Courses on ‘Scientific Investigation’ for Middle Operational Level
Officers at Central Detective Training Schools Chandigarh, Hyderabad
and Kolkata.
(f) Specialized courses for Gazetted Officers and Non-Gazetted
Officers at the training institutions of BSF, CRPF, CISF, ITBP, Assam
Rifles and Army.
