BPR&D Celebrates 41 Foundation Day<br />

<strong>Bureau</strong> has pivotal role to play in <strong>Police</strong> modrenization: HM<br />

<strong>Bureau</strong> <strong>of</strong> <strong>Police</strong> <strong>Research</strong> <strong>and</strong> <strong>Development</strong><br />

celebrated its 41 Foundation Day at Vigyan<br />

Bhawan, New Delhi on 23-12-2011. The<br />

celebrations included Investiture Ceremony<br />

where Shri Jitendra Singh, Union Minister <strong>of</strong><br />

State for Home presided <strong>and</strong> gave away<br />

President's <strong>Police</strong> Medals for Distinguished<br />

Services <strong>and</strong> <strong>Police</strong> Medal for Meritorious<br />

Services for the year 2011 to BPR&D Officers.<br />

Union Home Secretary, Shri R.K. Singh was the<br />

Guest <strong>of</strong> Honour <strong>and</strong> Director, IB, Shri Nehchal<br />

S<strong>and</strong>hu shared dias with Minister on the<br />

occasion. Heads <strong>of</strong> many <strong>Police</strong> Forces i.e. DGs<br />

CRPF, BSF, SSB, ITBP <strong>and</strong> Director CBI were also<br />

present on the occasion.<br />

Sh. Vikarm Srivastava, DG, BPR&D delivered the<br />

welcome address in which he said that since its<br />

inception BPR&D has done 183 research projects<br />

on various subjects <strong>and</strong> executed MOU with 35<br />

Universities across the Country to promote<br />

advanced research <strong>and</strong> training in policing. He<br />

underlined the importance <strong>of</strong> IT <strong>and</strong> related<br />

technology in improving policing. He also<br />

mentioned about the new challenges befacing<br />

the policing <strong>and</strong> internal security. He urged to<br />

factor- in new HRD practices in policing.<br />

Hon'ble Minister unveiled the flag <strong>of</strong> the newly<br />

formed CAPT, Bhopal.<br />

The Dr. T N Mishra, former Director, NPA gave an<br />

excellent exposition <strong>of</strong> the motto <strong>of</strong> the newly<br />

formed Academy(CAPT), taken from the Fourth<br />

Chapter <strong>of</strong> Bhagwad Gita. The Motto--Sidhih<br />

Bhavati Karmaja-- Right Action Brings Results.<br />

Shri Jitender Singh, Union Minister <strong>of</strong> State for<br />

Home in his speech highlighted the need for change<br />

in the <strong>Police</strong>. The Indian <strong>Police</strong> instead <strong>of</strong> being<br />

perceived as a symbol <strong>of</strong> fear should be seen as the<br />

makeover <strong>of</strong> a People Friendly police can only be<br />

brought about by providing quality services to the<br />

citizens, he added.<br />

He emphasized the need for quality <strong>and</strong><br />

promoting best practices <strong>and</strong> quest for<br />

excellence. Praising role <strong>of</strong> BPR&D in<br />

Modernization <strong>of</strong> <strong>Police</strong> Forces <strong>and</strong> Correctional<br />

Administration <strong>of</strong> the Country, he underlined the<br />

leadership role expected from this apex<br />

organization.<br />

He congratulated the DG <strong>and</strong> his team for the<br />

good work being done by BPR&D.<br />

Later, Dr. An<strong>and</strong> Swarup Gupta Memorial Lecture<br />

was delivered by H.E. Shri Nikhil Kumar, the<br />

Governor <strong>of</strong> Nagal<strong>and</strong>. In his address he<br />

emphasized the need for Good Governance which<br />

in turn depends on developing good mechanisms<br />

for delivery <strong>of</strong> services required for public good<br />

He said that new dimensions are being added to<br />

role <strong>of</strong> police everyday, challenges are<br />

multiplying. New forms <strong>of</strong> organized crimes like<br />

Human Trafficking, Cyber Crimes , Left Wing<br />

Extremism, Narco-Terrorism etc. require a new<br />

vision for the police. This is the vision that BPR&D<br />

has to create <strong>and</strong> help realize.<br />

He also pointed out that it was high time that<br />

terms <strong>of</strong> increasing their strength <strong>and</strong> equipping<br />

them with modern gadgetry.<br />

Two books: “ Data on <strong>Police</strong> organization in India”<br />

<strong>and</strong>"Occupational Stress <strong>and</strong> Emotional<br />

Intelligence" published by BPR&D were released by<br />

the Chief Guest, Hon'ble Minister, Shri Jitendra<br />

Singh on the occasion. The programme ended with<br />

BPR&D starts 1 Training Course at newly established CDTS<br />

certificates to the participants during the<br />

Valedictory Function <strong>of</strong> the first Training Course<br />

<strong>of</strong> the newly established Central Detective<br />

Training School (CDTS) at Ghaziabad (UP) on 20-<br />

12-2011. He also unveiled the flag <strong>of</strong> CDTS<br />

Ghaziabad. It is the fourth CDTS set up by the<br />

<strong>Bureau</strong> <strong>of</strong> <strong>Police</strong> <strong>Research</strong> <strong>and</strong> <strong>Development</strong><br />

(BPR&D) in a record time.<br />

Hon'ble Minister in his address said that<br />

Criminals are always one step ahead as such there<br />

is requirement to train police <strong>of</strong>ficials with the<br />

modern technology <strong>and</strong> in scientific<br />

investigation, so that they can keep pace with new<br />

innovations by constantly sharpening their skills<br />

by training .<br />

Central Detective Training School at Ghaziabad on<br />

presented memento to the Chief Guest <strong>and</strong><br />

addressed the gathering. In his speech he said<br />

that fifth CDTS is likely to come up at Jaipur<br />

(Rajasthan) during the next month. There were<br />

36 participants <strong>of</strong> the rank <strong>of</strong> ASI to Dy S. P. from<br />

Orissa, Rajasthan, Madhya Pradesh, Gujarat,<br />

Haryana <strong>and</strong> other parts <strong>of</strong> the country who<br />

participated in this five days training programme<br />

held at CBI Academy, Ghaziabad.<br />

BPR&D is not only organising training courses for<br />

State <strong>and</strong> Central Armed <strong>Police</strong> Forces <strong>of</strong>ficials<br />

Shr A.P. Singh, Director, CBI inaugurating the 1st Course at Ghaziabad CDTS<br />

but also imparts training to foreign police <strong>of</strong>ficials<br />

from Maldives, Bhutan, Nepal, Afghanistan,<br />

Sri Lanka etc. in various fields <strong>of</strong> police<br />

investigation.<br />

The opening <strong>of</strong> CDTS at Ghaziabad is a welcome<br />

step in the field <strong>of</strong> <strong>Police</strong> Training.<br />

BPR&D Set Up CAPT House In Bhopal<br />

Sh.G. S. Chaoudhary, Dy Director, Training, BPR&D St<strong>and</strong>ing in front <strong>of</strong> the<br />

acquired building <strong>and</strong> performing the Bhumi Pujan ceremony with his team<br />

Under the dynamic leadership <strong>of</strong> Shri Vikram Srivastava, DG BPR&D, one more feather in the cap <strong>of</strong><br />

<strong>Bureau</strong> has been added on 29 December, 2011 with the take over <strong>of</strong> one bungalow at the prime<br />

location <strong>of</strong> Bhopal City from the Madhya Pradesh Government for establishment <strong>of</strong> Central<br />

Academy <strong>of</strong> <strong>Police</strong> Training (CAPT) House.<br />

The Central Academy for <strong>Police</strong> Training has been set up in Bhopal under the 11 Five Year Plan Period<br />

for which the l<strong>and</strong> has already been acquired at Bhopal from the Government <strong>of</strong> Madhya Pradesh. In<br />

the acquired l<strong>and</strong>, the construction work <strong>of</strong> pre-fabricated shelters costing 7.62 Crores <strong>and</strong> erecting<br />

the boundary wall works <strong>and</strong> perimeter fencing is in progress.<br />

As <strong>of</strong> now, CAPT Bhopal is functioning from its camp <strong>of</strong>fice at Jawahar Lal Nehru <strong>Police</strong> Academy at<br />

Sagar. But, with the establishment <strong>of</strong> 'BPR&D House' the on-going work <strong>of</strong> setting up <strong>of</strong> <strong>Police</strong><br />

Academy at Bhopal will be geared up.<br />

<strong>Bureau</strong> has organized a course on “Corruption<br />

Administration (APCCA) as the Deputy Leader <strong>of</strong><br />

<strong>of</strong> Correctional Administration (ICA), Ch<strong>and</strong>igarh.<br />

Dr. BV Trivedi, Dy Director, BPR&D addressed the<br />

Hon'ble Mr. Justice Iqbal Singh <strong>of</strong> Punjab <strong>and</strong><br />

Haryana High Court (Retd.) delivered the<br />

National <strong>Police</strong> Mission<br />

Presentation by OST being held at Hydrabad city <strong>Police</strong> Hqrs.<br />

OST made a presentation on Conceptual Design<br />

<strong>of</strong> Incident Comm<strong>and</strong> Centre at Hyderabad on 12-<br />

12-2011. The comments <strong>of</strong> stakeholders like fire<br />

department, health department, disaster<br />

management & Commissioner <strong>of</strong> <strong>Police</strong>,<br />

Hyderabad on various task reports submitted by<br />

OST have been sought. It was felt that OST has not<br />

submitted a detailed design, hence either its<br />

scope should be extended or fresh global tenders<br />

be invited for conduct <strong>of</strong> pilot in Hyderabad City<br />

based on deliverables. A Presentation was also<br />

made by Sh. Dinkar Borde, Retd. Telecom Engg.<br />

(GOI) on Dial 2611 Project.<br />

Union Home Minister's Review <strong>of</strong> Action Plan<br />

2011-12<br />

Union Home Minister reviewed the Action Plan<br />

(2011-12) <strong>of</strong> <strong>Police</strong> Modernisation Division <strong>of</strong><br />

MHA including National <strong>Police</strong> Mission(NPM) on<br />

14-11-2011. The HM directed:<br />

a) to put note for Cabinet's approval for<br />

notification <strong>of</strong> NPM.<br />

b) to expedite orders on 4 proposals submitted<br />

by BPR&D on revamping <strong>of</strong> NPM<br />

c) to check up with IFD regarding delegation <strong>of</strong><br />

powers to DG, BPR&D (w.r.t. NPM).<br />

d) to send agenda for ESG meeting.<br />

e) to expedite <strong>and</strong> ground The Dial 100 Project<br />

Union Home Secretary Reviews NPM action plan<br />

Sh. R.K. Singh, Union Home Secretary reviewed<br />

the National <strong>Police</strong> Mission action plan on 07-12-<br />

2011. The Home Secretary desired that MM-01<br />

should work on a project “Separation <strong>of</strong> Law <strong>and</strong><br />

Order from crime investigation” <strong>and</strong> asked<br />

Director(NPM) to work out a detailed<br />

implementation programme for S<strong>of</strong>t Skill Training<br />

for police personnel in the Country.<br />

Presentation on NPM budget<br />

A presentation was made before the Union Home<br />

Secretary on budget projections <strong>of</strong> National <strong>Police</strong><br />

th<br />

Mission Division for the 12 five year Plan (2012-<br />

17). The Union Home Secretary gave in principle<br />

approval for a budget <strong>of</strong> Rs. 3608/- Crores for<br />

nationwide implementation <strong>of</strong> various NPM<br />

projects.<br />

Consultative Committee Meeting<br />

The Committee met on 25-11-2011<strong>and</strong><br />

Promoting Good Practices <strong>and</strong> St<strong>and</strong>ards<br />

ecommended that Community Policing needs to<br />

be given a thrust in the whole country. Dr. Keshav<br />

Rao, MP from Andhra Pradesh suggested for<br />

creation <strong>of</strong> a separate Community Policing Wing<br />

in each State <strong>Police</strong> on the lines <strong>of</strong><br />

CID/Intelligence Wing. BPR&D was directed to<br />

examine the above proposal <strong>and</strong> submit a report<br />

to MHA.<br />

Meeting <strong>of</strong> MM:02 (Community Policing)<br />

A meeting <strong>of</strong> MM:02 was held in Delhi on 20-12-<br />

2011 <strong>and</strong> discussions were held on formation <strong>of</strong><br />

draft act on Community Policing, functioning <strong>of</strong><br />

proposed Community Counselling Centres,<br />

preparation <strong>of</strong> a Documentary film on<br />

Community Policing <strong>and</strong> Action plan for the<br />

conduct <strong>of</strong> S<strong>of</strong>t Skills Training for <strong>Police</strong> Personnel<br />

in all States/UTs Community Policing in Naxal<br />

affected areas & Alternate Dispute Resolution.<br />

Discussions were also held on formation <strong>of</strong> a<br />

separate community policing wing in each State<br />

<strong>Police</strong> /UT.<br />

Meeting <strong>of</strong> Micro Mission:01 (HRD)<br />

Meetings <strong>of</strong> MM:01 group were held on 18-11-<br />

2011 <strong>and</strong> 26-12-2011 at CBI Hqrs, New Delhi.<br />

Meeting <strong>of</strong> Micro-Mission-01 held on 26-12-2012 at CBI,hqrs.Delhi<br />

It was decided by the group that a Directorate<br />

headed by IG will be established in the BPR&D<br />

Hqrs for developing st<strong>and</strong>ard training books<br />

&Training material for police personnel <strong>of</strong> various<br />

ranks. Sh. Alok Sharma, IG, PAC, Haridwar made a<br />

presentation on above project.<br />

Smt. Renuka Mishra, IG, Adm, UP made a<br />

Meeting <strong>of</strong> Micro-Mission-01 held on 18-11-2011 at CBI, hqrs. Delhi<br />

presentation on project CAREPOL (<strong>Police</strong> welfare).<br />

Sh. MK Jha (ADGP), TNUSRB made a presentation<br />

on Transparent Recruitment Process to curtail the<br />

time span from 6-8 months to 2-3 months for one<br />

recruitment cycle.<br />

It was also decided by the group that a symposium<br />

with the Heads <strong>of</strong> Recruitment from all States/ UTs<br />

& CPMFs should be conducted by the BPR&D<br />

every year for sharing their experiences & best<br />

practices .<br />

Sh. A. Hemach<strong>and</strong>ran, ADGP (Int ), Kerala was<br />

tasked to work on the project “Separation <strong>of</strong> Law<br />

<strong>and</strong> Order from crime investigation”.<br />

MM:06 (Proactive Policing <strong>and</strong> Visualizing future<br />

challenges)<br />

Meeting <strong>of</strong> MM:06 group was held on 30-11-2011<br />

& 30-12-2011 to discuss <strong>and</strong> finalize the Project on<br />

Meeting <strong>of</strong> MM-06 held at SSB Hqrs., New Delhi


DG, BPR&D chaired the Meeting on Micro Mission-03 held at BPR&D Hqrs. on 12th January 2012<br />

Counter Terrorism : Capacity Building at <strong>Police</strong><br />

Station level in naxal affected areas.<br />

Sh. Venugopal, DIG, CID, HP made a presentation<br />

on “Capacity Building at PS level in Cyber Crime<br />

Investigation”.<br />

Meeting <strong>of</strong> MM:05 (Process Re-Engineering)<br />

(a) FREEMOC' project was discussed on 28-12-<br />

2011 <strong>and</strong> it was decided that a team <strong>of</strong><br />

<strong>of</strong>ficers will visit Mumbai <strong>and</strong> Ch<strong>and</strong>igarh<br />

<strong>and</strong> study the 'AapKeLiye' <strong>and</strong> 'SAANJH'<br />

centres & widen the scope <strong>of</strong> FREEMOC to<br />

include various aspects <strong>of</strong> above community<br />

police resource centre.<br />

Meeting <strong>of</strong> Micro-Mission-05 being held at BPR&D, hqrs.Delhi<br />

(b) The 'Court Monitoring System' project was<br />

discussed. It was decided to include the<br />

following in the project:-<br />

i) Jail Monitoring System<br />

ii)<br />

Training<br />

iii) The cost implication <strong>of</strong> Bridge S<strong>of</strong>tware<br />

& AMC<br />

iv) <strong>Development</strong> <strong>of</strong> this s<strong>of</strong>tware in regional<br />

language<br />

v) The SMS facility to witness for attending<br />

the court.<br />

It was also decided to Conduct Pilot in Durg Distt.<br />

Chhattisgarh <strong>and</strong> Samba Distt. in J&K for above<br />

project.<br />

Shri RK Vij, IGP, Drug Range, Chhattisgarh<br />

made a presentation on his project 'Effective<br />

Symposium <strong>of</strong> Heads <strong>of</strong> <strong>Police</strong> Training Institutes<br />

A two-day symposium <strong>of</strong> heads <strong>of</strong> <strong>Police</strong> Training<br />

Institutes was held at PTC, Bhanu, Ch<strong>and</strong>igarh from<br />

1-12-2011 to 02-12-2011. Dr.Ish Kumar,<br />

IG/Director, NPM made a presentation on the<br />

training components <strong>of</strong> various projects <strong>of</strong> NPM<br />

during the Symposium.<br />

BPR&D under the able guidance <strong>and</strong> unflinching efforts <strong>of</strong> DG, BPR&D, Sh. Vikaram Srivastava has finally<br />

ceremony was performed at the site by DG, BPR&D. The renovation work has already been started <strong>and</strong><br />

some <strong>of</strong> the BPR&D Divisions will be shifted there soon.<br />

Re-authorisation <strong>of</strong> Night Vision Divices to<br />

CAPFs<br />

A Board <strong>of</strong> Officers was detailed by MHA for the<br />

task <strong>of</strong> re-authorisation <strong>of</strong> NVD to CAPFs. In this<br />

regard a meeting was organized <strong>of</strong> Board <strong>of</strong><br />

Officers for re-authorization <strong>of</strong> Night Vision<br />

Devices to CAPFs in J&K, LWE, NE Sectors. After<br />

detailed discussions the recommendations have<br />

been finalized.<br />

Nuclear Biological & Chemical Radiations<br />

Seminar on Counter Terrorism<br />

Seminar on Counter Terrorism organized by<br />

Maharashtra <strong>Police</strong> was attended by ADG, BPR&D<br />

<strong>and</strong> other senior <strong>of</strong>ficer. The Maharashtra Chief<br />

Minister addressed the Seminar. ADG, BPR&D<br />

also delivered speech on the occasion <strong>and</strong><br />

graced the dais.<br />

1. Officers <strong>of</strong> BPR&D inspected SPG Vehicles for<br />

procurement by BPR&D <strong>and</strong> prepared a<br />

detailed report.<br />

2. For the first time BPR&D has compiled<br />

The <strong>Bureau</strong> has invited <strong>Research</strong> Proposals for<br />

following areas :<br />

A. Stricter Laws for drunken driving <strong>and</strong> St<strong>and</strong>ard<br />

Operating Procedure for the Traffic<br />

Management.<br />

B. SMART <strong>Police</strong>men –Developing Designing <strong>and</strong><br />

Trial <strong>of</strong> High Performance Uniform Articles<br />

<strong>and</strong> Accessories.<br />

C. <strong>Development</strong> <strong>of</strong> Effective Non-Lethal<br />

Technologies/Equipment <strong>and</strong> Tactics for<br />

Countering Public Agitation with Minimum<br />

Force.<br />

D. Trial <strong>and</strong> Evaluation <strong>of</strong> IED Detection/<br />

Disabling Equipment.<br />

A number <strong>of</strong> proposals have been received <strong>and</strong><br />

research will be carried out in these areas in the<br />

coming months.<br />

Ballistic Testing <strong>of</strong> TATA Bullet Pro<strong>of</strong> vehicle<br />

BPR&D Officers inspected the Ballistic Testing <strong>of</strong><br />

TATA Bullet Pro<strong>of</strong> vehicle <strong>and</strong> a detailed report was<br />

prepared.<br />

Third installment <strong>of</strong> Rs. 75 lakhs to Punjab <strong>Police</strong><br />

for Meritorious Services on the occasion <strong>of</strong><br />

Republic Day, 2011. Shri Harjeet Singh, PA, Shri Y.<br />

BPR&D, Headquarters <strong>and</strong> Dr. PVK Prasad,<br />

Principal, CDTS, Hydrabad were conferred with<br />

Transferred<br />

Sh. MK Chhabra (IPS) Director, Modernization,<br />

BPR&D was given a warm send <strong>of</strong>f at a function<br />

held on 31-01-2012 at the new campus <strong>of</strong> <strong>Bureau</strong><br />

after he completed his deputation tenure in the<br />

<strong>Bureau</strong>. Mr. Chhabra will be on study leave before<br />

going back to his Cadre.<br />

DR. B V Trivedi, Dy. Director, BPR&D has been decorated with President's <strong>Police</strong> Medal for<br />

to the <strong>Bureau</strong> in the field <strong>of</strong> Criminology, <strong>Police</strong> <strong>Research</strong> <strong>and</strong> Correctional Admn. at the<br />

BPR&D bid farewell to its two Officers<br />

A warm farewell was accorded to Sh. Deshraj Tomar, Constable, BPR&D <strong>and</strong> Sh. Jay Prakash, Sub-<br />

Inspector on their retirement on 31st January, 2012. Sh. Tomar joined the Service on 07-12-1970 <strong>and</strong><br />

Sh. Jay Prakash joined the <strong>Bureau</strong> on 13-01-1971. Being Hospitalised , he could not attend the<br />

function but his two sons were present on the occasion.<br />
