With their recorded-recent reference by the Honorable Supreme Court to a BPR&D<br />
study <strong>of</strong> 1979, in their Judgment on <strong>Police</strong> Reforms, (Sept 22 nd 2006) delivered in the<br />
case <strong>of</strong> Prakash Singh & Ors vs. Union <strong>of</strong> India & Ors, drove home the message that,’<br />
you never know what works when’<br />
Message being: Keep persevering, for it does make the difference. Whatever the<br />
limitations or constraints—<br />
And we do know that the BPR&D had its fair share.<br />
Friends, this is also a gratitude space…..<br />

To Our Reader<br />
Even I was surprised upon joining here to find a wealth <strong>of</strong> information available in BPR&D.<br />
The various research studies available here, raise issues, which are relevant even today<br />
<strong>and</strong> present data which is timeless.<br />
This Compendium is an attempt to present <strong>and</strong> preserve this wealth <strong>of</strong> information<br />
in a summarized format, easier for all <strong>of</strong> us to use <strong>and</strong> refer to from time to time. Two<br />
content-tables viz. time-wise <strong>and</strong> subject-wise along with an index have been presented<br />
for your easy reference.<br />
I have no doubt that while going through this Compendium, you may find some<br />
mistakes <strong>and</strong> omissions. Please bear with them. We will do a better job in the next edition.<br />
The good news is that it will be hereafter a regular part <strong>of</strong> our publications.<br />
Completing this arduous task <strong>of</strong> compilation would not have been possible without<br />
bulk <strong>of</strong> the work done by Lalit Das, Assistant Director; Dr. Tapan Chakraborty, Assistant<br />
