provisions of the Agreement, the parties shall cooperate in the fight against terrorism,
organized crime, illegal narcotic drugs, psychotropic substances and precursors.
In 2010, the competent Latvian authorities have commenced the process of harmonization
of the following agreements:
• Agreement between the Government of the Republic of Latvia and the Government of
the Republic of Belarus regarding the regime of the Latvia—Belarus state border;
• Agreement between the Government of the Republic of Latvia and the Government of
the Russian Federation regarding places of crossing the Latvian-Russian state border. 167
Since agreements regarding cooperation in the field of prevention and combating of
organised crime envisage also potential cooperation in the field of prevention and combating of
illegal migration, draft agreements of the above-mentioned field with Russian, Tajikistan and
Turkmenistan are in the process of harmonization
All third-country nationals have the same rights to be employed in Latvia, in accordance
with the procedure for employment of third-country nationals included in the Immigration Law
and related Regulations of the Cabinet of Ministers.
The State Border Guard, within the framework of the "Agreement between the State
Border Guard of the Republic of Latvia and the Federal Migration Service of the Russian
Federation Regarding Cooperation in the Field of Combating Illegal Immigration", has
organised two visits of exchange of experience in 2010 that were related to the matters of
accommodation of illegal immigrants. The State Border Guard, within the framework of the
joint working party of Latvia and Russia for fight against illegal migration in 2010 has made
exchange of updated information between Latvia and Russia and has organised exchange of
risk analysis data between the State Border Guard and Pskov Regional Authority of the Federal
Security Services of the Russian Federation and Russian Federation. In 2010 within the
framework of the cooperation plan, meeting with representatives of the Border Guard
Committee of Belarus was organised in order to share experience of the State Border Guard
and the best practice in the field of immigration control. 168
Latvia is one of the member states which have signed the European Union Mobility
Partnership with Georgia which is one of the priority countries for Latvia in the framework of
the EU Neighbourhood Policy and the Development Cooperation Policy. Within the framework
