The Office of Citizenship and Migration Affairs has also prepared a draft law “Amendment to the Law “On Status of Permanent Resident of the European Community in the Republic of Latvia”” 180 , the purpose of which is the transposition of the provisions of the above-mentioned Direction, aligning of terminology with the Lisbon Agreement, an opportunity for non-citizens of Latvia to obtain a status, as well as other technical amendments. 181 ‣ Directive 2009/52/EC of the European Parliament and of the Councils of 18 June 2009 providing for minimum standards on sanctions and measures against employers of illegally staying third-country nationals. 182 Currently, Paragraph eight of Section 37 of the Labour Law transposes Clause 1 of Article 3 of Directive 2009/52/EC of the European Parliament and of the Councils of 18 June 2009. The abovementioned draft laws were submitted and announced at the meeting of the State Secretaries on 28 October 2010. 75 Cabinet of Ministers Regulation No.958 "Visa Regulations" of 12 October 2010, which has been issued in compliance with Paragraph three of Section 3, Clause 3 of Paragraph one of Section 12, Paragraphs three and four of Section 13 of the Immigration Law, harmonizes the procedure for issuance of national or long-term visas of Latvia with the practice of Schengen visa issuance, and it also reduces the administrative burden.
