‘MOVING TOGETHER FOR BETTER PUBLIC TRANSPORT’<br />
On 3rd June 2010, the Land Public Transport Commission (<strong>SPAD</strong>) was established following<br />
the passing of the Suruhanjaya Pengangkutan Awam Darat (<strong>SPAD</strong>) Act 2010 in Parliament,<br />
and on 31 January 2011 <strong>SPAD</strong> gained its full powers. <strong>SPAD</strong> brings the functions, previously<br />
spread across 13 departments, of drawing up policies, planning and regulating all aspects of<br />
train, bus and taxi services as well as road- and rail-based freight transport under one roof. It<br />
also has enforcement powers, which it carries out through close cooperation with other<br />
enforcement agencies. Mandated to lead the transformation of Malaysia’s public transport<br />
system to become the rakyat’s mode of choice, <strong>SPAD</strong> comes directly under the purview of the<br />
Prime Minister.<br />
The Government of Malaysia has high expectations for <strong>SPAD</strong> and ambitious targets have been<br />
set. This includes increasing the modal share for public transport in the Klang Valley to 25% by<br />
2015 during AM peak periods, as well as 750,000 AM peak public transport ridership with 75%<br />
of the population residing within 400m of UPT nodes.<br />
<strong>SPAD</strong> is cognisant of the fact that it has only one option: to deliver results, and deliver them<br />
fast. The Inaugural Land Public Transport Forum 2012 is thus timely and serves as a platform<br />
for inter-industry cooperation, furthering of mutual interests and for frank and open dialogue<br />
amongst stakeholders, with specific focus on key areas which are pivotal to the<br />
implementation of public transport projects nationwide. The Inaugural Land Public Transport<br />
Forum 2012 is also an opportunity for bilateral and multi-lateral cooperation to be stepped up<br />
so that objectives and priorities amongst key stakeholders are aligned, in order to ensure<br />
efficient distribution of resources and prevent unnecessary duplications.<br />

9.15 – 10.15am Session 1: Master Planning<br />
Master planning forms part of establishing the business case for a<br />
specific public transport line, particularly as the walk-in and ride-in<br />
catchments, will significantly affect potential patronage over time. Major<br />
development opportunities can be deliberately targeted but<br />
implementation issues can be particularly complex in higher density<br />
developments requiring three-dimensional thinking.<br />
Master planning also plays an important role in establishing the<br />
attractiveness of a specific system, as a means of encouraging ridership.<br />
This may be a particular challenge in environments where car ownership<br />
levels are high and climatic conditions mitigate against walking over<br />
distance.<br />

Successful Transport Oriented Design (TOD) is about integration of<br />
transport nodes with commercial enterprise and involves complex<br />
3-dimensional challenges with a 4th dimensional factor of time. If<br />
executed well, it will benefit developers and operators alike, enhance<br />
people’s lives, and improve the way a city can function.<br />
TOD is a widely recognized term, however, the fundamental principles of<br />
TOD are not widely understood. This session will set out the principles,<br />
and establish the objectives of TOD design, looking at it through the eyes<br />
of a developer or a government owned entity. The presentation will use<br />
completed projects as examples, and look at case studies, reflecting on<br />
why operators such as MTRC in Hong Kong places TOD high on its list of<br />
priorities.<br />

This presentation will introduce the key systems necessary for a complex<br />
modern metro system, and how they are derived from safety, operational<br />
and customer service requirements. As well as describing these systems,<br />
it will cover how requirements are identified and managed as well as<br />
systems engineering and integration. The presentation will include brief<br />
case studies drawn from relevant projects, particularly Mekah, Kuwait<br />
and London.<br />

This session will walk through the key stages in the delivery of major<br />
projects, focussing on programme management for the rail sector, taking<br />
examples from UK, Middle East, Africa and Asia. It will cover all stages of<br />
projects, from initial planning, through preliminary and detailed design,<br />
construction, commissioning and operations, plus subsequent<br />
extensions and upgrades. The importance of design freezes will be<br />
explained. Key issues for consideration at each stage of the project cycle<br />
will be presented, along with typical durations and the elements to be<br />
fixed at each stage.<br />
Different models for project delivery will also be reviewed, ranging from<br />
fully outsourced to fully in-house solutions. The level of experience and<br />
market maturity required to support each model will be discussed, along<br />
with advantages, disadvantages and risk profile for each model. Options<br />
for procurement will also be covered.<br />

The success of a transport system often lies with the customer experience. The<br />
needs of the pedestrian are often the significant driver in improving accessibility,<br />
realising revenue targets, reducing congestion through modal shift, as well as<br />
supporting the provision of transport equity across society.<br />
This session will explore what makes a successful design from a pedestrian<br />
viewpoint. Using our industry leading experience of pedestrian orientated<br />
design, we will focus on a range of elements such as city network connectivity,<br />
the journey experience, the ability of a design to accommodate the forecast<br />
demand for facilities, as well as how secondary systems such as real time<br />
information and wayfinding can further support the passenger journey.<br />

1. Managing Major Projects<br />
This presentation will aim to highlight some of the key success factors in managing<br />
major projects. Critical elements of successful approaches to controlling and<br />
managing projects, including resourcing, planning, monitoring, measuring actual<br />
progress, etc. will be discussed. Strategies for delivering efficiency within the project,<br />
including value engineering, early contractor involvement, etc. will also be presented.<br />
The importance of a structured approach to identification and mitigation of project<br />
risks will be explained.<br />
Options for procurement of design services and construction packages will be<br />
reviewed, along with the importance of careful planning of the strategy for packaging<br />
and interface management.<br />
The session will focus on large rail projects, and will be illustrated by reference to<br />
Atkins’ work in the Middle East (Dubai Metro, Etihad Rail, Kuwait Metro), major UK<br />
projects (CrossRail, High Speed 2) and Hong Kong projects for KCRC and MTR<br />
(West Rail, Express Rail Link, West Island and South Island Lines, Shatin to Central Link).<br />

2. London Olympics 2012<br />
As official engineering design services provider for the London 2012 Olympic and<br />
Paralympic Games, Atkins has led the transformation of the 246 hectares of<br />
contaminated industrial land into a park fit for Olympic venues and facilities, and is<br />
helping to deliver over 130 temporary venues around the UK.<br />

Over the last 6 years, it has gathered together civil, structural and specialist engineers,<br />
project managers, environmentalists, security experts and heritage teams, and they<br />
have been working side by side, with the client and with other consultants and<br />
contractors to get the job done. To date, the equivalent of almost 450,000 days has<br />
been spent designing, planning and managing engineering projects which will be<br />
vital to the success of the London 2012 Games.<br />

CURRICULUM VITAE OF PRESENTERS<br />
Session 1 – Master Planning<br />
Presenter: Mr Mark Harrison<br />
Senior Technical Director - Urban Planning & Consultancy, Asia Pacific, Atkins<br />
Mark has almost 30 years’ experience in Asia in urban planning and development. His experience<br />
includes large-scale master planning (new towns, CBD expansion, airport support communities),<br />
regional planning (regional plans, sub-regional plans), tourism and leisure (waterfront development,<br />
resort development, sports and leisure), urban policy (urbanisation, sustainable development,<br />
development intensity), infrastructure (ports, airports, roads, rail) and renewal (urban renewal,<br />
revitalisation, pedestrianisation).<br />
Career highlights include strategic planning for the urban spatial development of Shanghai, the<br />
redevelopment plan for the former international airport in Hong Kong, and planning for both the<br />
Holy City of Mecca and for Amman – the capital city of Jordan. Mark has worked extensively on the<br />
urban planning aspects of metro projects around Asia including schemes in Malaysia, Singapore,<br />
Hong Kong, China, Thailand, and the Philippines. He has also worked in Turkey, Jordan, Saudi<br />
Arabia, and the United Kingdom.<br />
Session 2 - Property Development & Transport Oriented Design<br />
Presenter: Mr Bertil de Kleynen<br />
Director - Architecture and Landscape, Asia Pacific, Atkins<br />
Bertil‘s 27 career year span has brought him vast international experience working around the world<br />
with particular focus on transport and transport-related mixed-use developments. In 1994, Bertil<br />
worked on the hugely successful Kowloon Station development, a circa 1 million square meter<br />
development located around and above MTR’s Kowloon Station, which is a major airport express<br />
railway station. The project involved master planning the railway and the development for phased<br />
construction, stitched together by retail. The project was built in 7 phases, and it has all been<br />
completed today. This was one of MTRC’s landmark projects in Transport Oriented Development<br />
and led the world in contemporary TOD design.<br />
Following this, Bertil worked on many other mixed use/transport projects such as: TWW Station and<br />
Development, Dubai Purple Line Airport and Developments, Peak Tram Station and Development,<br />
Abu Dhabi’s Landbridge Transport Hub and Development, California’s Anaheim TOD project and<br />
Chongqing Government TOD masterplan. These together with many independent railway, airport<br />
and mixed-use development projects in South East Asia and China were instrumental in developing<br />
Atkins’ TOD philosophy, geared at enhancing land values and return on investments for both railway<br />
agencies and private developers of transport infrastructure.<br />
Session 3: Railway systems<br />
Presenter: Mr Tim O’Neill<br />
Managing Director for Global Mass Transit and Communications Systems, Atkins Rail<br />
Tim is as an experienced systems engineer with over 20 years of railway experience, gained in both<br />
Client and Contracting organisations. He started his career in the defence industry as a microwave<br />
system design Engineer and subsequently moved into a wide range of rail related roles, progressing<br />
from project management to leading large operational delivery businesses.<br />
He has worked on many major rail projects in the UK, including Newcastle Metro upgrade, Jubilee<br />
Line Extension in London, West Coast Mainline Upgrade, Thameslink and the modernisation of<br />
over 100 London Underground stations. His business provides design and build services to<br />
Network Rail, London Underground and BAA (7 airports), on projects from feasibility to turnkey<br />
delivery.<br />
Whilst working for contracting organisations Tim has travelled extensively in mainland Europe,<br />
collaborating with multi-national companies to deliver system engineering solutions on complex<br />
multi-discipline projects. Tim has an enviable track record of leading business growth and business<br />
development.<br />
Session 4: Project Delivery Cycles & Delivery Models<br />
Presenter: Mr George Ramsbottom<br />
Director, Asia Pacific, Atkins<br />
George is responsible for railway infrastructure projects across Asia. In a career spanning over 30<br />
years, he has specialised in design management of large multidisciplinary projects, covering<br />
railways, highways, reclamation and marine works. His experience includes projects in UK, Middle<br />
East, Africa and Asia. His recent major rail projects include West Rail, Shatin to Central Link and West<br />
Island Line in Hong Kong, Dubai Metro Red Line and Green Line, and the Gautrain project in South<br />
Africa.<br />
His background is in civil engineering, but he has a deep knowledge of all aspects of railway design<br />
covering procurement and planning for new lines, pedestrian planning, railway systems,<br />
construction planning and sequencing of work, and interface management. He has a particular<br />
expertise in value engineering and design coordination for complex projects.<br />
Session 5: Pedestrian design for stations<br />
Presenter: Mr Andrew Hodgson<br />
Managing Consultant, Atkins UK, Highways & Transportation<br />
Andrew has overall responsibility for managing and developing the Pedestrian and Space Planning<br />
Sector for the Atkins Group. Working on projects across the globe, he and his team develop<br />
pedestrian orientated designs for the full range of transport and urban contexts; from mass transit,<br />
transit orientated developments and airports, through to city-wide and development specific<br />
streetscapes.<br />
Andrew’s role enables progressive collaboration and research between pedestrian planning,<br />
architecture and transport planning, where his particular focus has been on the use of pedestrian<br />
forecasting and movement analysis to underpin the value engineering of a design. By fully<br />
integrating the needs of the pedestrian and how crowds respond to a design, Atkins has delivered<br />
a unique range of transport infrastructure that has been specifically designed for the local context.<br />
This expertise has been vital for his role in leading the forecasting of all Spectator and Workforce<br />
travel for the London 2012 Olympic and Paralympic Games.<br />
Recently, Andrew and his team have enabled high quality station designs and the surrounding<br />
public realm for Mass Transit systems in Doha, Kolkata and Kuwait, alongside previous experience<br />
in Hong Kong and the UK. Andrew also led the UK Government study into the economic valuation<br />
of pedestrian facilities and public realm, and by linking these to pedestrian forecasting, has been<br />
used to drive the case for pedestrian orientated design at London’s Oxford Circus, a new footbridge<br />
at Adelaide Oval in Australia, and new Pedestrian Masterplans for Abu Dhabi and Canberra.
