ORDINANCE OF THE TOWNSHIP OF GLOUCESTER, COUNTY OF<br />

CAMDEN, NEW JERSEY, CANCELING CERTAIN FUNDED AND<br />

UNFUNDED APPROPRIATION BALANCES HERETOFORE PROVIDED<br />

FOR VARIOUS CAPITAL PROJECTS AND RE-APPROPRIATING SUCH<br />

FUNDED AND UNFUNDED APPROPRIATION BALANCES FOR OTHER<br />

CAPITAL PROJECTS<br />

Mr. Bianchini opened the public hearing.<br />

Mr. Joseph Reed of Millbridge spoke about this ordinance and questioned why the township is<br />

carrying old bond money. Mr. Bianchini stated that the Township bonds according to estimates<br />

given by the engineers and professionals. Mr. Reed stated that we have been paying interest on<br />

this money and suddenly we are spending it and he asked why. Mr. Cardis stated that we have<br />

done this in the past. He stated that the Township could re-appropriate this money or cancel it to<br />

capital fund balance. He stated that contingencies are built into many of the bond ordinances.<br />

Mr. Reed spoke about all the bonds that were on the ordinance.<br />

Chris Foschini discussed the ordinance that will appropriate the funds. He asked where the<br />

money is coming from and the cost of the vehicle. He stated that he has been a resident <strong>for</strong> over<br />

40 years and it is the Township’s obligation to residents. He stated that the vehicle is something<br />

the township needs to purchase. He stated that we could have an Emergency situation at any of<br />

our schools, and this vehicle will protect lives of children, and adults. He stated that the Police<br />

Chief does a fantastic job and he urges Council to purchase the vehicle.<br />

Debbie Shinn of Easton Court in Sicklerville stated that she has lived in New Jersey all of her<br />

life. She stated that she moved into Gloucester Township in 1989. She spoke about the purchase<br />

of the armored vehicle. She stated that she was originally objecting to this vehicle on the grounds<br />

that if the Police Department needs this vehicle to ensure the safety of the residents then maybe it<br />

is time to move. She stated that the township streets are bad, and she hopes that the township has<br />

made a good judgment call on this purchase and must balance the need and wants of the<br />

residents. She stated that we must communicate better with the Sheriff’s Department. She<br />

stated that as a taxpayer, she already bought and paid <strong>for</strong> one of these vehicles through her<br />

county taxes.<br />

Paul DiBartolo stated that he has raised 6 children and one grandchild in this township. He<br />

stated that he wrote a blog on Patch that he thought was misunderstood. He stated that Mr.<br />

Bilodeau talked about Gloucester Township schools security and stated that the Chief thinks that<br />

security is a community issue. Mr. DiBartolo stated that he feels that the township is being<br />

militarized. He stated that if his home was invaded, there is only one person he can count on,<br />

him<strong>self</strong>. He stated that it would have been good to have a community discussion on the issue to<br />

make the town secure. Mr. Bianchini stated that this was discussed at a workshop. Mr.<br />

DiBartolo stated that the police will still not have a presence throughout the township. .


A resident of Glen Oaks stated that his mind was made up prior to this meeting and asked why it<br />

just put into the paper yesterday; the township should be more open about this. Mr. Bianchini<br />

that this ordinance had been properly advertised in the newspaper as per State Statute.<br />

Mr. Brian Bates, an officer and FOP president stated that in the last few years violence has<br />

skyrocketed. He stated that this vehicle could move us <strong>for</strong>ward to prepare <strong>for</strong> these events.<br />

Gloucester Township Police will have this vehicle accessible to us at any time and the Police<br />

Department and the Township residents will benefit from this. He stated that if the vehicle<br />

could save one life then we need to purchase it.<br />

Joanne Foschini stated that she was a school employee retired after 43 years. She stated that she<br />

would like to see the township purchase this vehicle and have it available in this township.<br />

Mr. Ray Polidoro of Erial stated that with due respect to the officers, He stated that when he last<br />

spoke to Council he asked that the township utilize what is already available. He spoke about<br />

county's response to our statements, and he asked that be<strong>for</strong>e we move <strong>for</strong>ward, no doubt police<br />

deserve and need this vehicle and if the council has done their due diligence on buying this<br />

vehicle. Mr. Bianchini stated that the Chief of Police is the expert and the township will utilize<br />

his recommendation. He stated that the Chief has spoken with the county and has cleared up any<br />

misunderstanding.<br />

IN A SAFE AND SECURE COMMUNITIES PROGRAM ADMINISTERED BY THE<br />

DIVISION OF CRIMINAL JUSTICE, DEPARTMENT OF LAW AND PUBLIC SAFETY<br />

WHEREAS, the Township of Gloucester wishes to apply <strong>for</strong> $90,000 in funding <strong>for</strong> a<br />

project under the Safe and Secure Communities Program (Grant # 5752-13) and<br />

WHEREAS, the Township Council of the Township of Gloucester has reviewed the<br />

accompanying application and has approved said request, and<br />

WHEREAS, the project is a joint ef<strong>for</strong>t between the Department of Law and Public<br />

Safety and the Township of Gloucester <strong>for</strong> the purpose described in the application;<br />

NOW THEREFORE BE IT RESOLVED, by the Township Council of the Township<br />

of Gloucester that:<br />

1. As a matter of public policy the Township of Gloucester wishes to participate to the<br />

fullest extent possible with the Department of Law and Public Safety.<br />

2. The Attorney General will receive funds on behalf of the applicant.<br />

3. The Division of Criminal Justice shall be responsible <strong>for</strong> the receipt and review of the<br />

determined that there is a need <strong>for</strong> Cherrywood Road Improvement Program<br />

WHEREAS, sufficient funds have been provided, and<br />

WHEREAS, the Township Council received <strong>bid</strong>s or quotes<br />

NOW, THEREFORE, BE IT RESOLVED by the Township Council of the Township<br />

of Gloucester that the proper Township Officials are hereby authorized to enter into an<br />

WHEREAS, the developer of Canyon Creek has supplied the Township of Gloucester<br />

with securities covering this development, within the Township of Gloucester, and<br />

WHEREAS, the Engineer has inspected this project and has given his <strong>report</strong> to the<br />

Township Council of the Township of Gloucester, and<br />

NOW, THEREFORE, BE IT RESOLVED by the Township Council of the Township<br />

of Gloucester that the securities in the amount of $683,625.60 in the name of Profera Homes,<br />

Inc. be released upon the posting of an approved maintenance bond in the amount of $85,453.20<br />

RESOLUTION AUTHORIZING THE TAX COLLECTOR TO REFUND THE<br />

HOMEOWNER FOR INTEREST AND PENALTY INCURRED DURING THE TAX<br />

SALE 2012<br />

WHEREAS, on December 4, 2012, the amount of $77.40 was paid as interest and<br />

penalty along with $1,799.92 in taxes <strong>for</strong> Block 3003, Lot 18, known as 45 Stephan Drive,<br />

Glendora, NJ, and<br />

WHEREAS, the homeowner was unable to pay her taxes in a timely manner due<br />

to being hospitalized and,<br />

WHEREAS, the Mayor and Business Administrator have requested the interest<br />

and penalty to be re<strong>funded</strong> to the homeowner,<br />

THEREFORE, BE IT RESOLVED by Mayor and the Township Council of the<br />

Township of Gloucester, that the homeowner be re<strong>funded</strong> the interest and penalty in the amount<br />

of $77.40.<br />

RESOLUTION OF THE TOWNSHIP COUNCIL OF THE TOWNSHIP OF<br />

GLOUCESTER, CAMDEN COUNTY, NEW JERSEY AUTHORIZING THE SIGNING<br />

OF A CONTINUED AMENDING SHARED SERVICE AGREEMENT WITH THE<br />

GLOUCESTER TOWNSHIP MUNICIPAL UTILITY AUTHORITY (GTMUA) FOR<br />

GRASS, COMPOST AND RECYCLING<br />

WHEREAS. The Township Council of the Township of Gloucester is authorized to sign<br />

the amending of the Shared Service Agreement with the Gloucester Township Municipal<br />

Utilities Authority <strong>for</strong> the grass, compost and recycling; and<br />

WHEREAS. The Township of Gloucester and the Gloucester Township Municipal<br />

Utility Authority desire to amend the Shared Service Agreement <strong>for</strong> the implementation and<br />

administration of certain activities relating to the operation of a composting facility, the<br />

collection and disposal of grass and leaves, the recycling of glass, papers, plastics and cans<br />

within the Township of Gloucester; and<br />

NOW THEREFORE, BE IT RESOLVED by the Township Council of the Township<br />

of Gloucester, County of Camden and State of New Jersey, does hereby authorize the<br />

signing of the amended Shared Service Agreement with the Gloucester Township<br />

Municipal Utility Authority. A copy of the amended Shared Service Agreement is<br />

attached.<br />

RESOLUTION EXTENDING MEMBER PARTICIPATION IN THE<br />

COOPERATIVE PRICING SYSTEM AND AUTHORIZING THE<br />

TOWNSHIP OF GLOUCESTER TO EXTEND THE<br />

COOPERATIVE PRICING AGREEMENT WITH CAMDEN<br />

COUNTY<br />

WHEREAS, N.J.S.A. 40A:11-11(5) authorizes contracting units to enter into<br />

Cooperative Pricing Agreements; and<br />

WHEREAS, the County of Camden, hereinafter referred to as the "Lead Agency", has<br />

offered voluntary participation in a Cooperative Pricing System <strong>for</strong> the purchase of work,<br />

materials, supplies and services; and<br />

WHEREAS, the Township of Gloucester, County of Camden, State of New Jersey,<br />

wishes to continue their participation in the Camden County Cooperative Pricing System.<br />

NOW, THEREFORE, BE IT RESOLVED on this 28th day of January by the<br />

Township Council of the Township of Gloucester, County of Camden, State of New Jersey that<br />

Gloucester Township does hereby extend their participation in the Cooperative Pricing<br />

Agreement with Camden County.<br />

MAYOR’S REPORT<br />

Mayor Mayer thanked Mr. Mercado and Council <strong>for</strong> helping with the Martin Luther King Day of<br />

Service. He stated that it was a wonderful day of service and over 250 volunteers turned out to<br />

help. He thanked Mr. Mercado again as well as all the residents who volunteered. He also stated<br />

that he and council have been attending the various fire company installation dinners. He<br />

thanked all of them <strong>for</strong> their service to the township. Mayor Mayer stated that tomorrow the<br />

township will be receiving their Leadership award from Sustainable New Jersey. He also stated<br />

that the township will be receiving their Silver Certification tomorrow <strong>for</strong> their continued work.<br />

He also reminded everyone about the Citizens Police Academy. He encouraged everyone to sign<br />

up.<br />

PUBLIC PORTION:<br />

Mr. Bianchini opened the Public Portion.<br />

Mr. Joseph Reed of Millbridge spoke about the closed session meeting and questioned the closed<br />

session resolution. Mr. Carlamere explained the items listed on the Closed Session Resolution<br />

are the reasons the Council could legally go into closed session.<br />

Mr. Polidoro congratulated the new police officers. He questioned the MUA resolution – and<br />

asked if the township was compensated <strong>for</strong> all the work that they do. He asked about the<br />

revenue realized by the GTMUA <strong>for</strong> recycling. Mr. Cardis stated that the global agreement<br />

covers the GTMUA’s expenses in conjunction with the recycling. He stated that the projected<br />

revenues from the compost are deducted from the cost of the compost facility. He stated that the<br />

money goes back into the township. He asked why Gloucester Township does not have a liaison<br />

on either of the school districts. Mr. Cardis stated that the laws have only recently changed about<br />

how council would work with a defeated budget. Mr. Bianchini stated that it is a separate<br />

elected body and Mr. Carlamere stated that they are separate entities. He stated that we only<br />

have liaisons to committees and boards. He also asked if Council member’s texting during a<br />

meeting were OPRAable, and could they e-mail through the lap tops on the dais. Mr. Mercado<br />

asked Mr. Polidoro if he was implying that they were e-mailing each other. Mr. Polidoro stated<br />

that someone else had asked him.<br />

Joanne Carr of Timberbirch asked about the condition of the roof of the municipal building. Mr.<br />

Moffa stated that roof repairs are in this year’s capital budget.


There being no further comment, the public portion was closed.<br />

POLLING OF COUNCIL:<br />

Mr. Hutchison congratulated all the officers that were sworn in. He congratulated the stallions<br />

on their impressive season. He stated that he is in support of the acquisition of the Police<br />

Vehicle. He stated that if it saves someone’s life, it is worth it.<br />

Mr. Siler congratulated the 3 officers and the promoted officer. He congratulated the Stallions<br />

on their victory. He stated that he also supports the acquisition of the Police vehicle and the<br />

township should offer all the police and citizens all the protection they can.<br />

Mrs. Trotto congratulated the Police <strong>for</strong> receiving the National Night Out Award. She<br />

congratulated those officers that were sworn in as well as the Stallions. She thanked Mr.<br />

Mercado <strong>for</strong> a great Day of Service event. She stated that she worked alongside her family and it<br />

was a wonderful experience. She stated that some of these projects and programs are available<br />

throughout the year. She also stated that she supports the purchase of the police vehicle and<br />

appreciates the ef<strong>for</strong>ts of the Police Department.<br />

Mr. Mercado thanked everyone <strong>for</strong> coming to the meeting. He thanked the Mayor and his<br />

colleagues <strong>for</strong> their help with the service projects in the spirit of Martin Luther King. He also<br />

congratulated the new police officers and the new Sergeant. Mr. Mercado also congratulated the<br />

Police Department <strong>for</strong> the National Night Out Award. Mr. Mercado stated that Chief Earle has<br />

emphasized community policing and he stated that it is incumbent upon everyone to do their<br />

part.<br />

Mr. Bianchini thanked the residents <strong>for</strong> coming to the meeting. He congratulated the officers as<br />

well as the Stallions. He also congratulated the Police Department on the National Night Out<br />

Award and stated that Gloucester Township is best in the state. He stated that everyone knows<br />

his feelings on the armored vehicle and he stated that Chief Earle has done more policing with<br />

the same amount of staff and things never stay the status quo.<br />

Mr. Siler made a motion to adjourn, seconded by Mr. Hutchison. Roll call vote: All in favor.<br />
