Marketing Sub-Sector<br />

Lack of reliable, rewarding market is one of the biggest constraints to development of the<br />

agricultural sector. Large volumes of fruits <strong>and</strong> vegetables rot yearly due to lack of market.<br />

Produce market centres are few <strong>and</strong> most undeveloped <strong>and</strong> space provided may be too small in<br />

a number of cases. Organised produce collection centres are few. Farmers in many areas lack<br />

bargaining power, as are not organised, <strong>and</strong> have no bargaining skills. Also market access is in<br />

many cases ham<strong>per</strong>ed due to poor or non-existence of roads; <strong>and</strong> where they exist, transport<br />

charges are in any case high. Export crops markets are likely shrinking due to the global<br />

meltdown; <strong>and</strong> prices offered are depressed. In addition there are no quality assurance measures<br />

in place for several crops almost country-wide. Indeed, one could go on <strong>and</strong> on, as the problems<br />

are many as already discussed in the market section above.<br />

Now, priority areas for this sub-sector:<br />

i) Mount vigorous search for new markets for Tanzania’s crop commodities (traditional <strong>and</strong> non<br />

traditional; raw <strong>and</strong> processed), Livestock products (live animals, beef, hides <strong>and</strong> skins), <strong>and</strong><br />

livestock tertiary livestock products (leather, shoes, belts, h<strong>and</strong> bags, <strong>and</strong> so on. Sector should all<br />

possible innovative means – work with Tanzania Trade Centres abroad & embassies abroad; arrange/<br />

participate in trade fairs (where relevant products are presented); contact prospective buyers <strong>and</strong> soliciting<br />

orders; arrange promotional trade tours (as they do for the Tourism Industry)<br />

ii) In collaboration with LGA (<strong>and</strong> respective communities) <strong>and</strong> other stakeholders develop a<br />

nation-wide marketing infrastructural packages system, This will be an extension of what<br />

AMSDP is doing; but should be more intensified horizontally <strong>and</strong> vertically. The system<br />

packages could in fact be a mirror image of what was done <strong>and</strong> how it was done under PEDP<br />

(Primary Education Development Programme) or now SEDP (Secondary Education<br />

Development Programme). Thus government in partnership with the LGA communities (<strong>and</strong><br />

other stakeholders, including the private sector) will implement LGA level marketing<br />

infrastructural packages that will comprise:<br />

- construction of attractive village (or at least ward) level modern produce collection/<br />

marketing centres (with full facilities - fence, receiving concrete floor-provided sheds,<br />

concrete floor-provided sheds selling sheds, ample storage, reasonable secure parking for<br />

lorries <strong>and</strong> other vehicles; <strong>and</strong> should also be provided with utilities (water <strong>and</strong> even<br />

electricity if possible) <strong>and</strong> paid for, private run, toilets <strong>and</strong> baths. Even the surroundings<br />

could be provided with modern restaurants <strong>and</strong> good l<strong>and</strong>scape, to make the<br />

marketplace area really attractive; <strong>and</strong> do away with the current ramshackle existing in<br />

many so- called markets. To avoid too much congestion only raw <strong>and</strong> processed<br />

agricultural commodities would be sold in the area designated as market area, including<br />

any of its developed area. There should be no other construction in the premises of the<br />

market area, except the ones indicated<br />

- construction of modern District level agricultural produce market place. This would be<br />

much larger ( anything from 4 to 10 ha); <strong>and</strong> this does to be built in the present<br />

municipal centres. It should have facilities much as stated for the villa, but they will be<br />

much larger. There could also be a large, budget hostel to house customers that would<br />
