Nevertheless, while the <strong>Ministry</strong> is to be commended for its achievement for the particular year,<br />
there is still huge number of irrigation potential hectares in the country. There are 7 million<br />
hectares of high <strong>and</strong> medium potential irrigation l<strong>and</strong>. Thus, given the present level of resource<br />
allocation to the <strong>Ministry</strong> it will take some 330 years (3.3 centuries) to develop the whole high<br />
<strong>and</strong> medium irrigation potential l<strong>and</strong>.<br />
What to be done<br />
- at national level<br />
The government needs to create an enabling environment to attract medium <strong>and</strong> large scale<br />
serious investors in this area.<br />
What kind of enabling environment is needed<br />
i) Government should try <strong>and</strong> provide a bigger budget for developing irrigation infrastructure<br />
ii) Government should consider increasing level of tax holiday to medium <strong>and</strong> large scale<br />
investors in irrigation.<br />
iii) The newly established L<strong>and</strong> Bank should have at h<strong>and</strong> large tracts of irrigable potential<br />
l<strong>and</strong>, ready for investment by serous farming investors; <strong>and</strong> no red-tape to potential, serious<br />
investors wishing to have long-term lease for sizable l<strong>and</strong> for irrigation investment. Title deeds,<br />
in particular, should be readily available.<br />
iv) L<strong>and</strong> for irrigation investment should be in reasonable size blocks of say about 4,000 ha for<br />
large scale farming <strong>and</strong> 500 to 1,000 ha for medium scale farming (this latter being largely for<br />
