1.3 The consultancy assignment<br />
1.3.1 Terms of Reference (TOR) <strong>and</strong> objective <strong>and</strong> scope of the study assignment<br />
1.3.1.1 Overall Objective of the Review<br />
The overall objective of the 2009/10 ASR <strong>and</strong> PER (as <strong>per</strong> TOR) is to assess the <strong>per</strong>formance of<br />
the agricultural sector on poverty reduction (as <strong>per</strong> MKUKUTA targets); <strong>and</strong> also to assess the<br />
level of public budget <strong>and</strong> expenditures in the sector in relation to sector <strong>per</strong>formance; in the<br />
context of CAADP.<br />
1.3.1.2 Objective of the study Assignment<br />
The objective of the study assignment is essentially to carry out <strong>per</strong>formance review of the<br />
Agricultural Sector <strong>and</strong> PER for year 2009/2010 <strong>and</strong> make recommendations for way-forward<br />
for the sector.<br />
1.3.1.3 Geographical <strong>and</strong> Institutional Coverage<br />
Apart from Dar es Salaam, field work was carried out in eight other regions, namely; Tanga,<br />
Kilimajaro, Arusha, Mwanza , Mara, Morogoro, Iringa <strong>and</strong> Mbeya.<br />
In Dar es Salaam, the study covered all the sectoral Ministries (namely, <strong>Ministry</strong> of <strong>Agriculture</strong> <strong>Food</strong><br />
Security <strong>and</strong> Coo<strong>per</strong>atives (MAFC), <strong>Ministry</strong> of Livestock Development <strong>and</strong> Fisheries (MLDF) but<br />
excluding Fisheries Sector, <strong>Ministry</strong> of Water <strong>and</strong> Irrigation, <strong>and</strong> PMO - Regional Administration <strong>and</strong><br />
Local Government; also other relevant government Ministries (including <strong>Ministry</strong> of Finance &<br />
Economy) agencies (including Bank of Tanzania, National Bureau of Statistics, <strong>and</strong> so on), as well as<br />
some private sector entities.<br />
In the regions the study covered the RAS offices, DED offices, the farming community, traders <strong>and</strong> NGO/<br />
CBOs.<br />
1.4. Scope of work for the consultancy assignment. This was as follows:<br />
i) As <strong>per</strong> the TOR, the activities to be undertaken for the <strong>Agriculture</strong> Sector Review are<br />
presented here ( in slight change in order). These are to:<br />

Assess sectoral (policy <strong>and</strong> regulatory framework) <strong>and</strong> sub-sectoral (irrigation,<br />
crop, livestock, <strong>and</strong> marketing) <strong>per</strong>formance since 2006 with particular emphasis on<br />
attainment of MKUKUTA targets.<br />

Assess the <strong>per</strong>formance of the sector in ensuring national food security.<br />
