3.1. Literature review<br />

The literature review set <strong>the</strong> context for <strong>the</strong> o<strong>the</strong>r phases <strong>of</strong> <strong>the</strong> project.<br />

Building on team members’ experience in this area, an extensive literature<br />

search on ways <strong>of</strong> evaluating <strong>CPD</strong> was conducted. This literature review drew<br />

directly on literature relating to <strong>CPD</strong> evaluation.<br />

The review drew on a wide range <strong>of</strong> sources, including <strong>the</strong> ERIC database,<br />

abstracts in various fields, library searches and contacts with key informants<br />

such as <strong>the</strong> EPPI Review Group. Endnote was used to record references and<br />

compile a comprehensive annotated bibliography.<br />

The literature review identified effective and innovative evaluative methods for<br />

<strong>CPD</strong>. These methods, as well as o<strong>the</strong>r findings from <strong>the</strong> literature review,<br />

informed <strong>the</strong> construction <strong>of</strong> <strong>the</strong> survey and interview phase schedules, and<br />

<strong>the</strong> creation <strong>of</strong> <strong>the</strong> Route Map.<br />

3.2. Survey<br />

The survey phase <strong>of</strong> <strong>the</strong> project provided a large-scale representation <strong>of</strong><br />

views among practitioners and stakeholders. Copies <strong>of</strong> <strong>the</strong> survey<br />

instruments may be found in Appendix 6.<br />

Teachers and <strong>CPD</strong> co-ordinators 1 were asked to report <strong>the</strong> range <strong>of</strong> <strong>CPD</strong><br />

activities <strong>the</strong>y had experienced and <strong>the</strong>ir effectiveness in order to provide<br />

information on <strong>the</strong> range <strong>of</strong> <strong>CPD</strong> used. They were <strong>the</strong>n asked to focus on <strong>the</strong><br />

evaluation <strong>of</strong> <strong>CPD</strong> including its prevalence, methods used and <strong>the</strong>ir<br />

judgements <strong>of</strong> relative effectiveness. These findings are compared with <strong>the</strong><br />

Guskey model explained in above. This proposes a hierarchy <strong>of</strong> five outcome<br />

levels to which we have added two more.<br />
