Foreword<br />
Organizations worldwide are adapting to a changing competitive<br />
environment. Outsourcing, global business expansion, national<br />
security, rapid changes in information technology, and fierce<br />
competition between existing and emerging companies in the<br />
commercial and government sectors are all elements of this new<br />
environment. <strong>CSC</strong> helps clients face these challenges through its<br />
Centers of Excellence.<br />
<strong>CSC</strong> boasts 17 unique Centers of Excellence – all designed to help clients<br />
succeed through innovative IT solutions and strategies. Each Center is<br />
staffed with a pool of talented people focused on IT segments of interest<br />
in the commercial and government arenas. The Centers’ focus on specific<br />
domains enables clients to tap expertise in their particular area of need.<br />
Center experts often participate in beta testing of emerging technologies,<br />
enabling the Centers to stay at the forefront of product development and<br />
at times influence the outcome. The Centers of Excellence program<br />
fosters a networked community of Centers. Centers are encouraged<br />
to communicate and share knowledge with each other to leverage their<br />
specialized expertise for all clients.<br />
<strong>CSC</strong> establishes Centers of Excellence according to rigorous criteria.<br />
All Centers have a designated set of resources, including a dedicated<br />
demonstration facility. Because the Centers are not static but change<br />
with technology discoveries and market needs, the Leading Edge Forum<br />
continually evaluates the Centers to ensure relevance and ongoing viability<br />
as well as to identify new Centers.<br />

The Aerospace Communications and Engineering Center of Excellence brings to <strong>CSC</strong> clients unparalleled aerospace<br />
knowledge in areas such as flight software, simulations, planning and scheduling, space communications, data processing,<br />
flight dynamics and systems engineering. Leveraging over 30 years of experience and expertise from serving the needs of the<br />
U.S. National Aeronautics and Space Administration (NASA), the U.S. National Oceanic and Atmospheric Administration<br />
(NOAA), and the aerospace industry across many disciplines, the Center offers innovative solutions to critical problems<br />
throughout the federal and commercial sectors.<br />
The Center’s leading-edge spacecraft support and operations solutions are adaptable to the broader aerospace industry and<br />
can be used in a variety of commercial applications in aerospace. The high reliability needed in aerospace systems translates<br />
to other applications as well, such as applications for power plants, factories, train stations, hospitals and network-centric<br />
warfare. The Center’s existing solution set offers tailorable plug-and-play components, scalability, planned technology<br />
innovation infusion, technical flexibility and reduced cost of development and operations.<br />

---The Center maintains three in-house lab facilities that can be leveraged for a variety of purposes including newer<br />
technology validation, prototype design and development, demonstrations, and project development. The labs enable <strong>CSC</strong><br />
to effectively design, develop, test and manage aerospace and commercial projects. The Center maintains its cutting-edge<br />
focus through well-established, close -working relationships with numerous alliance partners and more than 10 universities.<br />
<strong>CSC</strong> and clients working with the Center benefit from the concentrated expertise of over 50 focused professionals with PhD,<br />
Masters, or Bachelor of Science degrees, including <strong>CSC</strong>’s astronaut-astrophysicist Dr. Ron Parise, who has flown as a mission<br />
specialist on two shuttle missions. Center staff participate in the American Institute of Aeronautics and Astronautics (AIAA),<br />
Institute of Electrical and Electronics Engineers (IEEE), American Astronautical Society (AAS), American Geophysical<br />
Union (AGU), and other professional and standards organizations. The Center is part of a business unit with ISO 90<strong>01</strong>:2000<br />
registration and Software Capability Maturity Model (SW-CMM) Level 5 independent certification from the Software<br />

<strong>CSC</strong>’s Air Traffic Management Center of Excellence supports the worldwide aviation community with air traffic<br />
management (ATM) solutions that range from the research of new concepts and decision support tools to the development,<br />
deployment and operation of ATM systems. With more than 30 years of experience in ATM, <strong>CSC</strong>’s unique capabilities span<br />
areas such as air traffic flow optimization, regional metering, air-ground data link and tactical air traffic control for all<br />
phases of flight. The Center’s labs in New Jersey, Maryland, Massachusetts and California demonstrate <strong>CSC</strong>’s capabilities not<br />
only as a product-independent ATM systems integrator but also as a systems and applications developer.<br />
The Center is active in both developing enhancements to today’s ATM system and exploring new operational concepts for<br />
future ATM. ATM encompasses the broad range of systems that interact with air traffic control, including traffic flow<br />
management systems, airline operations systems and techniques, and aircraft systems. The Center specializes in applying the<br />
latest information technologies to ATM. This includes business rules, system-wide data and metadata approaches, and <strong>CSC</strong>’s<br />
e4 SM methodology for developing new decision support tools and integrating them with legacy ATM systems.<br />
Activities at the Center include research, design, development, and deployment of<br />
new computer systems for:<br />
• Air traffic flow management<br />
• Near-real-time operations and control of air traffic using ground-based and aircraft-based technologies<br />
• Strategic planning (several hours in advance) for near-real-time operations<br />
• Analysis and modeling of potential future operational concepts and future decision support tools<br />
• <strong>Security</strong> enhancement of the air transportation system<br />
• Modeling of predicted future air transportation loads and potential benefits from new operations concepts and new<br />

Resources<br />
The Center is an active participant in NASA research efforts, developing new concepts and prototypes for<br />
ATM systems of the future. Products developed by <strong>CSC</strong> under this research model are being prototyped and<br />
used in ATM operations.<br />
Center employees are active participants in the Air Traffic Control Association and regularly provide papers<br />
and conference briefings at the annual ATCA Conference. Center specialists also actively participate in RTCA,<br />
the industry-wide standards organization for ATM. Many Center specialists are former professors or<br />
currently serve as adjunct professors at colleges and universities.<br />

Banking<br />
The Banking Center of Excellence showcases <strong>CSC</strong>’s business expertise and technology prowess in the retail banking industry.<br />
The Center provides banking solutions for clients worldwide in the areas of core banking, card and electronic payment<br />
systems, customer relationship management, remittance processing, loan processing and servicing, and check image<br />
archiving. Some of the world’s largest financial institutions rely on these function-rich, scalable solutions to support<br />
mission-critical processing. These solutions include Hogan Banking and K3000 (Europe) for core banking; CAMS II Credit<br />
Card for card, merchant and debit card management; CheckVision for check imaging; and FraudVision for fraud detection.<br />
The Center and IBM have joined forces to deliver world-class solutions that combine <strong>CSC</strong>’s hands-on systems integration<br />
proficiency and deep industry knowledge with the Web-based design and open-standards-based technology of IBM. <strong>CSC</strong><br />
and IBM have teamed together to leverage IBM software and hardware to develop prepackaged, repeatable enterprise<br />
applications and next-generation solutions. Through this relationship, <strong>CSC</strong> has leveraged IBM’s Knowledge Solutions Lab<br />
and the training certification programs based on IBM technologies.<br />

The Center is staffed by over 350 banking and cards industry and application experts, project managers,<br />
solution programmers and solution architects from a global resource pool. This pool provides a range of<br />
capabilities customized for retail banking: business assessments, business process engineering, systems design,<br />
solution implementation, systems integration, technical architecture services, training and customer support.<br />
The Center’s technology resources have been certified in the following IBM technologies and certifications:<br />
TotalStorage, eServer, Ready for Tivoli, and ClusterProven system designations. The Center’s resources also<br />
carry the specific Project Management, Six Sigma, and Software Engineering Institute (SEI) Capability<br />
Maturity Model (CMM) certifications and designations that are appropriate for their regional center.<br />

The Best Manufacturing Practices (BMP) Center of Excellence is one of several technical Centers of Excellence sponsored by<br />
the Manufacturing Technology Program in the U.S. Office of Naval Research. <strong>CSC</strong> is an integral component of the BMP<br />
Center, providing critical engineering and technical expertise.<br />
A winner of the Innovation in American Government and Hammer Award, the Center’s goal is<br />
to improve the global competitiveness of the U.S. industrial community by identifying,<br />
validating and documenting best practices in manufacturing. By sharing best practices among<br />
industry, government and academia, the Center has become a national resource for helping<br />
organizations benchmark with the best, apply lessons learned from industry, and avoid costly<br />
and time-consuming duplication of effort. The Center’s experts foster sharing of information by regularly speaking at<br />
industry, government and academic conferences as well as colloquia and workshops.<br />
For over a decade, <strong>CSC</strong>’s role has been to provide expert engineering and analytical and technical support to the BMP Program<br />
Manager to disseminate best practices and technology throughout industry. <strong>CSC</strong> has made significant contributions to technical<br />
risk identification and mitigation, process improvements and emerging technologies.<br />
The <strong>CSC</strong> technical staff consists of engineers, scientists and various other subject matter experts. Their extensive experience<br />
includes material, component, product, design and failure analyses of metallic, semi metallic and polymeric components.<br />
Techniques used to solve materials problems include thermal, stress and vibration analyses; optical microscopy; scanning<br />
electron microscopy/energy dispersive X-ray analysis (SEM/EDX); and Fourier Transform Infrared Spectroscopy (FTIR).<br />
Capabilities<br />
• Deployment of the Technical Risk Identification and Mitigation System (TRIMS) and Program Manager’s Work Station<br />
(PMWS), both developed by <strong>CSC</strong> on behalf of the U.S. Navy for implementation within the Defense Acquisition<br />
community.These applications are a critical tool for early identification and mitigation of technical risks throughout the<br />
manufacturing process life cycle.<br />
• Technical experts who benchmark best practices throughout the U.S. industrial base on behalf of the U.S. Navy and the<br />
Office of Naval Research.<br />
• Identification of quantifiable metrics, analysis of data, and development of improvement plans in compliance with Six<br />
Sigma quality requirements.<br />

The Center partners with the Defense Acquisition University, the U.S. Department of Commerce’s Bureau of<br />
Industry and <strong>Security</strong>, and the University of Maryland’s Maryland Technology Enterprise Institute (MTECH) and<br />
Clark School of Engineering. These partnerships strengthen the U.S. industrial base by further broadening the<br />
reach of BMP’s core competencies throughout government, industry and academia.<br />

Border and Immigration Solutions<br />
In the face of growing populations, changing socioeconomic realities marked by increased population migration, rising<br />
levels of economic interdependence and a shifting global security environment in which terrorism blends with transnational<br />
criminal activities, governments face complex challenges associated with balancing economic and political openness against<br />
critical security concerns. On the domestic front, immigration and border control services are expected to accurately and<br />
affordably mediate the problems associated with managing high volumes of cross-border traffic while accommodating the<br />
free flow of commerce according to dynamic immigration policies and threat levels.<br />
<strong>CSC</strong>'s Border and Immigration Solutions (BIS) Center of Excellence is designed to help government organizations achieve<br />
their border security and immigration goals by deploying solutions involving large-scale management of personally<br />
identifiable information (e.g., drivers' licenses, passports, voter registration IDs, national identity cards), credential applicant<br />
risk analysis (e.g., visas), border event case management and immigration services delivery and enforcement. The Center's<br />
mission is to provide clients with one-stop access to solution planning capabilities for projects involving the assessment of<br />
identity claims (e.g., civil identification, immigration processing); the evaluation of immigration, criminal and national<br />
security risks; sharing of intelligence and information; deployment of reliable identity credentials (e.g., national identity,<br />
passports, trusted traveler programs); issuance of visas and other secure documents; and management of cases and<br />
incidents. Principal consultants provide a combination of subject matter expertise, business and political acumen and<br />
consulting and system integration experience to facilitate the creation, delivery and support of well designed, comprehensive,<br />
practical and achievable customer-focused solutions.<br />

As organizations develop their information systems platform strategy, process management and application integration have<br />
become primary considerations. e4SM is <strong>CSC</strong>’s platform for systems and process integration, delivering business process<br />
management (BPM) solutions since 1998. <strong>CSC</strong>’s e4 and BPM Center of Excellence helps clients make sense of the<br />
integration landscape by enabling process innovation under business control.<br />
The Center advocates an operationally proven service-oriented architecture that defines, enables and manages the exchange<br />
of business information through a process view that incorporates employees, customers, partners, applications and<br />
databases. It brings together state-of-the-art technologies in the areas of middleware, application server, enterprise portal,<br />
process repository and process server software. The result: streamlined internal and external business processes, elimination<br />
of redundancies, increased automation and end-to-end visibility, control and accountability.<br />
The e4 and BPM approach uses a scalable, robust, plug-and-play architecture suitable for the automation of relatively simple<br />
commodity processes as well as complex dynamic processes. It is most relevant where processes are fluid and difficult to<br />
coordinate across numerous parties and where the focus of management attention is on continual process optimization and<br />
improved decision-making.<br />
The e4 architecture is based on preferred technologies, open standards and well-defined interfaces, allowing the delivery of<br />
complex systems in weeks that would otherwise take months or even years. The Center focuses on large-scale applications,<br />
providing industrial-strength solutions that support end-to-end transactional processes across a heterogeneous IT<br />
landscape. It embraces relevant open and de facto standards such as the Java 2 Platform Enterprise Edition (J2EE) and<br />
Business Process Management Initiative (BPMI) standards and schema, as well as industry standards such as Straight<br />
Through Processing (STP) and Supply Chain Standard Practice (SCOR). Using the e4 approach, organizations can be<br />

Capabilities<br />
The Center offers full life cycle expertise in BPM and e4 including, respectively: strategy, solution design, delivery and<br />
maintenance (BPM), and process discovery, deployment, execution, operations, optimization, simulation and analysis (e4).<br />
Experts maintain working knowledge of a wide range of process tools, platforms and technologies covering the process<br />
life cycle, particularly in service-oriented architecture and process-oriented architecture.<br />
To ensure that work conducted by the Center is adequately resourced, the Center’s staff is structured around an associates<br />
program. Associates include staff from <strong>CSC</strong> lines of service, vendors, suppliers and partners, and belong to one of five<br />
associate streams. The involvement of associates in the work of the Center depends on which stream they belong to.<br />
The Center employs a manager who is responsible for the day-to-day running of the Center and is supported by a global<br />
leadership team that provides direction and guidance. The team comprises <strong>CSC</strong> chief architects and BPM experts from<br />
around the globe.<br />

The ENMS Center provides an integrated laboratory environment in Chantilly, Virginia to develop, integrate,<br />
demonstrate, test, model and evaluate new concepts, processes, hardware and tools. The lab environment replicates<br />
many of the systems leveraged in <strong>CSC</strong> data centers, as well as those that reside in <strong>CSC</strong> customer environments. The lab<br />
is equipped with a significant network infrastructure, along with modeling and load simulation tools for replicating<br />
real-life scenarios, prototyping design and development projects, or exploring new service expansion in the<br />

Testing is a crucial step in the development of information systems. The Test Automation Center of Excellence is chartered as<br />
a matrix organization to provide staffing, centralized automated testing solutions, and a knowledge base for use across<br />
corporate programs and projects. The goal: to improve test quality and streamline the timelines associated with testing in the<br />
system development life cycle.<br />
The Center’s expertise includes test planning, test preparation, test automation, test execution, test status accounting and<br />
<strong>report</strong>ing, requirements analysis and defect management. Center staff specialize in using Mercury Interactive’s Quality<br />
Center and Performance Center enterprise software to provide consulting services and support for <strong>CSC</strong>’s clients and lines of<br />
business; conducting performance testing and test script automation using Mercury’s QuickTest Professional, WinRunner,<br />
XRunner and LoadRunner products; and showcasing <strong>CSC</strong>’s test automation capabilities for current and potential clients.<br />
Center staff also specialize in assisting projects in gaining visibility, control and overall operational efficiency using Mercury’s<br />
IT Governance software.<br />
Center personnel help <strong>CSC</strong> and client organizations minimize the recurring costs of instantiating and running multiple<br />
automated testing solutions for individual programs and projects across the enterprise. Organizations can implement<br />

The Center is staffed with experienced, tools-specific test engineers and developers. The Center leverages <strong>CSC</strong>’s alliance<br />
with Mercury Interactive and is strategically involved with the development and deployment of Mercury’s products.<br />
Center staff carry certification from the International Information Systems Examinations Board, Foundation<br />
Certification in Software Testing. The Center has a proven track record for providing technical leadership and<br />
customer satisfaction. Its staff has received the NASA Space Flight Awareness Award and was nominated for the<br />
2003 NASA Programs Business Area Excellence Award in Process Improvement.<br />
Center staff have been involved with test automation activities on several contracts for over 13 years. Staff have<br />
presented at Mercury User Group conferences, the Software Testing Forum for the National Capitol Area, and<br />

The Test Automation Center of Excellence has established an Enforcement, <strong>Security</strong> and Intelligence (ESI) Test Automation lab.<br />
This lab supports performance and test automation for <strong>CSC</strong>’s next-generation enterprise portal. It is also available to support<br />
<strong>CSC</strong> corporate projects. The lab includes research and development and proof-of-concept work for test automation efforts,<br />
providing <strong>CSC</strong> staff hands-on access to test automation tools along with centralized knowledge to support these activities.

For over 25 years, the Training Center of Excellence has been meeting the needs of government and commercial clients to<br />
create and sustain human capabilities in the workspace. The Center assists organizations in maximizing the abilities of their<br />

design, develop and implement effective solutions.<br />
With more than 200 full-time professionals, the Center produces a full range of human performance solutions. At one end<br />

subject matter experts to work together remotely, using only a Web browser, to produce training that conforms to the<br />
Sharable Content Object Reference Model (SCORM) and complies with Section 508 of the U.S. Rehabilitation Act.<br />
The Center’s Collaborative Document Development System provides a consistent, standardized methodology for program<br />
document development and review. It is a suite of software and business applications that enables organizations to develop<br />
and deliver critical information rapidly using the Collaborative Writing Environment, a Web-based collaborative enterprise<br />
application. The Center also has a state-of-the-art document conversion facility, providing conversion services for technical<br />
manuals, catalogs, administrative documents, training manuals, training courseware, photographs, maps, graphical materials<br />
