The Ontario government recently reorganized funding to provincial homelessness programs.
Five existing homelessness-related programs have been consolidated into one program called
the Community Homelessness Prevention Initiative (CHPI). Additionally, the provinces
decreased funding of the former Community Start-Up and Maintenance Benefit (CSUMB) by 50
percent and delegated control over the CHPI funding to the municipalities. While these changes
have given local governments some much needed control in planning homelessness programs,
there is concern that the decrease in funding will have a significant impact on the homeless
population’s ability to secure housing.
Students participating in this project will develop a legislative history of affordable housing from
the early 1990s when the issue was under federal jurisdiction, to the time that it was a provincial
matter, and to the present, where it is now in the hands of the municipalities. Students will be
covering the following issues in their research:
1. Providing the legislative context explaining how and why the changes to affordable
housing have occurred and how they have influenced recent cuts to the CSUMB.
2. How other municipalities across Ontario are hoping to address this void and how this
might affect London, Ontario.
