Bicentennial Memorial Dedication<br />
Brings the Celebration to a Close<br />
A C i t i z e n ’ s U p d a t e f r o m t h e C i t y o f B r e c k s v i l l e<br />
On Sunday, October 23, the City unveiled the<br />
new Bicentennial Memorial in front of City Hall.<br />
The program was followed by a spectacular fireworks<br />
display.<br />
The obelisk is 20 feet high and is engraved with<br />
three slogans that describe our community, “A Bird<br />
Sanctuary,” “Building Our Future with Respect<br />
for Our Past,” and “A Community of the Western<br />
Reserve.” The obelisk is set in the center of a<br />
garden area, which in the spring will be filled with<br />
beautiful plantings and six granite benches.<br />
A time capsule will be buried in the spring of 2012<br />
in the area directly in front of the monument. The<br />
capsule will not be opened until 2061 during the<br />
Sestercentennial.<br />
As part of the Bicentennial Memorial Project, residents<br />
and members of the community had the<br />
opportunity to place their name or family name<br />
on the monument or to purchase a bench. There<br />
are still approximately 19 spaces remaining on<br />
the monument for additional benefactors. The<br />
Bicentennial Memorial Project not only includes<br />
the Obelisk Garden area created on City Hall<br />
property in honor of our 200th birthday, but<br />
also gifts that the Bicentennial will give to our<br />
city school district for scholarships and funds for<br />
the <strong>Brecksville</strong> Historical Association and the<br />
Broadview Heights Historical Association for the<br />
purchase of new technology.<br />
The Committee is still asking residents to help<br />
defray costs and raise funds for these projects.<br />
The Friends of the <strong>Brecksville</strong> Bicentennial is a<br />
registered 501c(3) non-profit, and your contributions<br />
are tax deductible. Anyone donating $1,000<br />
or more will have their name placed on the obelisk.<br />
Anyone making a donation of any kind will<br />
be listed in the time capsule.<br />

As the year end approaches, City Council<br />
and the Administration will be considering<br />
the 2012 budget. Our anticipated revenues<br />
and expenditures for 2012 will be presented to<br />
City Council by the Finance Director, Service<br />
Director and the Mayor, who by Charter are<br />
responsible for preparing the budget for City<br />
Council’s review and approval. Because of the<br />
economic development efforts of the City,<br />
we are forecasting that we will have adequate<br />
dollars to continue our services at their current<br />
level as well as make continued improvements<br />
to our infrastructure and City facilities.<br />
Although there is still an uncertainty about <strong>this</strong><br />
economy and revenues to be gathered in 2012,<br />
we will do as we do each year. We will use fismayor’s<br />

The Bicentennial<br />
Committee dedicated<br />
the Bicentennial Obelisk<br />
and Garden in front of<br />
<strong>Brecksville</strong> City Hall<br />
to City Council, the<br />
Mayor and the citizens of<br />
<strong>Brecksville</strong> in a ceremony<br />
held on Sunday evening, October 23. For<br />
decades to come the monument will be a lasting<br />
tribute to our City’s first two hundred years<br />
and for generations to come it will be a reference<br />
point to all of us who have been fortunate<br />
to live here during <strong>Brecksville</strong>’s 200th year.<br />
In the spring, plantings will be added along<br />
with six benches and flagpoles to complete<br />
the walkway garden area. It is the City’s plan<br />
to then erect bollards with plaques depicting<br />
historical events that make up the history of<br />
our community. A time capsule will be buried<br />
in the spring. This time capsule is to be opened<br />
in 50 years and the Bicentennial Committee<br />
is still accepting ideas of what items should be<br />
placed in the time capsule. Suggestions should<br />
be made to the Mayor’s Office either in writing<br />
or with a phone call. There is still space for the<br />
engraving of 19 additional names on the obelisk<br />
for those who wish to donate toward the<br />
cost of <strong>this</strong> Bicentennial Memorial. If you are<br />
interested in making a donation, please contact<br />
the Mayor’s Office. Although the Bicentennial<br />
year will conclude at year’s end, the committee’s<br />
commemorative book will be published in 2012<br />
and there will be some other events, most likely<br />
at the time of the 2012 Home Days, which<br />
will complete the celebration. Again, thank you<br />
very much to all who participated in any way in<br />
making <strong>this</strong> Bicentennial year the success it was.<br />
Honoring Gallant Men<br />
and Women<br />
On November 11, Veterans Day, the<br />
Chippewa Garden Club will present to the City<br />
the Blue Star Memorial which will be erected<br />
on Public Square naming the Square as a Blue<br />
Star location in honor of our veterans. The City<br />
truly appreciates the efforts of the Chippewa<br />
Garden Club. City Hall will be closed that day<br />
but the ceremony will begin at 2:00 pm on<br />
Public Square; all are invited.<br />
Thanks for the Good Times<br />
Congratulations to the Recreation<br />
Department for a successful BooVille<br />
Halloween party at Blossom and <strong>Brecksville</strong><br />
Center for the Arts for Heartfelt Holidays presented<br />
at the Community Center. Both events<br />
could not have happened without a lot of hard<br />
work by many people.<br />

On to the Holidays!!!<br />
City Hall will be closed on Thanksgiving,<br />
November 24 but then the holidays will get<br />
into full swing beginning with the City’s annual<br />
Christmas Parade and Tree Lighting Ceremony<br />
on Sunday, December 4 with the parade stepping<br />
off at 4:00 pm. The Annual Children’s<br />
Christmas Play will be held on Saturday and<br />
Sunday, December 10 and 11 at Old Town<br />
Hall. The play is a production of the City staff<br />
as a gift to the community. Following the<br />
production, children are welcome to visit with<br />
Santa at which time a commemorative picture<br />
will be taken and a holiday ornament will be<br />
given to the children. This tradition dates back<br />
to 1971 and is always one of the highlights for<br />
the staff and the community. Please make your<br />
reservations early by calling the Community<br />
Center at 546-2300. We ask that a donation<br />
at the door of a non-perishable food item for<br />
our local <strong>Brecksville</strong> Pantry food bank be your<br />
admission fee.<br />
Our annual Yuletide Hunger<br />
Program is underway. Food and<br />
monetary donations are being<br />
accepted and will be distributed<br />
to families in need from<br />
<strong>Brecksville</strong>, Broadview Heights,<br />
Seven Hills and Independence.<br />
It is a joint community effort along<br />
with our <strong>Brecksville</strong>-Broadview Heights City<br />
School District. Those interested in volunteering<br />
for <strong>this</strong> program should contact our Human<br />
Services Department at 526-2499.<br />

Winter Already?!<br />
As winter approaches and the snow fall is<br />
upon us, please keep in mind your neighbors<br />
who are elderly or have special needs. The<br />
efforts of those who year after year are willing<br />
to assist their neighbors with snow removal are<br />
very much appreciated. The National Weather<br />
Bureau is predicting a winter of colder than<br />
average temperatures and heavy snow falls. We<br />
ask all residents to please pay attention to the<br />
snow removal guidelines in the City calendar.<br />
Please do not push your snow onto the street<br />
as it creates an unsafe condition and could be<br />
the cause of a traffic mishap. It is the property<br />
owner’s responsibility to clean their sidewalks<br />
and we ask your cooperation. Any concerns or<br />
comments regarding our snow removal efforts<br />
should be directed to the Mayor’s Office or<br />
Service Director Ron Weidig. We welcome<br />
your calls. Please avoid driving too close to the<br />
snowplows to avoid damage to your vehicle and<br />
to give the drivers space to maneuver the large<br />
trucks.<br />
A Good Joe<br />
On November 11, Police Patrolman Joe<br />
Grzelak is retiring after 34 years of service with<br />
our Police Department. We wish Joe the very<br />
best and express our appreciation for his service<br />
to <strong>this</strong> community. City Council passed a<br />
Resolution of Appreciation and Commendation<br />
to Officer Grzelak.<br />
Larry Potla Steps Down<br />
City Council President Larry Potla decided<br />
not to seek re-election <strong>this</strong> year to another term<br />
in office. For 13 years and 3 months, Larry<br />
has served City Council demonstrating his<br />
dedication to the community and performed<br />
his responsibilities in an outstanding, professional,<br />
tireless manner. In the 24 years I have<br />
been fortunate to be the Mayor of <strong>Brecksville</strong>;<br />
I consider Larry Potla to be one of the most<br />
outstanding City Council members I was<br />
fortunate enough to work with. His leadership,<br />
ability, knowledge of the community<br />
and his true concern for the residents<br />
of <strong>this</strong> community were certainly<br />
paramount. Larry has always<br />
been a gentleman and has given<br />
of himself as I know he will<br />
continue to do volunteering for<br />
our Human Services Department.<br />
He began his career as a member of<br />
our Charter Review Commission and was first<br />
appointed to City Council to fill a vacancy and<br />
won election thereafter. On behalf of the City<br />
Administration, I express my sincere appreciation<br />
to Larry for the courtesies and the cooperative<br />
manner in which he worked with all of our<br />
Department Heads and City staff. We will all<br />
miss him but wish him well as he moves on to<br />
other things. City Council will recognize his<br />
service to the community at either a December<br />
or January meeting of City Council. With the<br />
retirement of Larry Potla, City Council will<br />
have a new President beginning January, 2012<br />
and a new member of City Council.

in both spending and predicting revenues. We<br />
are pleased that during the past 24 years we<br />
have not found it necessary to ask the voters of<br />
<strong>Brecksville</strong> to increase property taxes and we<br />
continue to fund all City facilities with those<br />
dollars we receive annually through income tax,<br />
property tax and other revenues. As the budget<br />
develops, we always take into consideration<br />
our Capital Plan, budgeting on a 5 to 10 year<br />
projection. We will make it known with our<br />
budget the projects anticipated for 2012 along<br />
with the day-to-day operation of running <strong>this</strong><br />
government.<br />
Help with Your City’s Direction<br />
City Council and the Administration are<br />
reviewing the expiring terms of boards and<br />
commission members and are interviewing<br />
candidates for appointment at the first meeting<br />
of City Council in January. Those interested in<br />
applying should contact the Mayor’s Office or<br />
City Council Clerk, Mary Scullin.<br />
Blossom’s Future<br />
I want to personally thank those residents<br />
who served on the Blossom Hill Master Plan<br />
Study Group. Their efforts should be commended<br />
as they spent numerous hours reviewing<br />
and compiling information that led to<br />
their recommendations to the Mayor who<br />
will in turn pass on those recommendations<br />
to the Recreation Commission and ultimately<br />
to City Council. I thank them for their service<br />
to our community and for being part of<br />
the future of <strong>this</strong> City’s development of the<br />
Blossom property. They were: Chairman, Joe<br />
Kosek, Ray Andrews, Ken Cunningham, Renee<br />
Csuhran, Ken Ganley, Tim Harwood and Laura<br />
Redinger.<br />
Losses So Great<br />
The year 2011, just as one’s life, was filled<br />
with celebration and happiness but also sadness<br />
and mourning. We lost a very fine public official<br />
in the untimely death of Law Director Paul<br />
A. Grau. Paul truly became family to many<br />
of us and we miss him. We also suffered the<br />
tragic news last summer of the death of Marine<br />
Sergeant Dennis Kancler in Afghanistan. The<br />
outpouring of support from <strong>this</strong> community<br />
over the death of both Law Director Paul Grau<br />
and Marine Sergeant Dennis Kancler made<br />
us all reflect upon the goodness and the caring<br />
of our community. Some of the proudest<br />
moments I have had as Mayor were witnessing<br />
the concern for the families of Sergeant Kancler<br />
and Law Director Grau and the many gestures<br />
of goodwill expressed by the business community,<br />
our residents and those who took it upon<br />
themselves to be part of the remembrance of<br />
Law Director Grau and Sergeant Kancler.<br />
Looking Back and<br />
Looking Forward<br />
There was much happiness and celebration<br />
during our Bicentennial events. Seeing<br />
the young people of our community walking<br />
in the Bicentennial Parade interlaced with<br />
some of our older and historic families gave<br />
me pause to reflect upon the fact that generations<br />
have combined to make <strong>Brecksville</strong> the<br />
wonderful community it is. The pride we all<br />
share in our community and the volunteerism<br />
by those who put together all of the events<br />
throughout the year was absolutely heartwarming<br />
and remarkable.<br />
There were many milestones that took place<br />
over the Bicentennial year, from our children’s<br />
success in scholastics to athletics. We can be<br />
proud of the youth of our community. The<br />
many volunteers who come forward day after<br />
day to help our older residents or those with<br />
special needs continues to grow – you certainly<br />
make the lives of those who benefit from your<br />
volunteerism far better than they would be<br />
without you. I could go on and on praising<br />
and expressing my gratitude for all of you who<br />
volunteer.<br />
I wish you all the very best in the New<br />
Year, may you continue to find happiness and<br />
prosperity, may you all have a very Merry<br />
Christmas. Please continue to pray for our<br />
troops and think of neighbors that you may in<br />
some way reach out to and help.<br />

Bicentennial 200th Birthday<br />
Book Project<br />
It’s not too late for kids to celebrate the <strong>Brecksville</strong> Bicentennial by entering the 200th Birthday Book art<br />
project.<br />
Young people 8 -18 years are encouraged to enter their artwork through November 30, 2011, they must be<br />
residents of <strong>Brecksville</strong> or Broadview Heights to enter.<br />
8-14 years of age:<br />
Create a painting or drawing of a historical building or landmark<br />
Create a Poem, a Crossword Puzzle, or a Word Puzzle<br />
15-18 years of age:<br />
Create a futuristic painting or drawing of what <strong>Brecksville</strong>-Broadview Heights will look like in the<br />
next 50 years.<br />
Create an essay on what you think <strong>Brecksville</strong>-Broadview Heights will be like in the future.<br />
(100-300 words)<br />
Children can pick up the 200th Birthday Book flyer containing rules at the <strong>Brecksville</strong> Library, the<br />
<strong>Brecksville</strong> Community Center, <strong>Brecksville</strong> Human Services Center and the Broadview Heights City Complex.<br />
Bring your artwork to the receptionist at <strong>Brecksville</strong> City Hall Monday through Friday from 8:30 to 4:30 and<br />
receive a gift. After November 30, 2011 the artwork will be put into a book and placed in the <strong>Brecksville</strong><br />
Bicentennial Time Capsule.<br />
Citizens living in the future will also enjoy the children’s artwork when the Time Capsule is opened in the<br />
years ahead. Perhaps these future parents will also encourage their children to create a “birthday book” when<br />
celebrating the next big <strong>Brecksville</strong> Birthday.<br />

The City is well along in the process of developing its 2012 budget. This exercise<br />
begins with the department heads submitting their “wish list” of expenditures and projects.<br />
The Mayor will then review the proposed budget and prioritize all requests before<br />
making his final recommendations to Council. Prior to yearend City Council will<br />
have a number of discussions about next year’s budget and it is expected that the 2012<br />
budget will be finalized and passed by Council by our last meeting in December.<br />
As we wind down 2011, I would personally like to thank the many residents who<br />
have served on a number of City Boards and Commissions. If you have an interest in<br />
getting more involved in some capacity with the City, do not hesitate to let us know, as there will be various<br />
open positions.<br />
Tuesday November 8th is Election Day and locally on the ballot we have candidates for both City<br />
Council and the <strong>Brecksville</strong>-Broadview Heights School Board. I urge you to research the positions taken<br />
by the candidates and exercise your right to vote.<br />
This has been a memorable year with numerous bicentennial activities. I extend my sincere thanks to<br />
dozens of unselfish individuals who have worked so hard planning all the bicentennial events.<br />
Holidays in <strong>Brecksville</strong> are always special. This Bulletin identifies a number of outstanding seasonal<br />
events that are planned. I hope to see you around town during <strong>this</strong> joyful time of year.<br />
This marks my last report to you as I have elected not to run again for Council. Since joining Council<br />
in 1996 I have enjoyed my service to the residents and I thank you for voting for me and giving me <strong>this</strong><br />
wonderful opportunity to serve the town that I love. I also appreciate the confidence placed in me as<br />
Council President for the last 6 years. I leave my position assured that the Administration and Council<br />
will continue to effectively lead the City and keep <strong>Brecksville</strong> the envy of Northeast <strong>Ohio</strong>.<br />

The August and September<br />
professional service bills were<br />
approved by the committee<br />
and council in the amounts of<br />
$39,512.17 and $35,827.17<br />
respectively. These bills include<br />
services for legal, architectural,<br />
building and engineering.<br />
The <strong>Ohio</strong> Public Works<br />
Commission (OPWC) notified the City that they<br />
have authorized the City to obtain a $233,800 loan<br />
from the OPWC to be used for the Wiese Road<br />
Retaining Wall Improvement Project. This project<br />
is scheduled to start in early 2012.<br />
Working in conjunction with the Purchasing<br />
and Finance Departments, the committee reviewed<br />
and subsequently recommended to City Council<br />
that the City continue to participate in a worker’s<br />
compensation group rated pool in order to maximize<br />
rate savings. Three separate group pools submitted<br />
proposals <strong>this</strong> year. Once again <strong>this</strong> year,<br />
the recommendation was to remain with the same<br />
group pool from last year, <strong>Ohio</strong> Association of<br />
Public Treasurers, for an estimated annual premium<br />
of $202,765. In addition, Integrated Consultants/<br />
CareWorks Consultants was selected as our third<br />
party administrator for an annual fee of $3,000<br />
which is a $2,300 reduction from the previous year.<br />
We continue to see the positive results of our<br />
economic development plans as our City income<br />
tax revenue is up nearly $500,000 (6%) compared<br />
to September 2010. The new <strong>Brecksville</strong><br />
Healthcare facility located at the site of the former<br />
Pilgrim Inn opened for business in September<br />
and we look forward to working with our newest<br />
business resident. The Tru North headquarters<br />
building is also nearing completion just south of<br />

Snowville Road on <strong>Brecksville</strong> Road. Various commercial<br />
building renovations and expansions have<br />
recently been approved by the Planning Commission<br />
and City Council and we anticipate additional jobs<br />
being added with these expansions.<br />
Here in the fourth quarter, the Finance<br />
Committee is working with the Finance Department<br />
and the rest of the Administration to establish the<br />
2012 budget.<br />

As <strong>this</strong> busy Bicentennial<br />
year comes to a close, many<br />
projects have come to fruition.<br />
New windows were installed in<br />
City Hall, Old Town Hall and<br />
the Fire Station. Additionally<br />
at City Hall, the cupola was<br />
removed, refurbished and<br />
reinstalled and the building trim and gutters were<br />
replaced. <strong>Inside</strong>, the Clerk of Courts office was<br />
remodeled and updated. Numerous repairs and<br />
maintenance projects were completed on building<br />
roofs and boilers. An energy audit was completed<br />
on 18 City buildings that will assist us in prioritizing<br />
future projects. At Blossom Hill, a new gas well has<br />
been installed and many improvements were done in<br />
preparation of lighting the new synthetic field.<br />
For the remainder of 2011 and looking to next<br />
year, many projects are ongoing. Master plans are<br />
underway for the Stadium Drive property (the old<br />
school bus property) and the Blossom Hill/Tree<br />
Farm property. Updating the entrance signs for the<br />
Community Center and Human Services Center are<br />
nearly complete. The 2012 flower and planting program<br />
design has already been contracted.<br />
Council has authorized $25,200.00 to Dimit<br />
Architects to do architectural and engineering plans<br />
for the expansion of the Service Department Boiler<br />
House Building at Blossom. This space will allow<br />
the City to house and maintain the vehicles and<br />
equipment that are specific to the property on site<br />
and allow several old storage buildings on the property<br />
to be removed.<br />
A fitting memorial to commemorate the last 100<br />
years has also been completed, the Bicentennial<br />
Memorial Obelisk with a dedication ceremony on<br />
October 23rd. The monument was paid for by the<br />
Bicentennial Committee and many donor families<br />
and organizations and is prominently located<br />
between City Hall and the Fire Station. Completion<br />
of the project will come in the spring with the plantings,<br />
benches, and flags and the placement of the<br />
time capsules. We certainly thank all of those that<br />
contributed to <strong>this</strong> wonderful project.<br />
Thank you to the Administration for all of their<br />
hard work and planning to make <strong>this</strong> Bicentennial<br />
year so special. The Bicentennial Committee and<br />
its members have worked hard for over two years to<br />
make the events ones that we will never forget. As<br />
winter and the holidays approach, the committee<br />
will be preparing for many more projects…Think<br />
Spring!<br />

Committee recommended<br />
and City Council passed an<br />
ordinance authorizing via State<br />
contract the purchase of one<br />
2012 Ford F-20 pick-up truck<br />
and one 2012 Ford F-350<br />
pickup truck totaling an expenditure<br />
of $42,057.70. These are replacement vehicles<br />
for the Service Department.<br />
The Purchasing Director was authorized to advertise<br />
for bids for a rear loading replacement rubbish<br />
packer. The rear load waste disposal packers continue<br />
to be the preferred equipment for our methods of<br />
collecting solid waste and recycling material. The<br />
Service Director also requested that the Purchasing<br />
Director seek bids for two AERCO Water Heating<br />
Boilers for the Community Center.<br />
The Police Department in cooperation with the<br />
<strong>Brecksville</strong>-Broadview Heights City School District<br />
have received a grant in the amount of $60,914.00.<br />
The COPS Grant entitled “Secure Our Schools”<br />
will enable the City and schools to work together in<br />
upgrading security and safety. The BBHCSD will<br />
match that amount so the total for <strong>this</strong> project will<br />
be $121,828.00. The school district had the money<br />
set aside for <strong>this</strong> program. The grant includes all<br />
schools and the Board of Education.<br />
A Resolution authorizing the Mayor to enter into<br />
an agreement with Cuyahoga County regarding the<br />
FY08 Urban Area Security Initiative and requesting<br />
reimbursement for costs associated with the Police<br />
and Fire Departments participation in training exercises<br />
was approved.<br />
City Council passed a Resolution authorizing<br />
the Mayor to enter into a Memorandum of<br />
Understanding with the Emergency Management<br />
Agency of the <strong>Ohio</strong> Department of Public Safety and<br />
to participate in <strong>Ohio</strong> Region 2 Collapse Search and
city offices closed<br />
City offices and the Service<br />
Department will be closed in<br />
observance of Veterans’ Day on Friday,<br />
November 11 and Thanksgiving Day,<br />
Thursday, November 24. The City will<br />
be closed on Monday, December 26<br />
in observance of Christmas Day, and<br />
Monday, January 2 in observance of<br />
New Year’s Day.<br />
All trash and recycling collections<br />
scheduled on the above dates will<br />
occur on the next business day.<br />
Whenever trash and recycling pick up<br />
falls on a City holiday, service will be<br />
provided on the next business day.<br />
Rescue Team.<br />
Congratulations to Stan Korinek and Robert<br />
Johnson who were recently promoted to Police<br />
Sergeant. We’re fortunate to have these fine men in<br />
our Police Department.<br />

Ongoing excessive<br />
amounts of rain throughout<br />
the year and extremely low<br />
temperatures during the<br />
winter months continue to<br />
take a heavy toll on our roads<br />
and other infrastructure. As<br />
a result, and upon the recommendation<br />
of the Streets & Sidewalks Committee,<br />
City Council authorized the additional amount of<br />
$100,000.00 for concrete repairs in 2011.<br />
Through the years, City Council has supported<br />
the purchase of equipment which enables the Service<br />
Department to perform various road program tasks,<br />
such as asphalt repairs, that had previously been<br />
contracted. A considerable amount of money has<br />
been saved by performing the work in-house. We<br />
commend the Service Department for doing an outstanding<br />
job of maintaining and improving our roads<br />
under difficult weather conditions and in spite of the<br />
department being understaffed.<br />
The <strong>Ohio</strong> Department of Transportation has<br />
completed or is in the process of completing bridge<br />
repairs throughout <strong>Brecksville</strong>.<br />
The City Engineer reported that a 24” storm<br />
culvert under SR-82 has failed causing a slope slippage<br />
affecting the northern edge of the paved berm.<br />
City Council authorized Donald G. Bohning &<br />
Associates, Inc. to work with ODOT to create the<br />
required improvement plans for construction repairs<br />
that are estimated to cost $250,000.00.<br />
The Streets & Sidewalks Committee works closely<br />
with the Administration to continually assess the<br />
condition of our roads throughout the City and to<br />
set priorities for the annual road program. Please be<br />
aware of construction projects and use caution as you<br />
travel through the City.<br />

It is important again to<br />
thank you, the residents, for<br />
your patience during <strong>this</strong><br />
past construction season. A<br />
number of our scheduled<br />
projects have come to successful<br />
completions. We will<br />
continue to monitor those<br />
that are still underway and<br />
provide updates.<br />
We would like to provide the following scheduled<br />
status as of Monday, October 24, on the current<br />
projects under construction at various locations<br />
throughout our community.<br />
1) Snowville Road sanitary sewer improvements<br />
project; the underground utility work has been<br />
completed; the right of way and roadwork reconstruction<br />
also have been completed. The lawn<br />
areas have been seeded and will be revisited in the<br />
spring for any areas that require re-seeding. The<br />
pump station component of the project is scheduled<br />
for a November start date, with completion estimate<br />
for mid-January of 2012; once the installation is<br />
complete, the testing and system acceptance will take<br />
place. Upon acceptance of the system, the existing<br />
waste water treatment plant will be demolished.<br />
2) Riverview Road sanitary sewer improvements<br />
project; construction is underway. The progress<br />
of work has been slower than the contractor originally<br />
anticipated due to a number of factors. The<br />
City will continue to monitor, meet, and enforce<br />
the contractor’s contractual obligations.<br />
3) Miscellaneous storm sewer and slope repair<br />
projects; the scope of work for the projects at<br />
Old Royalton Road, Glen Forest, and Timber<br />
Trail are completed, with the Gatewood project<br />
under construction and scheduled for completion<br />
November 1.<br />
4) The storm sewer repairs at the Valleybrook development<br />
have been completed, and improved performance<br />
of the system during the past storms.<br />
The following projects are currently in various<br />
stages of design and subject to the review and<br />
approval of the Utilities Committee, City Council,<br />
and the City Administration.<br />
1) Meadow Lane, Chippewa Road, and North Court<br />
storm outfall and slope repair projects; the design<br />
of each of the individual projects is approximately<br />
85% complete; easement acquisition is required<br />
and currently in process. The project’s construction<br />
is anticipated for the 2012 construction<br />
season.<br />
2) Old Quarry Lane Pump Station Replacement<br />
Project; the project is in the early stages of design<br />
and requires easement acquisitions, as well. The<br />
project’s construction is anticipated for 2012.<br />
3) State Route 82 Culvert Repair/Replacement<br />
Project; the project is in the engineering investigation<br />
and early design stages and is another project<br />
anticipated for the 2012 construction season.<br />
4) Chippewa Creek Utility Line Abandonment<br />
Project; the City Engineer and County are<br />
working together to establish the design for the<br />
temporary support system and final installation<br />
modifications.<br />
5) Chippewa Creek Spoils Study; CT Consultants,<br />
an outside consultant is in the process of finalizing<br />
their report and recommendations for the<br />
spoils material in the Chippewa Creek.<br />
In conjunction with <strong>this</strong> study and five other documents,<br />
a presentation package was prepared by the<br />
Administration and City Engineer that was presented<br />
on October 13 at the <strong>Ohio</strong> Emergency Management<br />
Facility. Mayor Hruby and City Engineer Wise<br />
made a presentation regarding flooding events along<br />
the Chippewa Creek to representatives of the U.S.<br />
Geological Society, the National Weather Service,<br />
ODNR, OEMA, USACE, FEMA, NRCS, and<br />
HUD. Through the Mayor’s request, the Army<br />
Corps of Engineers provided the forum for presentation,<br />
but then followed up with a site visit on<br />
Monday October 24. Representatives of the Army<br />
Corps and U.S.G.S. were present to walk along the<br />
Chippewa Creek at various locations, including two<br />
locations upstream in the City of Broadview Heights.<br />
We will continue to pursue the Army Corps Section<br />
205 Study, as well as continue communications with<br />
all agencies that can potentially provide assistance.<br />
In 2011, we have all witnessed the highest precipitation<br />
in recorded history. This year to date, we have<br />
received over 53.83 inches of rain, with the month<br />
of September being the wettest month of the season.<br />
We continue to monitor storm systems throughout<br />
the community that maintain and service storm<br />
water. We have noted in the past the importance of<br />
private property and commercial property retention/<br />
detention basin maintenance requirements, and continue<br />
to do so.<br />

Need a ride? Transportation is available for residents 60 and<br />
over, Monday through Friday from 9 to 4. Our cars will take you<br />
to a medical appointment anywhere in Cuyahoga County. Our<br />
van will take you on errands on Tuesday and Thursday. Our bus<br />
will take you to a restaurant on Wednesday and a shopping mall<br />

Home Energy Assistance Program (HEAP) applications are available<br />

apply for HEAP, the Percentage of Income Payment Plan (PIPP)<br />
and the Home Weatherization Assistance program.<br />
Income limits for HEAP are up to $21,780 for a single person<br />
household and up to $29,420 for a two-person household. The<br />
application provides income guidelines for homes with more than<br />
two residents.<br />

Department of Development indicating household<br />

Yuletide Hunger Program<br />
For more than 25 years the Yuletide Hunger<br />
Program has been reaching out to those who are less<br />
fortunate.<br />
The program began in 1983 following the death<br />
of <strong>Brecksville</strong> resident Rusty Mansbery. Rusty’s<br />
brother Dave wanted to thank his community for<br />
the outpouring of help and concern for his family<br />
during Rusty’s illness and he wanted to do so in a<br />
meaningful way. And so Dave created the Yuletide<br />
Hunger Program.<br />
Preparations are underway for the Yuletide<br />
Hunger Program as the cities of <strong>Brecksville</strong>,<br />
Broadview Heights, Independence and Seven Hills<br />
and the <strong>Brecksville</strong>-Broadview Heights City School<br />

Heartfelt Holiday 2011<br />

This annual festival of art and hand crafted gift<br />
items will be held from 10-5 Saturday, Nov. 5 and<br />
11-4 Sunday, Nov. 6 at the <strong>Brecksville</strong> Community<br />

The show features work of more than 70 local<br />
and regional artists, live music, a café and a raffle.<br />
Returning to the show will be the Art of the Tart<br />

Gingerbread House Decorating Contest<br />
Celebrate the holiday season by entering the 2nd<br />
Annual Family Gingerbread House Decorating<br />
Competition. Houses can be as simple as being<br />
made out of graham crackers or as elaborate as a<br />
homemade gingerbread house from scratch. Houses<br />
may be made with kits, however, the complete house<br />
cannot be store bought. Your family’s entry can be<br />
turned in during normal hours of operation at the<br />
Community Center the week of December 19th.<br />

GAS<br />
We have been blessed by some of the lowest prices in years. So low<br />
in fact that it is recommended that you have a variable rate. No one<br />
should be on a fixed rate. If you are you’re paying too much.<br />
Check your November bill. If your rate is higher than $4.75 you’re<br />
paying too much.<br />
If your current supplier is IGS Energy call them at 1-800-280-4474<br />
and tell them to switch you to their “Capped Variable Rate.” You’ll pay<br />
approximately what Dominion East <strong>Ohio</strong>’s monthly variable rate is.<br />
If you are with NOPEC call them at 888-848-7914 and tell them<br />
you want to be sure you are on their variable rate.<br />
If you have any other supplier call them and ask them to cancel<br />
your service which will send you back to the original gas company,<br />
Dominion East <strong>Ohio</strong> and then you are eligible to go with NOPEC.<br />
WARNING: Whenever you request any sort of change check with<br />
your current supplier to be sure you will not incur an early termination<br />
fee. They can be as high as $100!<br />
Other facts to be aware of:<br />
If you are on budget billing check how much credit you have. Many<br />
people have more than $1,000 in credit built up! Typical consumers<br />
don’t need that much for the winter. It’s your money and you may<br />
request all or a part of it although that will kick you out of budget billing.<br />
ELECTRICITY<br />
You are getting a small discount if the first page of your bill has<br />
a line that reads, “NOPEC – First Energy Solutions” or just “First<br />
Energy Solutions.” If your bill does not mention either of the above<br />
call NOPEC at 800-292-9284 to enroll. Sorry, but the Illuminating<br />
Company does not permit budget billing if you buy your electricity<br />
from an Energy Choice provider.<br />
The <strong>Brecksville</strong> web site, brecksville.oh.us now has a page for natural<br />
gas and electricity news. Updates are also posted on the City’s cable<br />
channel 20.<br />
It’s Leaf Removal Time!<br />
Again <strong>this</strong> fall the City of <strong>Brecksville</strong> is picking up leaves at curbside.<br />
Please rake the leaves into neat rows along the edge of the road, BUT<br />
NOT ONTO THE STREET.<br />
Crews begin on the north side of the city and work to the south making<br />
as many rounds as possible. Signs will be posted about three days in<br />
advance to alert residents when workers will be in their neighborhood.<br />
Leaf pickup will end on Friday, December 2.<br />
The city asks all property owners to observe the following guidelines so<br />
that the Service Department can serve you better.<br />
Residents are strongly urged to refrain from parking on City streets<br />
that are scheduled for leaf collection since it is impossible to collect piled<br />
leaves that are near or beside parked cars.<br />
All leaves must be located within three feet of the street pavement edge.<br />
Leaves must NOT be placed in ditches, over loose/decorative stone<br />
or in the roadway. Care should be taken to ensure that storm drains are<br />
kept free of leaves. Also, please keep leaves away from mailboxes and fire<br />
hydrants.<br />
Try not to place leaves at the street edge until 3-4 days before scheduled<br />
pickup. “Fresh” leaves placed in a row are much easier for the<br />
Service Department to collect. Collecting piles of leaves that have been<br />
compacted by rain or snow over several days slows the collection process<br />
considerably.<br />
ABSOLUTELY no tree branches, bricks, lawn clippings, or other debris<br />
may be mixed with leaves. Contaminated piles will not be collected.<br />
Property owners are responsible for leaf disposal after the curbside campaign<br />
is completed by the Service Department.<br />

Avoid Natural Gas Shut Off<br />
Dominion East <strong>Ohio</strong> works with customers to help them maintain<br />
service during the winter months. Customers who are concerned that<br />
they will not be able to maintain regular bill payments should contact<br />
Dominion East <strong>Ohio</strong> immediately! DO NOT WAIT until you receive<br />
a shutoff notice. It is easier and less expensive to maintain service rather<br />
than to have it reconnected. Call 800-362-7557 for help and to learn<br />
about government energy assistance programs.<br />
Also, if you are under the impression that gas will not be turned off<br />
during the winter for non payment please know that that is a MYTH!<br />
Do not wait to do something if you have fallen behind in your payments.<br />
Neighborhood Watch<br />
If your neighbor has had a death in the family keep an eye on their<br />
house during the funeral and calling hours. Homes have been burglarized<br />
while the residents were attending calling hours or the funeral. Burglars<br />
watch the paper for those times and enter the house knowing the occupants<br />
will be gone during those publicized hours. If you see someone<br />
near the house please DO NOT HESITATE to call the police. DON’T<br />
WAIT!<br />
Also, as we approach the holidays DO NOT let gifts in plain view of<br />
burglars who may case your house.<br />
And, DO NOT leave your car unlocked in the driveway or items in the<br />
car that may tempt a burglar.<br />

Heating Your Home Safely<br />
Proper installation, use and maintenance of<br />
winter heating devices are essential for reducing<br />
the risk of fire and carbon monoxide poisoning.<br />
Home heating fires are often caused by human<br />
error, particularly through the misuse of portable<br />
heaters, wood stoves and fireplaces.<br />
• Have a qualified professional check your<br />
home’s heating system annually. Furnaces,<br />
fireplaces, wood stoves and their chimneys<br />
should be inspected and cleaned prior to the<br />
start of every heating season.<br />
• Always use alternate sources of heat, such<br />
as portable and kerosene heaters and wood<br />
burning stoves with extreme caution and<br />
according to their instructions. Remember,<br />
space heaters need space–at least 3 feet from<br />
anything that can burn.<br />
• Install at least one carbon monoxide alarm<br />
near sleeping areas to avoid falling victim<br />
to carbon monoxide – a colorless, odorless,<br />
potentially deadly gas produced by fuelburning<br />
equipment including furnaces, wood<br />
stoves, fireplaces and kerosene heaters. Call<br />
the fire department if the alarm sounds.<br />
• Install working smoke alarms on every level<br />
of your home and inside each sleeping area<br />
to alert you and your family in the event of<br />
a fire.<br />
You can reduce the risk of home heating fire<br />
hazards by practicing the safety rules related to<br />
various types of heating sources.<br />
Fireplaces and Wood burning stoves<br />
• Allow enough clearance between a wood<br />
burning stove and combustible materials.<br />
• Make sure the flue is open before lighting a<br />
fire, and never close the flue while a fire is<br />
still smoldering.<br />
• Never use gasoline or lighter fluid to start a<br />
fire.<br />
• Burn only dry, seasoned wood and dispose of<br />
the cooled ashes in a closed metal container<br />
outside and away from your home.<br />
• When lighting a gas fireplace, strike your<br />
match first, then turn on the gas.<br />
Portable Space Heaters<br />
• When buying a space heater, look for a control<br />
feature that automatically shuts off the<br />
power if the heater falls over.<br />
• Never leave a heater on when you are not in<br />
the room or when you go to sleep, and do<br />
not leave children or pets unattended around<br />
any heating source. Unplug it when you are<br />
not using it.<br />
• Don’t use an extension cord with an electric<br />
portable heater. The current from the<br />
heater could melt the cord and cause a fire.<br />
• Never use electric heaters near water – like<br />
in your bathroom or near a water heater.<br />
Kerosene Heaters<br />
• Make sure the room has proper ventilation.<br />
• Fill your heater with only crystal clear,<br />
K-1 kerosene. Do not use any fluid that is<br />
not recommended for your heater. Refuel<br />
outside and only after the heater has<br />
cooled down.<br />
• Check the wick every couple of weeks during<br />
the heating season. If the wick is dirty,<br />
clean it according to the manufacturer’s<br />
instructions.<br />
• Since a kerosene heater has a constant open<br />
flame, it should not be used in a room<br />
where there are flammable solvents, aerosol<br />
sprays, gasoline or any type of oil.<br />

American Red Cross Babysitter’s Training<br />
The purpose of the American Red Cross Babysitter’s Training course<br />
is to provide individuals, ages 11 to 15, with the information and skills<br />
necessary to provide safe and responsible care for infants and children<br />
in the absence of parents or adult guardians. This training will help<br />
participants develop skills in leadership and professionalism, basic care,<br />
safety and safe play and first aid. Students will also be taught what to<br />
do if an infant or child is choking or needs rescue breathing.<br />
(No certifications are given) Pencil and paper are required for class and<br />
bring a lunch to <strong>this</strong> class.<br />

Competitive Swim Instruction Program<br />
Ages 7 to 13<br />
This is a quarterly offered program for Fall, Winter and Spring that will<br />
focus on competitive swim techniques and endurance for youth. This<br />
program is considered an extension of the Learn-to-Swim program.<br />
• Times and days of program offerings will vary from season to season.<br />
• It is designed for those that have participated in at least the Level 5<br />
Learn-to-Swim or equivalent.<br />
• This program is restricted to <strong>Brecksville</strong> residents only.<br />
• This program is not offered to high school swimmers during the State<br />
of <strong>Ohio</strong> Swim Team season.<br />
• Sessions will be scheduled for eight (8) meetings.<br />
• Each offering is considered a separate session with separate fees.<br />
Participants should only register for sessions that they can attend.<br />
The program requires participants to perform continuous lap swimming.<br />
Participants should be able to swim a minimum of ten (10) continuous<br />
laps before registering. The instructors or other Aquatic Staff may<br />
recommend participants continue Learn-to-Swim before advancing to<br />
<strong>this</strong> program.<br />

The American Red Cross program is designed to be conducted in<br />
several modules. After successful completion, several certifications may<br />
be obtained. The core program includes Lifeguard Training, First Aid, and<br />
CPR/AED for the Professional Rescuer. The program content includes<br />
patron surveillance, water rescues, and first aid. The program also<br />
includes training on how to provide care for adults, infants, and children<br />
suffering from respiratory and cardiac emergencies. Upon successful<br />
completion participants will receive a Lifeguard Training and First Aid certification<br />
valid for 3 years and a CPR/AED for the Professional Rescuer<br />
certification valid for 1 year.<br />
It is expected that participants who successfully complete <strong>this</strong> program<br />
will receive additional review and facility specific training from facilities<br />
where they become employed.<br />
The Lifeguard Training program has been designed to train participants<br />
as professional rescuers, much like an Emergency Medical Technician<br />
who may respond to emergencies in an ambulance. As such, the program<br />
is instructed in a very serious and firm manner.<br />

Swim Skills Pre-Test<br />
All candidates must register for a skills pre-test. The pre-test consists of<br />
swimming skills that will help the instructor determine if the candidates’<br />
abilities are sufficient enough to participate in the program. The skills test<br />
include:<br />
1. 300 yard (12 pool lengths) continuous swim. The swim must include:<br />
• 100 yards front crawl<br />
• 100 yards breaststroke<br />
• 100 yards choice of front crawl and/or breaststroke<br />
2. Swim 20 yards using front crawl or breaststroke, surface dive to the<br />
bottom of the pool retrieve a 10lb. brick, return to the surface and swim<br />
back to the starting point with the object and exit the pool without using<br />
the ladder. While returning to the starting point, the participant must<br />
hold the brick in both hands and must keep their face above the water.<br />
This must be completed within 1 minute and 40 seconds.<br />
Age Verification<br />
All candidates must provide proof that they are 15 years of age. This<br />
must be presented at the time of the pre-test registration.<br />

month for families in <strong>Brecksville</strong> trying to make ends meet.<br />

The fifteenth annual “Shop With A Cop” raffle is underway. Police<br />
officers who are members of the George Murray Fraternal Order of<br />
Police Lodge #67 which comprises a number of suburbs in Cuyahoga<br />
County raise funds every year which go directly toward a needy and<br />
deserving child to help brighten their Christmas season. For every $110<br />
raised, one child gets to go on a $125 shopping trip with a local police<br />
officer. Many of the children take <strong>this</strong> opportunity to buy necessities<br />
such as clothing and shoes. After the shopping trip the children are<br />
treated to pizza by the police officers. Last year the police officers took<br />
nearly 240 children shopping at Walmart. Walmart gave the kids a 20%<br />
discount on their purchases.<br />
It’s time to sign up for the <strong>Brecksville</strong> Christmas Parade. Whether you<br />
would like to create a float or bring your whole group in holiday attire,<br />
please submit an application to participate. The application must be<br />
returned to the Community Center by November 22. Step-off will be at<br />
4:00 pm on Sunday, December 4.<br />
