streets & sidewalks Gerald F. BroskiIn preparation for the 2013 Road Repair andMaintenance Program, the Service Departmentrecently monitored the condition of roadwayswithin the city. The street report indicates thatthere have been no significant changes in the ratingsdue to the relatively mild winter of 2011/<strong>2012</strong>.Many roads with a rating of 50 and below havebeen improved, so the city is now focusing on roadsthat have a rating under 60.The Streets & Sidewalks Committee is thoroughly reviewing thestreet report and will be recommending a proposed 2013 Road RepairProgram to City Council. The planning process includes considerationof current and/or pending utility projects that could negatively impactroadway improvements, as well as the potential to obtain outsidefunding to reduce the City’s costs for road projects. City Councilrecently passed a Resolution authorizing the Mayor to enter into anagreement with CT Consultants for the development of ornamentalmedian treatments for the SR-82 median, as well as the preparation of agrant application to NOACA for enhancement funds for the project.As we transition into the fall and winter seasons, please drive carefullyand take every precaution to be safe in your travels.utilities Michael HarwoodWe would like to provide the following status ofthe utilities projects throughout the community asof October 1:1) Snowville Road Pump Station; the systemstesting and inspection process is 100% complete.The demolition of the Echo Hills wastewater hasalso been completed, during the construction theCounty identified some storm and slope repairissues that will be corrected as well. The County Board of Health hasissued the appropriate letters to residents for instructions to tie in thesanitary sewer.2) The Chippewa storm outfall and slope repair project has beencompleted, with the Meadow Lane project at 75% complete. TheNorth Court storm outfall and slope repair projects will commence inthe next two weeks with a potential completion of 60 days.3) Route 82 Culvert Repair/Replacement Project; we currently awaitthe receipt of the approved funding. The project’s construction will beperformed in the spring/summer season of 2013.4) Chippewa Creek Utility Line Abandonment Project; the designand construction documents are 90% complete. The temporary and/or permanent easements required are still in process with the propertyowners.5) Wiese Road Retaining Wall Replacement Project; the patchingand repair of the lower portion of retaining wall is 95% complete, theinstallation of structural piles is 100% complete, with the installationof the wall panels to commence. As reported previously the projectsanticipated completion date is mid-November of <strong>2012</strong>.6) Highland Drive Culvert Replacement Project; the project’sconstruction and punch list are complete.7) Snowville Slope Repair Project; the construction has begun andwill be completed in 60 days. The storm culvert component of theproject is waiting the Federal Grant funding, and will commencefollowing receipt.As we prepare for 2013, the Administration and City Engineer havepreliminarily prepared the potential utility improvement projects thatwill be presented to City Council. As well, the applications are in thenecessary steps for all available grants for those projects that apply.The City Council and Administration appreciate the residentsunderstanding and patience during the construction projects throughoutthe community.At any time that you have questions in regards to a specific project orany project in general please do not hesitate to call.legislation Laura RedingerWhen a proposed change is being considered, itis the responsibility of the Legislation Committee tomake recommendations to City Council regardingamendments and/or supplements to the City of<strong>Brecksville</strong> Code of Ordinances.The Mayor and the Legislation committee areplanning for the review of the City Charter to becompleted during 2013. In accordance with ArticleXI of the City Charter, every ten years, the City Charter is reviewed bya nine-member commission, appointed by the Mayor with approval ofCity Council. The commission will review the municipal charter anddeliver to City Council any alterations, revisions and amendments. TheCouncil shall submit any proposal to the electors for a vote within thetime frame provided in the Constitution and laws of <strong>Ohio</strong>.Should you ever wish to review the <strong>Brecksville</strong> Code of Ordinances, acomputerized version is available to you for reference at the <strong>Brecksville</strong>Branch of the Cuyahoga County Library. Wecontinue to take a conservative approach both inrevenues and expenditures. The Administration’srecommendations for reduction of staff withoutcompromising services has been an asset to ouroverall General Fund balance. To date General Fund revenues receivedare in line with our budgetary projections for <strong>2012</strong> and, therefore,our expectations for a healthy General Fund balance will be met. TheAdministration and Finance Director Price have been reviewing annualbenefits contracts and are making their recommendations to the FinanceCommittee for the coming year. Currently negotiations are ongoingto determine our wage and benefit package for 2013 and beyond asour wage and benefit package expires at the end of this year. TheAdministration’s Wellness Committee is studying the cost of health careand will be making its recommendations to the Finance Committee aswe prepare to select our health care package for 2013 and beyond.As we approach the end of the year, I take pleasure in advisingour residents that the good financial condition of the city has beenmaintained, our economic development programs are working and weare able to maintain the level of services with our current operatingbudget in the year to come. Soon the Mayor will be making his proposalto the Finance Committee for the funding of any capital projects thatwill be part of our future capital plans. All in all we have much work todo and we must continue the successes we have had for many years.5

safety & serviceIt’s Leaf Removal Time!Again this fall the City of <strong>Brecksville</strong> is picking up leaves at curbside.Please rake the leaves into neat rows along the edge of the road, BUTNOT ONTO THE STREET.Crews begin on the north side of the city and work to the south makingas many rounds as possible. Signs will be posted about three days inadvance to alert residents when workers will be in their neighborhood.Leaf pickup will end on Friday, November 30.The city asks all property owners to observe the following guidelines sothat the Service Department can serve you better.Residents are strongly urged to refrain from parking on City streetsthat are scheduled for leaf collection since it is impossible to collect piledleaves that are near or beside parked cars.All leaves must be located within three feet of the street pavement edge.Leaves must NOT be placed in ditches, over loose/decorative stoneor in the roadway. Care should be taken to ensure that storm drains arekept free of leaves. Also, please keep leaves away from mailboxes and firehydrants.Try not to place leaves at the street edge until 3-4 days before scheduledpickup. “Fresh” leaves placed in a row are much easier for theService Department to collect. Collecting piles of leaves that have beencompacted by rain or snow over several days slows the collection processconsiderably.ABSOLUTELY no tree branches, bricks, lawn clippings, or other debrismay be mixed with leaves. If you see someonenear the house please DO NOT HESITATE to call the police. Remember,space heaters need space–at least 3 feet fromanything that can burn.• Install at least one carbon monoxide alarmnear sleeping areas to avoid falling victimto carbon monoxide – a colorless, odorless,potentially deadly gas produced by fuelburningequipment including furnaces, woodstoves, fireplaces and kerosene heaters. Callthe fire department if the alarm sounds.• Install working smoke alarms on every levelof your home and inside each sleeping areato alert you and your family in the event ofa fire.You can reduce the risk of home heating firehazards by practicing the safety rules related tovarious types of heating sources.Fireplaces and Wood burning stoves• Allow enough clearance between a woodburning stove and combustible materials.• Make sure the flue is open before lighting afire, and never close the flue while a fire isstill smoldering.• Never use gasoline or lighter fluid to start afire.• Burn only dry, seasoned wood and dispose ofthe cooled ashes in a closed metal containeroutside and away from your home.• When lighting a gas fireplace, strike yourmatch first, then turn on the gas.Portable Space Heaters• When buying a space heater, look for a controlfeature that automatically shuts off thepower if the heater falls over.• Never leave a heater on when you are not inthe room or when you go to sleep, and donot leave children or pets unattended aroundany heating source. Unplug it when you arenot using it.• Don’t use an extension cord with an electricportable heater. The current from theheater could melt the cord and cause a fire.• Never use electric heaters near water – likein your bathroom or near a water heater.Kerosene Heaters• Make sure the room has proper ventilation.• Fill your heater with only crystal clear,K-1 kerosene. Do not use any fluid that isnot recommended for your heater. Refueloutside and only after the heater hascooled down.• Check the wick every couple of weeks duringthe heating season. The sixteenth annual “Shop With A Cop” raffle is underway. Policeofficers who are members of the George Murray Fraternal Order ofPolice Lodge #67 which comprises a number of suburbs in CuyahogaCounty raise funds every year which go directly toward a needy anddeserving child to help brighten their Christmas season. For every $110raised, one child gets to go on a $125 shopping trip with a local policeofficer. Many of the children take this opportunity to buy necessitiessuch as clothing and shoes. After the shopping trip the children aretreated to pizza by the police officers. Last year the police officers tooknearly 240 children shopping at Walmart. Walmart gave the kids a 20%discount on their purchases.It’s time to sign up for the <strong>Brecksville</strong> Christmas Parade. Whether youwould like to create a float or bring your whole group in holiday attire,please submit an application to participate.
