Margie is active as a greeter<strong>for</strong> the Department’s highly successfulThursday senior lunch and withthe Meals On Wheels program. Sheis also a long-time member of theDepartment’s Advisory Board andwas recently given lifetime HonoraryMember st<strong>at</strong>us by Mayor Hruby.Sheela Glovna was honored <strong>for</strong>delivering Meals on Wheels <strong>for</strong> fifteenyears.Ten year honorees include MitchKruszynski, Judy Kovacik,Ben Jeremiah and CityCouncil PresidentLarry Potla whoserves on theAdvisory Board and washes pots and pansafter the Thursday lunch. mayor’s messageOld ManWinter IsRelentlessThis winterprovidedus withrecord snowfallamounts, topped off with <strong>at</strong>orrential downpour th<strong>at</strong> testedour new storm w<strong>at</strong>er systems andcaused damage to certain sectionsof our roadside storm w<strong>at</strong>er systems.All in all, this has been avery expensive winter: the cost ofsalt, brine and manpower, dovetailedwith the flooding, made<strong>for</strong> a problem<strong>at</strong>ic winter <strong>for</strong> our<strong>Service</strong> Department. I commendthem and thank them <strong>for</strong> theirwork and I thank the community<strong>for</strong> its p<strong>at</strong>ience and the manynotes and letters of support wereceived <strong>for</strong> our snow removalef<strong>for</strong>ts. Un<strong>for</strong>tun<strong>at</strong>ely, this springand summer we will be facedwith repairing streets, parking lotsand driveways damaged by thefreeze/thaw effects of this winter.Additional dollars may be neededto expand our City road programwherein streets are repaired basedupon the annual r<strong>at</strong>ing of theroad surface and rideability.I want to thank our Human<strong>Service</strong>s drivers who drove undersome of the worst conditions thiswinter, and I also send out mypersonal gr<strong>at</strong>itude to those driverswho deliver Meals on Wheels. Allof our volunteers are a gre<strong>at</strong> creditto our community and do so verymuch to support those with specialneeds and those who wouldnot be able to “get out of thehouse” during the severe we<strong>at</strong>her.Each and every one of you makessomeone’s life better. Thank youso very much.2Her Sense of HumorWill Be MissedCarole Harwood, Deputy Clerkof the <strong>Brecksville</strong> Mayor’s Court,retired after 25 years of dedic<strong>at</strong>edservice to the City. Carole, a longtime resident of our community,committed herself to doing thevery best job with efficiency andintegrity. At times being a Clerkin the Mayor’s Court is not aneasy job as sometimes folks arenot happy with having to payfines or appear in court. Caroleremained steadfast in her dedic<strong>at</strong>ionand always tre<strong>at</strong>ed peoplewith the ultim<strong>at</strong>e respect andcourtesy. We wish her the verybest during her retirement andagain we very much appreci<strong>at</strong>eher service to the community.Carole’s son, Mike, was elected to<strong>Brecksville</strong> City Council in 2009taking office January 2, 2010.He is currently Chairman of theUtilities Committee and a wonderfulasset to our City Council.St<strong>at</strong>e of the CityThe series of the St<strong>at</strong>e of theCity Addresses has begun. Themessage presented to those in<strong>at</strong>tendance dealt primarily withour budget, priorities <strong>for</strong> the year2011, economic development,and a discussion regarding ourongoing programs as well as theBicentennial 1811-2011. Weaddressed budget reductions ofnearly $3,000,000.00 the pasttwo years, the continued hiringfreeze and the current st<strong>at</strong>us ofour revenues. We are not in deficitspending but have seen only amodest increase in revenues. Ouremployees are doing their jobsknowing th<strong>at</strong> they need to domore to make up <strong>for</strong> the manyvacancies cre<strong>at</strong>ed by <strong>at</strong>trition.City PrioritiesThe following are the City’sproject priorities <strong>for</strong> the remainderof this year:• Construction of the SnowvilleSanitary Sewer and Conversionof the Echo Hills Wastew<strong>at</strong>erTre<strong>at</strong>ment Plant• Install<strong>at</strong>ion of a sanitary seweron Riverview Road from PrestonVillage south to Chippewa Road• Replacement of the WieseRoad Retaining Wall• Energy efficiency projects <strong>at</strong>the Old Town Hall, Fire St<strong>at</strong>ionand an inventory of all Citybuildings <strong>for</strong> energy efficiency• Purchase of major equipment<strong>for</strong> the police, fire and servicedepartments• Developing a master plan <strong>for</strong>the Stadium Drive <strong>Service</strong> Facility• The design and constructionof the salt storage facility• Master plan <strong>for</strong> the BlossomHill Property – primarily themore recently acquired 102acres th<strong>at</strong> was once the City ofCleveland’s Tree Farm• The 2011 Road ProgramPolice DepartmentLeadershipSoon we will be naming a newPolice Chief; the test was administeredon March 1, 2011. CaptainMichael Carlin and LieutenantRichard Mannarino have tested<strong>for</strong> Chief; one of them will beappointed Chief in the weeks tocome.It Pays the City’s BillsEconomic development continuesto be a priority <strong>for</strong> our CityCouncil and Administr<strong>at</strong>ion. TheVeterans Administr<strong>at</strong>ion Hospitalhas notified the City they will beclosing the <strong>Brecksville</strong> facility byfirst transferring over 950 employeesto their Wade Park facilityduring the months of Aprilthrough August. The remainingjobs will stay until January of2012. Discussions are ongoingwith several entities who haveexpressed an interest in beingpart of the redevelopment of th<strong>at</strong>property. Other economic developmentprojects are the continuedconstruction of the True NorthCorpor<strong>at</strong>e Center and ClevelandClinic D<strong>at</strong>a Center. The City isalso exploring a development proposal<strong>for</strong> I-77 and Royalton Road(SR82). The City of BroadviewHeights plans to reconfigure theexit ramps of I-77 south <strong>at</strong> SR82and to widen the SR82 corridorfrom I-77 west toward BroadviewRoad. We have added our supportto the City of BroadviewHeights <strong>for</strong> both projects andcommend and thank Mayor SamAlai <strong>for</strong> his cooper<strong>at</strong>ion. TheCity of Broadview Heights willalso experience development projectsin th<strong>at</strong> area.The Election in May<strong>Brecksville</strong> City Council hasplaced on the May 3 ballot aCharter revision requested of theCity by the Cuyahoga CountyBoard of Elections. Becausefederal law requires ballots tobe sent out to those abroad andthose in the military on a certaind<strong>at</strong>e, our filing deadline <strong>for</strong> thesubmission of issues and electionpetitions must be altered soth<strong>at</strong> <strong>Brecksville</strong>’s ballots will bein compliance with the federalrequirement. There<strong>for</strong>e, we askyou to vote yes on the City’sCharter Amendment th<strong>at</strong> willrevise our filing deadlines <strong>for</strong>candid<strong>at</strong>es between 90 and 120days prior to the election, filingof a Recall 90 to 120 days andMand<strong>at</strong>ory Referral such as zoningwithin 90 days prior to the


election. Currently, we are <strong>at</strong> 75days. There<strong>for</strong>e, we ask our votersto vote in favor of this issue.Also appearing on the Mayballot will be the school issue, alevy increasing revenues <strong>for</strong> theschool by 5.3 mils. Please voteon May 3. More often than notpeople ignore voting d<strong>at</strong>es otherthan General Elections; this May3 election is very important to theCity <strong>for</strong> our Charter Amendmentand also to our schools <strong>for</strong> theirfunding issue.The Birthday Party ContinuesThe Bicentennial year continueswith many fine programs.The Bicentennial Ball was agre<strong>at</strong> success. I want to acknowledgeand thank ChairwomenElaine Niebaum, Stacey Asimouand Suzie Putich Kisling <strong>for</strong>their leadership in organizingand leading the committee ofmany which held this very fineevent. We were honored to have<strong>for</strong>mer <strong>Brecksville</strong> Mayor BobKubicek and his wife in <strong>at</strong>tendance.Mayor Kubicek servedas Mayor in 1961 during theSesquicentennial. St<strong>at</strong>e TreasurerJosh Mandel, our St<strong>at</strong>e Sen<strong>at</strong>orTom P<strong>at</strong>ton, St<strong>at</strong>e Sen<strong>at</strong>or andEconomic Development Director<strong>for</strong> <strong>Brecksville</strong> Frank LaRose,our St<strong>at</strong>e Represent<strong>at</strong>ive MarleneAnielski, Mayor Dennis Cloughof Westlake, Mayor Sam Alai ofBroadview Heights and membersof <strong>Brecksville</strong> City Council wereamong the many dignitaries in<strong>at</strong>tendance. F<strong>at</strong>her Walt Jenneof St. Basil gave the invoc<strong>at</strong>ion,we were entertained by the<strong>Brecksville</strong>-Broadview HeightsHigh School String Quartet aswell as the <strong>Brecksville</strong>-BroadviewHeights High School Men’sQuartet. The decor<strong>at</strong>ions werecertainly beautiful, and the foodand music were exceptional. Iwant to thank BicentennialChairman Frank DeWolf,Chairman Donald Faulhaber,Honorary Chairwoman MidgeCassidy and Honorary ChairmanBob Kubicek <strong>for</strong> their dedic<strong>at</strong>ionand hard work. Please w<strong>at</strong>ch <strong>for</strong>upcoming Bicentennial eventsth<strong>at</strong> are listed on the City’swebpage and calendar. We alsoenjoyed the initial present<strong>at</strong>ion,“The Center of It All” held <strong>at</strong>the <strong>Brecksville</strong> Library meetingroom. C<strong>at</strong>hie Clager wrote andpresented the first of a series ofpresent<strong>at</strong>ions regarding the historyof our community. She didan exceptional job and a roomfilled with people were well entertained,in<strong>for</strong>med and were verygr<strong>at</strong>eful as well as complimentary.Being an avid local history buff,I was very impressed with thepresent<strong>at</strong>ion and expressed mypersonal appreci<strong>at</strong>ion on behalfof the entire group to C<strong>at</strong>hie. Ifyou have an interest in our localhistory, you should do your verybest to <strong>at</strong>tend the upcoming programs.See page 10 <strong>for</strong> the completeschedule. With spring comes ourCitywide spring cleaning, and weencourage our residents to recycleall recyclable items th<strong>at</strong> they arediscarding as part of th<strong>at</strong> springcleaning. Please mark your calendars<strong>for</strong> S<strong>at</strong>urday, May 14 from9:00 am to noon <strong>for</strong> our annual“Shred Your Documents Day”in our Municipal Parking Lot.This is a continuing programwhich has been quite successful.We have recycled nearly 9 tonsof m<strong>at</strong>erial each shredding day.This is a free service provided bythe City. You can trust th<strong>at</strong> yourdocuments will be destroyed withcomplete confidentially as to theircontent; you can personally witnesstheir destruction. Mayor Hrubywill provide highlights of hisaddress in his Mayor’s Messagecolumn on page two of thisBulletin.Prior to the Mayor’sspeech Chamber PresidentRachel Torchia presented theChamber’s Citizen of the YearAward to Mike Gorman ofWestern Reserve Bank and theBusiness of the Year Award toMaryann’s Homemade Candiesin downtown <strong>Brecksville</strong>.don<strong>at</strong>ion of a nonperishable fooditem <strong>for</strong> our City’s food pantrywhich provides food throughoutthe year <strong>for</strong> those residents whoare in need. This “Shred YourDocuments Day” has been a gre<strong>at</strong>success in the past, and we hopeth<strong>at</strong> you will particip<strong>at</strong>e in theprogram r<strong>at</strong>her than discard yourrecyclables in your rubbish. Don’t<strong>for</strong>get the many things the Cityrecycles as you are doing yourspring cleaning. council corner R e p o r t s f r o m c o m m i t t e e c h a i r p e r s o n sOur past winter has been especially difficult andmany of our roads are beginning to show the effects ofthe particularly harsh we<strong>at</strong>her due to heavy snow, salt,and extreme temper<strong>at</strong>ure fluctu<strong>at</strong>ions. I have heardfrom some residents commenting about the conditionand rideability of certain streets. An assessmenthas been done of the nearly 300 lane-miles of roadswithin the City and all roads have been evalu<strong>at</strong>ed.Those needing the most <strong>at</strong>tention were put on a highpriority list, with some repairs to be begin as soon asthe we<strong>at</strong>her permits. However due to budget and manpower constraints, Iam sure not all road repairs will be done as timely as some residents wouldlike. Please bear with us as we proceed with an orderly and prioritizedapproach to these repairs. Most certainly thanks are in order <strong>for</strong> the <strong>Service</strong>Department who did a fine job in maintaining our roads under extremelyhard winter conditions.The Bicentennial Ball in February was a gre<strong>at</strong> success and my thanksgo out to the bicentennial committee <strong>for</strong> all their hard work in planningthis and many other events over the rest of the year. Numerous activitiesare planned <strong>for</strong> the year including library present<strong>at</strong>ions, home, garden andcemetery tours, parades, art shows, a civil war reenactment, special musicalpresent<strong>at</strong>ions and expanded Home Days activities. This Bulletin containsadditional in<strong>for</strong>m<strong>at</strong>ion on upcoming programs celebr<strong>at</strong>ing <strong>Brecksville</strong>’s200th birthday.On Tuesday May 24, the City will recognize the Senior Volunteer Manand Woman of the year. If you know of a deserving senior th<strong>at</strong> should beconsidered <strong>for</strong> this recognition, please consider submitting their name to theHuman <strong>Service</strong>s Department by March 19. All nomin<strong>at</strong>ions will be consideredand a final selection will be made over the next several weeks. Therecognition luncheon is always very well-<strong>at</strong>tended and se<strong>at</strong>ing is limited, soif you would like to <strong>at</strong>tend, I encourage you to get your reserv<strong>at</strong>ions in early.Our City is blessed to have so many good people willing to give their timeto serve as volunteers. If you have an interest in particip<strong>at</strong>ing in any of themunicipal volunteer ef<strong>for</strong>ts, please contact our Human <strong>Service</strong>s Departmentto learn of all the opportunities available to serve your fellow residents andthe City.The annual outside audit of the City’s finances will commence shortly.You can expect to hear more about their findings in future editions of thisBulletin.Un<strong>for</strong>tun<strong>at</strong>ely, the departure of the Veterans Administr<strong>at</strong>ion employeeswill be starting soon. Between April and September of this year, over 950VA associ<strong>at</strong>es will be leaving our City and move to a new facility <strong>at</strong> WadePark. These departures will have a significant impact on City revenues butwe have been expecting this <strong>for</strong> some time and City leadership is prepared<strong>for</strong> the consequences. There have been a number of ongoing discussionswith various companies who expressed a possible interest in moving to<strong>Brecksville</strong> and we are certainly hopeful th<strong>at</strong> some of these moves willcome to fruition. I would also like to extend my thanks to the VeteransAdministr<strong>at</strong>ion <strong>for</strong> their many years of being a very good corpor<strong>at</strong>e neighbor.Let me close my report by wishing everyone an early and warm spring!Council President, Larry PotlaBuildings & GroundsChairperson, Louis N. Carouse, Jr.Our Bicentennial year has only just begun, but Buildingsand Grounds already has projects completed and underway.In l<strong>at</strong>e December, window replacement was completed onthe Fire St<strong>at</strong>ion and Old Town Hall with funding from theNOPEC grant we received.The City also was successful in receiving an ASHRAELevel II Energy Audit grant <strong>for</strong> $64,500.00. Subsequently,a contract has been issued to Osborn Engineering <strong>for</strong> th<strong>at</strong> amount to per<strong>for</strong>man energy audit on 18 city buildings over the next 120 days. In<strong>for</strong>m<strong>at</strong>ion fromthis audit will assist the City in determining priorities in building improvements<strong>for</strong> maximum payback.The City Hall cupola will be removed this spring <strong>for</strong> a complete reconstructionby the original builder, Campbellsville Industries. After 40 years, it is nec-essary to reclad the cupola. The cost is $24,000.00 plus $3,200.00 <strong>for</strong> rigging.It will be completed and reinstalled in time <strong>for</strong> our Bicentennial celebr<strong>at</strong>ions.Buildings and Grounds is reviewing plans <strong>for</strong> the construction of a buildingto include salt storage <strong>at</strong> the old school bus garage property on Stadium Drive.Also, the Committee has presented <strong>for</strong> consider<strong>at</strong>ion preliminary plans <strong>for</strong> aBicentennial Memorial obelisk to be placed along <strong>Brecksville</strong> Road between theFire St<strong>at</strong>ion and City Hall. This would include a se<strong>at</strong>ing area and walkways.Bicentennial fundraising would be used pay <strong>for</strong> it.A three year lease extension agreement has been made with the <strong>Brecksville</strong>Co-oper<strong>at</strong>ive Preschool <strong>for</strong> the building they currently occupy on the Blossomproperty.Finance Chairperson, Greg SkaljacDuring the Finance Committee’s first meeting of 2011,the first budgeted quarterly transfer resolution was recommendedto and accepted by City Council. A totalof $617,500 was transferred from the General Fund,General Municipal Improvement Fund and the Building& Improvements Fund respectively to the <strong>Community</strong>Center Recre<strong>at</strong>ion Fund, Hospitaliz<strong>at</strong>ion-Self InsuranceFund, Compens<strong>at</strong>ed Absences Fund and General BondRetirement Fund. In addition, the 2011 blanket purchaseorder requests as presented by the Purchasing and Finance Departments wereapproved by the committee. The total requested amount <strong>for</strong> 2011 is $948,845which is an increase of $10,270 from 2010. This increase is due to the anticip<strong>at</strong>edadditional expenses <strong>for</strong> the Bicentennial Celebr<strong>at</strong>ion events and projects.Once again this year, the committee has approved the renewal of theCodeRED Emergency Notific<strong>at</strong>ion System and We<strong>at</strong>her Warning <strong>Service</strong>.These two services will be provided once again by Emergency Communic<strong>at</strong>ionsNetwork Inc. <strong>for</strong> the same annual price of $11,250. These two services havebeen very beneficial to all of our residents since their inception.Our <strong>Community</strong> Center pool will be on the receiving end of new poolpumps and w<strong>at</strong>er circul<strong>at</strong>ion equipment this year. The committee has approveda purchase order not to exceed $13,000 <strong>for</strong> these items and their install<strong>at</strong>ion.In addition, working with the Recre<strong>at</strong>ion Department and Recre<strong>at</strong>ionCommission, the committee and City Council approved changes to the 2011Recre<strong>at</strong>ion Department Activity R<strong>at</strong>es. This is the first r<strong>at</strong>e increase in nineyears and still keeps our r<strong>at</strong>es in line with other communities. Recre<strong>at</strong>ion suppliesand equipment were once again competitively bid <strong>for</strong> the 2011 seasons.Several vendors were awarded contracts based on their bids <strong>for</strong> supplies <strong>for</strong>baseball, soccer, basketball, wrestling, volleyball and tennis. The total amountawarded was $36,200.Technology items were also brought to the <strong>at</strong>tention of the committee duringthe first two months of 2011. The renewal of anti-virus software <strong>for</strong> thecity’s servers was payable to Dell in the amount of $8,262.92.
