Shred Your Documents Day<br />

The immensely successful Shred Your Documents Day returns on Saturday, September 14 from 9<br />

to noon at the <strong>Brecksville</strong> Municipal Parking Lot. It is the last Shredding Day until the spring. Here’s<br />

your chance to securely shred all those confidential documents that should not go in the trash. Plus,<br />

it’s a great way to recycle paper.<br />

The City is asking everyone who attends to bring a voluntary contribution of canned goods for<br />

“<strong>Brecksville</strong> Pantry,” which supplies food monthly to people who have been hurt by the economic<br />

times. The Pantry is always in need of peanut butter and jelly, canned tuna, spaghetti and sauce,<br />

canned vegetables and canned fruit. The only kinds of beans needed are baked beans or pork and<br />

beans. Also cereal, paper products, bar soap and toothpaste are needed. Gift cards from Heinen’s and<br />

Marc’s to purchase fresh meat and frozen orange juice are greatly appreciated.<br />

The Pantry has a strict policy that out of respect for our recipients we will not distribute outdated<br />

food. Please check the expiration date on each item. It is most unfortunate that we have had to dispose<br />

of a significant amount of outdated goods.<br />

The <strong>Brecksville</strong> Broadview Heights City<br />

School District and the City of <strong>Brecksville</strong> have<br />

an agreement that extends a lease to the City of<br />

<strong>Brecksville</strong> for the Highland Drive Elementary<br />

School playing field in exchange for the use of<br />

this field. The City is rebuilding this field with<br />

our own Service Department performing a portion<br />

of the work. The excavation and regrading<br />

of the entire playing field was donated by a<br />

<strong>Brecksville</strong> resident/local contractor. The City<br />

will pay for fencing, bleachers, grass planting<br />

and concrete work at a cost estimate between<br />

$27,000 and $32,000. Quality fields such as<br />

this would normally cost in excess of $200,000,<br />

not including the cost of clearing land. This<br />

agreement between the City and Schools<br />

eliminates the need to clear part of the wooded<br />

area at Blossom that would have been necesmayor’s<br />

The <strong>Brecksville</strong> Charter<br />

Review Commission has<br />

completed its review of the<br />

Charter these past eight<br />

months and has submitted<br />

to City Council its<br />

recommendations that<br />

will be placed on the<br />

November ballot for consideration by our voters.<br />

A brochure explaining the issues will be<br />

mailed to all <strong>Brecksville</strong> households. I wish<br />

to commend Chairman Daniel Kolick, Vice-<br />

Chairman Rob Remington, Recording Secretary<br />

Nancy DiMitris and members Ray Andrews,<br />

Bob Ganley, Matt Garito, Sue Komandt, Jeff<br />

Mihalich, Steve Sweetnich, Kim Veras and<br />

alternate Eric Hall. These citizens did an indepth<br />

study that included City Administration,<br />

Department Heads, City Council members<br />

and resident input. Although some of the issues<br />

could be classified as housekeeping, meaning<br />

they pertain to common practice in the way the<br />

government operates, they also make for more<br />

efficient economic development and a more<br />

direct system of checks and balances regarding<br />

decisions made by City Council and<br />

the Mayor.<br />

of City Council and<br />

two Board Members for the<br />

<strong>Brecksville</strong>-Broadview Heights<br />

City School District.<br />

More November Ballot Info<br />

There is one zoning amendment<br />

on the ballot which applies to the Blossom Hill<br />

City property off Oaks Road which is zoned<br />

Community Facilities. The City currently<br />

allows some office use on the property for various<br />

City affiliated organizations. We are asking<br />

the voter to add Office Zoning to the zoning<br />

as an overlay which will allow us to continue<br />

to use existing buildings for office use. This<br />

became an issue when Haven Hill left Blossom<br />

Hill and the vacant building was being considered<br />

for office use by our City Prosecutor.<br />

It was discovered that it would be necessary to<br />

add the office overlay to comply fully with our<br />

zoning requirements. This is not to build new<br />

office buildings, this is only to allow the current<br />

buildings to have some office use and that<br />

office use will be directly related to the City and<br />

City functions.<br />

The <strong>Brecksville</strong> Broadview Heights City<br />

School District is proposing a dual purpose<br />

renewal levy for 6.3 mills. Approval of this<br />

continuing basis.<br />

renewal will not increase taxes or increase revenue.<br />

Approval of this renewal as a continuing<br />

levy will enable the district to better plan financially<br />

for the future and will save the cost of<br />

future elections.<br />

Cuyahoga County has a tax levy replacement<br />

of 2.9 mills of an existing health and human<br />

services levy with an increase of 1.0 mill supplementing<br />

their General Fund. Appropriations for<br />

Health and Human Services or Social Services<br />

is a rate not exceeding 3.9 mills for each $100<br />

of valuation for 5 years.<br />

The County will also be electing three members<br />

to the Governing Board of the Educational<br />

Service Center.<br />

Please review all issues closely, know your<br />

candidates for School Board and City Council<br />

as well as the issues, and please by all means<br />

vote in this upcoming<br />

November 5 election – be part of the process!<br />

Back to School<br />

Schools are open and we make<br />

our annual plea that you drive<br />

safely, especially adhering<br />

to the school zones, and<br />

as you travel near school<br />

buses, extra caution is<br />

always a good idea. Please be<br />

diligent and watch for the<br />

children who walk to and<br />

from school. It is also the<br />

beginning of our fall scholastic<br />

sports season along with many<br />

other activities at our schools. We encourage<br />

you to support these programs. Our youth are<br />

quite dedicated and work very hard to prepare<br />

for sports and activities. Welcome back to our<br />

teachers and we thank them for their service to<br />

our community. Please support our local school<br />

district. It’s one of the very best in the state and<br />

that keeps our property values at a high level.<br />

Orange Barrels<br />

This has been a very busy season for our<br />

Service Department and for those private<br />

contractors who are engaged in projects in the<br />

City. Many street paving projects, concrete<br />

replacement, culvert and storm sewer repairs<br />

have been part of the projects completed. I’d<br />

like to recognize and commend our Service<br />

Department for their outstanding work doing<br />

our own asphalt paving projects. With our<br />

own crews and equipment paving our roads we<br />

literally save hundreds of thousands of dollars<br />

each year rather than contracting out the work.<br />

It costs the City roughly one-third of what<br />

the cost would be to bid the project and have<br />

private contractors perform the work. The City<br />

received assistance with funding from Cuyahoga<br />

County which reimbursed us for the cost of<br />

materials to pave Miller Road and Riverview<br />

Road. That grant covered all materials including<br />

the cost of grinding asphalt, tack coat and<br />

asphalt. A similar grant will be available to the<br />

City for repaving Snowville Road which will be<br />

in 2014. The City also made some repairs to<br />

Route 82 in the area of 82 and Highland as a<br />

temporary measure. Route 82 from the center<br />

of town to the Broadview Heights line is scheduled<br />

to be repaved by ODOT in 2014 or 2015.<br />

The work on Route 82 was done while the road<br />

was closed for those two weeks. The City contracted<br />

with Fabrizi Construction to repair the<br />

culvert and hillside slippage from the south side<br />

of Route 82 to the north side. Thank you all<br />

for your patience and cooperation during this<br />

project. Since the detour took traffic through<br />

the Old Royalton Road area I also thank the<br />

residents in that area for their tolerance and<br />

cooperation and, of course, thanks to those<br />

traveling the area for maintaining the speed<br />

limits of the roadway. This was a major project<br />

for the City funded by “emergency funds”<br />

from the ODOT. I also take this opportunity<br />

to thank all of the residents for their patience<br />

and cooperation who live in areas where we are<br />

performing road, culvert or sewer work. We<br />

hope that everyone will recognize that these<br />

inconveniences are necessary as we continue to<br />

maintain and upgrade our infrastructure. We<br />

have over 250 lane miles to take care of and we<br />

dedicate a sizable amount of our annual funding<br />

toward this maintenance and restoration.<br />

A New Athletic Field Next Year<br />

Certainly in the future we will need additional<br />

fields, but this has created a wonderful opportunity<br />

for the City to add another field without<br />

incurring a major cost. We thank School<br />

Superintendent Scot Prebles and the School<br />

Board for their cooperation.<br />

<strong>Brecksville</strong> Practicing “Regionalism”<br />

With this same theme, the Cities of<br />

<strong>Brecksville</strong> and Independence have agreed<br />

to a collaborative sharing of our Building<br />

Departments. Both City Councils have agreed<br />

to a proposal from the Mayors that our<br />

Building Departments, both of which are and<br />

will remain State Certified, work together as<br />

one unit with a sharing of staff and services<br />

in which each inspection performed by the<br />

other city will be billed to that city. In other<br />

words, if we inspect in Independence, then<br />

Independence will reimburse us, and if the<br />

City of <strong>Brecksville</strong> is inspected by the City of<br />

Independence, we will reimburse them. In this<br />

way we can work with existing staff and most<br />

probably eliminate the need for additional<br />

staff, and in the future perhaps reduce staff by<br />

attrition. This is not a new concept but a new<br />

agreement. For years the City of <strong>Brecksville</strong><br />

and the City of Independence have been working<br />

together cooperatively with our Building<br />

Departments sharing staff. This agreement formalizes<br />

that practice and now includes sharing<br />

costs through reimbursement. We also believe<br />

that our level of services will not only be maintained<br />

but be more efficient as well. And this<br />

is just the beginning. Currently <strong>Brecksville</strong> and<br />

Independence share equipment when it is most<br />

efficient to have one City perform work in the<br />

other. Recently, we paved Oakhurst Circle and<br />

crossed the line into Independence. They reimbursed<br />

<strong>Brecksville</strong> for that portion of the paving<br />

project.<br />

Congratulations to all who participated in<br />

our Home Days celebration and our summer<br />

programs throughout the season. We hope you<br />

enjoyed our Concerts on the Square and the<br />

other activities provided throughout the summer<br />

months.<br />

I want to thank the Human Services volunteers<br />

for all of their assistance to others<br />

throughout the summer and acknowledge our<br />

volunteers for enhancing the quality of life for<br />

those residents who need assistance and rely<br />

upon these volunteer services.<br />

We congratulate the <strong>Brecksville</strong> Kiwanis Club<br />

on their annual horse show. This is a major<br />

fundraising effort for the Kiwanis Club and<br />

they return these dollars to our community for<br />

people who are in need, and to support civic<br />

organizations and the schools.<br />

We look forward to the Firefighters’<br />

Clambake held in the <strong>Brecksville</strong> Service<br />

Garage on Saturday, September 7. Please contact<br />

the Fire Department at 526-2640 if you<br />

want tickets and in doing so supporting the<br />

<strong>Brecksville</strong> Firefighters’ Association and their<br />

philanthropic efforts.<br />

What a Beautiful Town We Live In<br />

As you drove through the City this summer,<br />

I am sure you recognized the wonderful and<br />

beautiful plantings on City grounds and on<br />

private property. Our <strong>Brecksville</strong> Beautification<br />

Committee sets the tone and is the catalyst<br />

behind the many beautiful projects and plantings<br />

we enjoy during the summer. This year’s<br />

Beautification Award winners are: True North,<br />

winner. We thank the Lyden Family and True<br />

North for the outstanding landscape plan<br />

they have developed at their new, impressive<br />

corporate facility. In the residential category,<br />

congratulations to: Rich & Sheila Humphrey,<br />

10167 Deer Run, Maria & Biagio Mileti,<br />

6668 Westview and Lenny & Joyce Pitten,<br />

9540 Chapel Hill Oval. These three properties<br />

are maintained at a level of excellence not<br />

often seen on private residential properties. I<br />

commend these families for their dedication<br />

in maintaining their property and for making<br />

<strong>Brecksville</strong> the beautiful community it is.<br />

We encourage all residents to maintain their<br />

properties to the best of their ability, and thank<br />

you for all that the various homeowners’ associations<br />

and residents do to make <strong>Brecksville</strong><br />

beautiful.<br />

City Personnel Moves<br />

At the City Council meeting on August 27,<br />

I was pleased to administer the oath of office<br />

to 30 year Police Sergeant Dan Jereb who was<br />

promoted to Lieutenant filling that executive<br />

officer vacancy. Also in the police ranks<br />

we congratulate Patrolman Patrick Coleman<br />

who was promoted to Police Sergeant filling<br />

the vacancy created by the appointment of<br />

Lieutenant Jereb.<br />

Congratulations and welcome to Firefighter/<br />

Paramedics Sergio DiGeronimo, Jr. and John<br />

Niton to the full-time Fire Department replacing<br />

two retirees. In the Police Department, we<br />

welcome part-time Police Dispatcher Jackie<br />

Lipton.<br />

As the winter approaches, we will be seeing<br />

the completion of the service garage being constructed<br />

at Blossom, the hiring of a designer for<br />

the Police Station and the hiring of a designer<br />

for the next phase of the Stadium Drive Master<br />

Plan – the design of a vehicle storage building<br />

and streetscape along Stadium Drive. We are<br />

also working with City Council regarding our<br />

future capital plans for Blossom and look forward<br />

to those discussions and the input of our<br />

residents.<br />

With the beginning of the school year we now<br />

look forward to the crisp, cool air that autumn<br />

brings to <strong>Brecksville</strong>. Along with the end of<br />

summer, our City forces are completing their<br />

various road improvement and construction<br />

projects with the onset of winter weather just<br />

around the corner. As you drive around town<br />

throughout the fall, you will notice several projects<br />

aimed at either improving our road surfaces or<br />

fixing various sewer or slope failures. While these repairs are being<br />

completed, please obey the posted traffic signs and drive cautiously<br />

around the worksites. On behalf of City Council, we are grateful<br />

to our residents for dealing with the two week closure of Route<br />

82 in August in order to perform a sewer culvert replacement and<br />

slope slippage repair. Thank you also to our police department for<br />

maintaining traffic along the detour route and ensuring the safety of<br />

the affected areas.<br />

Once again, the City’s financial statements were audited and we<br />

have received a “clean” opinion from the State Auditor’s office. That<br />

opinion can be obtained on the internet from the State Auditor’s<br />

webpage. Every year the City prepares and publishes a document<br />

called the Comprehensive Annual Financial Report (CAFR) which<br />

details the City’s financial accounts and activities. While this<br />

document is voluminous and very detailed, a more user-friendly<br />

document is also prepared for our residents. This document is the<br />

Popular Annual Financial Report (PAFR) and a copy was mailed<br />

to every home and business in <strong>Brecksville</strong> back in July. After you<br />

have had a chance to review the PAFR, if you have any questions or<br />

comments please feel free to contact us by calling City Hall or via<br />

email at information@brecksville.oh.us.<br />

I’d like to make everyone aware of some important dates and<br />

events occurring this fall around town: Shred Your Documents Day<br />

September 14; Historical Association Apple Butter Festival October 6<br />

from 1-5pm; Booville at Blossom October 27 from 1-4pm; Trick or<br />

Treat October 31 from 6-8pm.<br />

Finally, Tuesday November 5 is Election Day. There are numerous<br />

issues that will be on the ballot for your consideration including City<br />

Council, School Board, BBHCSD renewal levy and eight City of<br />

<strong>Brecksville</strong> Charter Review amendments. I encourage everyone to<br />

become informed of the various issues on the ballot and please vote.<br />

As the summer comes to an end, the Buildings<br />

and Grounds Committee continues to be busy with<br />

many ongoing projects and the planning of others.<br />

Work continues on the Service Garage at Blossom<br />

and despite weather delays, the building is expected to<br />

be complete by year’s end. Decisions regarding roof<br />

repairs for the Community Center and Fire Station<br />

are expected soon and work will begin thereafter. The<br />

City is constructing a pavilion at Blossom covering the<br />

bleachers between diamonds E and F at a cost of $11,749. The project is<br />

being done in-house by our Service Department. This will provide a safer<br />

environment for spectators and players from baseballs and sudden storms.<br />

We have also entered into a long-term lease with the school district for<br />

the Highland Drive Elementary School baseball field. The City will rebuild<br />

the field by regrading the land, planting new turf, installing the dirt infield,<br />

replacing the backstop and dugout/benches. The project is being completed<br />

by our Service Department and a local construction company volunteering<br />

their equipment and manpower. The cost is estimated to be approximately<br />

$28,000.00 which is considerably less than constructing a new field at<br />

Blossom Hill. The field is sized for younger age play and softball. The<br />

City will maintain the field and use it during the summer. The School will<br />

have use of the field during the school day.<br />

Future projects are on the horizon as we are seeking an architect to design<br />

the next phase of the Stadium Drive Master Plan which is the Storage<br />

Building and Streetscape in preparation of a 2014 completion. Also, we<br />

are moving closer to beginning the Police Station project. We will soon<br />

be clearing portions of the property and performing soil borings. The<br />

Administration is preparing requests for proposals for the design and/or project<br />

manager to begin the planning for its construction.<br />

Thank you to our Service Department for saving the City considerable<br />

monies by completing many projects in-house throughout this construction<br />

season.<br />

FIRE DEPARTMENT<br />

• An Ordinance authorizing the purchase of a Lucas<br />

Two Chest Compression System in the amount of<br />

$13,654.40. through the State of <strong>Ohio</strong> Administrative<br />

Purchasing Program.<br />

• A Resolution to enter into an agreement with<br />

Cuyahoga County for the FY10 Urban Area Security Initiative for the<br />

reimbursement of exercise costs.<br />

• A Resolution appointing Nikola Zamiska to the position of Lieutenant in<br />

the Fire Department filling the position of retired Lieutenant Tim Pristis.<br />

• A Resolution appointing Matthew P. Sternad as a part-time Firefighter/<br />

EMT in the Fire Department.<br />

• A Purchase requisition in the amount of $5,504.00 to Sutphen Corp. for<br />

repairs to the Fire Department’s Sutphen Tower 141.<br />

• A Resolution appointing Sergio Di Geronomo, Jr. and John Niton as a full<br />

time Firefighter/Paramedics in the <strong>Brecksville</strong> Fire Department; both positions<br />

were vacancies due to retirements.<br />

POLICE DEPARTMENT<br />

• A motion for the purchase of five tasers with cameras and accessory equipment<br />

in the amount of $13,978.80<br />

• A motion in the amount of $3,767.04 for renewal maintenance coverage<br />

from AT&T Global Services, Inc. for Positron-Emergency 911 Hardware.<br />

SERVICE DEPARTMENT<br />

• An Ordinance accepting the bid of Cargill, Inc. for sodium chloride for use<br />

by the City of <strong>Brecksville</strong> Service Department through the Joint Municipal<br />

Improvement Consortium.<br />

• A Motion to approve an expenditure of $11,525.00 for the replacement of<br />

two fuel dispensers.<br />

• A Motion to approve an expenditure of $9,877.15 for various traffic signs,<br />

galvanized u-channel, and the rental of an air operated post pounder.<br />

• A Motion to increase the purchase order for our gasoline and diesel fuel<br />

delivered to underground storage tanks in the amount of $100,000.00.<br />

• A Resolution authorizing the mayor to apply to ODNR for Western Lake<br />

Erie Basin Ash Removal Grant funding for the removal and replacement of<br />

hazardous Ash trees within the City of <strong>Brecksville</strong>.<br />

news about what is happening in our city. Service<br />

Department pages include updates on the annual road<br />

program, as well as a wealth of information on other<br />

safety matters and services. Requests to the Service<br />

Department for pothole repairs or street maintenance<br />

can be submitted directly online by using the “Service<br />

Department Requests” link.


At the time of this writing, paving is complete on Pershing Drive,<br />

Rockledge Drive, Windswept Dr., Forestdale Drive, Oakhurst Circle,<br />

and Riverview Road from 8343 to S.R. 82. Paving on Miller Road from<br />

Katherine Blvd. to Barr Rd. will also be completed. The municipal parking<br />

lot is also scheduled to be paved. Crack sealing is complete on S.R. 21<br />

south of S.R. 82.<br />

The Streets & Sidewalks Committee would like to thank Service<br />

Director Ron Weidig and his staff for another very successful annual road<br />

program. Road work often has to be performed in extreme heat or in other<br />

less-than-ideal conditions. A great amount of work is done in-house by<br />

our Service Department and this saves the City a considerable amount of<br />

money.<br />

Reminder – school is open; please respect the loading and unloading of<br />

the children on our roads.<br />

projects that are currently under construction or in the<br />

(2) Route 82 Culvert Repair/Replacement Project;<br />

construction is 95% complete; the final restoration will be completed<br />

by the end of the fall season. The Utilities Committee and the<br />

Administration appreciate the residents support during the closure of<br />

Route 82 and the projected timeline that was met.<br />

(3) The following three (3) projects have been issued for bid with a bid<br />

opening on August 9, <strong>2013</strong>. Upon Council authorization the City<br />

Engineer will begin the survey and staking for construction start. The<br />

construction schedules for the individual projects are being prepared by<br />

the Contractor for submission to the City Engineer.<br />

(a) 6755 Rivercrest Drive Storm Sewer Repair Project,<br />

(b) 9755 Whitewood Road Storm Sewer Repair Project,<br />

(c) 7603/7635 Amber Lane Storm Culvert Replacement Project.<br />

(4) Old Quarry Pump Station Replacement Project and the Old Royalton<br />

Sanitary Sewer Abandonment Project; both of these projects are currently<br />

in review with the E.P.A. and are projected for a spring 2014<br />

construction commencement.<br />

(5) Carriage Hill Pump Station Abandonment Project; the temporary and/<br />

or permanent easements have been identified, once received and executed<br />

the design and construction document phase will begin.<br />

(6) Amber Lane Stream Relocation and Roadway Project; the Army Corp is<br />

currently reviewing the project for the determination of permit requirements.<br />

(7) Snowville Road Culvert Project; the project is currently in review by<br />

ODOT’s Central Office, upon acceptance the construction documents<br />

will be issued for bids and a construction date to be determined.<br />

(8) Fitzwater Road Storm Sewer Replacement Project; the design and construction<br />

documents are in process, with the necessary temporary and/<br />

or permanent easements under review.<br />

to remind residents that there are several local items on<br />

Office Building Zoning District and to allow on the parcel the uses permitted<br />

in the Office Building Zoning District, with the exception of R-60<br />

Buildings and Uses. This change has been proposed to allow the exsisting<br />

buildings at Blossom to be leased by third parties affliated with the city.<br />

This is not to provide for new office buildings. Please contact members of<br />

• There are four <strong>Brecksville</strong> City Council seats whose terms expire 1/1/2014<br />

that will be on the November ballot for election to the terms beginning<br />

1/2/2014.<br />

• The <strong>Brecksville</strong>-Broadview Hts City School District has a 6.3 mill dual-purpose<br />

renewal levy on the ballot. Approval of this renewal will not increase<br />

taxes nor will it increase revenue for the school district. Rather it will allow<br />

the district to continue to collect the same amount of revenue it has since<br />

this levy was originally approved by voters in 2004. Please review the levy<br />

renewal information on the district website.<br />

Members of City Council attended a meeting on<br />

June 4 as follow up to the annual financial audit.<br />

With no major recommendation for improvement, the<br />

auditors reported the City’s reporting to be accurate<br />

and of high quality. In addition to having passed the<br />

audit with high marks, the City of <strong>Brecksville</strong> continues<br />

to maintain the highest financial rating possible for a<br />

municipality.<br />

At the June 18 meeting, City Council authorized the issuance of a grant<br />

in the amount of $20,000 to the Community Awareness and Prevention<br />

Association (C.A.P.A) for the fiscal year <strong>2013</strong>-2014. C.A.P.A has been<br />

providing an array of prevention and intervention services for children, youth,<br />

and families in <strong>Brecksville</strong> since 1989.<br />

Payment of the monthly professional bills was made for legal, architectural,<br />

and engineering services in the amount of $33,344.73 in June, $43,960.91 in<br />

July, and $35,712.63 in August.<br />

Coming mostly from an increase in net profits from corporations located<br />

in <strong>Brecksville</strong>, income tax collections are up 5.71% by year over year<br />

comparison through the first eight months of <strong>2013</strong>. Keeping in line with<br />

the conservative approach of City Council, the administration has managed<br />

outflows well and kept within the planned budget for this year through<br />

August.<br />

Mayor Hruby outlined a recommendation regarding an income tax credit<br />

reduction in the Spring issue of the Bulletin for the purpose of enabling<br />

various possible projects and improvements to the Fire Department,<br />

Community Center, Old Town Hall, Police Department, and the Blossom<br />

Offers Help With Medicare<br />

On October 21 from 12 to 1 the Human Services Center presents,<br />

“The ABCD’s of Medicare. The program is sponsored by <strong>Brecksville</strong>’s<br />

Cleveland Eye Clinic on Edgerton Road.<br />

The first 30 minutes will cover the basics of Medicare Part A and Part<br />

B and the updated <strong>2013</strong> costs. Then there is a discussion about Medigap<br />

policies, Medicare Part C or the Senior Advantage plans, as well as the<br />

Medicare Part D prescription drug plans.<br />

Annual open enrollment is October 15 to December 7 which makes<br />

this the perfect time for this seminar which affects every person 65 and<br />

Low Income Snow Plowing for<br />

Seniors<br />

The Department of Human Services offers driveway snow plowing<br />

for low income seniors. The program is solely for low income seniors<br />

70 and over who have no one to clear their driveway. All residents who<br />

desire the service must apply regardless of whether you have qualified in<br />

the past.<br />

Applications are available at the Human Services Center.<br />

Proof of age and income is required. The only proof of income document<br />

acceptable is a letter from the <strong>Ohio</strong> Department of Development<br />

indicating household eligibility for the 2012-<strong>2013</strong> or <strong>2013</strong>-2014 Home<br />

Energy Assistance Program, commonly referred to as HEAP.<br />

There is a $10 annual fee for the service.<br />

Important Homestead<br />

Exemption Information<br />

As a result of the <strong>Ohio</strong> Budget signed into law on June 30, a major<br />

change is coming to the Homestead Exemption program that will<br />

affect NEW applications. If you are already signed up and receive the<br />

Homestead Exemption on your property taxes, THIS DOES NOT<br />

AFFECT YOU!<br />

Beginning in 2014, <strong>Ohio</strong> residents, age 65 or older, who are applying<br />

for the first time, will have to show that they have annual income<br />

less than $30,000 to qualify for the exemption. If you are already in the<br />

program you do NOT have to reapply unless there is a change to your<br />

property owner information.<br />

Anyone who is at least 65 and not yet on Homestead or who will turn<br />

65 before the end of the year has until June 2, 2014 to apply under the<br />

old rules which do not have a maximum income limit.<br />

Homestead Exemption will not be available until December.<br />

Flu Shots Are Coming!<br />

The <strong>Brecksville</strong> Human Services Center is providing flu shots for<br />

seniors administered by CVS on Wednesday, October 2 from 10 – 2<br />

pm. An appointment will be necessary. Call the <strong>Brecksville</strong> Human<br />

Services Center at 526-2499, Monday through Friday between 9:00<br />

am and 4:00 pm to make an appointment. Flu shots will be given<br />

for people 60 and older and those with a “diagnosed chronic illness.”<br />

If you have Medicare Part B and are eligible for coverage, there is no<br />

charge or co pay but you must present your Medicare card and any<br />

secondary insurance card. CVS can bill any CIGNA, United Health<br />

Care, federal employees and Aetna plan for a $0 co pay for you. If<br />

you are not insured by Medicare or these carriers for a flu shot the<br />

price per shot is $31.99. Again all coverage ID cards must be brought<br />

with you.<br />

Senior Wellness Day will return on Wednesday, October 16 at the<br />

<strong>Brecksville</strong> Human Services Center. The day will begin at 9 with a<br />

free continental breakfast. Senior Wellness Day sponsors are CAPA,<br />

the Community Awareness and Prevention Association and the Human<br />

Services Departments of <strong>Brecksville</strong> and Broadview Heights.<br />

There will be entertaining and informative speakers, including Angie<br />

Ortenzi, Assistant Director of Pharmacy at the Cleveland Clinic;<br />

Roberta Costantino who will conduct a “Brainercize” to counter<br />

Dementia, and Dr. Shamik Bafna of <strong>Brecksville</strong>’s Cleveland Eye<br />

Clinic who will discuss cataract surgery.<br />

The Cuyahoga County Department of Senior and Adult Services will<br />

be there to do a benefits check up for you…meaning are there programs<br />

that you are entitled to but may not be aware of? Find out if<br />

you’re eligible for the Home Energy Assistance Program by bringing<br />

income records and utility bills.<br />

Also bring your September or October gas and electricity bills to<br />

learn if your rate is too high.<br />

Senior Wellness Day will conclude with a free light lunch at noon<br />

sponsored by The Oaks of <strong>Brecksville</strong> skilled nursing facility and<br />

rehabilitation center.<br />

First Annual Celebrate <strong>Fall</strong> in the Valley<br />

Join the <strong>Brecksville</strong> Chamber of Commerce on Tuesday,<br />

October 22 for its first annual Celebrate <strong>Fall</strong> in the Valley event.<br />

Come aboard the Cuyahoga Valley Scenic Railroad and enjoy the<br />

brilliant <strong>Fall</strong> colors as we travel from the <strong>Brecksville</strong> Station to<br />

Akron and back. As we make our way across the scenic valley, enjoy<br />

wine, beer and delicious hors d’oeuvres from local restaurants. The<br />

evening also includes a silent auction offering lots of great items<br />

from local vendors. Boarding begins at 5:00 pm at the <strong>Brecksville</strong><br />

Station located at 13512 Station Road. The train departs promptly<br />

at 5:30 pm.<br />

Back to School Tips From Our Police Department<br />

The <strong>Brecksville</strong> Police Department would like to take this opportunity<br />

to review some issues that will help keep our children safe while in transit<br />

to and from school.<br />

Parents should teach or review with their children the<br />

following ideas:<br />

u Safe walking practices to and from the bus stop or school<br />

u How and where to wait for the bus safely including how to<br />

deal with strangers<br />

u What to do if the bus is late or does not arrive<br />

All drivers should be aware of the following:<br />

u The speed limit in all school zones is 20 MPH<br />

u When a school bus is stopped to pick up or drop off children,<br />

vehicles must also stop a minimum of 10' from the front or rear<br />

of the bus, depending on their direction of travel<br />

u If a bus is stopped on a street which has fewer than 4 lanes, all<br />

traffic in either direction must stop. If traveling on a road with<br />

4 lanes or more, only the traffic traveling in the same direction as<br />

the bus must stop.<br />

The department has worked with the schools in developing security<br />

and crisis plans. Safety of our children is the responsibility of the entire<br />

community. Please be careful and look out for them when driving.<br />

Protecting our most valuable asset, our children, takes time, patience<br />

and common sense. Consider the following safety tips:<br />

Cover the Basics<br />

u Practice with your children their phone number (including area<br />

code), address, and full name. Talk to them about how and when<br />

to make emergency phone calls, both at home and in public.<br />

u Walk the neighborhood with your children. Point out the safe<br />

places they can go in the event of an emergency. Point out dangerous<br />

areas for them to avoid.<br />

Talk to your children frequently about the potential danger of<br />

strangers.<br />

u Listen to your child, a good listening ear may detect a subtle clue<br />

that your child might have a problem.<br />

Make sure there are phone numbers readily available in the event<br />

Make sure your child checks in with you at work as soon as they<br />

arrive home. Agree on rules to follow when your child is home<br />

alone. (friends, computer use, cooking, playing outside)<br />

Instruct your child never to open the door for anyone or converse<br />

with someone on the phone unless they are sure it is you or<br />

someone they are permitted to talk to. Caller ID or an answering<br />

machine will help with this.<br />

Make sure they know how to work the door and window locks and<br />

keep them locked at all times.<br />

Always watch stove top items.<br />

Turn off burners if you must walk away – even for a minute.<br />

Use a timer to remind you if you are using the oven.<br />

Turn handles of pots and pans toward the back to avoid accidentally<br />

knocking them over.<br />

Avoid loose-fitting and dangling clothing on your arms and chest<br />

while you cook.<br />

Keep flammable materials like towels, potholders, papers, etc., away<br />

from cooking appliances.<br />

Be Fire Safe and Fire Smart<br />

Electrical Equipment…<br />

Do not overload and avoid using multi-plug adapters.<br />

Be sure that electrical cords and extension cords are in proper working<br />

condition, with no cracks or exposed wires.<br />

Unplug small appliances like toasters and can openers when not in<br />

use.<br />

If an appliance appears to be malfunctioning have it checked and<br />

repaired before using again.<br />

Turn off and unplug decorations, such as Christmas lights and potpourri<br />

burners, overnight and when you will not be home.<br />

If You Smoke…<br />

Use only deep-seated ashtrays to avoid<br />

tipping and spilling.<br />

Keep smoking materials away from combustible materials and wet<br />

them before disposing of them.<br />

Never smoke while lying down, when tired or when taking medications<br />

that cause drowsiness.<br />

Never smoke while using Medical Oxygen. Turn off the oxygen first,<br />

then turn it back on when finished.<br />

Heating…<br />

Do not use your oven to heat your home.<br />

Check cords on electric space heaters for breaks or cracks.<br />

Only plug heaters into outlets that can handle the load. Avoid sharing<br />

an outlet used by a heater with any other device.<br />

Do not use extension cords with heaters.<br />

Use only the correct fuel with kerosene heaters and store and handle<br />

the fuel safely.<br />

Let the heater cool completely before refueling.<br />

Be sure fireplace flues are clear and always use a screen to deflect<br />

sparks.<br />

Keep combustible materials like blankets and clothing at least three<br />

feet away from any heat sources.<br />

Smoke Detectors…<br />

Install smoke detectors on each level of your home and in all sleeping<br />

areas.<br />

Test smoke detectors monthly and change the batteries every six<br />

months.<br />

For help obtaining and installing smoke detectors and batteries, contact<br />

your local fire department. Your case manager or area agency on<br />

Candles…<br />

Never leave a candle or other open flame unattended.<br />

Keep flammable materials, such as drapes, blankets and clothing, at<br />

least three feet away from flame.<br />

Extinguish candles and other open flames before leaving a room.<br />

In a Fire…<br />

Get out fast and stay out!<br />

If you require assistance getting out of the house, close the door to<br />

your room and stay near a window and stay on the phone with<br />

rescuers.<br />

Have a Plan…<br />

Develop and practice a fire evacuation plan that includes at least two<br />

ways to get out.<br />

Review safety steps like checking closed doors for heat before opening,<br />

using your emergency alert device if you have one and crawling on the<br />

floor below the smoke.<br />

When creating your plan, contact the fire department at 526-2640 to<br />

let them know if you may be unable to evacuate without assistance. It<br />

will make you and them safer in the event of a fire.<br />

Natural Gas & Electricity<br />

Information Meeting<br />

September 18<br />

Each year the City holds an informational meeting about natural gas<br />

and electricity prices. If you want to be sure you are paying the lowest gas<br />

rate in the upcoming heating season this meeting is a must. This year’s<br />

meeting will be on Wednesday, September 18 at 6:30 pm at the Human<br />

Services Center, 2 Community Drive.<br />

It is very important to bring your most recent Dominion East <strong>Ohio</strong><br />

Gas bill and your most recent Illuminating Company bill with you. That<br />

way we can provide one-on-one advice.<br />

The rate on your August bill should have been no higher than $4.30<br />

and your September bill should be no higher than $4.05. If it is you need<br />

to attend the meeting.<br />

No one should be on a fixed rate now or this winter. It is recommended<br />

that you be on NOPEC’s variable rate. The NOPEC number is<br />

888-848-7914.<br />

If the letters SSO, SCO, or MVR are on your bill call NOPEC and<br />

switch to their variable rate.<br />

If you receive a letter from your current gas supplier about future service<br />

read it carefully. There is a very real possibility the offer is too high.<br />

<strong>Fall</strong> Leaf Collection Begins<br />

Yard waste and grass pickup will end on Thursday, October 24.<br />

<strong>Fall</strong> Leaf Collection begins on Monday, October 21 and will end on Friday,<br />

November 29. When snowplows are operating, leaf vacuum service is suspended.<br />

Watch for signs in your neighborhood indication an impending leaf<br />

sweep. Leaves must be close to the street, but not on the street. Daily scheduling<br />

is not possible.<br />

the class progresses and as children show improvement, and is taught with fun, safe,<br />

Description<br />

<strong>Brecksville</strong> Recreation Youth Basketball is a recreational league stressing skill<br />

development, team work and fun. Practices are held one evening a week beginning in<br />

November with games being played on Saturdays beginning in December. The league<br />

usually is completed by the middle of February. Practices are held at either Blossom<br />

Hill or a school facility. Games are played at the <strong>Brecksville</strong> Community Center or at<br />

neighboring Recreation Centers.<br />

No carpool or special requests for team and player placement will be taken.<br />

There will be one head coach and one assistant coach per team. Coaches kids will be<br />

placed on same team. If you want to guarantee your child is on a specific team, you<br />

should look into coaching.<br />

Participants need to be open to practicing any evening of the week. Special requests<br />

Lifeguards protect their community by preventing, recognizing, and responding to waterrelated<br />

emergencies. In order to get a job at most facilities, you need to become certified,<br />

and most employers look for American Red Cross Certification.<br />

Obtain your 2-year certification by taking a Lifeguarding course from the American Red<br />

Cross*. Courses take as little as 24 hours and emphasize hands-on training, supported<br />

by classroom instruction.<br />

• Surface dive, feet-first or head-first, to a depth of 7 to 10 feet to retrieve a 10-pound<br />

object.<br />

• Surface and swim 20 yards on back, with both hands holding the object.<br />

• Exit the water without using a ladder or steps.<br />

Community Center Indoor Pool Annual<br />

Shutdown will be September 9-15<br />

This September’s shutdown service will not involve a full draining and as result<br />

will only be one week long. The skylight roof panels in the pool area need to be<br />

replaced and will require the pool and spa to be closed at this time. We are planning<br />

to perform a more comprehensive service to the indoor pool and spa during this<br />

shutdown. Dates for this shutdown are to be announced at a later date.<br />

Competitive Swim<br />

Instruction Program<br />

This is a quarterly offered program for <strong>Fall</strong>, Winter and Spring that will<br />

focus on competitive swim techniques and endurance for youth, ages<br />

7-13. This program is considered an extension of the Learn-to-Swim<br />

program.<br />

• Times and days of program offerings will vary from season to<br />

season.<br />

• It is designed for those that have participated in at least the Level 5<br />

Learn-to-Swim or equivalent.<br />

• This program is restricted to <strong>Brecksville</strong> residents only.<br />

• Sessions will be scheduled for eight (8) meetings.<br />

• Each offering is considered a separate session with separate fees.<br />

Participants should only register for sessions that they can attend.<br />

The program requires participants to perform continuous lap<br />

swimming. Participants should be able to swim a minimum of ten<br />

course is to provide individuals, ages 11 to 15, with the information<br />

and skills necessary to provide safe and responsible care for<br />

This training will help participants develop skills in leadership<br />

and professionalism, basic care, safety and safe play and first<br />

aid. Students will also be taught what to do if an infant or child is<br />

choking or needs rescue breathing.<br />

Water Exercise for Arthritis<br />

The Arthritis Class is a recreational exercise program developed<br />

by the Arthritis Foundation to help individuals with Arthritis and<br />

other related conditions. The activities and exercises are designed<br />

to encourage self care, social interaction, improve muscle strength<br />

and flexibility. Each participant works at his or her own fitness<br />

level. Modifications are given for each exercise to help individuals<br />

customize the program to fit their needs. This program is an excellent<br />

post therapy class or post surgery class as it focuses on muscle<br />

strengthening and flexibility.<br />

Liquid Strength<br />

Monday, Wednesday & Friday 9:00-10:00am<br />

The Liquid Strength program is to provide participants with water<br />

resistance training. Participants will spend 60 minutes working in the<br />

water on range of motion activities and resistance training. This class<br />

is open to individuals of all ages and varying abilities especially those<br />

with mobility impairments.<br />

Water Exercise with Nora<br />

Monday and Wednesday 6:30-7:30pm<br />

The Water Exercise with Nora class begins with warm up exercises<br />

to get participants acclimated to the water then moves to a more<br />

vigorous segment of exercises to work the large muscle groups.<br />

Toning exercises and resistance stretches are varied from class to<br />

class to keep the exercises fresh and invigorating. The goal is to<br />

increase participants’ muscle tone, cardio benefits, and to help them<br />

achieve their personal health goals.<br />

TNT Water Exercise<br />

Tuesday &Thursday 9:00–10:00am<br />

TNT- Water Ex was developed to help individuals achieve their<br />

personal fitness goals. This class is geared for participants of all<br />

ages and fitness levels. Varied exercises and repetitions allow<br />

participants to customize the workout to fit their needs. There is a<br />

high concentration on cardiovascular endurance and strength training<br />

with little to no impact on the joints. Participants will use a variety of<br />

equipment including float belts, noodles, stretch cords, and barbells.<br />

AQUAfit<br />

Tuesday, 6:00-7:00pm and Saturday 9:15-10:15am<br />

Come enjoy this 60 minute fitness class for improvement of your<br />

cardio endurance, strength, flexibility, posture, balance, and wellbeing<br />

through exercises taught by a certified instructor and developed<br />

specifically for the warm water environment. The class includes the<br />

use of a variety of resistance and weight bearing equipment including<br />

buoys, gloves, noodles, resistance tubes and weights. Exercises are<br />

demonstrated at various levels so they can easily be modified to fit<br />

the individual participant. This is also a great program for post therapy<br />

and surgery.<br />

City Ordinance Pertaining<br />

To Political Signs<br />

Many residents frequently comment on <strong>Brecksville</strong>’s inherent beauty and<br />

the sign ordinance was created to help maintain <strong>Brecksville</strong>’s appearance that<br />

we all enjoy and appreciate. Please be prudent in the display of political signs,<br />

especially in this year’s hotly contested elections.<br />

Section 1187.14 (Pertaining to political signs and edited for brevity)<br />

• Permit not required<br />

• Ground political signs may be erected on any property, with the owner’s<br />

permission, and be located at least 12 inches behind the rightof-<br />

way line. The sign(s) shall be securely placed in order to prevent<br />

being displaced by weather conditions.<br />

• The following additional regulations shall apply to all political signs:<br />

A. The sign shall not be posted in the public right-of-way, tree lawns<br />

located within the public rights-of-way or any property owned or<br />

leased by the city, the state, the United States of America or any other<br />

public entity without the consent of such governmental entity.<br />

B. No sign shall be erected on a vacant lot or on a lot with an unoccupied<br />

building without the owner’s permission.<br />

C. The political sign shall not be illuminated.<br />

D. Political signs placed in the public-right-of way, tree lawns located<br />

within the public rights-of-way or any property owned or leased by<br />

the city, the state, the United States of America or any other public<br />

entity without the consent of such governmental entity shall be<br />

removed by the Building Department, Police Department and/or<br />

Service Department and stored at the Service Department complex<br />

for a minimum of 72 hours and shall thereafter be destroyed.<br />

Adopt-A-Family is a partner program with the Yuletide Hunger<br />

Program. Adopt-A-Family enables a family, business, church<br />

or service organization to provide Christmas gifts for less fortunate<br />

families in <strong>Brecksville</strong>, Broadview Hts., Seven Hills and<br />

Independence.<br />

WW II ReUnion Meeting<br />

For six years Ben Jeremiah and<br />

Homer Farr, WW II aviators, led a<br />

monthly meeting of WW II veterans<br />

and all interested people. Month after<br />

month Homer and Ben recruited<br />

mostly WW II vets to speak to the<br />

group.<br />

From time to time the group will<br />

“regroup” and have a reunion of sorts<br />

with a program.<br />

It’s 1955, the Eisenhower era of the Cold<br />

War and the race to space. Flying saucers are<br />

seen at the movies and in the late night sky. The<br />

fictional Milwaukee Space Center is abuzz at the arrival of a leading rocket<br />

scientist to launch a space probe. Then a space craft lands with the chief<br />

Zombina who has come to conquer earth and take men back to help populate<br />

her dying planet. This jepordizes the Space Center’s budding romances,<br />

and offers another opportunity to spoof the 50’s politics and pop<br />

culture.<br />
