Protecting the environment<br />

Climate change<br />

<strong>TVK</strong> and MOL have fully harmonized their operations also in connection with green house gases. Accordingly, we are making<br />

conscious efforts at minimizing emissions. There was a substantial increase in the number of corporate facilities granted a<br />

permission to emit gases by the UHG5479-1 license due to regulatory changes concerning the second trading period and our<br />

pyrolysis plants have also been subject to the rules governing the trading of carbon dioxide quotas since January 1, 2008,<br />

which imposed major changes in the area of monitoring and reporting emissions. In <strong>2010</strong>, CO2 emissions subject to ETS<br />

amounted to 1,127 million tons, which is why the allocated quantity recorded in the National Allocation Plan approximates<br />

closely the emissions budgeted for the trading period between 2008 and 2012. Our continuous efforts at improving feedstock<br />

consumption and energy efficiency have had a significant impact on reducing specific CO2 emissions.<br />

Clean air<br />

Emission monitoring data suggest that plant process emissions of pollutants complied with the effective control limits. We<br />

spent HUF 2.1 million on controlling compliance in <strong>2010</strong>. We use the intermittent measurement method envisaged in legal<br />

provisions and regulatory requirements at the required frequency to control local point sources. The tests are performed by<br />

accredited laboratories.<br />

The National Air Pollutant Monitoring Network performs regular checks of the presence pollutants in the ambient air near <strong>TVK</strong><br />

and evaluates air quality. Air pollution levels are recorded by the immission measurement stations located in neighbouring<br />

settlements and the recorded levels are read and checked by the Northern Hungarian Directorate of Environmental<br />

Protection, Nature Conservation and Water Management (the Directorate). We received no notice from the Directorate of<br />

pollutant concentrations above control limit and that any such instances were attributable to our activities.<br />

Waste management<br />

In 2009 – at MOL Group a group level – concluded waste contracts.<br />

Through involving the services of both active and passive partners cost-efficiency of all wastes and monitoring of wastes life<br />

time became ensured.<br />

As a result of concluding the long-term joining contracts we realized significant cost saving regarding the normal wastes<br />

already in <strong>2010</strong>.<br />

HVC – High Value Chemicals (ethylene, propylene, butadiene, benzene, hydrogen)<br />

As each process we operate complies with BAT requirements, we have very little room to reduce CO2 emissions any more.<br />

Moreover, petrol chemistry is highly energy intensive and hence energy consumption is a major cost item of our operations.<br />

Consequently, improving energy efficiency can couple with further reductions of CO2 emissions. Recognising this, we have<br />

launched several projects aiming at improving our energy efficiency and in doing so we took into account the financial<br />

implications of potential CO2 emissions during the evaluation of our project plans and investment decisions.<br />

We have taken important measures to contribute to implementing our climate strategy and to reaching additional<br />

improvements of the efficiency of energy consumption, including the following key actions:<br />

• The quantity of steam necessary for <strong>TVK</strong> operations is ensured by <strong>TVK</strong> Power Plant (<strong>TVK</strong> Erőmű) with high CO2 and<br />

energy efficiency. Here we also utilize flue gas heat content in district heating system.<br />

• A project was started for Replacement of the oil firing in SC-1 F8001 boiler with normal (NG) and inert-contained<br />

natural gas (AFG – Alternative Fuel Gas). The technical and economic preparation of the project has been finished; the<br />

implementation is planned for the 2011-2012, as it has to be harmonized with the SC-1 general overhaul scheduled in<br />

2012. Reduction of the CO2 emission and of the energy consumption is targeted with the project.<br />

• The project of Preheating of combustion air for F8001 boiler also aims increasing its energy-efficiency by utilizing the<br />

seasonal excess of low pressure steam, saving natural gas accordingly. Project preparation has also been finished;<br />

firms were selected through a tendering procedure for supply and installation of the new heat exchanger to be built in.<br />

Implementation is scheduled for 2012, year of SC-1 plant’s turnover.<br />

• Within SC-1 Development project we continued and successfully closed Reconstruction and capacity increase of the F<br />

1009 ethane furnace. By cracking the ethane amount earlier not processed but used as fuel, now an additional amount of<br />

ethylene is produced, and the specific feed-consumption data of the plant can be improved.<br />

• Better than expected return data have been reached by commissioning the cracked gas pipeline between SC-1 and SC-2.<br />

By installing of the system, the flaring losses can be reduced at the starting and shutdown procedures of the crackers.<br />

Besides, the new system is suitable for transfer of off-gases and of the excess fuel gases from one cracker to be processed<br />

in the other plant. Implementation of the project leaded to reduction of raw material and natural gas consumption as well<br />

as to reduction of the CO2 emission.<br />

• Within Recovery of CH (propylene) gases at the railway loading-unloading station, two subprojects are being prepared<br />

in parallel: the propylene recovery and the LPG products recovery. By collecting and processing a part of the CH-gases,<br />

inevitably vaporized and presently flared during the tank cars loading process, raw material consumption and CO2<br />

emission are reduced simultaneously.<br />

Waste management at our Company is properly regulated in accordance with the European Union’s norms. In the year <strong>2010</strong><br />

our waste management activity met the instructions.<br />

The updated recording of wastes (hazardous and non-hazardous) at <strong>TVK</strong> Nyrt is carried out in the break-down as per unit<br />

line, in accordance with formation processes.<br />

In <strong>2010</strong> 3,869 tons of waste formed at the Company, treatment cost of which amounted to HUF 20.5 million.<br />

In 2005 the following cost emerged in connection with hazardous waste treatment: HUF 124 million, in 2006 HUF 58 million,<br />

in 2007 HUF 36 million, in 2008 HUF 56 million, in 2009 HUF 62.9 million, while in <strong>2010</strong> it reached HUF 47 million.<br />

Quantitative decrease in volume of hazardous waste occurred primarily in consequence of maintenance jobs – that produced high<br />

quantity of wastes. In <strong>2010</strong> was again an overhaul, which is more concerned department.<br />

In <strong>2010</strong> approximately 559 tons of hazardous waste were formed due to the maintenance and investment activity.<br />

The sold, then recycled products and recycled packaging<br />

In order to meet its obligations on utilisation of packaging materials <strong>TVK</strong> Nyrt. Concluded contract with Öko-Pannon Kht for<br />

undertaking manufacturer’s obligations .<br />

The Öko-Pannon Kht. – as a coordinating organisation – performs its obligations instead of <strong>TVK</strong> Nyrt., in order to reach<br />

exemption from the product fee payment – in such a way that it concludes conttracts with waste treating and waste recycling<br />

companies, and performs its obligations set in the legal rules relating to the proper ratio utilisation of packaging wastes using<br />

the services of the above companies.<br />
