65) “Side passing” is a passage with the road vehicle beside a stopped or parked vehicle,<br />

or beside some other object which is <strong>on</strong> traffic track <strong>on</strong>to which the road vehicle moves;<br />

66) “Pedestrian column” is an organized group of pedestrians guided from their guider<br />

or their commander;<br />

67) “<strong>Traffic</strong> flow” is a column of many vehicles which moves <strong>on</strong> the same directi<strong>on</strong> of<br />

the road;<br />

68) “<strong>Traffic</strong> track change” is a passage with a vehicle from <strong>on</strong>e traffic track to another<br />

for traffic at the same directi<strong>on</strong> for lining reas<strong>on</strong> or faster movement;<br />

72) “Special care” (Advanced) - is advanced care and behavior fit of traffic road<br />

participant according to the c<strong>on</strong>diti<strong>on</strong>s and situati<strong>on</strong>s <strong>on</strong> road;<br />

73) “Vehicle that moves slowly” - equipped vehicle with engine, design of which limits<br />

its maximum speed from 25 km/h. This does not include the tractor;<br />

74) “Vehicle used for special aims” - designed vehicle in special manner for pers<strong>on</strong> and<br />

goods transport, that uses Kosovo Police Service, Kosovo Protecti<strong>on</strong> Corpus (KPC), Fire<br />

Departments, Penitentiary Police and similar;<br />

75) “Semi trailer” - is a transporting vehicle fated for towing the half-trailer;<br />

76) “Old vehicle” - based <strong>on</strong> special regulati<strong>on</strong>, vehicle which is registered as a museum<br />

object or it is included <strong>on</strong> the central register of nati<strong>on</strong>al heritage materials;<br />

77) “School bus” - bus designed for going – coming children transportati<strong>on</strong>, it must be<br />

painted with orange color and signed in fr<strong>on</strong>t and behind by the side of rectangle plates<br />

with the text “school bus” according to the foreseen measures;<br />

78) “Stoppage” - is every interrupti<strong>on</strong> of vehicle movement in c<strong>on</strong>tinuance till three (3)<br />

minutes, except the interrupti<strong>on</strong> which is made to act according to the sign or regulati<strong>on</strong><br />

with which the traffic straightens;<br />

79) “Parking” - is every interrupti<strong>on</strong> of vehicle movement <strong>on</strong> road in c<strong>on</strong>tinuance more<br />

than three (3) minutes, except the interrupti<strong>on</strong> which is for acting according to the sign or<br />

regulati<strong>on</strong> with which the traffic straightens;<br />

80) “Emergency stopping” - is movement interrupti<strong>on</strong> when unused vehicle for cause of<br />

failure or must stop for some other reas<strong>on</strong>;<br />

81) “U turn” - is the turn of the vehicle for 180 degrees from the actual directi<strong>on</strong> of<br />

movement for reas<strong>on</strong> of entering <strong>on</strong> the opposite movement directi<strong>on</strong>;<br />

82) “Vehicle release” - is an act which in due c<strong>on</strong>diti<strong>on</strong>s the driver is obliged to make<br />

the disc<strong>on</strong>tinuati<strong>on</strong> of the vehicle, by slowing down the speed movement, or with act<br />
