Thus augmentation of locomotives did not keep pace with growth of traffic <strong>in</strong><br />
the zones ow<strong>in</strong>g to persistent manufactur<strong>in</strong>g constra<strong>in</strong>ts <strong>and</strong> sett<strong>in</strong>g up of<br />
manufactur<strong>in</strong>g facilities under PPP <strong>in</strong>itiative were still <strong>in</strong> nascent stages. The<br />
<strong>in</strong>itiatives envisaged <strong>in</strong> the IRMP for augmentation of specialised wagons<br />
were only partially achieved. Imbalances <strong>in</strong> availability of roll<strong>in</strong>g stock vis-àvis<br />
the requirements existed <strong>in</strong> the zones, warrant<strong>in</strong>g improved management.<br />
Recommendations<br />
IR needs to expedite augmentation of roll<strong>in</strong>g stock to ensure that the roll<strong>in</strong>g<br />
stock <strong>in</strong>frastructure adequately caters to the projected growth <strong>in</strong> traffic. IR<br />
also needs to address, on priority, the imbalances <strong>in</strong> the availability of roll<strong>in</strong>g<br />
stock vis-à-vis the requirements <strong>in</strong> the zones.<br />
1.9.1.2 <strong>Freight</strong> term<strong>in</strong>als<br />
<strong>Freight</strong> term<strong>in</strong>als comprise goods sheds owned by railways <strong>and</strong> sid<strong>in</strong>gs owned<br />
by private parties. Efficient movement of roll<strong>in</strong>g stock is dependant on various<br />
facilities provided at these term<strong>in</strong>als to enable faster load<strong>in</strong>g <strong>and</strong> unload<strong>in</strong>g of<br />
rakes without much detention to ensure that available scarce resources are<br />

Technology <strong>and</strong> augmentation of private participation are some of the<br />
<strong>in</strong>itiatives taken up by IR for improv<strong>in</strong>g freight <strong>services</strong>. A review of the<br />
adequacy of facilities provided at 110 freight term<strong>in</strong>als h<strong>and</strong>l<strong>in</strong>g more than 30<br />
rakes a month on an average, modernisation <strong>and</strong> Information Technology<br />
