development of reliable electronic <strong>in</strong>-motion weighbridge of the desired<br />
technical specification <strong>and</strong> the costs of 120 tonne weighbridges were the ma<strong>in</strong><br />
reasons for slow proliferation. IR further added that <strong>in</strong>structions have now<br />
issued to all the zones for commission<strong>in</strong>g all planned/ proposed weighbridges<br />
quickly <strong>and</strong> as close to the load<strong>in</strong>g po<strong>in</strong>ts as possible.<br />
However, a substantial number of term<strong>in</strong>als were not provided with even the<br />
basic facilities <strong>and</strong> IR needs to scale up its <strong>in</strong>vestment <strong>in</strong> traffic facilities. The<br />
management of resources also required improvement s<strong>in</strong>ce the limited<br />
resources allocated for Traffic facilities was be<strong>in</strong>g persistently surrendered.<br />

envisaged modernisation<br />
of freight term<strong>in</strong>als to<br />
provide quicker load<strong>in</strong>g<br />
<strong>and</strong> unload<strong>in</strong>g of rakes,<br />
improved turn around<br />
<strong>and</strong> customer<br />
satisfaction. Forty<br />
term<strong>in</strong>als were <strong>in</strong>itially<br />
selected for modernisation <strong>and</strong> the list was later revised to 55 term<strong>in</strong>als. A<br />
review of facilities provided <strong>in</strong> 22 such term<strong>in</strong>als identified for modernisation<br />
disclosed that even modernisation works at freight term<strong>in</strong>als were not be<strong>in</strong>g<br />
planned by the zones <strong>and</strong> mechanisation of freight operations received low<br />
priority <strong>and</strong> were not taken up. Therefore, the facilities envisaged were not<br />
provided <strong>in</strong> many term<strong>in</strong>als as shown below even though four out of the five<br />
year period for implementation had lapsed.<br />
The poor condition of some term<strong>in</strong>als <strong>and</strong> the pace of progress of works <strong>in</strong><br />
term<strong>in</strong>als identified for modernisation, it is unlikely that the objectives of the<br />
IRMP would be met by the envisaged period as shown below:<br />
• Sanctioned works on n<strong>in</strong>e term<strong>in</strong>als <strong>in</strong> seven zones 1 were either not<br />
taken up or were <strong>in</strong> the prelim<strong>in</strong>ary stages such as f<strong>in</strong>alis<strong>in</strong>g cost<br />
estimates, evaluation <strong>and</strong> placement of tenders. In two zones, works<br />
taken up <strong>in</strong> six other term<strong>in</strong>als 2 were progress<strong>in</strong>g very slowly.<br />
• Though full rake load<strong>in</strong>g facility was available <strong>in</strong> Cuttack goods shed <strong>in</strong><br />
ECoR, which on an average h<strong>and</strong>led 33 rakes every month, the shed was<br />
lack<strong>in</strong>g <strong>in</strong> basic facilities. The shed only had two l<strong>in</strong>es as aga<strong>in</strong>st the<br />
stipulated three. Even <strong>in</strong> these two l<strong>in</strong>es, only partly covered sheds were<br />
