The wear <strong>and</strong> tear on permanent way <strong>in</strong> terms of defects <strong>in</strong> track structure viz.,<br />
rail fractures <strong>and</strong> weld failures had also <strong>in</strong>creased significantly. The <strong>in</strong>itiative<br />
of enhanced load<strong>in</strong>g is, therefore, not susta<strong>in</strong>able <strong>in</strong> the long term unless it is<br />
accompanied by augmentation of assets <strong>and</strong> <strong>in</strong>frastructure.<br />
IR <strong>in</strong> reply (March 2010) stated that due to heavy <strong>in</strong>puts given to track<br />
ma<strong>in</strong>tenance, rail fractures <strong>and</strong> weld failures have not <strong>in</strong>creased significantly<br />
<strong>and</strong> that wear <strong>and</strong> tear on rakes was on the higher side, which was be<strong>in</strong>g<br />
controlled by provid<strong>in</strong>g additional spr<strong>in</strong>gs to enable the roll<strong>in</strong>g stock to carry<br />
heavy loads. However, current statistics cont<strong>in</strong>ued to <strong>in</strong>dicate that wear <strong>and</strong><br />
tear on roll<strong>in</strong>g stock cont<strong>in</strong>ued to be perceptibly higher <strong>and</strong> there was no<br />
improvement <strong>in</strong> the defects to the track structure.<br />
Further, viewed from the customer’s perspective, efficient utilisation of assets<br />
should ultimately translate <strong>in</strong>to efficient <strong>and</strong> effective delivery of freight<br />
<strong>services</strong>, which implies provision of a reliable <strong>and</strong> timely service. In the<br />
endeavour, it is also imperative that assets are efficiently ma<strong>in</strong>ta<strong>in</strong>ed to enable<br />
optimum utilisation. A review coupled with the customer perception obta<strong>in</strong>ed<br />
by Audit through a survey of sid<strong>in</strong>g owners <strong>in</strong>dicated <strong>in</strong>adequacy <strong>in</strong> supply of<br />
rakes to customers, <strong>in</strong>efficiencies <strong>in</strong> enroute stabl<strong>in</strong>g of rakes, <strong>in</strong>terchange<br />
commitments <strong>and</strong> ma<strong>in</strong>tenance of roll<strong>in</strong>g stock that affected the efficiency of<br />
freight <strong>services</strong> as brought out below.<br />
1.9.2.1 Utilisation of assets<br />
Effective utilisation of assets calls for supply of rakes to customers as per<br />
dem<strong>and</strong> <strong>and</strong> delivery of consignments at the dest<strong>in</strong>ation m<strong>in</strong>imis<strong>in</strong>g the<br />
enroute detentions to roll<strong>in</strong>g stock. Enroute detention to roll<strong>in</strong>g stock occurs<br />
either when the rakes are stabled or when the <strong>in</strong>terchange commitments<br />
between zones <strong>and</strong> other operational agreements are not efficiently regulated.<br />
A review disclosed the follow<strong>in</strong>g:-<br />
