Chipped platform shed - Cuttack goods shed<br />

provided <strong>and</strong> therefore each time about half a rake (15 to 19 wagons)<br />

was placed <strong>in</strong> the open. Further, the platform shed on one l<strong>in</strong>e was<br />

chipped to raise the traction wire <strong>and</strong> as a sequel the platform was<br />

exposed to ra<strong>in</strong> water mak<strong>in</strong>g it unsuitable for stack<strong>in</strong>g food gra<strong>in</strong>s <strong>and</strong><br />

sugar consignments dur<strong>in</strong>g ra<strong>in</strong>y season.<br />

IR mentioned (March 2010) that modernization of freight term<strong>in</strong>als was a<br />

cont<strong>in</strong>uous process <strong>and</strong> that a number of works were <strong>in</strong> progress for<br />

upgradation of facilities <strong>in</strong> freight term<strong>in</strong>als. However, Audit observed that the<br />

pace of progress of these works was slow <strong>and</strong> thereby the objectives<br />

envisaged <strong>in</strong> the IRMP were not likely to be achieved with<strong>in</strong> the envisaged<br />

period.<br />

Private participation<br />

In order to encourage the term<strong>in</strong>al or sid<strong>in</strong>g owners to <strong>in</strong>vest <strong>in</strong> modernisation<br />

of term<strong>in</strong>als so as to reduce term<strong>in</strong>al detention of wagons by us<strong>in</strong>g modern<br />

methods of load<strong>in</strong>g/unload<strong>in</strong>g, the Term<strong>in</strong>al Incentive cum Eng<strong>in</strong>e On Load<br />

Scheme was launched with suitable f<strong>in</strong>ancial <strong>in</strong>centive to sid<strong>in</strong>g or term<strong>in</strong>al<br />

owners. IR also offered a f<strong>in</strong>ancial <strong>in</strong>centive by way of rebate <strong>in</strong> freight. The<br />

eng<strong>in</strong>e on load facility was applicable only <strong>in</strong> term<strong>in</strong>als where mechanical<br />

load<strong>in</strong>g takes place <strong>and</strong> it was observed that mechanical load<strong>in</strong>g facilities were<br />

not provided <strong>in</strong> many major term<strong>in</strong>als as shown <strong>in</strong> para 7.2.1 above.<br />

Therefore, there were no takers for the scheme <strong>in</strong> 10 out of the 16 zones. In the<br />

rema<strong>in</strong><strong>in</strong>g six zones, only 66 parties opted for the scheme of which 51<br />

customers were from one zone (SWR). The scheme was subsequently<br />

withdrawn <strong>in</strong> January 2009 <strong>and</strong> the <strong>in</strong>itiative of augment<strong>in</strong>g private <strong>in</strong>vestment<br />
