agricultural environment should be part <strong>of</strong> both the<br />
preliminary <strong>and</strong> final plats.<br />
5. To enhance the ability <strong>of</strong> <strong>Liberty</strong> to preserve effective<br />
open space <strong>and</strong> l<strong>and</strong>s for agricultural activities, consider<br />
eliminating the requirement that the <strong>Plan</strong>ning Board<br />
can’t require any more than 10% open space or 3 acres<br />
<strong>of</strong> preserved l<strong>and</strong>.<br />
6. Include a section on clustering/conservation subdivision<br />
procedures <strong>and</strong> st<strong>and</strong>ards. This should be consistent<br />
with the zoning requirements. The subdivision law<br />
should define the review process <strong>and</strong> administration <strong>of</strong><br />
these projects.<br />
7. Remove language in Section 130-21 that does not allow<br />
a waiver <strong>of</strong> depth or width <strong>of</strong> lot size for any cluster<br />
development as this may be an impediment to doing a<br />
well-designed clustered subdivision.<br />
8. Design St<strong>and</strong>ards: Include agriculture in all language<br />
where the law establishes the need to preserve natural<br />
features. <strong>Agriculture</strong> should be elevated to the same<br />
consideration. Further, subdivision language should<br />
specify that new subdivisions should be designed to<br />
have the least amount <strong>of</strong> interference with adjacent<br />
agricultural operations or those within the NYS Ag<br />
District. Add language so buffers would be required to<br />
be created by new subdivisions when adjacent to<br />
existing farm operations.<br />
