9.2 Details of Fixed Cost for Control Period<br />

This section discusses the approach employed to compute the fixed cost for the transmission<br />

system for the control period which is based on the audited accounts for the FY 2010-11,<br />

provisional accounts for FY 2011-12, estimates for FY 2012-13 & ARR for FY 2013-14. The<br />

Annual Revenue Requirement for the control period is projected based on methodologies<br />

discussed in detail in subsequent paragraphs.<br />

Projection of Operational Performance<br />

9.2.1 Transmission Losses<br />

TANTRANSCO has a projected gradual increase in efficiency and reduction in<br />

transmission loss in past. TANTRANSCO takes central power into account after the<br />

calculation of inter-state transmission losses for the total quantum injected into the<br />

Tamil Nadu Grid and other input within the State for calculation of intra-state<br />

transmission loss calculation.<br />

The actual loss in the Intra-State transmission system is 4.71% for FY 2010-11 and<br />

provisional is expected to be around 4.25% in FY 2011-12. The proposed transmission<br />

losses also factor the fact that the current load is present on the southern side, whereas<br />

the generation is predominantly on the other part of the States. As this situation is<br />

expected to continue in the future, the transmission loss being a function of the<br />

quantum of power, direction of power flow in the network and the inherent technical<br />

loss present in the wire network, for the next five year period of FY 2013-14 to FY 2015-<br />

16, the proposed loss will be 4.25%. TANTRANSCO humbly requests the Hon’ble<br />

Commission to approve the Intra-State Transmission loss as 4.25% for the control<br />

period.<br />

9.2.2 System Availability and incentive<br />

As per the clause 58(b) of the Tariff Regulations, overall normative system availability<br />

for recovery of full transmission Charges is 98%. Since the past system availability is<br />

more than 99%, TANTRANSCO proposed to maintain the system availability of 99.54%<br />

for the MYT control period FY 2013-14 to FY 2015-16 which is equivalent to FY 2011-12.<br />

Accordingly TANTRANSCO has claimed incentive as per clause 16 of MYT Regulations<br />

which is @ 1% of equity for each percentage point of increase in annual availability and<br />

calculated as follows:<br />

Incentive = Equity * (Annual Availability achieved – Target availability) / 100.<br />

9.2.3 Loading of Transmission system<br />

TANTRANSCO is expecting additional loading of MW from central, state and private<br />

generating station which will make the total loading on TANTRANSCO system as given<br />
