Ian Heaphy is a Partner <strong>of</strong> EC Harris LLP. Ian is a Service Expert for Procurement and Contract Strategies and a<br />
recognised expert in the development and implementation <strong>of</strong> innovative procurement strategies with particular expertise<br />
around frameworks and partnering / alliance agreements and cost reimbursable contracts for major programmes or work.<br />
He is experienced in most major forms <strong>of</strong> contract including FIDIC, ICE and PPC International and is an authority on the<br />
NEC forms <strong>of</strong> contract. Ian has worked across all sectors <strong>of</strong> the industry and in particular, infrastructure, industrial, public<br />
and regeneration. Ian has spoken at numerous events on legal and technical issues and has had several articles published<br />
in construction.<br />
Ian is an accredited trainer as well as an active member <strong>of</strong> the NEC User Group.<br />
The <strong>Hong</strong> <strong>Kong</strong> construction industry has typically followed traditional contract strategies. The local government<br />
has however maintained an interest and tracked the development <strong>of</strong> the NEC in the UK. Contractual partnering and<br />
collaborative working techniques are seen by many in the industry as a key step forward, with NEC3 seen as being at<br />
the forefront <strong>of</strong> this style <strong>of</strong> working. The government is actively considering through various departments a series <strong>of</strong> pilot<br />
projects to use NEC3, and EC Harris is pleased to be working with DSD on the first pilot project, and also HyD on the<br />
second pilot project.<br />
