(1) Considering the relocation of the HKIS office.
Office rental and associated expenses (rates and
management fees) constitute approximately 45%
of all recurrent expenses. There are obviously pros
and cons of office relocation. More comprehensive
consultation with members is needed before a decision
can be made; and
(2) Considering, in the long run, whether our institution
should own, rather than rent, its office. The process
of office relocation and acquisition are major
decisions that have many significant implications.
Therefore, such a process must be planned well in
advance of the expiry of the current rental lease.
Since the rental lease of the HKIS office has just
been renewed, that allows us more time to start
considering this issue.
Some of the long term objectives being considered
included:
(1) Enhancing the profile of the HKIS locally and
internationally;
(2) Promoting the recruitment of technical members; and
(3) Exploring other possible categories of membership,
such as lifetime membership with a single upfront
membership fee.

make the retreat a successful one.

理 事 會 退 修 已 於 2010 年 1 月 16 日 於 西 區 仁 民 飯 店 舉 行 ,
出 席 者 包 括 24 名 理 事 會 成 員 、 秘 書 處 高 級 經 理 及 經 理 。 退
修 主 要 尋 找 學 會 現 時 及 未 來 的 機 遇 , 並 作 為 學 會 的 策 略 性 發
展 計 劃 制 訂 短 期 、 中 期 及 長 遠 目 標 的 基 礎 資 料 。 退 修 先 由
學 會 會 長 介 紹 背 景 資 料 及 數 據 , 再 由 高 級 副 會 長 帶 領 進 行
「 優 、 弱 、 機 、 危 」 分 析 。 小 休 過 後 , 會 長 引 導 了 參 與 者 提
出 前 瞻 性 建 議 。
一 些 中 期 考 慮 的 目 標 包 括 :
1. 研 究 搬 遷 學 會 辦 事 處 。 現 時 的 租 金 及 其 他 相 關 支 出 〔 差
餉 及 管 理 費 〕 約 佔 學 會 總 開 支 的 45%。 當 然 , 學 會 搬 遷
有 優 點 亦 有 缺 點 , 因 此 於 作 出 決 定 前 必 須 進 行 充 份 的 諮
詢 工 作 ;
2. 從 長 遠 角 度 來 說 , 研 究 學 會 應 否 擁 有 永 久 會 址 。
退 修 活 動 取 得 建 設 性 成 果 , 通 過 理 事 們 的 積 極 參 與 , 提 出 了
不 少 意 見 , 作 為 學 會 制 訂 策 略 性 發 展 計 劃 的 基 礎 。 當 中 , 部
份 可 考 慮 的 短 期 目 標 包 括 :
搬 遷 辦 事 處 或 購 買 物 業 均 是 重 大 決 定 , 影 響 深 遠 , 因 此 必 須
於 租 約 期 滿 前 作 出 周 詳 計 劃 。 由 於 現 時 的 租 約 剛 獲 更 新 , 這
將 是 理 想 時 間 著 手 開 始 研 究 有 關 議 題 。
1. 重 整 學 會 網 頁 及 改 善 內 容 ;
2. 推 廣 網 上 交 流 , 鼓 勵 會 員 以 電 郵 方 式 接 收 學 會 資 訊 及 月
刊 。 此 不 但 提 倡 環 保 , 更 可 大 大 減 輕 學 會 的 財 政 負 擔 〔
過 往 3 年 均 錄 得 虧 損 〕。 月 刊 的 印 刷 及 郵 寄 費 用 超 過
100 萬 元 , 約 佔 總 支 出 的 11%。
3. 研 究 招 聘 行 政 總 裁 或 總 幹 事 , 加 強 行 政 支 援 及 協 助 推 行
長 遠 計 劃 ;
4. 預 留 部 份 研 究 項 目 的 預 算 用 以 招 聘 研 究 助 理 , 協 助 資 料
搜 集 及 整 理 資 料 庫 , 使 學 會 能 更 有 效 率 地 回 應 傳 媒 的 查
詢 。 資 料 庫 的 內 容 亦 可 為 會 員 提 供 參 考 資 料 ;
5. 增 加 專 業 評 核 試 資 格 的 透 明 度 , 並 統 一 評 核 員 對 考 生 的
要 求 。
另 外 , 一 些 長 遠 考 慮 的 目 標 包 括 :
1. 加 強 學 會 於 本 地 及 國 際 的 知 名 度 ;
2. 推 廣 招 聘 技 術 會 員 ;
3. 研 究 設 立 「 終 身 會 員 」 的 可 行 性 , 讓 會 員 一 次 過 繳 付 終
身 會 費 。
在 此 , 我 感 謝 各 位 出 席 者 所 作 出 的 貢 獻 , 使 退 修 活 動 取 得 美
滿 成 果 。
