Low-Income This section looks at people living below the low-income cut-off from four perspectives – by households, young children, seniors and families. The low-income cut-off 14 (LICO) identifies individuals or families who are substantially worse off than the average person or family. The cut-off measures which families or unattached individuals spend 20% more on average on food, shelter and clothing than comparable families or individuals. The cut-off in income levels is differentiated by the size of the family and whether people live in urban or rural communities. The information in the charts below is provided after tax. After-tax income better reflects what families and individuals have available to spend and is more equally distributed than before-tax income since those with higher incomes pay taxes at a higher rate. Households Toronto residents far more likely to live below the low-income cut-off In comparison to Ontario overall, Torontonians – whether looking at immigrants, members of a racialized community or the population as a whole – are more likely to live in households 15 where income levels were below the cut-off. In fact, the gap is larger with respect to the total population than with immigrants or members of racialized groups. Please refer to Chart 23. One-quarter of racialized households live below the low-income cut-off In Toronto in 2006, about one in five (19.4%) people lived in households where income levels were below the cut-off. In contrast, one-quarter (26.4%) of members of racialized communities lived below the cut-off levels. Please refer to Chart 23. 14 Statistics Canada clearly and consistently emphasizes that low-income cut-offs (LICOs) are not measures of poverty, but rather reflect a consistent and well-defined method to identify those who are substantially worse off than average.
