local, regional and statewide uses, if appropriate. Identify new populations served.<br />

D. Describe how the project is in, or close to, population centers and the various<br />

transportation methods that are available for the public to access the project, including<br />

public transportation, non-motorized trails or routes of travel and other access routes.<br />

E. How will the project impact local/regional transportation, air pollution, or auto emissions?<br />

Will the project be used as, or contribute to, an alternative transportation mode?<br />

Describe.<br />

F. If applicable, is the project a part of an SB 375 Sustainable Communities Strategy or<br />

Alternative Planning Scenario developed by a regional Council of Governments?<br />

G. Describe any limits such as parking, hours of operation, available staffing, user fees,<br />

seasonal restrictions or other ecological considerations.<br />

C-4: Organizational Capacity and Project Sustainability<br />

Entities must demonstrate their ability and willingness to complete and maintain the<br />

project according to <strong>program</strong> requirements.<br />

A. Organizational Capacity:<br />

1. Describe the applicant’s experience in completing this type of project or similar projects<br />

within the scheduled timeframe and within the allowable budget.<br />

2. Is the expertise needed for the project readily available within the applicant’s<br />

organization? If not, what are the plans to acquire it? List other potential expertise<br />

needed and the persons/organizations being considered.<br />

3. Identify and describe steps to be taken and the work to be completed within the first year<br />

following the award of <strong>grant</strong> funds.<br />

4. Explain methods used for estimating costs and in what way the project is cost-effective.<br />

B. Monitoring, Operations and Maintenance:<br />

1. Describe data to be collected within the project performance period (<strong>grant</strong> period) to help<br />

determine whether the project has been effective and successful.<br />

2. Describe how long-term monitoring, operations and maintenance will be provided over<br />

the time period required by the <strong>grant</strong> including:<br />

• What is planned for long-term maintenance?<br />

• Who will perform long-term maintenance? Describe their experience in maintaining<br />

this type of project.<br />
