(7) Goods which have been entered under any item referred to in subregulation (1) or<br />

which have been transferred in terms of regulation 67 (1) shall, except with the permission of<br />

the Director in circumstances which he considers exceptional <strong>and</strong> on such conditions as he<br />

may impose in each case, be conveyed directly to the appropriate approved store, vessel,<br />

tank, yard or other place for the storage of such goods on the registered premises of the<br />

registrant in question <strong>and</strong> shall be stored only in such store, vessel, tank, yard or other place<br />

which shall be kept locked or secured in a manner approved by the proper officer at all times<br />

when not actually in use for depositing or removing goods.<br />

(8) The books, documents, stocks <strong>and</strong> premises of every registrant shall at all reasonable<br />

times be open for inspection by the proper officer.<br />

(9) Any registrant shall, when required to do so by the proper officer, carry out under his<br />

supervision, at such times as he may deem necessary, any manufacturing operation in<br />

which materials specified in <strong>and</strong> entered under any item referred to in subregulation (1) are<br />

being used, <strong>and</strong> charges at the prescribed rates for the special or extra attendance of such<br />

officer shall be paid by such registrant.<br />

(10) A registrant shall notify the proper officer immediately, or in advance, of any change<br />

or contemplated change, no matter of what nature, in his legal identity, the name under<br />

which he trades, the address of his registered premises, the nature of the materials obtained<br />

by him under Schedule No. 3, 4, 6 or 7 to the <strong>Act</strong>, the nature of the goods manufactured<br />

from such materials <strong>and</strong> the position, size or other particulars of his rebate store mentioned<br />

in regulation 64(1).<br />

(11) An extract of all relative regulations shall be prominently displayed in the approved<br />

rebate store on the registered premises of every registrant.<br />

(12) In addition to the provisions of this Part (excluding regulation 69) the regulations in<br />

the Third, Fourth, Sixth <strong>and</strong> Seventh Schedules hereto, relating to goods specified in<br />

Schedules Nos. 3, 4, 6 <strong>and</strong> 7 to the <strong>Act</strong> respectively, shall be applicable to such goods.<br />

63. Registered premises<br />

(1) The Director may, in his discretion, refuse to register-<br />

(a) any premises or may cancel the registration of any premises if-<br />

(i) any business other than manufacturing is or will be conducted on such<br />

premises;<br />

(ii) more than one of the industries referred to in Schedule No. 3, 4, 6 or 7 to the<br />

<strong>Act</strong> are or will be conducted on such premises;<br />

(iii) the premises are occupied by more than one person or business;<br />

(iv) registration of the premises has been made subject to compliance with special<br />

conditions <strong>and</strong> such special conditions have not been complied with;<br />

(b) any premises which he considers unsuitable on any other grounds for the<br />

manufacture of goods with material obtained under rebate of duty or for the storage<br />
