“Approval” means written approval from the department indicating that the body art<br />
establishment has been inspected <strong>and</strong> meets all terms of the applicable rules.<br />
“Approved” means being accepted by the department or local health officer, as appropriate<br />
under applicable laws <strong>and</strong> regulations.<br />
“Aseptic technique” means to render or maintain free from infectious material so as to<br />
prevent transfer or transmission of infectious agents.<br />
“ASTM” means the American Society <strong>for</strong> Testing Materials International.<br />
“Autoclave” means an apparatus <strong>for</strong> sterilization utilizing steam pressure at a specific<br />
temperature over a period of time per manufacturer’s specifications.<br />
“Blood” means human blood, human blood components, <strong>and</strong> products made from human<br />
blood.<br />
“Bloodborne pathogens” means pathogenic microorganisms present in human blood that can<br />
cause disease in humans. These pathogens include but are not limited to Hepatitis B virus<br />
(HBV), Hepatitis C virus (HCV), <strong>and</strong> Human Immunodeficiency virus (HIV).<br />
“<strong>Body</strong> art” means the practice of physical body adornment by means of tattooing, body<br />
piercing, or permanent cosmetics. This definition does not include practices considered<br />
medical procedures by the Georgia Board of Registration in Medicine such as implants under<br />
the skin which are prohibited unless such medical procedures are per<strong>for</strong>med by a person<br />
licensed by the Georgia Board of Registration in Medicine.<br />
“<strong>Body</strong> art establishment” or “body art studio” means any permanent building or structure on<br />
a permanent foundation, holding a valid city or county business license, if applicable, <strong>and</strong><br />
permit from the <strong>Douglas</strong> <strong>County</strong> Board of Health where the practices of body art are<br />
per<strong>for</strong>med whether or not <strong>for</strong> profit.<br />
“<strong>Body</strong> art establishment permit” or “permit” means the issuance of a written permit by the<br />
department to a body art establishment stating that such establishment, after inspection, was<br />
found to be in compliance with these regulations.<br />
“<strong>Body</strong> artist” means a person at least eighteen (18) years of age who per<strong>for</strong>ms tattooing,<br />
body piercing or permanent cosmetics, <strong>and</strong> who is responsible <strong>for</strong> complying with applicable<br />
provisions of these regulations.<br />
“<strong>Body</strong> art license” shall mean a license issued by the department to a specifically identified<br />
person who is qualified to engage in the practice of body art in accordance with these<br />
regulations.<br />
