T his article contains r egulations e stablishing m inimum s tandards governing t he us e a ndmaintenance of swimming pools and structures; establishing minimum standards governingsupplied ut ilities a nd f acilities a nd ot her ph ysical t hings, a nd conditions e ssential to makeswimming pools and surrounding premises safe, sanitary and fit for human use; establishingminimum s tandards g overning t he c ondition a nd m aintenance of s wimming pool s a ndstructures; defining certain responsibilities and duties of owners, operators and attendants ofswimming pools; authorizing the inspection of swimming pools and structures and providingfor the condemnation of all swimming pools and structures deemed unfit for human use.b.) T he pu rpose of t his a rticle i s t o pr ovide ba sic a nd uni form s tandards governing t heconstruction and maintenance of swimming pools and related structures and premises locatedwithin Douglas County, G eorgia. S uch pur pose f urther pr ovides t he e stablishment ofreasonable safeguards for the safety, health and welfare of the attendants and users thereofand of the general public.Part 3 DefinitionsFor the purposes of this article, certain terms and words are hereby defined. T he followingwords, terms and phrases, when used in this article, shall have the meanings ascribed to themin this section, except where the context clearly indicates a different meaning:“Abandoned pool” m eans a pool w hich t he ow ner a nd/or p ermit hol der ha s pe rmanentlyceased using (usually resulting in a nuisance) or a pool upon w hich the pool contractor orbuilder has ceased construction.“Approved” m eans ac cepted or acc eptable t o the de partment ba sed on a de termination ofconformity with this article and principles, practices and generally recognized standards thatprotect public health.“Article” means “The Rules a nd R egulations for S wimming P ools” a s a dopted b y theDouglas County Board of Health.“Artificial swimming lagoon” means an artificial body of water with more than 20,000 squarefeet of water surface area that is intended to be used by persons for swimming or bathing andthat is constructed with special features to imitate a natural bathing place.“Barrier” means a f ence, w all, bui lding w all, or c ombination t hereof, w hich c ompletelysurrounds the pool area and effectively obstructs access into the pool area.“Bather” means a ny pe rson, w earing ba thing a ttire, us ing a pool , s pa, hot t ub or ot herCobb and Douglas County Public HealthDouglas Rules and Regs for Swimming Pools3

athing facility and adjoining deck area for the purpose of water sports, recreation, therapy orrelated activities. Bather is also referred to as a user.“Bathhouse” means a facility that contains toilet rooms, shower rooms, and dressing roomsto be used by swimmers before and after swimming.“Bathing load” m eans the m aximum num ber of ba thers a llowed w ithin the pool enclosurebased on the amount of the pool’s water surface area or use restrictions.“Certified Pool Contractor” means a person who:(1) engages in the design, construction or renovation of a swimming pool governedby this article; and(2) has passed an examination demonstrating his or her familiarity with this article;and(3) consistently complies with this article; and(4) possesses a current business license and valid certification from the department.“Closed pool” means a pool, including all areas within the pool enclosure that is inaccessibleto bathers by closing and securing all entry points into the pool enclosure, and is posted witha conspicuous sign “Pool Closed” at each entry point, as ordered by the department.“Deck” means t he ar eas i mmediately adj acent t o a pool , i ncluding t he coping t hat a reconstructed specifically for bathers to stand walk or sit upon.“Deep area or deep end” means the area of a pool where the water depths exceed five feet(5’).“Department” means the Douglas County Board of Health or its authorized representative(s).“Design flow rate” m eans t he a mount of water i n ga llons pa ssing a specific poi nt in thepool’s circulation system in a given time in minutes, expressed as gallons per minute(g. p. m.).“Hypo-chlorinator” means a m echanical/electrical device for dispensing chlorine in a liquidstate in measured doses.“Imminent health hazard” means a t hreat or danger to health or safety that is considered toexist w hen there i s evi dence s ufficient t o show that a pr oduct, practice, ci rcumstance, orevent creates a situation that merits immediate correction or cessation of operation to preventinjury or illness.“Infinity/vanishing edge pool means a pool with a portion of one wall constructed to allowpool water to skim over the top of a pool wall.“Interactive play device” means any manufactured apparatus using sprayed, jetted, or othertype of water source that contacts bathers in a non-threatening manner.Cobb and Douglas County Public HealthDouglas Rules and Regs for Swimming Pools4

“Listed suction outlet cover/grate” means a s uction outlet cover/grate that has been tested,certified, and listed by a nationally recognized testing laboratory in accordance with the mostrecent edition of ANSI/ASME A112.19.8 Suction fittings for swimming and wading pools,spas, hot tubs and whirlpool bathtub appliances.“Maximum system flow rate” means t he f low r esulting f rom the low est pos sible tot aldynamic head (TDH) for a circulation system.“Modification” means a ny r epair, c hange, a lteration or s ubstitution m ade t o t he pool , poolequipment, decking, bathhouse, or any other area or facility related thereof.(1) “Major modi fication” i ncludes, but i s not l imited t o, de ck and/or p ool surfacerefinishing; filter, pump or ch emical feeder r eplacement; ba thhouse f loorreplacement; plumbing or hydraulic alterations or similar changes that would requirea permit.(2) “Minor modi fication” i ncludes, but i s not l imited t o, r eplacement of pressuregauges and flow meters, or similar changes that normally would not require a permit.“Multi-purpose pool” means a pool which is designed and constructed with a combination ofbathing features which includes, but is not limited to, a waterslide, diving well, zero-depthentry, and/or other similar features.“Natural bathing place” means a bathing facility or area together with associated buildings,appurtenances and equipment, on artificial or natural ponds, springs, lakes, streams, or otherbodies of water where the public is allowed to bathe or swim.“Not open” m eans a ny pool t hat ha s be en c losed b y t he poo l ow ner, pe rmit hol der orauthorized agent with all entry points secured and posted with a conspicuous sign that reads“Pool Closed”.“Nuisance” means any condition in a pool that is conducive to the breeding of mosquitoes orother insects, or any other condition that adversely affects public health or safety.“Permit holder” m eans t he pe rson or entity that possesses a va lid permit t o operate aswimming pool and is legally responsible for the operation of the swimming pool including,but not limited to, the p ool ow ner, a gent f or t he pool ow ner, or ot her s uch a uthorized ordesignated person.“Person” m eans any i ndividual, ow ner, pa rtnership, c orporation, e ntity or a ssociation, ordesignee, including governmental entities.“Pool Operator” means a person who:(1) has been trained as a pool operator; and(2) is responsible for the pool operation; and(3) is familiar with the pool’s systems and this article.Cobb and Douglas County Public HealthDouglas Rules and Regs for Swimming Pools5

“Renovation” means an y two or more major mo difications as defined in this section of anexisting pool a nd/or f acility i nvolving r eplacement or r econstruction of e quipment, poolsurface, bathhouse, and/or deck, or similar changes.“Required” means mandated by local, state or federal authorities or appropriate jurisdiction.“Ritual pool” means a pool in which only baptisms and other similar religious functions areconducted.“Run Out” means a modular pool that is approximately four feet (4’) wide and twenty feet(20’) or more in length that is used as an integral part of a water slide.“Seasonal pool” means a pool that is opened for a few months during the calendar year, isthen closed and reopens the next year during the same approximate time period.“Shallow area or shallow end” means the area of a pool where water depths are less than orequal to five feet (5’).“Slip Resisting” m eans a s urface t hat ha s be en s o treated or cons tructed to significantlyreduce t he ch ance of a user s lipping. T he s urface s hall ha ve a m inimum coe fficient offriction of 0.6, wet or dry, and not be an abrasion hazard.“Special purpose pool” m eans a ny pool de signed a nd us ed pr imarily f or training, medicalpurposes, physical therapy, exercise, or other approved purposes.“Splash pool” means a pool designed and operated primarily to receive bathers from a waterslide.“Spray pool” means an artificial pool or area into which water complying with this article isjetted but is not allowed to settle.“Surge device” means a structure and/or mechanical means for automatically compensatingfor the displacement of pool water from the pool by bathers, waves or similar actions in orderto maintain the pool’s normal operating water level.“Sun / Tanning shelf or shelf” means a level, extended area of the pool surface, not locatedwithin the internal pool structure that is intended for bathers to sit or lie down in a shallowdepth of pool water.“Swimming pool” or “pool” means a w atertight structure composed of concrete, masonry orother a pproved m aterial a nd f inish, l ocated e ither i ndoors or out doors, w hich i s us ed ordesigned t o b e us ed b y hum ans f or ba thing, r ecreation, di ving or ot her r elated pur poses,together w ith t he bui ldings, a ppurtenances a nd equipment r equired or u sed i n c onnectiontherewith. A swimming pool or pool may be publicly or privately owned, and is operated bya person, as defined in this article, regardless whether or not a fee is charged for admissionand use. “ Pool” also means any swimming pool, whirlpool, wading pool, spray pool, slidepool, m ulti-purpose pool , z ero-depth e ntry po ol, i nteractive pl ay a ttraction, or s pecialCobb and Douglas County Public HealthDouglas Rules and Regs for Swimming Pools6

purpose pool , as us ed in the c ontext of th is a rticle. R itual pool s a re e xcluded f rom t hisarticle. Pools s erving no m ore t han two private r esidences are ex cluded f rom t his a rticleexcept as required in Part 4, “Approval Required,” e.) On-site sewage management systems.“Turnover rate” or “turnover” m eans t he p eriod of t ime r equired to circulate a vol ume ofwater equal to the pool capacity.“Wading pool” m eans a ny shallow pool eighteen i nches (18”) or l ess i n de pth used ordesigned to be used for wading or bathing.“Wave pool” means a pool that has a m echanical means for generating waves at one end ofthe pool, typically the deepest portion, with the waves ending at the other end of the pool,typically a zero-depth entry point.“Watercourse pool” m eans a “ pool” a s d efined i n t his s ection i n w hich w ater i s m ovingcontinuously from one point to another, which users may be partially or wholly submerged,and us ers m ay float w ith or w ithout i nner t ubes, r afts, or ot her s imilar a pproved w aterflotation devices. This type of pool is commonly known as a lazy river.“Water slide,” “slide,” or “flume” means an y d evice ha ving a w ater ch annel, for users t oenter into a splash pool.“Weir” means a device within a skimmer that adjusts automatically to small changes in waterlevel and assures a continuous water flow to the skimmer.“Whirlpool” means a po ol, s pa, hot t ub, or ot her s imilar s tructure, w hich m ay b e us ed i nconjunction with tempered water and air induction or high velocity water circulation systems,and designed for use by a small number of bathers. (Whirlpools that are emptied and cleanedafter each individual use are exempt from regulation under this article.)“Year-round pool” means a pool that is opened and available for use throughout the calendaryear.“Zero-depth entry pool” m eans a t ype of pool i n w hich t he pool f loor i ntersects t he poolwater surface.Part 4 Approval Requireda.) Department Approval. It shall be unlawful for any person to construct, alter, modify oroperate a swimming pool or natural bathing place without having applied for and receivedwritten approval from the Douglas County Board of Health.b.) Other approvals. Any person constructing, operating or modifying a pool must complywith all other applicable regulations and codes.c.) Use restrictions. T he department may set use restrictions on a ny pool and shall requireCobb and Douglas County Public HealthDouglas Rules and Regs for Swimming Pools7

the permit holder or authorized agent to post appropriate compliance notices conspicuouslyin public view. The department shall post signs or require signs to be posted prohibiting orlimiting the use of any pool for non-compliance with this article. Signs that are property ofthe de partment s hall be r emoved onl y b y t he de partment. N o pe rson m ay e nter t he poolenclosure while the pool is posted “Closed” except an employee or agent of the departmentor other authorized personnel. The pool area shall remain closed until permission to reopenis r equested f rom t he p ermit hol der or authorized a gent and p ermission i s g ranted b y t hedepartment.d.) Wastewater discharge. Direct di scharge o f pol luted waters, such as drainage fromoverflow fittings, filter backwash waters or contaminated pool drainage from any pool shallnot be made to any outlet or to any portion of the public storm drain system, or to any naturalstream or to any body of water or ground surface within the jurisdiction of the department,unless otherwise approved by the department.e.) On-site sewage management systems. Any pool and related sanitary facilities proposed tobe constructed and utilizing an onsite sewage management system must be approved by thedepartment prior to construction and in accordance with the state or local county codes.f.) Construction or modification without approval. An y pool c onstructed or modifiedwithout the prior written approval of the department shall be subject to compliance with thisarticle.Part 5 Compliance Requirementsa.) Department inspections. The department shall conduct periodic inspections at each poolto i nsure t hat good ope rating p ractices ar e employed and t hat s tandards ar e m aintained i ncompliance with this article. Representatives of the department, after proper identification,shall be pe rmitted t o e nter a ny pool a rea dur ing hour s of op eration f or t he pur pose ofperforming inspections to determine compliance with this article. The department shall orderthe pool permit holder or operator to immediately cease operation whenever the departmentdetermines t hat t he pool r elated facilities and/ or appur tenances ar e not i n com pliance w iththis article, or for non-payment of fees. Additional inspections of a pool shall be performedas ne cessary to e nsure compliance w ith this a rticle. A fee s hall be ch arged for each r e-inspection, after the ini tial a nd follow-up i nspections until t he pool r eceives a compliantinspection. Re-inspection fees must be remitted within thirty (30) days from receipt of theinvoice.b.) Operational renewal. Pools operating seasonally are required to have their operationalapproval renewed by undergoing a satisfactory inspection by the department prior to the poolbeing re-opened.c.) Inspection reports. F indings m ade du ring a n i nspection s hall be r ecorded on aninspection report form. The inspection report shall also summarize the requirements of thisarticle. A copy o f t he completed i nspection report f orm s hall be f urnished t o t he ow ner,permit holder and/or authorized agent at the conclusion of the inspection.Cobb and Douglas County Public HealthDouglas Rules and Regs for Swimming Pools8

d.) Additional documentation. In addition to the inspection report findings, other evidence ofnon-compliance with this article may also be documented via photographs, samples, and anyother means of documentation deemed necessary by the department.e.) Routine compliance. Corrective a ctions f or pool s s hall be i mplemented w hen a nyviolations are found to exist.f.) Imminent health or safety hazard. When an imminent health or safety hazard is found toexist, corrective actions for pools shall be implemented as o rdered b y the department, andshall inc lude imme diate c essation of op eration unt il the f acility is d etermined by thedepartment t o be i n c ompliance w ith a ll pr ovisions of t his article. F ailure of t he ow ner,permit hol der and/or authorized a gent to comply w ith t he c orrective a ction pl an a ndimmediate cessation of operation of the pool shall subject the pool to immediate closure bythe de partment. T he f ollowing c onditions s hall be c onsidered a s or contributing t o a nimminent health or safety hazard:(1) T he a mount of di sinfectant or t he p H l evel in t he pool w ater i s a bove t hemaximum or below the minimum level; or(2) Inability to clearly see the main drain(s) or the inability to distinguish the t ype,shape, or number of grate openings in the pool, or the inability to see the bottom ofthe pool in the deepest point if a main drain is not present; or(3) Missing essential safety equipment, including but not limited to, life ring and/orrope, Shepherd's hook, or the existence of an inoperable pool phone; or(4) Any ot her c ondition de emed t o be an i mminent he alth or s afetyhazard b y t he d epartment i ncluding, but not l imited t o, t he f ollowing:bathing l oad exceeded; oc currence of f ecal m atter, bl ood or vom itusincident in the pool; sanitary facilities not functioning properly or in anunsanitary c ondition; exposed electrical w iring in the pool ; or ot hersimilar health or safety hazards.g.) Procedure when infection is suspected. When t he de partment ha s reasonable caus e tosuspect possible disease transmission, it may require any or all of the following measures,and any other actions necessary to be taken by the permit holder or authorized agent:(1.) The immediate exclusion of any suspected person(s) from the pool; and/or(2) The imme diate closing o f t he pool c oncerned unt il, i n t he opi nion of thedepartment, no further danger of disease transmission or outbreak exists; and/or(3) Adequate m edical a nd l aboratory examination and r esults r eported t o t hedepartment as deemed necessary.h.) Fecal or vomitus accidents. The p ermit holder or authorized a gent shall pr operlyeliminate t he pos sible c ontamination of ba thers w hen a f ecal, vom itus or bl ood a ccidentCobb and Douglas County Public HealthDouglas Rules and Regs for Swimming Pools9

occurs i n a pool , b y following t he d epartment’s c urrent “Recommended Procedures f orManaging Fecal Accidents or Contamination with Vomitus in a Swimming Pool”, which isadopted and incorporated herein by this reference.i.) Suspension or revocation of permit. The department shall have the authority to suspend orrevoke any permit for failure to comply with the provisions of this Article.Part 6 Construction Approvala.) Plan review. Upon request, the department shall provide construction application formsand hydraulic analysis forms for the approval of pool construction. All applications and anysupplemental data shall be submitted to the department for review.(1) Plan preparation. A ll dr awings, s pecifications a nd da ta a s r equired b y t hedepartment s hall be pr epared a nd s ubmitted b y a c ertified pool c ontractor at l eastfourteen (14) days prior to beginning construction.(2) Plan details. C omplete pl ans a nd de tails of t he pool c onstruction p roject s hallmeet t he r equirements as s et f orth in the d epartment’s cur rent “Swimming P oolConstruction Review Worksheet” and shall be a ccompanied b y p rints, i ncluding ahydraulic analysis of the pool piping and circulation equipment, and manufacturer’scut s heets a nd/or s pecifications on a ll e quipment. Samples of pool a nd/or f looringtiles or ot her s urfacing materials m ay be r equested by t he de partment. Prints ordrawings shall comply with standard architectural/engineering practice, and shall bearidentification of t he certified pool c ontractor. Other a dditional da ta or i nformationmay be required by the department to clearly demonstrate and document the work tobe unde rtaken. Minimum pr int s cale s hall be one -eighth i nch pe r foot (⅛” / 1’)architectural, or one inch per ten feet (1” / 10’). A copy of approved pool plans shallbe maintained on the premises in the pool office or equipment room.(3) Additional data. A dditional data required b y the department for the purpose ofclarification, anticipated use of the pool or to support any changes in design or scopeof the project must be submitted prior to issuance of a permit to construct.(4) Changes to plans. Once department approval ha s b een granted for a pool ,construction must be in accordance with approved plans and specifications. S houldany changes in the pl ans become ne cessary during construction, a letter, describingany changes, revised plans and specifications from the certified pool contractor, shallbe s ubmitted t o the de partment f or r eview and a pproval pr ior t o i nitiation of s uchchanges. Previously submitted plans shall not be altered without prior approval fromthe department.(5) Plan review fee. A plan review fee shall be remitted to the department with theplans i n accordance w ith the de partment’s cur rent f ee s chedule. A f ee s hall becharged for each additional plan re-submittal after the initial and follow up review inaccordance with the departments’ current fee schedule.Cobb and Douglas County Public HealthDouglas Rules and Regs for Swimming Pools10

(6) Invalid permit. If construction is not commenced within one year from the dateof approval, the construction permit expires and the project must be resubmitted tothe department for approval. A written request for an extension of time prior to theexpiration of t he pe rmit t o c ommence c onstruction m ay be a pproved b y t hedepartment if no changes to the project are proposed or required.b.) Certified pool contractor. The certified pool contractor shall be responsible for ensuringthat all pool construction is performed in accordance with this article and shall be subject tothe following conditions:(1) Certification. Certification shall be obt ained b y passing a written examinationadministered b y t he de partment or b y a de partment r ecognized a nd a pproved f orreciprocity.(2) Certification Renewal. Renewal of certification shall be completed every five (5)years a nd prior t o t he contractor’s c ertification anniversary. C ertification renewalwill be de pendent upon t he c ertified pool contractor’s pa st pe rformance andcompliance with this article.(3) Fee. A fee shall be remitted to the department with a completed application forcertification. A fee shall be remitted for renewal of certification within the five (5)year period and prior to certification expiration in accordance with the department’scurrent fee schedule.(4) Abandoned construction. A cer tified pool c ontractor s hall not a bandon a nincomplete ins tallation w ithout not ification to t he de partment within fifteen (15)working d ays of s uch event; such not ification m ay not a bsolve t he c ertified poolcontractor of a ny l iability w hich he /she m ight ot herwise be s ubject to f or t heabandonment.(5) Suspension and revocation. A pool contractor’s certificate may be suspended orrevoked b y the department upon a hearing to determine any violation of any of therequirements of this article pertaining to certified pool contractors.(6) Duration of suspension and revocation. Suspension of a pool contractor’scertification shall be levied for a minimum of one year. Revocation of a contractor’scertification shall be levied for a minimum of five years. Two suspensions within afive-year period shall be grounds for permanent revocation. A pool contractor with asuspended or revoked certificate shall not be allowed to submit plans for constructionnor construct any pool covered by this article.(7) Appeal. A certified pool contractor may appeal in writing prior to the effectivedate of the suspension or revocation of their certificate. If the notice of appeal of thepool c ontractor i s f iled to the de partment within ten ( 10) da ys, he or s he w ill beafforded an opportunity for a hearing before this department to show cause why thisCobb and Douglas County Public HealthDouglas Rules and Regs for Swimming Pools11

Part 7 Modification Approvala.) Modification approval. A n a pplication to modify a pool m ust be s ubmitted t o a ndapproved by the department prior to the modification being made. All modifications shall bein a ccordance w ith pl ans a nd s pecifications a pproved b y t he de partment. C hanges i n a napproved p roject m ay b e m ade onl y after w ritten a pproval and t he w ritten c onsent o f t hedepartment. Any a dditional da ta required b y t he de partment f or pur pose of clarification,anticipated use or to support the design or scope of the project must be submitted prior toissuance of a permit to modify. Permits to modify are not transferable. A permit to modify apool is required before any major modification. Modification permits shall be effective fortwelve (12) months from date of issuance or until the expiration date on the permit. Writtennotification shall be ma de to the d epartment f or a ll ot her m odifications. R eplacement ofexisting, approved equipment with the same approved equipment (i.e., same manufacturer,model number, capacity, and similar specifications) will not require a permit to modify. Ifthe replacement equipment is not the same as the existing equipment, then a permit, alongwith submittal of the fee, specification sheet(s), and any other data deemed necessary by thedepartment, is required prior to commencement of any work. A renovation shall be subject tothe same requirements for permitting as for major modifications.b.) Invalid permit. If modifications are not commenced by the expiration date of the permit,the permit expires and the project must be resubmitted to the department before work maycommence. A written request for an extension of time prior to the expiration of the permit tocommence a modification may be approved by the department if no changes to the projectare proposed or required.c.) Renovation approval. A r enovation s hall be s ubject t o t he s ame requirements f orpermitting as for modification approval above.d.) Fees. A permit fee shall be submitted with the application for a major modification orrenovation. A fee shall be charged for each re-inspection, if necessary, after the initial andfollow-up inspections.Part 8 Operational Approvala.) Permit required. N o pe rson or permit hol der shall ope rate a pool , artificial s wimminglagoon, or a natural bathing place without having first applied for and obtained a valid permitto operate from the department. A permit to operate a pool may be suspended or revoked forany violation of this article. Any swimming pool operating without a valid permit from thedepartment s hall be s ubject to immediate c losure. Each i ndividually t reated pool s halloperate under a separate permit.b.) Permit nontransferable. Permits a re not t ransferable f rom one pe rson t o a nother orfrom one entity to another.c.) Permit and current inspection report displayed. The op erating p ermit and currentinspection report shall be displayed in a conspicuous place so that it is easily readable by theCobb and Douglas County Public HealthDouglas Rules and Regs for Swimming Pools13

public at all times. The report is not to be removed until a new report is issued.d.) Operating instructions. A ll i nstructions ne cessary f or t he pr oper ope ration a ndmaintenance of all pool equipment and appurtenances must be easily accessible, readable andconspicuously posted in the filter or equipment room.e.) Fees. All f ees m ust be pa id i n f ull be fore a s wimming pool be gins ope ration a nd aswimming pool operational permit is issued. A nnual fees for established swimming poolsmust be remitted to the Board of Health within thirty (30) days from the receipt of the annualinvoice. For any pool that is in operation without a valid operational permit, all applicablefees shall be doubled, in accordance with the current fee schedule.f.) Pools not in use/abandoned pools. Any pool that is not in use or operation, and seasonalpools that are closed until the next swim season, shall be maintained in a safe and sanitarycondition. The owner, permit holder or authorized agent for any abandoned pool shall createan opening through the shell of the bottom of the pool for drainage and fill the entire poolwith c lean earth. N either a n abandoned pool no r a ny pool not i n us e s hall be a llowed t ocreate a nuisance or health hazard.Part 9 Constructiona.) Finish and materials. Pools shall be constructed of inert, impervious, durable, non-toxicmaterials that will provide a smooth, watertight and easily cleanable surface. All horizontal,interior pool surfaces at pool depths of five feet (5') or less, including steps, benches, or seats,shall be slip-resisting. The surface shall have no cracks or open joints and interior cornersshall be cove d. E xcept for w ater l ine t iles, maximum t welve i nch (12”) w ide r acing l anemarkers, or wall turn targets, the surface below normal water level shall be finished in a verylight color. V inyl pool liners are prohibited. R ough and abrasive materials are prohibited.Any pool w ith a m etal-based shell or ut ilizing dissimilar me tals s hall be pr ovided w ithsacrificial anodes o r ot her a pproved m eans t o r educe galvanic a ction and electrolyticcorrosion. There shall be no extensions, means of entanglement or other obstructions in thepool that may cause entrapment or injury to the user.b.) Design. P ools shall be constructed to provide adequate water circulation, bather accessand egress and to afford proper operational control. P ool proportioning between deep andshallow w ater s hall be in a ccordance w ith t he anticipated us es of t he pool, w ith s oundengineering and publ ic he alth d esign a nd construction pr inciples. No pool (s) s hall b econstructed in a manner that limits the use of life saving equipment, limits the pool operator’sability to supervise the facility or creates a hazard to bathers. No pool shall have any part ofits pe rimeter el evated including w alls, c oping, d ecks, or s imilar s tructures. Vertical ed gedcorners a nd a ll pr otrusions g reater t han s ix i nches (6”) below w ater level s hall ha ve aminimum three-inch (3”) radius. Horizontal edges and corners of steps, benches, seats, andsimilar surfaces shall have a minimum one-inch (1”) radius. The wall-to-floor juncture shallbe coved with a minimum three-inch (3”) radius. Interior walls shall be vertical and shall notbe g reater t han e leven de grees ( 11º) f rom pl umb. c.) Size. The minimum pool surface area shall be five hundred square feet (500 s. f.), exceptwhere otherwise described in this article. Calculations for determining size of a pool and thenumber and type of associated facilities shall be based on t he maximum bathing load (seeAppendix – Figure #3). Pool usage shall not exceed the maximum bathing load. The bathingload shall be calculated on the basis of one person for each twelve square feet (12 s.f.) ofpool surface area where the depth is less than or equal to five feet (5’); one (1) person foreach fifteen square feet (15 s.f.) of pool surface in that portion where the depth exceeds fivefeet ( 5’); and 1 pe rson f or e very t hree hundr ed s quare f eet ( 300 s .f.) where one o r m orediving boards/platforms are installed. T he department shall determine the bathing load forany pool that is designated as a “Special Purpose” pool or any pool with use restrictions. Poolbathing l oad s hall be d etermined b y t he d epartment ba sed on t he anticipated us age a ndassessment of other, similar facilities.d.) Depths. Water depths shall be determined by the intended use of the pool. Depth at theslope-break shall not be greater than five feet (5’) for pools with depths exceeding five feet(5’). In the diving well, depth shall be as stipulated in the section entitled “Diving Areas andEquipment”.(1) Depth markers. Permanent, easily-readable, depth markers shall be provided withminimum f our i nch ( 4”) hi gh, bl ack num bers a nd l etters w ith a w hite b ackground,indicated in feet and, when applicable, in inches (i.e., 5 FT or 5 FEET; 3 FT 6 IN or 3FEET 6 INCHES). M etric depth markings can be used in conjunction with, but notas a substitute for required depth markers. The depth of water shall be indicated onthe ve rtical pool w all a t or a bove the w aterline. D epth markers s hall indi cate theactual pool de pth w ithin t hree i nches ( 3”) a t nor mal ope rating w ater l evel w henmeasured three feet (3’) from the pool wall or at a tangent point where the cove radiusmeets the floor, whichever is deeper. Depth markers on the vertical pool wall shall bepositioned to be read from the waterside. D epth markers shall be placed in such away that they allow as much of the numerical value to be visible above the waterlineas possible. Deck depth markers shall be installed within eighteen inches (18”) of thepool wall and positioned to be read while standing on the deck facing the pool water.Horizontal depth markers shall be slip resisting. Depth markers shall be installed atthe maximum and minimum water depths and at all points of slope change. D epthmarkers shall be installed at intermediate increments of water depth not to exceed twofeet (2’ ) and not to exceed four f eet ( 4’) i n pool ar eas de signated for di ving ar eas.Depth markers shall be spaced not to exceed twenty-five foot (25’) intervals. D epthmarkers shall be arranged uniformly on both sides and both ends of the pool. Depthmarkers on irregularly-shaped pools shall designate depths at all major deviations inshape.(2) “No diving” markers. Deck areas at the shallow portion of the pool or where pooldepths are five feet (5’) or less shall be permanently marked with either “No Diving”in black letters on a white background with minimum two inch (2”) high lettering or ablack and/or red “No Diving” symbol on a white background, located next to depthmarkers. “No D iving” markers s hall be e asily r eadable a nd s lip resisting. “NoDiving” markers shall be installed within eighteen inches (18”) of the pool wall.Cobb and Douglas County Public HealthDouglas Rules and Regs for Swimming Pools15

e.) Bottom slopes. T he pool f loor s hall s lope uni formly and c ontinuously f rom t heshallowest point of the pool at a maximum of o ne foot in twelve f eet (1’/12’) to the deeppoint, the slope break, or other approved depth change. In pools with depths exceeding fivefeet (5’), the floor shall have a maximum uniform slope of one foot in three feet (1’/3’). Eachpool shall be constructed to facilitate complete drainage of the pool.f.) Steps and ladders. Steps and/or ladders shall be in such number and location as to providebathers safe egress from the pool. They shall have an easily-cleanable, corrosion-resistant,impervious material, with treads that have a slip-resisting finish, and shall be self-draining.Steps shall have a maximum riser height of twelve inches (12”) and a minimum tread depthof twelve inches (12”) with a minimum unobstructed width of twenty inches (20”) on bot hsides of the rail on each step. All steps shall have handrails anchored in the bottom step andextended over the coping and anchored in the deck, or a handrail double anchored in the deckthat extends out to the center of the bottom step with a maximum height of six inches (6”)above the normal water level at that point. Recessed step treads shall have a uniform verticalspacing of twelve inches (12”) maximum and seven inches (7”) minimum, with a minimumdepth of five inches (5”) and minimum width of twelve inches (12”). The maximum distancefrom the coping edge to the upper tread shall be twelve inches (12”). Recessed treads shallbe self-draining. Each set of recessed treads shall be provided with a set of handrails or grabrails t o serve al l t reads. A m inimum of one (1) set of steps or s tairs or a ladder s hall beprovided a t t he s hallowest point. A minimum of one ( 1) set of steps or a ladder s hall b eprovided at the deepest point of the pool. An additional step or ladder will be required foreach additional seventy five feet (75’) or major fraction thereof of pool perimeter over onehundred a nd fifty feet ( 150’). S teps s hall be c learly and pe rmanently m arked on t hehorizontal surface, within two inches (2”) of the step edge, by a (2”) dark, continuous line ofslip resisting tile. Where water depths are twenty four inches (24”) or less at the pool wall,such a reas s hall be c onsidered a s pr oviding a n a pproved m ode of e ntry/exit i nto/from t hepool. Pools over thirty feet (30’) in width shall be provided with approved entries/exits onboth sides of the deepest end and/or diving areas of the pool.g.) Benches and seats. Benches and seats shall be clearly and permanently marked on thehorizontal surface within two inches (2”) of the bench or seat edge, by a two inch (2”) dark,continuous line of slip resisting tile.h.) Decks. A deck no less than five feet (5’) in width, as measured from the inside wall of apool, shall completely surround the pool.(1) Minimum deck width. A m inimum of f our f eet ( 4’) of unobs tructed deck isrequired be hind di ving boards a nd pl atforms a s m easured f rom t he e dge of t heboard’s or platform’s ladder or handrail, whichever is the greatest distance.(2) Minimum deck area. The minimum, complying deck area required shall be equalin size to or greater than the pool surface area.(3) Deck surface. The required deck shall be unobstructed in all directions and shallbe c onstructed a t t he s ame e levation a s t he out side e dge of t he c oping. vertical cl earance t hroughout t he de ck area s hall be s ix f eet, e ight i nches ( 6’ 8” ),except the ceiling for an indoor pool, which shall be eight feet (8’). The deck shall belight-colored, slip resisting, easily cleanable, impervious, durable, and drain properly.Rough and abrasive surfaces are prohibited. Prohibited deck surfaces include gravel,pea gravel, epoxy gravel, wood, carpeting, and vinyl. A sample of the deck surfacematerial shall be submitted, other than broom-finished concrete, for approval prior toinstallation.(4) Deck slope and drainage. Decks shall have a minimum transverse slope of onequarterinch (¼”) per foot and a maximum of one-half inch (½”) per foot away fromthe pool or toward deck drains. The plane of the deck surface shall be uniform, withno steps, curbs, or similar structures, within the minimum required, complying deckarea. Decks shall not retain any standing water greater than one-eighth inches (⅛”) indepth or greater than one (1) square foot of area for a period of time not to exceedtwenty (20) minutes. Deck drainage shall not be incorporated with any pool water orany potable water source. Deck drain grates shall be secured, yet easily removablewith an appropriate tool to facilitate cleaning the drains. Adjacent areas to the deckand walkway(s) within the pool enclosure shall be safe and well drained.(5) Sun / Tanning Shelves. If approved, sun or tanning shelves shall be constructedentirely outside, but pa rt of , t he i nternal w all o f a pool , w ith no extensions or t heleading edge of the shelf extending be yond the vertical plane of the pool wall. Thenormal operating water depth within the shelf shall be a minimum of four inches (4”)with a ma ximum w ater depth of ten i nches ( 10”). A c omplying de ck s urface s hallcompletely surround the shelf except for the edge-to-pool portion of the shelf edge.The di stance f rom t he surface of t he deck to the s urface of t he s helf shall be amaximum of twelve inches (12”). A continuous line of two inch by two inch (2” x2”), dark-colored, slip-resistant tile shall be installed along the entire top edge of theshelf. A continuous line of two inch by two inch (2” x 2”), dark-colored, glazed tileshall be installed along the entire front edge of the shelf. The shelf edge shall have aminimum radius of one inch (1”). A minimum of one (1) inlet from the circulationsystem s hall be c entrally installed for every on e hundr ed s quare f eet ( 100 s . f .) ofshelf surface area, or major fraction thereof. The shelf surface shall be self-drainingwith a maximum slope of one foot per twelve feet (1’/12’), and shall comply with allother pool s urface r equirements. The s helf a rea must be ins talled at the shallowestportion of the pool. If the shelf is constructed as part of an ingress, such as steps intothe pool , t hen one handrail may e xtend f rom t he pool de ck t o the initial interiorsurface of t he i ngress i nside the poo l and a s econd ha ndrail m ay e xtend f rom t hesun/tanning shelf to the bottom step.(6) Coping. A coping block m ade with a bul l nos ed, r aised pr ojection or ot herapproved design, with a minimum one inch (1”) radius, shall be installed along theentire perimeter of the pool except at the entry point for zero-depth entry pools. Thecoping shall not retain any water. The coping shall be considered as pool decking.(7) Hose bibs. Hose bibs, with backflow prevention, shall be installed within the poolenclosure. areas of the pool enclosure.(8) Deck joints and gaps. The maximum gaps in decks, between pool decks and thecoping, or between other decks or walkways, shall be one half inch (½”) of horizontalclearance with a maximum vertical elevation of one quarter inch (¼”). Control jointsin decks shall be provided to minimize the potential for cracks. C onstruction jointswhere pool coping m eets c oncrete de ck(s) or other a djacent s tructures s hall bewatertight.(9) Deck edges. The edge a nd corners of d eck(s) s hall be rounded, t apered o rdesigned and constructed to eliminate sharp corners.(10) Trash receptacle. A minimum of one (1) covered and lined trash receptacle shallbe provided and placed in a convenient location in the pool area.i.) Construction tolerances. Construction and design tolerances shall comply with the currentedition of the ANSI/NSPI-1, “American National Standard for Public Swimming Pools.”Part 10 Water Quality and Sanitationa.) Water source. Water supplied to the pool, bathhouse, drinking fountain, hose bibs, or anyother water s upply o r o utlet s hall be clean, clear, free of obj ectionable minerals and meetstandards applicable to potable water. Water supplied to the pool must be delivered through afill spout with a minimum three inch (3”) air gap, installed at least two (2) pipe diametersabove the rim of the pool or surge chamber, and located so as not to create an obstruction onthe de ck o r t hrough a make-up water s ystem with a de partment approved b ackflowprevention de vice that is ins talled in a loc ation which is r eadily a ccessible f or i nspection,repair or testing.b.) Backflow prevention. A pproved ba ckflow pr evention m ust be pr ovided on a ll pot ablewater lines.c.) Pool water. A s ufficient num ber of s amples m ay b e t aken, whenever t he d epartmentdeems ne cessary, to affirm, via ba cteriological a nalysis, that the pool w ater me ets therequirements in this article. Samples shall be taken while the pool is in use during normaloperational hour s. A ll s amples s hall be c ollected, de -chlorinated, a nd e xamined i naccordance with the procedures outlined in the latest edition of “Standard Methods for theExamination of W ater and Wastewater” ( American Public H ealth Association) and/ orapproved equivalent by the department.(1) Chemical Quality. The pool s hall be m aintained i n a n a lkaline c ondition a t a lltimes with the pH between 7.2 and 7.8. Chlorine disinfection shall be provided on allpools e xcept w hen ot her a pproved di sinfection m ethods a re utilized. T he f reechlorineresidual in all parts of the pool shall be maintained at a concentration of noless than one and one-half parts per million (1.5 ppm) at all times. Where stabilizingagents are used, a free-chlorine residual shall be maintained at a concentration of noCobb and Douglas County Public HealthDouglas Rules and Regs for Swimming Pools18

less than three parts per million (3.0 ppm) at all times. The maximum stabilized orunstabilized free chlorine residual shall not exceed ten parts per million (10.0 ppm)except w hen super-chlorinating or s hocking t he pool . An N-diethyl-pphenylenediamine(D.P.D) t est ki t, or ot her m ethod approved by the d epartment tomeasure t he free chlorine r esidual s hall b e pr ovided a nd us ed. W hen br omine i sutilized, the residual in all parts of the pool shall be maintained at a concentration ofno less than two parts per million (2.0 ppm) and no greater than ten parts per million(10.0 ppm.). A D.P.D. t est ki t or ot her a pproved m ethod b y the d epartment t omeasure the bromine residual shall be provided and used. If ultra-violet (UV), ozonegenerating, or i onization e quipment i s us ed, i t shall be recognized only as asupplementary di sinfection t o t he m inimum r equirements f or c hlorine or br ominedisinfectants. (see Appendix, Figure #4, Pool Chemical Parameters)(2) Stabilizing chemicals. When cyanuric aci d is us ed as a s tabilizing age nt, themaximum concentration shall not exceed one hundred parts per million (100 ppm).At pools using cyanurates, a DPD test kit with cyanuric acid test reagents to measurethe cyanurate concentration shall be provided and used. T he cyanurate test kit mustregister readings in excess of the maximum permissible concentration.(3) Pool chemicals. O nly c hemicals a pproved b y t he E nvironmental P rotectionAgency and by the department shall be used.(4) Testing frequency. The pool water shall be tested for the disinfectant level and pHat l east t wo times each day or as of ten as ne cessary i f ci rcumstances w arrant,including prior to opening and during peak bathing loads. If applicable, the cyanuratelevel shall be tested at least once a w eek. T est results shall be entered on a log thatshall be maintained in the pool area for ready access whenever the pool is open. Testresults s hall be m aintained a t t he pool a nd a vailable upon r equest t hroughout t heseason or a minimum of one (1) year for pools operated year round.(5) Cleanliness. All pools shall be kept free from sediment, dirt or debris by frequentbrushing and vacuuming of the bottom and sidewalls. Visible scum shall be removedimmediately.(6) Clarity. At all times when a pool is in use, the water shall be of such clarity thatthe main drains on the bottom of the pool at the deepest point are clearly visible fromthe deck area closest to the main drain. The viewer shall be able to clearly distinguishthe type, shape and number of openings of the main drain grates or covers. If a pooldoes not have a main drain, sufficient clarity shall be determined by placing a Secchidisc or comparable six inch (6”) diameter black and white disc, on the bottom of the poolat the deepest point. The submerged disc must be clearly visible from the pool deck areaclosest to the deep end of the pool.Part 11 Circulation Systema.) Design and operation. consist of pump(s), piping, filter(s), water conditioning and disinfection equipment, and otheraccessory equipment that will clarify, condition, and disinfect the water in accordance withthis article. All pool equipment shall meet the standards set forth in the most recent editionof ANS I/NSF-50, “Circulation System Components a nd Related Materials f or SwimmingPools, Spas/Hot Tubs” or other, independent testing and certifying organization, and shall beapproved by the department. The equipment shall be operated continuously on a twenty-four(24) hour basis to obtain the minimum required number of four (4) turnovers per day, or oneturnover every six (6) hours. All pool piping systems shall be designed to accommodate onehundred percent (100%) of the design flow rate. During normal pool operation, a maximumof t wenty pe rcent (20%) of t he circulation f low s hall be t hrough t he m ain dr ain and aminimum of eighty percent (80%) shall be through the overflow gutters or skimmers. Allcirculation system c omponents, i ncluding f ilter(s), pum p(s), ha ir l int s trainer(s) and ot hersimilar c omponents, s hall f unction pr operly and be m aintained i n a c lean c ondition. F orcirculation systems ut ilizing ove r-the-gutter c irculation, a n a pproved s urge de vice s hall b eprovided. T imers us ed i n c onjunction w ith any circulation e quipment a re pr ohibitedwhenever the pool is open for use, but may be used when the pool is not open during the offseason.(1) Pumps. Pump(s) shall be adequate in number and capacity to provide the requiredpool turnover rate. Pumps shall supply the design circulation and backwash flows ata d ynamic he ad s ufficient t o ove rcome f riction l osses i n t he pi ping, a ppurtenancesand m aximum f ilter he ad l oss. If m ore t han one pum p i s ut ilized i n de sign orconstruction, t hen a ll o f t he pum ps s hall be t he s ame i ncluding m anufacturer, s ize,capacity, and other similar factors. Pump performance curves shall be submitted withthe plans. An adequately sized strainer shall be provided on t he suction side of thecirculation pum p. S econdary pum ps, i f us ed, on va cuum filter s ystems s hall beprotected b y a s trainer s ized t o a dequately pr otect t he pum p. S trainers s hall beinspected as often as necessary and maintained in a clean condition.(2) Filters. F ilter(s) s hall be s ized and maintained to accommodate t he r equireddesign circulation flow. If more than one filter is utilized in design or construction,then all of t he filters s hall be t he s ame i ncluding m anufacturer, size, capacity, andother similar factors.(3) Inlets. A minimum of two (2) adjustable inlets installed flush with the pool wallor floor shall be located in conjunction with the proposed method of circulation so asto provide effective, uniform circulation of the incoming water throughout the pooland to prevent stagnant areas. The total number of inlets shall be calculated based onone (1) inlet for fifteen (15) linear feet of pool perimeter, or major fraction thereof.Inlets s hall be e venly s paced e ither a long t he pool pe rimeter or on t he pool f loor.Inlets shall be installed below the normal water level. F loor inlets shall be providedon a ll pool s w ith s urface a reas e xceeding t wo t housand s quare f eet ( 2000 s . f .).Additional inlets m ay b e us ed or m ay be r equired in a ddition to the minimumrequired number of floor inlets for steps, seats, and sun/tanning shelves to facilitatecirculation. (4) Main drain openings. Each pool s hall be pr ovided w ith t wo (2) or m orehydraulically b alanced main drain openings f or each main drain line at t he de epestportion and constructed to completely drain the pool. M ain drain openings must becovered by an approved, secured, and listed suction outlet cover/grate, that is installedaccording to all manufacturer specifications. The open area of each drain cover shallbe at least four (4) times the cross-sectional area of the drain pipe, and sufficient flowarea shall be provided so that the full flow velocity at any part of the cover/grate willnot exceed one and one half feet per second (1½ fps). Openings between cover/gratebars shall not exceed one half inch (1/2”). Main drain openings shall be constructedin parallel, in a tee configuration, and spaced evenly across the deep portion of thepool, w ith a m inimum s pacing of five f eet ( 5’) between each m ain dr ain ope ningmeasured f rom c enter to c enter of s uction pi pes. If t he l isted s uction out letcover/grate manufacturer specifies a greater cover/grate separation than five feet (5’),then t hat di stance s hall be t he m inimum a llowed s eparation. Alternatively, maindrain ope nings m ay b e located on t wo ( 2) di fferent pl anes. If t hree or more m aindrain openings a re in stalled, their ins tallation shall be in accordance withANSI/APSP-7 2006 or any successor standard. A vacuum system shall be provided for pool cleaning.Wall mounted vacuum cleaning fitting(s) shall be located in an accessible position(s)at least six inches (6”) and no greater than eighteen inches (18”) below the minimumoperating w ater l evel o r as an attachment t o t he s kimmer(s). A va cuum f ittingcover(s) that is self closing, self latching, and compliant with IAPMO SPS 4 shall beprovided for w all m ounted t ype va cuum s ystems. If a pproved f or us e, por tablevacuum systems shall not be stored on the pool deck.(7) Flow meters. A n ade quately s ized flow m eter, cap able of m easuring andindicating a minimum range of one half (½) to one and one half (1½) times the designflow rate shall be installed on the pool return line to accurately indicate the circulationrate in gallons per minute. Flow meters shall be conspicuously located and installedin accordance with the manufacturer’s instructions for placement.(8) Heaters. P ools equipped with heaters s hall ha ve a fixed thermometer in thecirculation line. W ater temperature s hall b e the rmostatically controlled. A dequateexternal va lves a nd pi ping s hall be pr ovided t o e nable b ypassing t he he ater a nd t ofacilitate complete removal for repairs without interruption of pool circulation. At alltimes the temperature in the pool water shall not exceed one hundred and four degreesFahrenheit ( 104º F ). H eaters s hall be i nstalled a ccording t o t he m anufacturer’sinstructions and in accordance with all applicable state, county and local codes. The piping system shall consist of non-toxic materials and be able to withstand aminimum pressure of fifty pounds per square inch (50 p.s.i.). Piping configuration shall bedesigned to minimize friction losses. All piping used for pool circulation and manufacturersmust meet the standards set forth in the current edition of ANSI/NSF 50, “Circulation SystemComponents a nd R elated M aterials f or S wimming P ools, S pas/Hot T ubs”, or a lternatecriteria approved by the department. All pool piping shall bear the N.S.F. seal for potablewater and be schedule 40 or greater. Pipe installation shall comply with the applicable localplumbing code and this article. All valves and piping in the equipment room shall be clearlylabeled, a nd w ater f low di rection s hall be i ndicated on e xposed pi ping in t he f ilter r oom.Piping shall be installed to facilitate complete drainage of the system. Heat bending of anypool piping for installation is prohibited.(1) Maximum velocity. V elocity s hall not e xceed t en f eet pe r s econd ( 10 f .p.s.) i npressure piping or six feet per second (6 f.p.s.) in suction piping.(2) Main drain line. T he m ain dr ain l ine s hall be de signed a nd c onstructed t oaccommodate 100% of the design flow rate, and head loss calculations shall includefriction losses of the pipe, fittings and the hair and lint strainer. The size of the maindrain pipe shall be continuous throughout the length of the line.(3) S kimming system lines. T he s kimming s ystem l ines s hall be de signed andconstructed to accommodate 100% of the design flow rate. The flow-through rate ofthe skimming system, based on the manufacturer’s minimum recommendations, shallbe used to determine the turnover rate if the turnover rate exceeds the manufacturer’srecommendations.(4) Waste lines. Pool wastewater shall be di rected to an approved sewage disposalsystem. The backwash waste line shall be no smaller than the size of the pipe exitingthe f ilter f or the entire l ength o f t he b ackwash l ine. There s hall b e no directconnection be tween a ny pool pi ping a nd t he a pproved di sposal s ystem. Dischargepoints shall be shown on the plans.(5) Piping details. P lans must include complete details of all pool piping. All poolpiping shall be supported in accordance with manufacturer’s recommendations.(6) Unknown Total Dynamic Head. Existing p ools ut ilizing s and filters w ith anunknown total d ynamic head shall be considered to have a minimum of sixty (60’)feet of h ead. E xisting pools ut ilizing di atomaceous e arth filters w ith a n unknow ntotal dynamic head shall be considered to have a minimum of fifty (50’) feet of headon vacuum systems and ninety (90’) feet of head on pressure systems. to have a minimum of fifty (50’) feet of head.(7) Hydraulic calculations. H ydraulic c alculations s hall be s ubmitted on a pproveddepartment f orms t ogether w ith t he pool pl ans. A ll pool pi pe s izing s hall bedetermined b y a f riction/flow c hart f or s chedule 40 r igid P VC p ipe ba sed on t he“Williams and Hazen” f ormula using a constant of 150 or approved equivalent. Ifapproved, ot her t ypes o f pi ping s hall be s ized i n a ccordance w ith a n a pprovedfriction/flow chart. A copy of the friction/flow chart and a copy of the chart used todetermine equivalent pipe lengths shall be submitted with the plans and specificationsfor new pool construction or for pool piping modification.Part 13 Filtersa.) Design. Filters s hall be s ized to accommodate or ex ceed t he d esign flow r ate o f t hesystem and provide sufficient water clarity as noted in Part10 (c.) (6) Clarity.(1) F ilters s hall m eet t he s tandards of or be l isted i n t he m ost r ecent e dition ofANSI/NSF 50, or other approved certification organization listing.(2) Filters shall be designed so that filtration surfaces can be inspected and serviced.(3) The maximum flow rate of filters shall not exceed the requirements of the mostrecent edition of ANSI/NSF 50 or other approved organization certification listing.b.) Internal pressure. On pr essure-type f ilters, a m eans s hall b e pr ovided t o pe rmit t herelease of internal pressure.(1) Any filter incorporating an automatic internal air release as its principal means ofair release shall have a l id(s) that provide(s) a s low and safe release of pressure as apart of t his de sign a nd s hall ha ve m anual air r eleases i n a ddition t o a utomaticreleases.(2) A s eparation t ank us ed i n c onjunction w ith a f ilter t ank s hall ha ve a m anualmethod of air release or a lid that provides a slow and safe release as it is opened.(3) The following statement shall be conspicuously visible within the area of the airrelease: “ Do not s tart the s ystem a fter ma intenance w ithout f irst ope ning the a irrelease and properly reassembling the filter and separation tank and opening the airrelease valve.”c.) Filter Piping. P iping f urnished with the f ilter shall be of s uitable ma terial c apable ofwithstanding one and one half (1½) times the working pressure. Part 14 Sand Filtersa.) Appurtenances. E ach filter tank shall have an access port for inspection and servicing.Each filter shall have both influent and effluent pressure gauges with a minimum face size oftwo inches ( 2”). The f ilter s ystem s hall ha ve an ade quately s ized, i n-line ba ckwash s ightglass on t he b ackwash line. All a ppurtenances shall be c onspicuously located f or qui ckinspection.b.) Piping and valves. The f iltering s ystem s hall be de signed with all va lves a nd pipingrequired that allows filtering to pool, filtering to waste, filter bypass to waste, and completedrainage of the system. The piping layout shall accommodate proper maintenance, operationand inspection.Part 15 Diatomaceous Earth Filtersa.) Filter tank and septa. The filter area shall be determined on the basis of effective filteringsurfaces, w ith no allowance given for areas o f i mpaired filtration, such as br oad s upports,folds or portions which may bridge the filter elements. T he bottom of open vacuum filtertanks shall slope to a drain to facilitate complete drainage of the tanks.b.) Appurtenances. Pressure filters shall be equipped with an air-relief valve, influent andeffluent pressure gauges with a minimum face size of two inches (2”), and an in-line sightglass on the backwash line. A vacuum gauge with a minimum face size of two inches (2”)shall be provided on t he pump suction line for vacuum filter systems. All appurtenancesshall be conspicuously located for quick inspection.c.) Piping and valves. The filtering system shall be designed with all valves and pipingthat a llows filtering t o pool, pr e-coat r ecirculation a nd/or pr e-coat t o waste, completedrainage of t he s ystem, bypass f ilter t o waste, and ba ckwashing t o w aste. T he pi pinglayout s hall a ccommodate pr oper m aintenance, ope ration and i nspection. If p re-coatrecirculation is used in a pressure system, an in-line sight glass, minimum two inches (2”)in length, and a valve shall be provided in the pre-coat piping.Part 16 Cartridge Filtersa.) Appurtenances. E ach filter shall be equipped with influent and effluent pressure gaugeswith a m inimum f ace s ize of t wo i nches ( 2”). All a ppurtenances s hall be c onspicuouslylocated for quick inspection.b.) Piping and valves. T he filtering system shall be designed with valves and piping thatallows filtering to pool, bypass filter to waste, and complete drainage of the system. Thepiping layout shall accommodate proper maintenance, operation and inspection.c.) Cartridges. while the filter is in operation. D isposable cartridges will be replaced when the requiredfiltration rate is impaired. Modular-type cartridge filters, if approved, are not required tohave a second set of cartridges.Part 17 Skimmers and Overflow Guttersa.) Surface Skimming. The actual water level shall be maintained within the operating waterlevel range of the system’s weir device or rim. Each skimmer or overflow system shall bedesigned and installed so as not to constitute a hazard to the user, and to prevent entrance orentrapment of limb, body, or hair.(1) Number of skimmers required. Each pool utilizing skimmers shall have at leasttwo (2) skimmers. One additional skimmer shall be provided for each five hundredsquare feet (500 s.f.) of water surface area, or fraction thereof.(2) Skimmer location. Skimmers shall be built into the pool wall and shall be evenlyspaced along the pool perimeter and located to prevent stagnant areas in circulation.(3) Skimmer design. E ach skimmer shall be designed for a flow through rate of atleast t wenty-five gallons pe r m inute ( 25 g.p.m.). A dditional s kimmers s hall beprovided when the design flow through rate, based on t he turnover rate of the pool,exceeds t he m anufacturer’s r ecommendations. If t he m anufacturer’s r ecommendedmaximum flow through the skimmers is not available, then a maximum of fifty-fivegallons per minute (55 g.p.m.) per skimmer shall be utilized.(4) Skimmer weir. E ach skimmer shall have a properly designed and operating weiror other department-approved means of providing effective skimming.(5) Equalizer line. Each skimmer shall be provided with a device to prevent air-lockin the circulation system suction line. Equalizer lines shall be at least one and a halfinches ( 1½”) i n di ameter, i nstalled with t he c enter no m ore t han 18 i nches ( 18”)below the maximum operating level, provided with an equalizer valve, a check valve,and a listed suction outlet c over/grate w ith a f low r ating e qual to the ma ximumsystem f low di vided b y t he num ber of s kimmers w hen pi ped t hrough a c ommonsuction line, or the maximum flow rate of the skimmer, whichever is greater.(6) Adjustments for circulation. Each skimmer shall be equipped with a valve that isadjustable to allow for fluctuation in water flow to balance water circulation duringoperation.(7) Basket or Screen. A non-corrosive basket or screen shall be provided to trap largedebris. It shall be installed to allow ready removal and cleaning from an opening inthe deck.(8) Skimmer access. is i nstalled f lush t o t he de ck s urface, has a s lip-resisting s urface, a nd is of s uchstrength to withstand normal deck use.b.) Overflow gutters. Overflow gutters shall be constructed of sufficient size to retain normaloverflow, and the top of the gutter shall be uniformly level. Overflow gutter drain lines shallbe c onnected t o t he circulation s ystem t hrough a s urge c hamber o r ot her a pproved s urgesystem. The surge system capacity shall be based upon a minimum of one (1) gallon of surgechamber vol ume for e ach s quare f oot o f pool s urface a rea. The h ydraulic capa city o f t heoverflow gutter s ystem shall be c apable of ha ndling one hundr ed pe rcent ( 100%) of t hecirculation flow. Gutter drain lines shall carry the pool overflow to the circulation system. Agutter system may be used for any pool.c.) Recessed gutters. Recessed gutters shall not be less than four inches (4”) deep and fourinches (4”) wide with a minimum of four inches (4”) open area above the gutter lip. No partthereof shall be visible from a position directly above the gutter.d.) Open gutters. Open g utters s hall not be m ore t han s ix i nches ( 6”) deep nor l ess t hantwelve inches (12”) wide.e.) Rollover or trough gutters. Rollover or trough gutters shall be provided with a sturdy,non-corrosive, non -slip grate to completely cov er t he t rough. T he grate s hall be s ecurelyfastened to the gutter during operation. O penings in the grate shall not exceed one-quarterinches (¼”).Part 18 Disinfection and Chemical Feedersa.) Disinfection required. The water in each pool shall be cont inuously chemically treatedwith a n a pproved di sinfecting a gent, with a ssociated, a pproved equipment, w hereby t heresidual can be easily measured by simple and accurate field tests. Each pool shall have itsown, separate, disinfecting equipment.b.) Hypo-chlorinators. P ositive-displacement, peristaltic, or other approved types of h ypochlorinatorsor chemical s olution f eeders us ed f or h ypo-chlorination shall be of s turdyconstruction, s hall be a ble t o w ithstand no rmal w ear, c orrosion a nd de terioration b ydisinfectant s olutions, a nd s hall be capable of c ontinuous, m etered f eeding of required,approved s olution on a 24 -hour ba sis. T he f eed r ate s hall be a djustable f rom z ero t o f ullrange. Hypo-chlorinators shall be capable of feeding an unstabilized chlorine dosage to thecirculation flow f rom c hlorine s olutions a t a pr essure greater tha n the circulation systempressure. The hypo-chlorinator shall be wired electrically to turn off automatically wheneverthe ci rculation pum p i s not ope rating. External “on -off” t imers us ed i n c onjunction w ithhypo-chlorinators are prohibited. An adequately sized, corrosion-resistant, and appropriatelylabeled container with a tight-fitting lid shall be provided and used to hold chlorine solutions.Chlorine s olutions s hall be de livered dow n-line f rom t he pool f ilter a nd, if a pplicable, t hepool heater, to achieve an effective pressure differential.Cobb and Douglas County Public HealthDouglas Rules and Regs for Swimming Pools26

c.) Chemical feeders. If chemical feeders are provided to add pH solutions into return poolpiping, they shall meet the requirements of subsection (b) above. A single feeder may not bealternately us ed f or chlorination a nd pH c ontrol. External “on -off” timers us ed i nconjunction w ith c hemical f eeders a re pr ohibited. Chemical f eeders shall be w iredelectrically to tur n off automatically whenever t he c irculation pump is not ope rating. Anadequately sized, corrosion-resistant, and appropriately labeled container with a tight-fittinglid shall be provided and used to hold pH solutions.d.) Carbon dioxide gas. Pools utilizing compressed carbon dioxide gas for pH control shalladhere to all applicable local, state, and federal requirements.e.) C hlorine erosion feeders. Only those erosion feeders s pecifically appr oved b y t hedepartment may be used for pool disinfection. Erosion feeders shall be capable of feeding achlorine dosage to the circulation return piping. Each pool shall have its own erosion feeder,if an erosion feeder is permitted.f.) Bromine feeders. O nly t hose br omine f eeders s pecifically approved by t he de partmentmay be used for pool disinfection. B romine feeders shall be capable of feeding a brominedosage to the circulation return piping. E ach po ol shall have its own bromine feeder, if abromine feeder is permitted.g.) Other chemicals and methods. No other chemical for disinfection or pH control may beused unl ess t he c hemical i s s pecifically a pproved b y t he U .S. E nvironmental P rotectionAgency and the d epartment, following demonstration of all aspects of the disinfection andtoxicological properties thereof. No other method of disinfection or pH control may be usedunless it is listed by th e N ational S anitation Foundation, complies w ith the most r ecentedition of A NSI/NSF-50, “ Circulation System Components a nd Related Materials f orSwimming Pools, Spas/Hot Tubs,” and is approved by the department.(h) Gas chlorine. All applicable local, state, and federal requirements concerningthe proper handling of chlorine gas must be followed. Pools utilizing chlorine gas shall havethe following provided:(1) Gas chlorination room. W here g as chlorine i s us ed, t he c hlorinator s hall behoused in an enclosure located above grade. The enclosure must be ventilated withoutside air by a chlorine-resistant exhaust fan with vents that are located a maximumof four inches (4") above the floor level, equipped with automatic louvers to achievecross-flow ventilation located at the top of the enclosure for admitting fresh air, andcapable of p roviding on e ( 1) e nclosure air c hange pe r m inute. E xhaust a ir s hall bedirected away f rom t he pool ar ea and shall no t af fect ev acuees, or an y adjacent,inhabited area, in t he e vent of a c hlorine gas l eak. E xhaust f ans s hall b e w ired t ooperate continuously. Adequate lighting, with a minimum of twenty foot candles (20f. c.) at thirty inches (30”) above gas chlorination floor level, to illuminate the entireenclosure shall be provided. The enclosure’s light switch shall be located outside theenclosure ent rance. observation port with a minimum observation opening o f four inches b y six inches(4"x 6"), centered and installed at sixty inches (60”) above the exterior ground level,to enable inspection of the interior of the gas chlorine enclosure without entry. Thetelephone numbers of the gas chlorine supplier and the local fire department or 911shall be posted on the exterior side of the gas chlorine enclosure.(2) Gas chlorination room signage. A warning s ign shall be posted on t he exteriorside of th e e nclosure d oor(s) th at s tates, in mini mum f our inc h ( 4") h igh letters,“DANGER - CHLORINE”. T he e ntrance doo r s hall ope n t o t he exterior of t heenclosure and shall be secured at all times except for authorized entry.(3) Gas chlorination tanks. A ll c hlorine t anks s hall be s ecured b y c hains or ot herapproved devices. Full and empty tanks shall be segregated, appropriately tagged, andstored in an upright position. Chlorine cylinder valve protection caps and valve outletcaps mus t be in place a t a ll time s e xcept w hen the c ylinder is c onnected for us e.New, approved washers must be used each time a c ylinder is connected. A chlorinevalve cut-off wrench shall be kept on the cylinder valve stem that is in use. Platformscales or other means of gauging available chlorine gas supply must be provided, or afull reserve tank of chlorine gas shall be kept onsite at all times. The chlorinator andall line and tank fittings must be checked for leaks at regular intervals and after everytank exchange. The gas chl orine s ystem s hall be w ired electrically t o t urn of fautomatically whenever the circulation pump is not operating. A small bottle of freshammonia s olution or ot her a pproved de tection m ethod shall be pr ovided to t est f orleaks and stored securely outside the gas chlorine enclosure.(4) Gas chlorine personnel. A t l east one ( 1) pe rson t rained i n t he pe rformance ofroutine gas chlorination operation, maintenance, and emergency procedures must bereadily available during the pool’s normal operating hours. A ll pool personnel mustbe informed a bout gas chlorine l eak control pr ocedures. Only t rained, de signatedpersonnel shall operate the chlorinator and change chlorine cylinders.(5) Gas chlorine personnel protection. T wo f ull-face, self-contained br eathingapparatus (SCBA) o r s upplied air r espirator t hat m eets O ccupational Safety andHealth A dministration ( OSHA) s tandards f or c onstruction a nd ope ration m ust beprovided for protection against chlorine in the event of a leak. This equipment shallhave sufficient capacity for the purpose intended. SCBA equipment must be readilyaccessible at a location outside t he c hlorine gas e nclosure t hat i s a cceptable t o t helocal fire chief. A written respirator program shall be provided and employees shallbe t rained in the us e and maintenance o f s uch e quipment t o i nsure ope rability a ndsafety. E ntry i nto t he c hlorine g as r oom m ust not oc cur w ithout ne cessary s afetyequipment, s uch a s S CBA, f or l eaks, or escape t ype ha lf-face o r m outhpiece,cartridge-type r espirator or S CBA w hen c onducting general m aintenance, cha ngingcylinders, or other related work.i.) control chemical may be added by hand, whether to skimmers or directly to the pool.j.) Automatic controllers. If an automatic controller for adjusting chemical levels is to beused at a pool, the device and connections thereof shall be installed in accordance with themanufacturer’s instructions. The device must be directly wired to the recirculation pump anda f low s witch, such that w hen the pum p stops, the che mical feeders ar e s witched off.Automatic controllers must be submitted for approval by the department prior to installation.An automatic pool chemical controller, if approved for installation, shall not substitute forthe requirement to manually perform onsite chemical pool water tests.k.) Chemical storage. A ll pools shall have an adequate, safe and secure designated storagearea for pool chemicals. If us ed, dedicated chemical storage rooms m ust ha ve ve ntilationwith one air change every three minutes exhausted to the exterior away from occupied areas.Chemical vaults or storage containers must not allow a person to enter inside.l.) Fail-safe feature. Fail-safe features approved by the department shall be incorporated toprevent the pool chemicals from siphoning or being fed directly into the pool, pool piping,water supply, or pool enclosure if the circulation equipment is not in operation or fails.Part 19 Equipment Rooma.) Equipment Room or Enclosure. P umps, di sinfection e quipment, f ilters, a ppurtenancesand a ny ot her a pproved e quipment s hall be l ocated i n a pe rmanent r oom, or c ompletelyenclosed area. The entry door shall open to the exterior of the equipment room or enclosureand shall be kept locked except for servicing the pool equipment. T he equipment room orenclosure a nd a ny s torage a rea us ed f or pool s upplies, a dditional e quipment, or c hemicalsshall be ke pt clean, s afe a nd adequately lighted. A pproved overhead protection s hall b eprovided to completely cover the entire equipment room or enclosure.b.) Ventilation and drainage. Suitable drainage (such as a sump pump or floor drain) andventilation of f resh m ake-up a ir m ust be pr ovided f or a ll e quipment r ooms. Above gr adeequipment rooms or e nclosures shall ha ve either f orced draft o r cr oss v entilation. B elowgrade equipment rooms or enclosures shall have stairway access and forced ventilation. Theopen area for cross ventilation shall be calculated as at least five p ercent (5%) o f the totalwall area of the enclosure. The total cross ventilated area shall be comprised of a louveredopening or louvered door and an additional louvered opening on at least one other side of theenclosure. Forced draft ventilation shall require a chlorine-resistant exhaust fan, capable ofproviding one ( 1) e nclosure a ir c hange e very t hree ( 3) m inutes and a vent w ith l ouverslocated in a n e quipment r oom w all or door . The e xhaust f an s hall be i nstalled s o a s t oexhaust the equipment room air away from the pool enclosure and adjacent inhabited areas.The entire enclosure shall have a smooth concrete floor that slopes one-quarter inch per foot(¼” / 1’ ) to a f loor dr ain c onnected t o an a pproved s ewage di sposal s ystem. c.) Equipment clearance. A ll equipment and piping shall be installed to facilitate servicingwith minimal effort. Filter tanks shall be at least eight inches (8”) apart, twelve inches (12”)from walls, and thirty-six inches (36”) from the ceiling. Ceiling height shall be a minimum ofeight f eet (8’) from t he floor s urface. Clearance a round a ll e quipment and a ppurtenancesmust permit unobstructed, ready access for inspection, maintenance, and operation.d.) Electrical controls. No s witches, s tarters, pa nel boa rds or s imilar electrical equi pmentshall be located in areas accessible to bathers, except for therapy or booster pump jet or inlettimers and emergency shut-off switches that must be properly grounded.Part 20 Diving Areas and Equipmenta.) Dimensions. Dimensions ( width, de pth and l ength) of t he di ving a rea s hall be i naccordance with anticipated use by divers, and with the applicable sanctioning organizationrecognized and approved by t he de partment. The di mensions s hall c omply with t herequirements as stipulated in the Appendix, Figures #1 & #2.b.) Clearance. Diving boards or diving platforms must be installed no less than ten feet (10’)apart (edge to edge) and no less than ten feet (10’) from any pool side wall, or in accordancewith the manufacturer’s specifications, whichever is the greater distance. At least fifteen feet(15’) o f f ree, unobs tructed c learance s hall be provided a bove di ving boards a nd di vingplatforms.c.) Finish and Use. D iving boa rds a nd pl atforms s hall ha ve a l ight c olored, slip-resistantfinish. Starting platforms shall be used only for competitive swimming, shall have a lightcolored,slip-resistant finish, and shall be removed from the deck when not being used fortheir intended purpose.d.) Safety. Approved diving equipment shall be installed only on pool types that are equal toor l arger t han t he pool t ype de signated b y t he manufacturer. D iving e quipment s hall beinstalled according to the manufacturer’s instructions and specifications and this article. Alldiving stands higher than twenty-one inches (21”) measured from the deck to the top of thesecured end of the board shall be provided with stairs and/or a ladder. Steps and ladders shallbe of corrosion-resistant material, easily cleanable and with treads that are slip-resistant andself-draining. P latforms a nd di ving e quipment of one m eter (1m) s hall be pr otected w ithhandrails that shall be at least thirty inches (30”) above the diving board or platform surface.All platforms or diving equipment higher than one meter (1m) shall have dual handrails thatare approximately eighteen inches (18”) from the bottom rail and thirty-six inches (36”) fromthe top rail above the diving board or platform surface. A ll platform or diving equipmentgreater than one meter (1m) in height shall have dual handrails installed at a maximum of onemeter ( 1m) a bove t he deck l evel a nd c ontinuous a bove t he boa rd or pl atform, a nd i naccordance w ith manufacturer’s s pecifications. All r equired handrails f or di vingplatforms/boards shall e xtend over to at least the edge of the pool wall. Diving equipmentshall be permanently anchored to the pool deck. diving board.Part 21 Lightinga.) Lighting required. Artificial lighting shall be provided for all pools. Lighting shall beadequate to illuminate t he e ntire s wimming p ool a nd enclosure w ithout g lare. E lectricalwiring, fixtures, a nd i nstallation s hall c onform t o a ll a pplicable s tate, c ounty a nd l ocalbuilding c ode requirements. G round-fault i nterrupters m ust be pr ovided. Light f ixtureslocated within the pool area shall be protected by a shatter-resistant lens. Underwater lightswith a colored lens or bulb are prohibited. Supplemental lighting, such as fiber optics, shallnot be considered as the primary source for pool lighting.b.) Lighting requirements. Lighting i n dr essing r ooms, s anitary f acilities, a nd e quipmentrooms shall comply with the local code requirements. Pool and deck areas shall be lighted inaccordance with the following minimum requirements:(1) Underwater Lighting. A mini mum of 0.5 watts underwater l ighting per s quarefoot of pool s urface a rea s hall be pr ovided. Underwater l ight f ixtures s hall beinstalled so as to effectively illuminate the entire pool.(2) Deck and Pool Lighting. A minimum of twenty (20) foot candles at 30 i nches(30”) shall be maintained in service on all deck areas.Part 22 Sanitary Facilitiesa.) Sanitary facilities required. Required sanitary facilities inc luding toi lets, urinals,lavatories and showers are to be enclosed in a bathhouse and are required at all new pools,except for those pools that meet the criteria stated in subsection (b) below. In determining thenumber of sanitary fixtures required, the minimum bathing load as determined by AppendixFigure #3. E ach pool shall have the “Maximum Bather Load” de termined at t ime of pl anreview. The bathing load composition shall be assumed to be one-half (½) men and one-half(½) women. The bathhouse and sanitary facilities shall be maintained in a clean and sanitarycondition. A s tandard a rchitectural dr awing of t he ba thhouse s howing t he l ayout of t hefacility, the location of all fixtures, the flooring, including drainage and slopes, and any otherpertinent inf ormation that the de partment de ems ne cessary to ensure c ompliance with thisarticle, shall be s ubmitted f or a pproval b y t he department pr ior t o a ny w ork pe rformed.Fixtures s hall be i nstalled i n a ccordance w ith applicable pl umbing c odes a nd s hall beproperly protected to prevent cross-connections.b.) Sanitary facilities. If all dwelling units have individual sanitary facilities and are locatedwithin three hundred feet 300’ of the pool, as measured from the inside the nearest pool wall,no additional s anitary f acilities w ill be r equired. facilities required. If there is more than one pool at a single address or property and all unitsare within three hundred feet (300’) in any direction from at least one of the pools, then noseparate ba thhouse i s r equired. A s hower m eeting l ocal pl umbing c ode r equirements andwith hot and cold water through a mixing valve that does not exceed 120 o F, shall be providedat each approved entrance i nto the pool ar ea i f n o ba thhouse i s r equired. F ootbaths a reprohibited.c.) Facility size requirements. F acilities s hall be pr ovided in proportion to the ma ximumbathing l oad ( see A ppendix – Figure #3 ) based on t he num ber of dw elling/living uni tsoutside a t hree hundr ed f oot ( 300’) r adius a s measured i n a ny di rection f rom i nside t henearest pool wall. Separate facilities shall be provided for men and women. Family or unisexfacilities w ill be a llowed only w hen the mini mum number of r equired m en a nd w omen’sfacilities is provided. In c alculating f acility s ize r equirements, t he num ber of r equiredfixtures s hall be r ounded up t o t he ne xt w hole number if t he f ractional ba ther i ncrementequals or exceeds one-half (1/2) the base number for the fixture (i.e. 150 men would require2 toilets, 2 urinals, etc).(1) Toilets. One (1) toilet shall be provided for each bather increment of one hundred(100) men or fifty (50) women.(2) Urinals. O ne (1) ur inal shall be provided for each on e hundred (100) men. Atoilet may be substituted for a urinal with department approval.(3) Lavatories. One (1) lavatory, with hot and cold water through a mixing valve thatdoes not exceed 120ºF, shall be provided for each one hundred (100) men or women.(4) Showers. O ne (1) shower, with hot and cold water through a mixing valve thatdoes not exceed 120 o F, shall be provided for each one hundred (100) men or women.Showers s hall be a n i ntegral p art of t he i nterior of t he ba thhouse a nd located f orbather use prior to entering the pool area. Shower floors shall slope one-quarter inchper foot (¼” / 1’) to a drain and shall meet the same requirements for bathhouse floorsas s tated i n s ubsection ( e) be low. A n e xterior shower s hall not s ubstitute f or t heminimum required number of interior showers.d). Location. T he ba thhouse t o pool c onfiguration s hall be s uch t hat bathers m ust pa ssthrough or by the bathhouse as they enter into the pool enclosure. A minimum of five feet(5’) of complying deck or walkway with unobstructed access shall be provided between thebathhouse/sanitary facilities and the edge of any pool within the pool enclosure. If all of therequired mini mum num ber of s anitary facilities or f ixtures is not loc ated within the poolbathhouse, then a minimum of fifty percent (50%) of the required sanitary facilities must bewithin the pool bathhouse with the remaining sanitary facilities located within three hundredfeet (300’) of the pool.e.) Floors. Floors shall be smooth, impervious, light-colored, slip-resistant, easily cleanable,shall have a slope of one-quarter inch (¼”) per foot to drain(s), and shall be coved at the walljunction with ceramic tile or approved equivalent. of floor drains shall be provided to ensure complete drainage. A maximum of ten percent(10%) of the total floor surface area may be any dark color. Any standing water in the floorshall not exceed a depth of one-eighth inches (⅛”), shall not exceed one square foot (1 s.f.) inarea, and shall not remain on the floor more than ten (10) minutes. A sample of the proposedflooring material, other than concrete, shall be submitted to the department upon request forapproval prior to installation.f.) Partition walls. Partition walls shall terminate at least six inches (6”) above the floor orshall be pl aced on a c ontinuous r aised m asonry or c oncrete b ase a t l east f our i nches ( 4”)high.g.) Hose bibs. A t least one (1) hose bib with backflow prevention shall be provided with asufficient length of hose to service both the men and women’s sections of the bathhouse.h.) Water fountain. An approved, sanitary drinking fountain shall be conveniently accessiblewithin the pool enclosure to all bathers.i.) Food. Eating and drinking shall not be permitted within the swimming pool, but may bepermitted on the deck area at a di stance of at least ten feet (10’) horizontally from the pooledge. Food and be verages s hall onl y be s erved i n non -breakable co ntainers. C overedgarbage containers shall be provided where food and/or beverages are available and allowedto be consumed.j.) Lighting. T he i nterior of t he b athhouse, i ncluding t he s anitary f acility a rea, l ocker o rdressing area, and hallway, shall be well-lighted with a minimum of thirty foot candles (30 f.c.), a s m easured a t f loor l evel, of i ncandescent l ight or e quivalent f or each s quare f oot offloor area.k.) Solid waste disposal. An adequately s ized, covered and lined trash r eceptacle s hall b eprovided in each men and women’s sanitary facility area.l.) Bathhouse amenities. A t a ll t imes, an a dequate s upply of s oap, t oilet pa per a nd p apertowels s hall be pr ovided a nd s tored i n a ppropriate di spensers c onveniently accessible t ousers. A minimum of one (1) diaper changing station for babies shall be provided in eachmen and women’s section of the bathhouse. Bathhouse mirrors shall be unbreakable.Part 23 Safetya.) Pool barrier. E ach pool shall be completely enclosed by an effective barrier that shallconform to the code(s) of all authorities having jurisdiction.b.) Pool operator. A pool operator shall be responsible for the operation of a pool. The pooloperator shall be in full charge of all pool use and shall have authority to enforce all rules ofsafety and sanitation, and shall be responsible for the proper maintenance of the pool and allphysical and mechanical equipment. course a pproved b y t he department. Additional personnel s hall be p rovided a s ne eded t osupervise ot her pool s a nd f acilities a nd t o e nsure ba ther compliance w ith pool e ntryconditions. The pr ovisions f or t raining s hall b ecome e ffective t wo ( 2) years after da te o fenactment of this article for existing pools and shall become effective immediately for newpools.c.) Record keeping. Each pool ope rator s hall m aintain a da ily record o f ope ratinginformation, t ogether w ith ot her da ta a s m ay be r equired f or each p ool r elative t o theoperation of the pool. The records shall include data on disinfectant levels, pH, maintenanceprocedures, together with such other data as may be required by the department relative tothe maintenance of the pool. Daily records and other operational data s hall be maintainedonsite and shall be made available to representatives of the department upon request. Thepool ope rator s hall be responsible f or c losing t he pool w hen ne cessary a nd e xcludingunauthorized persons from entering the pool area.d.) Lifesaving equipment. Each pool shall be provided with a shepherd’s hook attached to anon-telescoping pole, with a minimum length of fourteen feet (14’), and made with a bluntend. Each pool shall be provided with a United States Coast Guard approved lifesaving ringhaving an outside diameter of fifteen to twenty-four inches (15”-24”), firmly attached to aone-quarter inch to three-eighths inch (¼"- ⅜”) diameter throwing rope that is as long as oneand one half (1½) times the maximum width of the pool, or fifty feet (50’), whichever is less.Additional sets of lifesaving equipment are required for pools longer than fifty feet (50’) andshall be provided for each fifty feet (50’) of pool length or major fraction thereof. Lifesavingequipment shall be mounted in a conspicuous place within the pool enclosure and be readilyavailable for use and in good condition.e.) Lifeguards. Lifeguards, if provided, shall have current lifeguarding and CPR certificationby the American Red Cross, the YMCA, National Pool and Waterpark Lifeguard Program, orcomparable, nationally recognized certifying organization. Either the original certificates orphotocopies t hereof s hall be m aintained a t the f acility and s hall be made a vailable t orepresentatives of the department upon request.f.) Lifeguard chairs. If provided, lifeguard chairs s hall be located t o pr ovide l ifeguards aclear, unobs tructed vi ew of t he e ntire pool , i ncluding t he pool bot tom a t i ts de epest poi nt.Lifeguard chairs shall only be occupied by a qualified lifeguard at all times the pool is open.g.) No lifeguard on duty. W here no l ifeguard i s on dut y, s igns s hall be pos ted i n aconspicuous location at the entrance to the pool area and within the pool area stating, in clearlegible letters at least four inches (4”) high, “WARNING - NO LIFEGUARD ON DUTY.”h.) Telephone. A n operable, hard-wired, weatherproof telephone, with direct 911 access orcapability installed in a conspicuous location shall be readily available at all times within thepool e nclosure. D irections t o t elephone l ocations m ust be c onspicuously pos ted i f t hetelephone is not readily visible in the pool area.i.) Emergency telephone numbers. A sign stating “EMERGENCY 911” shall be posted at theCobb and Douglas County Public HealthDouglas Rules and Regs for Swimming Pools34

telephone. A lternatively, the telephone may be equipped with 911 s peed dial access. T hetelephone number of the pool operator shall be posted at the telephone.j.) Electrical requirements. All r equirements f or e lectrical c ompliance s hall c onform tocode(s) of all a uthorities ha ving j urisdiction. Electric bo ards, switches, wiring, or ot herelectrical components shall not be accessible to bathers.k.) First aid kit. E ach pool s hall be s upplied w ith a r eadily a vailable f irst a id ki t. Thecontainer shall be durable and weather-resistant, and shall at all times be kept supplied andready for use. The first aid kit shall be mounted in a conspicuous location in the pool area, orsecured by pool personnel on s ite knowledgeable of its whereabouts. I f the kit is not in theimmediate pool area, then adequate signage shall be posted within the immediate pool areawith a minimum one-inch (1”) high letters that clearly states the location of the first aid kit.l.) Float line with floats. A tightly stretched polypropylene or nylon rope or float line withplastic f loats s hall be installed across t he pool along t he s lope-break i n pool s w here t hedepths exceed five feet (5’). The floats shall be spaced no greater than seven feet (7’) apart.The floats shall be secured so that they will not move. T he float line shall be of sufficientsize and strength to provide an adequate handhold and support loads imposed by all bathers.The float line shall be securely fastened to recessed wall anchors made of corrosion-resistantmaterials. A float line shall also be installed to separate swimming from other areas withinthe pool, such as sliding, diving, or from an amusement area in a multi-purpose pool. A fourinch(4”) line of dark, slip-resistant tile shall be installed directly beneath and for the entirelength of each float line, or where deemed necessary by the department.m.) Swim diaper use. Children who are not yet potty trained must wear snug fitting plasticpants or a water resistant swim diaper.n.) Communicable diseases. No person knowingly suffering from a communicable diseasethat is transmissible by water shall use the pool.n.) Pool rules and posted bathing load. Simply stated rules and safety guidelines for bathers,along with signage stating the maximum bathing load shall be conspicuously posted. Thelettering shall be a minimum of three quarter inch (3/4”).o.) Animals prohibited. Except for service animals for the physically impaired, no a nimalsshall be allowed within the pool enclosure.p.) Glass prohibited. Glass of any t ype, unless specifically authorized by the department,shall not be allowed within the pool enclosure.q.) Accident reporting. All drownings or injuries requiring hospitalization shall be reportedin writing within twenty-four (24) hours of the occurrence to the department and shall fullydescribe the incident. Part 24 Wading Poolsa.) Application. A ll s ections of thi s a rticle s hall a pply to wading pool s in a ddition t o t hefollowing provisions:b.) Construction.(1) Location. A w ading pool m ust be l ocated s o t hat a l ifeguard or op erator m ayeasily keep bathers under surveillance. A wading pool must be located adjacent tothe shallow end of any other pool. If a s eparate ba rrier i s i nstalled for the wadingpool area, then clear visibility through the wading pool barrier shall be provided.(2) Depth. The depth of a wading pool shall not exceed eighteen inches (18").(3) Slope. The bottom slope shall not be more than one foot (1') in twelve feet (12').Wading pools shall be completely self-draining.(4) Walk areas and decks. A minimum of ten feet (10’) of complying deck surfaceshall separate a wading pool from any part of any other pool, as measured from thewading pool edge to another, nearest pool edge.(5) Lighting. Underwater lighting is not required for wading pools, but other lightingrequirements, as stated in the section “Lighting”, shall be required.c.) Circulation system.(1) Circulation. The c irculation e quipment s hall be ope rated c ontinuously on atwenty-four ( 24) hour b asis t o a chieve t he m inimum r equirement of on e t urnoverevery two (2) hours. Fill and draw-type wading pools are prohibited from use.(2) Skimmers. One skimmer shall be provided for each two hundred square feet (200s.f.) of wading pool surface area or fraction thereof. Equalizer lines shall be installedat the lowest portion of the wall or in the floor, and be covered by a properly secured,approved grate.(3) Inlets. A minimum of two (2) adjustable inlets shall be provided. The number ofinlets shall be calculated based on one inlet per ten feet (10’) or major fraction thereofof pool perimeter. Inlets shall be evenly spaced either along the pool perimeter or onthe pool floor. Wall inlets shall be placed as close to the pool floor as possible.(4) Life-saving equipment. Part 25 Spray Poolsa.) Application. A ll s ections of t his a rticle s hall a pply t o s pray pool s with t he f ollowingadditional provisions:(1) Construction. T he bottom of a spray pool shall slope a maximum of one foot(1') in twelve feet (12') to an approved drain. The bottom of a spray pool shall becompletely s elf-draining a nd a llow f or no s tanding w ater. A s pray po ol m ust belocated adjacent t o the s hallow e nd of a ny ot her pool . Water at traction devices, ifprovided shall c omply with the s ection in this a rticle e ntitled “Interactive P layDevices.” Depth markings and “No Diving” markings are not required.(2) Circulation. T he c irculation e quipment s hall be ope rated c ontinuously on atwenty-four (24) hour basis to obtain the minimum required number of one turnoverevery thirty (30) minutes. All circulated water from the pool shall be collected in anapproved surge device.(3) Water source. Spray heads shall be served by an approved water source that hasapproved backflow prevention. Spray heads and supply fixtures shall not constitute atripping hazard. Spray heads shall be installed so as to eliminate any possibility oftheir submergence.(4) Location. Spray pools must be located so that the lifeguard or operator may easilykeep bathers under surveillance. Spray pools shall not be located near the deep end ofany other pool.(5) Safety. Spray pools are exempt from Part 23 “Safety”, d.) Lifesaving equipment.Part 26 Whirlpoolsa.) Application. A ll e lements of thi s a rticle f or pool s s hall a pply to whirlpools w ith thefollowing additional provisions: Whirlpools that are emptied and cleaned after each singlebatheruse are exempt from this article.(1) Depths. Water depth shall be no more than four feet (4’). No seat or bench shallbe more than two feet (2’) below the normal waterline.(2) Slopes. Slope of the whirlpool floor shall not exceed one foot (1’) in twelve feet(12’). The whirlpool floor, seat and steps shall be completely self-draining.(3) Walk areas and decks. A w alk area or de ck no less t han feet f ive f eet ( 5’) i nwidth as measured from the inside wall of the whirlpool shall surround the whirlpoolon at least one half (½) of the perimeter of the whirlpool.Cobb and Douglas County Public HealthDouglas Rules and Regs for Swimming Pools37

(4) Thermometer. All w hirlpools s hall ha ve a non -mercury based, shatter-proofthermometer that is in close proximity to and can be viewed by bathers at all times.b.) Circulation system.(1) Circulation. T he c irculation e quipment s hall be ope rated c ontinuously on atwenty-four ( 24) hour b asis t o obt ain t he m inimum r equired r ate of one t urnoverevery thirty (30) minutes. A minimum of one (1) skimmer shall be provided and one(1) additional skimmer shall be provided for each one hundred square feet (100 s. f.)of w hirlpool s urface a rea or fra ction thereof beyond t he i nitial one hund red s quarefeet (100 s. f.) of the whirlpool. Air intakes for therapy pumps shall be protected withan approved screen or grate, shall be located within the equipment room, and shallhave the intake opening installed at least twelve inches (12”) from the surface of thefloor.(2) Inlets. A minimum of two (2) inlets shall be provided. The number of inletsshall be calculated based upon one inlet per ten feet (10’) or major fraction thereof ofwhirlpool perimeter. Inlets shall be located as close to the floor as possible or in thefloor. No inlet shall be less than eighteen inches (18”) below the normal water level.Hydrotherapy inlets shall be installed flush with the pool wall or floor.(3) Suction outlets. Source water for hydrotherapy systems shall be through the maindrains, a s urge chamber, or ot her a pproved d evice. S ufficient f low a rea s hall beprovided s o t hat t he c ombined or s eparate circulation a nd h ydrotherapy full-flowvelocity through the main drain grates or suction outlets does not exceed one and onehalffeet per second (1½ f.p.s.). A minimum of two (2) main drains or suction outletsfor each circulation system or hydrotherapy system suction line shall be provided andspaced evenly and as f ar apa rt as pos sible i n the de epest portion of t he w hirlpoolfloor; or , l ocated on t wo ( 2) di fferent w hirlpool surface pl anes, i .e., on e (1) on t hebottom and one (1) on the opposite vertical wall at the lowest point.c.) Safety equipment. W hirlpools with surface areas less than two hundred and fifty squarefeet (250 s. f.) are exempt from the safety equipment requirements stated in Part 23, “Safety”,d.) Lifesaving equipment. All whirlpools shall have the following equipment:(1) A clock, with a minimum twelve-inch (12”) face, shall be provided and mountedvertically so as to be clearly seen by all bathers in the whirlpool.(2) A therapy o r boos ter pum p t imer s hall be m ounted on a w all a t nor mal s witchheight above the floor, at least four feet (4’) away from the pool edge, equipped witha maximum timer limit of fifteen (15) minutes.Cobb and Douglas County Public HealthDouglas Rules and Regs for Swimming Pools38

Part 27 Waterslides / Splash Poolsa.) Application. All elements of this article for swimming pools shall apply to any pool usedin whole or part as a splash pool for a waterslide(s) with the following additional provisions:b.) Construction.(1) Design, construction and maintenance. All slides and slide components shall beconstructed and maintained in accordance with the manufacturer’s specifications andthis article so that they will not constitute a safety, physical or health hazard given itsnormal intended use and purpose. Design and materials used in construction shall bein accordance w ith proper s tructural engineering p ractice for p roviding a s ound,durable structure.(2) Flume clearances. The distance between the side of a flume exit and a pool sidewall shall be at least five (5’) feet and the distance between sides of adjacent flumeexits s hall be a t le ast s ix ( 6’) f eet, or i n accordance with the s lide m anufacturer’srecommendations, whichever i s t he greater di stance. T he di stance be tween flumeexits a nd the oppos ite s ide of t he pool or end of a r un out , e xcluding s teps a ndhandrails, shall b e at l east t wenty feet ( 20’) or, i n a ccordance w ith t he slidemanufacturer’s recommendations, whichever is the greater distance. If more than onewaterslide or flume is present, then both flume terminals shall be constructed parallelto each other or to any pool or run out sidewall or other pool structure.(3) High-speed slides. Special provisions, approved by the department, shall be madein flume exit design, pool depth and pool width as measured from the flume exit, tosafely ac commodate hi gh-speed slides i n accordance w ith the slide m anufacturer’sinstructions.(4) Flume terminus. The f lume s hall te rminate in accordance w ith t he s lidemanufacturer’s r ecommendations. T he f lume t erminus s hall be pa rallel w ith thevertical pool wall, or in accordance with the manufacturer’s instructions.(5) Splash pool depths. The operating water depth of the splash pool at the end of aflume shall be three feet (3’) or in accordance with the manufacturer’s instructions,whichever is the greater depth. T his depth shall be maintained in front of the flumefor a distance of at least twenty feet (20’).(6) Run outs. If permitted, run outs shall be constructed in accordance with the slidemanufacturer’s recommendations.(7) Access to slide. A surfaced walkway, steps or stairway shall be provided betweenthe pool and the top of the flume. T he access to the top of the slide shall be slipresistant and not allow for standing water, be separated from the flume by a physicalbarrier, set back far enough from the operating flume such that it cannot be contactedby us ers on t he way do wn t he s lide. deck shall be provided from the base of the access to the slide to the edge of the deckaway from the slide.(8) Lighting. For a n out door w ater-slide us ed a t ni ght or for a n i ndoor w aterslide,adequate lighting shall be provided for all areas of the flume, in accordance with theSection, “Lighting.”(9) Volume of pump reservoirs. The pump reservoirs shall have sufficient volume, inaccordance w ith t he m anufacturer’s i nstructions, t o c ontain e nough w ater t o i nsurethat the low er s plash pool w ill ma intain a c onstant w ater d epth. An a pproved,automatic ma ke-up w ater de vice, with ba ckflow pr evention, s hall be pr ovided f oreach reservoir.c.) Circulation system. A water circulation system consisting of pumps, piping, filters, waterconditioning, and disinfection equipment and other accessory equipment shall be provided inorder to clarify, condition and disinfect the splash pool volume of water or water circulatedthrough a run out, and all water used for the slide. T he equipment shall be operated on atwenty-four (24) hour basis to obtain the minimum one (1) turnover every hour.d.) Suction outlets and fittings. If suction outlets a nd fittings separate f rom t he ci rculationsystem’s main drains are used for make-up water for the slide, they shall be located at thelowest portion of the splash pool; or may be installed in the lowest portion of the splash poolwall oppos ite f rom t he flume t erminus; or , i f u sed, a t t he l owest por tion of t he run outopposite of t he f ume t erminus. Suction out lets a nd f ittings s hall comply with t herequirements for m ain d rains i n Part 11 , “Circulation Systems” and Part 12 , “Piping a ndHydraulics” of this article. The circulation system main drains shall be located at the lowestportion of the splash pool.e.) Bathing load. The bathing load shall be calculated on t he basis of one (1) person in theminimum r equired s plash pool s urface a rea, a nd a m aximum of one ( 1) pe rson f or e verythirty square feet (30 s. f.) of pool surface area in those areas of the splash pool that exceedthe minimum required splash pool area. If the slide is a component of a pool other than adedicated splash pool, then the bathing load is one (1) person in the minimum required splashpool area, and the remaining pool area shall comply with Part 9, “Construction”, c.), Size.f.) Safety. At least one person responsible for the operation of the slide shall monitor and bestationed at the bottom of the slide at all times the slide is open for use. If that person’s viewof the slide’s entry is obscured at any point, then a second slide operator shall monitor and bestationed at the slide’s entry point, or if the length of the slide or flume exceeds thirty feet(30’) in length. A pproved signage shall be posted that states; that at any time, only one (1)bather, or device with bathers such as a raft, shall be allowed on the slide after the previoususer or raft has exited the splash pool or run-out; only one bather or device with bathers, suchas a raft, shall be allowed on t he platform to the slide; and only one bather or device withbathers such as a raft shall be allowed in the splash pool. Slide monitors shall enforce theserules. A key-operated, properly grounded switch to operate the pump supplying water to theslide shall be installed on the deck near the slide. shall be readily accessible to the slide monitor.Part 28 Zero-Depth Entry Poolsa.) Application. All elements of this article for swimming pools shall apply to zero-depthentry pools with the following additional provisions:b.) Construction. A zero-depth entry pool shall be designed and constructed so that the pooland the deck surface meet at a maximum slope of one foot in twelve feet (1’:12’), continuingto the deepest portion of the pool or slope break. Where the water depth in these pools is lessthan one a nd one -half f eet ( 1½’), f loor i nlets s hall be pr ovided a nd s paced uni formly at adistance no greater than twenty feet (20’) apart and located not further than twenty feet (20’)from the point where the pool bottom intersects the deck, and not more than twenty feet (20’)from any wall. A grated gutter, as described in Part 17, “Skimmers and Overflow Gutters”,or other suitable, approved skimming system, shall be installed along the entire zero-depthentry at t he no rmal w ater l evel, and s hall b e d esigned and cons tructed t o accommodatevariations in the normal water level.Part 29 Indoor-Outdoor Poolsa.) Application. A ll e lements of thi s a rticle f or s wimming pool s s hall a pply to indooroutdoorpools with the following additional provisions:b.) Construction.(1) Separations. Removable, underwater separations between indoor-outdoor poolsshall be constructed of a clearly marked, solid barrier made of inert material approvedby the department. The barrier shall be smooth, unbreakable, and shall not have anyopenings.(2) Connecting Channels. The c onnecting channel a t t he s eparation or barrier f orbathers to swim through shall be a minimum of three feet (3’) in depth and three feet(3’) i n he ight, a s m easured f rom t he pool w ater’s nor mal l evel, a nd a m inimum offour fe et ( 4’) i n width as m easured at t he nor mal w ater l evel. T he e dges o f t heopening f or ba thers t o s wim t hrough s hall be smooth a nd r ounded, o r ha ve a napproved, pe rmanently installed pr otective s leeve a long t he e ntire e dge. If t heseparation between the indoor-outdoor pools extends below the normal water level,then an approved, protective s leeve s hall com pletely encase t he entire e dge o f t heseparation at a minimum height of twelve inches (12”). (3) Separate pools. If each pool i s de signed to be ph ysically s eparated, t hen eachportion of a n i ndoor-outdoor pool s hall be c onsidered as a s eparate pool , a nd e achportion or pool shall be designed and constructed with its own, separate circulationsystem, a ppurtenances, de cking, s afety e quipment, a nd ot her r equired e quipment i naccordance with this article.(4) Ingress and Egress. The pools, deck and the physical separation between the twopools shall be designed and constructed to enable ready access and egressPart 30 Infinity / Vanishing Edge Poolsa.) Construction. In a ddition t o the s tandards w ithin t his s ection, infinity/vanishing e dgepools s hall c omply with all ot her applicable s tandards i n this cod e. The l ength of aninfinity/vanishing edge shall not exceed thirty-five percent (35%) of the total pool perimeteror fifty percent (50%) of the total whirlpool perimeter. A deck, meeting the requirements ofPart 9 , “Construction,” h.) Deck, s hall c ompletely s urround t he e ntire pool i ncluding t heinfinity/vanishing edge portion of the pool. The maximum external wall descent elevationshall not exceed twelve inches (12”) as measured from the top of the edge to the surface ofdeck. The top surface of the edge must be level, smooth, non-abrasive, and have a minimumradius of one inch (1”). An adequately-sized water collection device or trough, protected byan approved grating or other approved cover, shall be installed at the bottom of the exterioredge wall and return pool water to the pool’s circulation system by gravity flow.Part 31 Interactive Play Devicesa.) Construction. T he interactive play device’s design and construction shall provide for asafe and sanitary recreational environment for its users. All interactive play equipment shallconform t o s tandards s et f orth b y t he m ost r ecent e dition of t he U .S. C onsumer P roductSafety Commission, “Handbook for Public Playground Safety,” which the department adoptsherein b y t his reference, or t he m ost r ecent e dition of t he A merican S ociety for T estingMaterials, “Standard Consumer Safety Performance Specification for Playground Equipmentfor Public Use,” which the department also adopts herein by this reference, and in accordancewith t he m anufacturer’s i nstructions f or i nstallation a nd ope ration, and a pproved b y t hedepartment. Interactive play devices shall be designed, installed, and maintained so that thesurfaces are smooth, self-draining, non-toxic and easily cleanable. The devices shall not posea health or safety hazard to users or bathers, and shall not interfere with the circulation ordisinfection of the water.b.) Circulation. A ny apparatus, device or equipment that discharges water into the pool orthat uses the pool as a source of water for the operation of the device shall either use onlywater t hat ha s be en filtered a nd di sinfected p rior t o be ing di scharged into a pool , or s hallhave a separate disinfection system for the device approved by the department. If water forthe device is not taken directly from the pool, then the water for the device shall be circulatedthrough a separate system consisting of pump(s), filter(s), disinfection equipment, and otherCobb and Douglas County Public HealthDouglas Rules and Regs for Swimming Pools42

appurtenances, a s r equired b y t he d epartment a nd t his a rticle. T his i ncludes, but i s notlimited to, spray guns, mushrooms, buckets, water wheels, and other similar devices. A nywater be ing di scharged into pool water, or t hat makes c ontact w ith us ers or ba thers, s hallhave the s ame mini mum level of di sinfectant that i s r equired f or t he t ype of pool t hat t hedevice is installed within, as required in Part 18, “Disinfection and Chemical Feeders.”Part 32 Special Purpose Poolsa.) Application. A ll e lements of thi s a rticle f or s wimming pool s s hall a pply to specialpurpose pools with the following additional provisions:b.) Construction. The design and construction of these special purpose pools shall be basedon their intended purpose and use and upon s ound public health and engineering principles,and s hall not pos e a he alth or s afety h azard t o the us ers. S pecial pur pose pool s s hall b ereviewed b y t he d epartment on a n i ndividual basis f or intended us e and c onstruction.Therefore, unique o r s pecial f eatures m ay b e p ermitted, such as a r amp to allow bathersaccess and egress from the pool in lieu of steps or a ladder. The bathing load may be limitedand shall be determined by the department, based on the purpose or intended use of the pool.The pur pose of t he po ol s hall be clearly s tated on t he pl ans w hen s ubmitted t o t hedepartment. A sign, with minimum one inch (1”) high, black letters on a white background,stating t he pur pose of t he poo l a nd t he b athing l oad, s hall be c onspicuously pos ted a t t heentrance to the pool area.c.) Operation. Special purpose pool s a re p rohibited f or general r ecreational us e, w ithoutprior written approval from the department.Part 33 Multi-Purpose Poolsa.) Application. All e lements of thi s a rticle tha t a pply to swimming po ols s hall a pply tomulti-purpose pools with the following additional provisions:(1) Design, Construction and Operation. T he design, construction and operation ofeach portion of a multi-purpose pool shall comply with the pertinent section(s) of thisarticle.(2) Circulation. T he t urnover r ate f or m ulti-purpose pool s s hall be a m inimum offour (4) hours.Part 34 Wave Poolsa.) Application. (1) Operation. The generation of waves more than three feet (3’) in height above thenormal, calm water level, regardless of the depth of the pool, shall not continue formore than fifteen (15) minutes at a time, with a minimum of three (3) minutes of calmwater or no waves between each fifteen (15) minute period.(2) Circulation. The turnover rate for wave pools shall be a minimum of three (3)hours.(3) Access. B athers must gain access to a wave pool only at the shallow end. T hesides of t he pool m ust be g uarded from una uthorized e ntry i nto t he pool b y a napproved barrier.(4) Handholds. Each w ave pool must be provided with approved h andholds at thestatic water level. Handholds must be self-draining and must be installed so that theirouter e dge i s f lush w ith t he pool w all. T he de sign of ha ndholds m ust e nsure t hatbody extremities will not become entangled.(5) Life jackets. Life jackets must be provided free for use by bathers upon request.(6) Lifeguard. Qualified l ifeguard(s) s hall be stationed a t t he w ave p ool dur ingoperation per American Red Cross Guidelines.(7) Shut-off switch. A clearly labeled emergency shut-off switch for control of waveaction shall be installed and readily accessible to each of the required lifeguard(s) onduty.(8) Warning system. An audible and visible warning system must be provided at thewave pool area t o a lert us ers of t he be ginning of w ave generation a nd to pr ovidesufficient time for bathers to exit the pool before the beginning of wave generation.(9) Stepholes and handrails. Stepholes a nd ha ndrails m ust be pr ovided a t one ormore l ocations along t he w all of t he wave po ol and in accordance w ith Part 9,“Construction”, f.) “ Steps and ladders”. T he s tepholes a nd h andrails m ust e xtenddown the pool wall so they will be accessible during wave generation at the lowestwater level. The distance between the outside part of the handrail and the pool wallmust not exceed six inches (6”).Part 35 Watercourse Poolsa.) Application. A ll e lements of thi s a rticle tha t a pply to swimming po ols s hall a pply towater course pools with the following provisions:(1) Handrails, steps, stairs, booster inlets. (2) Shape. The watercourse must not be narrower than eight feet (8’) and not deeperthan three and one half feet (3½’) at any point.(3) Egress. An approved method of exiting the watercourse must be provided at leastevery two hundred feet (200’) along the watercourse.(4) Deck. An approved deck must be provided along at least one side of the entirewatercourse according to the Construction, Decking section.(5) Circulation. The turnover rate for watercourse pools shall be a minimum of four(4) hours.(6) Velocity. The design velocity of the water in the watercourse must not exceed twomiles per hour (2 m.p.h.).Part 36 Artificial Swimming Lagoonsa.) Application. A ll e lements of thi s a rticle tha t a pply to swimming pool s s hall a pply toartificial swimming lagoons with the following provisions:(1) Construction. Effective upon t he a doption da te of t hese r ules, t he D epartmentwill no longer accept a pplications f or P ool C onstruction Permits f or A rtificialSwimming L agoons. Any properly permitted A rtificial S wimming Lagoonexisting prior to the adoption date of these rules shall be deemed grandfatheredsubject and pursuant to Part 40 of these regulations.(2) Clarity and Signage. Signs s hall be pos ted i n a c onspicuous l ocation a t t heprimary ent rance(s) to the f acility a nd at t he s hallow a nd de ep e nds of t heartificial swimming lagoon stating, in clear legible letters in the minimum stateddimensions:“WARNING” (in m inimum f our i nch ( 4”) h igh t ext) – “(insert na me offacility in all capital letters) IS A NON-TRADITIONAL POOL WITH A SANDBOTTOM IN THE DEEP END. THE WATER CLARITY IN THE DEEP ENDMAY VARY DURING OPERATION AND LIMIT BATHER VISIBILITY TOLIFEGUARDS. PLEASE EXERCISE ADDITIONAL CAUTION W HENSWIMMING IN THIS AREA OF THE POOL.” (in minimum two and one halfinch (2-1/2”) high text)Part 37 Natural Bathing Placesa.) Site plans prepared by a registered engineer shall display the anticipated bathingload, location, topography of the bathing area and surrounding land area, and appurtenancessuch a s t he b athhouse, l ifeguard s tations, a nd ot her r elated structures. P lans s hall besubmitted t o t he de partment f or r eview and must r eceive f inal approval prior t o a nydevelopment.c.) Facilities. Adequate f acilities s hall be pr ovided a nd a ppropriate pr ecautions s hall betaken to control bathers’ use of natural bathing places to insure their health and well being.d.) Design. For water depths up to five feet (5’) the floor of the body of water shall consistof s tabilized s and or ot her de partment a pproved m aterial a nd t he bot tom s lope s hall notexceed one foot (1’) in twelve feet (12’). The slope shall be smooth and constant without anysudden c hanges or dr op-offs. T he out er bounda ry of t he ba thing a rea s hall be m arked b yvisible poles spaced not more than two hundred feet (200’) apart mounted to the bottom. Theouter boundary shall also be clearly visible and posted to prevent unauthorized boats and skitraffic from entering the bathing area. Poles shall be connected by a sturdy line with buoysnot ove r t wenty feet ( 20’) a part. D epth m arkers shall be i nstalled on each pol e. Areas ofexcessive de pths, pr ojections, s teep ba nks, o r o ther a reas w hich m ight be c onsidered apotential hazard to the bather must be adequately marked with buoys, poles or other markersso a s t o w arn bathers. Beach, de ck, or adj acent r ecreational ar eas s hall ha ve a t otal ar eaequivalent to the designed total bathing area.e.) Survey. A s anitary survey s hall b e conducted prior to permitting o f a na tural ba thingplace and annually to record characteristics of the water source, possible sources of sewagecontamination, i ndustrial w astes, pot ential ha zards, a nd s ite s uitability. A r eport of t hissurvey shall be submitted to the department prior to opening for the season.f.) Bacterial quality. Bacteriological analyses for fecal coliform shall be made of the waterand t he r esults s hall be i ncluded i n t he s anitary survey. R esurvey and a nalyses m ay berequired as often as is deemed necessary by the department. At least four (4) bacteriologicalsamples shall be collected from the proposed bathing area. Each sample shall be collected atleast t wenty f our ( 24) hours a part, w eekly for t hree (3) consecutive weeks p rior t o theopening date. The water quality shall meet the current standards for recreational waters asspecified by t he c urrent r ules a nd r egulations of t he G eorgia E nvironmental P rotectionDivision for Water Use Classification and Water Quality Standards.g.) Routine sampling. No less than four (4) bacteriological samples at intervals not less than24 hours shall be collected from the bathing area for each thirty (30) day interval between theopening date and the final day of operation for the season. The initial sampling date shallestablish the sampling cycle wherein samples may be collected. The water quality shall meetthe current standards for recreational waters as specified by the current rules and regulationsof t he G eorgia E nvironmental P rotection D ivision. A c opy of t he l aboratory r eport(s) f oreach testing interval shall be submitted to the department.h.) Sanitary facilities. i.) Safety. A United States Coast Guard approved lifesaving ring having an outside diameterof f ifteen t o t wenty-four i nches (15”-24”), firmly attached t o a one -quarter i nch t o t hreeeighthsinch (¼"- ⅜”) diameter throwing rope that is as at least 100 feet (100’) in length shallbe pr ovided a nd hun g i n a c onspicuous l ocation. A n ope rable, ha rd-wired, w eatherprooftelephone, with direct 9 11 access o r capability installed in a conspicuous location shall b ereadily ava ilable t o bathers at all time s. Directions to the telephone l ocation m ust beconspicuously posted if the telephone is not readily visible to bathers.j.) Signage. A s ign with simply s tated r ules a nd s afety guidelines f or ba thers s hall beconspicuously posted. The lettering shall be a minimum of three quarter inch (3/4”). A signstating “EMERGENCY 911” shall be posted at the telephone. A lternatively, the telephonemay be equipped with 911 s peed dial access. W here no l ifeguard is on d uty, signs shall beposted in a conspicuous location at the entrance(s) to the natural bathing area and within thenatural bathing area stating, in clear legible letters at least four inches (4”) high, “WARNING- NO LIFEGUARD ON DUTY.”k.) Solid waste disposal. Adequately s ized, covered and lined trash r eceptacle(s) s hall beprovided within the natural bathing area. The container(s) shall be emptied when necessaryand maintained in a sanitary condition.k.) Prohibited bathing. Bathing s hall not be allowed if the w ater is e xcessively tu rbid,contains harmful contaminants, or during electrical storms. Night swimming is prohibited.Part 38 New Equipment, Construction and MaterialsThe de partment m ay allow t est grants, c onditional c onstruction pe rmits or c onditionalpermits for new designs, new equipment, new materials, or new processes proposed for useor installation in new or existing pools, if satisfactory proof is submitted to the departmentthat sound engineering and public health principles are complied with as determined by thedepartment. P erformance g uarantees s hall be required. C onditional pe rmits s hall r equiresatisfactory performance in the field for a defined time to be established by the departmentbefore a final permit is issued. T he department reserves the right to revoke any temporarypermit i f s atisfactory p erformance c annot be de monstrated in accordance w ith the cur rentpolicy and procedures addressing new products and processes and this article.Part 39 Right of RefusalBecause of the infinite variations in the design, installation and operational conditions of allpools, health officials must look beyond this article to uncover any special problems whichmay be uni que t o the pa rticular f acility be ing ev aluated. New design a nd constructionrequirements o f thi s a rticle s hall be impl emented if a ny ma jor modi fication of the pool ,natural ba thing pl ace, artificial s wimming la goon, or ba thhouse f acility is und ertaken, orshall be i mplemented i f a pa rticular i tem or pi ece of e quipment i s i n ne ed of r epair.Swimming p ools, na tural ba thing pl aces, artificial s wimming la goons, and associatedbathhouse facilities constructed or renovated prior to the adoption d ate of this article shallcomply with all other rules of this article.Part 41 Procedural Due Process RightsAs required by O.C.G.A. § 31 -5-3, any person substantially affected by any final order ofthe Board of Health denying, suspending, revoking or refusing to grant any permit providedunder t his ar ticle m ay s ecure r eview b y app eal to the department in accordance w ith t hehearing requirements of O.C.G.A. § 31-5-2 et seq., and as may be hereafter be amended, andany applicable rules and regulations of the department.Part 42 ViolationsIt s hall be unl awful f or any p erson, f irm, or entity t o vi olate a ny of t he provisions of t hisarticle.Part 43 Administration and Enforcementa.) This article shall be a dministered b y t he de partment, w hich s hall ha ve the a uthority t ogrant a variance from the requirements of this article as follows:(1) Where it is d emonstrated to the s atisfaction of the de partment th at s trictcompliance with the standards would result in extreme difficulty or undue hardshipupon the permit holder due to special conditions or cause; andCobb and Douglas County Public HealthDouglas Rules and Regs for Swimming Pools48

The pr ovisions of t his a rticle s hall apply to all ma tters a ffecting o r related to theregulation of s wimming pool s i n Douglas County. W here, i n any specific cas e, differentsections of this article specify di fferent m aterials, m ethods of c onstruction, or ot herrequirements, the m ost r estrictive requirement s hall g overn. Where t here i s a conf lictbetween a general r equirement and a s pecific r equirement, the s pecific r equirement s hallgovern.c.) The adm inistration a nd enforcement of this a rticle shall be pr escribed in the O fficialCode of Georgia Annotated Chapter 31-5.d.) This or dinance s hall be come ef fective thirty (3 0) days a fter a doption b y t he DouglasCounty Board of Health.e.) Should a ny s ection or pr ovision of t his article be de clared by a cou rt of com petentjurisdiction to be invalid or unconstitutional, such decision shall not affect the validity of thearticle as a w hole nor any p art t hereof ot her t han t he pa rt s o de clared t o be i nvalid orunconstitutional. A ll rules and regulations, or parts thereof, which conflict with this article,are repealed.f.)
